Governance and Social Action in Sudan after the Peace Agreement of January 9, 2005: local, national and regional dimensions Sudan University of Khartoum, University of Juba, Ahfad University for Women, Omdurman Ethiopia University of Addis Ababa Kenya University of Nairobi, Moi University of Eldoret Germany University of Bremen
Opening words of the Minister of Higher Education during the public briefing after the Workshop No. 2: Research Strategies and Methods at the University of Khartoum, October 2005
Governance General meaning of governance in the project: - the involvement of institutions, organizations, networks and activities in governing society in Sudan and neighbouring countries A two-tier approach of analysis: - a normative focus: activities and structures aiming to create and deliver common goods and services for the broader society after the CPA - a focus on rule: actors and interests that are de facto involved in governing the Sudan and interfere in or even undermine governance in the above sense
Social Action Meaning of social action in the project: Activities on the part of social groups that are related to the CPA itself, to the changes brought about by the CPA, or respond to developments that are indirectly linked to the end of the civil war. This includes conflictive issues and the varying ways social groups in Sudan and across borders have been dealing with conflicts since 2005 compared to the period before the CPA was concluded.
Five Main Research Fields Political participation and decision-making processes after the CPA Return and repatriation of internally displaced people and refugees after the CPA Continuing conflicts after the CPA Investment, reconstruction and capacity building after the CPA Sub-regional and international relations after the CPA
General Research Objectives To generate knowledge about social, political, cultural and economic processes in societies after the formal ending of civil war, ways to sustain peace on the basis of implementing a formal peace agreement with economic, political and development-oriented dimensions, reasons and motives for renewed or ongoing conflict,
General Research Objectives (To generate knowledge about) approaches and possibilities to transform violent conflicts into non-violent negotiations within the framework of a formally negotiated peace agreement between major warring parties, economic, social and political repercussions of the end of the civil war in Sudan on the sub-region.

Expected Results of the Project The results of the research are expected to make it possible to assess shortcomings and success of an exclusive peace agreement between major warring groups with regard to the requirements of implementing it in the broader society, structures of dependency and self-sustaining structures emerging from the involvement of international organisations in social, economic and political restructuring of war-affected areas, the constraints and opportunities for sub-regional actors and institutions to build lasting peace in conflict areas,
Expected Results of the Project (and to assess) the driving power of politicised discourses towards building peace or deepening societal cleavages in an environment of recovery from long-lasting war. The research results will be shared with related govern-ment departments, the sub-regional academic community, local civil society and international organisations involved in humanitarian and development assistance as well as in peace building. This will be organised through stakeholder workshops in the research sites in Sudan, Kenya and Ethiopia during spring 2008 and an international workshop at the University of Juba in Juba in July 2008.
