1 NEWSLETTER No. 49 / August 2013 A newsletter published by the EU Outreach Programmes on export control which are implemented by the Federal Office of Economics IN FOCUS Annual European Forum Alpbach Since 1954, the annual European Forum Alpbach has taken place in the Tyrolean village of Alpbach, Austria. The event serves as a platform for politicians, academics, practitioners and students from all areas to come together to talk about pressing matters and solutions to European and global problems. This year, the EU Cooperation Programme in Export Control of Dual-use Goods was able to contribute to this significant event and, in its framework, a debating forum was organised on August The invitation-only event on the first day was dedicated to research institutions involved in the subject of non-proliferation as well as to representatives from European export control authorities and was intended to give the opportunity of an inter-active exchange between both groups. The first day of the debating forum was concerned with the different ways in which the fight against the proliferation of weapons of mass destruction (WMD) and the protection of fundamental rights are interlinked. Following the presentations of practitioners in the area of dual-use research, the participants discussed how, when and if research activities should be controlled to prevent proliferation and if so, to which extent. In this context, a particular focus was put on which types of research activities pose threats as well as how the relevant organisations could be made aware of these threats. A particular focus was put on internal control mechanisms, so called codes of conduct, which are used by research institutes to assure a responsible use of their know-how and to prevent a potential misuse. 2 page 2 Source: BAFA The second half of the day was dedicated to the relation between human rights and export control. The key issue was the role of export control as a major tool to prevent the proliferation of WMD and, subsequently, the violation of human rights. To this end, participants of various backgrounds were invited to explore the relevance of human rights considerations in current export control systems from different angles. In this context, the debating forum benefited greatly from the input of both non-governmental institutions concerned with human rights and non-proliferation and the practical expertise of those working in governmental export control agencies. The second day was open to all interested participants of Forum Alpbach and attracted a number of students with a variety of research backgrounds. Main focus of this session was the European Strategy against the Proliferation of Weapons of Mass Destruction, which was adopted by the European Council in December 2003, in parallel with the adoption of the European Security Strategy. It was highlighted that the risks relating to the Proliferation of WMD need to be tackled by following a common approach and to closely co-operate within the EU and on the international level. As one instrument designed to implement the objectives of the EU security policy, the EU Cooperation Programme in Export Control of Dualuse Goods and the lessons learnt from such capacity building projects were presented. The feedback of the participants on site assured the organisers of the importance of such forums as platforms for exchange and networking. As the team of organisers, we would like to express our gratitude to all speakers and moderators for their efforts and considerable contributions as well as to the participants for their active engagement, which made this event valuable to all of us. We hope that the debating forum fostered a network of experts and practitioners and furthered knowledge and understanding of the presented topics. The success of this event is attributed to the contributions of all involved.
3 News from the EU Outreach Programmes page 3 Long Term Programme Kazakhstan - Workshop on implementation of international export control standards The implementation of international export control standards was the focus of an EU- Kazakh workshop, taking place in Astana at the end of August. After elaborating on international standards in general, the implementation practices of Kazakhstan and EU Member States were discussed. Topics addressed ranged from legal consideration to existing implementation procedures. Representatives from Austria, Germany, the Netherlands, and Hungary itemized on subject matter such as the EU export control list, national licensing procedures and intangible technology transfer. Vivid discussions provided detailed insights on national experiences. South East Europe Regional workshop on arms and dual-use export controls (joint event of LTP/COARM) A regional workshop for the countries in South East Europe (Albania, Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro and Serbia) focussing on both arms and military equipment and dual-use export controls took place in Skopje, the Former Yugoslav Republic of Macedonia, between 24 and 26 June Based on the experience of previous EU Outreach activities in the field of export controls, it was decided to make use of synergies and complementarity between the two programmes covering dual-use items and arms and military equipment and thus, this regional workshop was the first back-to-back event since the European Union started to implement outreach activities in the field of arms export controls for third countries under the Council Decision 2012/711/CFSP and the Instrument for Stability s Cooperation Programme on Dual-Use Export Controls. The overarching theme was on end-use verification in the pre-licensing, licensing and post-licensing phase of the export control process for military equipment and dual-use items. A team of EU colleagues addressed the variety of questions posed by the participants through practical case studies to simulate every- day issues for the governmental authorities involved. The seminar posed a great opportunity for discussion on different levels: interagency national, regional and with the EU colleagues; which strengthen the network and cooperation on all the levels.
4 page 4 EU CBRN Risk Mitigation Centres of Excellence projects CoE Project 5 - Team Meeting A CoE 5 team meeting took place at BAFA on 1 and 2 August. The regional teams provided reports on the initial visits conducted so far and the team discussed the technical and thematic framework of the regional workshop to be realised in autumn. CoE Project 5 - Initial Visit to Algeria An initial visit to Algeria will take place on 26 September. In addition, the meeting provided the opportunity to address further steps, as e.g. the development of assessment material. Source: BAFA CoE Project 5 - Initial Visit to Kazakhstan On 29 August the regional team for Central Asia introduced the CoE project 5 to representatives from ministries and agencies attending the meeting in Astana. In addition to the introduction of the project, possible fields of cooperation were presented.

7 News on export control page 7 EU Law /Embargo Measures Belarus The Council Decision 2013/308/CFSP of 24 June 2013 amending Decision 2012/642/CFSP concerning restrictive measures against Belarus (OJ L 172 of p. 31) suspended the travel ban imposed on Mr. Uladzimir Uladzimiravich Makei while he holds the position of Minister of Foreign Affairs of the Republic of Belarus. The decision shall apply until 31 October 2013 and shall be kept under constant review. Terrorism Al Qaida The Commission Regulation (EU) No. 652/2013 of 9 July 2013 amending for the 195th time Council Regulation (EC) No. 881/2002 of 27 May 2002 (OJ L 189 of p. 4) and the Commission Regulation (EU) No. 682/2013 of 17 July 2013 amending for the 196th time Council Regulation (EC) No. 881/2002 (OJ L 195 of p. 18) implement the Decision adopted by the Al-Qaida Sanctions Committee of the UN Security Council on 1 and 10 July The implementing regulations order to remove two natural persons from Annex I to Regulation (EC) No. 881/2002. In addition, an entry referring to one natural person in the list of Annex I is amended. Annex I to Regulation No. 881/2002 contains individuals, groups and entities whose funds and economic resources are frozen and to whom no funds or economic resources shall be made available. Other suspects of terrorism The Commission Implementing Regulation (EU) No. 646/2013 of 4 July 2013 amending the Council Regulation (EC) No. 2580/2001 concerning specific restrictive measures against certain persons and entities with a view to combating terrorism were (OJ L 187 of p. 4) updated with the address details of the competent authorities of Latvia in the Annex to the regulation.
