1 Appendix A: TECHNICAL SPECIFICATIONS 1. OBJECTIVE OF THE PROJECT AND CONTEXT 1.1 Introduction EUsavelives. European solidarity is vital is a communicative project of OXFAM and ECHO. All the Oxfam s European affiliates based in Spain, France, Italy, Germany, The Netherlands, Belgium, Ireland and Great Britain support this project. EUsaveLIVES principal objective is to increase awareness, understanding and support of EU citizens for humanitarian aid highlighting the role played by the European Union and Oxfam. For achieving this objective EUsaveLIVES will focus on one of the most vulnerable populations, the refugee and displaced persons leaving in camps who are absolutely dependant on the humanitarian aid. Some help can be a matter of life and death. This is the case when talking about refugee camps. Thousand millions of people are absolutely dependant on the external help. Without EU solidarity they would not survive. It is a chronicle situation that happens far away from the European daily lives and though it is very difficult to have it on the Media. But if we are able to raise the subject and lift it to the informative agenda, the content is appealing and easily understandable. EUsaveLIVES will present daily life of refugees and displaced people, explore refugee camps and internally displaced people problems and highlight the solutions put in place by ECHO and Oxfam. As focus countries, we are considering: South Sudan (internally displaced people), Syria crisis (refugees in Jordan and Lebanon) and Central African Republic (IDP and refugees in Chad). EUsaveLIVES wants to reach the widest audience possible with several products and actions designed to reach different markets and audiences. This will be achieved through a strategy focusing on media relations, giving priority to TVs, news creation, report presentations and celebrities support actions. This strategy aims at creating a nonstop communicative agenda that would last till November All products are designed to meet the same global objective, to show the EU citizen that their EU Humanitarian Aid saves thousands of lives every day by helping one of the least favoured communities in the world: refugees. We will underline that without this help people would have died. Under this umbrella there will be messages from reports analyzing the big data of the refugee camps and emotional messages about life and death. EUsaveLIVES will promote the European citizens involvement. Citizens have to feel part of the solution of the problem. In order to achieve it the project includes some participative actions both live and on-line aiming at promoting empathy with the refugees and displaced, increasing the understanding on the problems of the camps and raising awareness on the solutions brought by humanitarian Aid. One of these products is a Documentary film for festivals (1 st aim) and media (tv) and a version for on line purposes (online outlets, platforms ) 1.2. Documentary The documentary has to illustrate the narrative of the project. Depending of production team, proposals and situation by the time, it can be based on 2 or 3 countries. It will transmit what a normal day is like in the different camps/situations, from a very human point of view, focusing on the challenges refugees and IDP have to cope with, how humanitarian aid is needed and how it is a fact of life or death. We will provide special reference to the situation of women. We would like to show how refugee/displaced women do not accept the discrimination they are suffering and are raising their voices against it. Oxfam will closely support the documentary producer to better mainstream the gender approach. We will hear their voices directly, as a matter of respect, and subtitle in different languages (and add some well known voice if this adds value). The content of the documentary can mix images Oxfam already have and new material to be shoot by Oxfam Intermón cameraman between January-mars 2015.

And we campaign so that the voices of the poor influence the local and global decisions that affect them. In all we do, Oxfam works with partner organizations and alongside vulnerable women and men to end the injustices that cause poverty. When disaster strikes we're there. Oxfam is now helping many more people than ever, with more and better aid, delivered by more professionally trained aid workers and in a manner that treats disaster affected people and communities with the respect and dignity they deserve. We help people caught up in natural disasters and conflict. We typically provide clean water, food and sanitation in disaster zones. As far as we can, we strive to ensure that civilians are protected too. We also seek to reduce the risk to poor people of future disasters by continuing to work with them long after the immediate crisis is over. ECHO's mandate is to provide emergency humanitarian aid to help people in acute need. The assistance is delivered to help the victims of natural disasters or man-made crisis. The disaster response is not limited to humanitarian aid but also delivered through civil protection assets. The European Union is one of the world s largest humanitarian donors and, through ECHO, a key player in coordinating civil protection at EU level, both intra end extra EU. Communicating EU policies and activities is crucial for assuring transparency and contribute to accountability in the eyes of the EU citizen. This is the basis for ECHO communication strategy which aims to increase awareness, understanding and support for the EU action in the field of humanitarian aid and civil protection. In support of the policy, communication strategy also actively promotes the underlying principles and values of humanitarian work. For further Information, please consult: and SUBJECT OF THE TENDER This tender will result in a contract with Oxfam Intermón for production of a documentary covering the narrative of the project, having an approach to Syria Crisis (refugees in Lebanon or/and Jordania) and the possibility to complement with other situations (new stories in South Sudan or/and combined with those already gathered by Oxfam). Complementary services such as distribution and communication will be considered. a. Main services required Production of an original and innovative documentary, with a human perspective that impact the public making clear their help is needed and useful: it saves lives. EUsaveLIVES principal objective is to increase awareness, understanding and support on the part of EU citizens for humanitarian aid and the role which Oxfam and the European Union plays in the field. The project will focus on refugee/displaced people, especially women, who are amongs the most affected, vulnerable and changing actors. Through the refugee example EUsaveLIVES aims to show that EU Humanitarian Aid saves lives every day and EU citizens are a part of this humanitarian achievement. The different refugees/idr camps chosen will allow us to present humanitarian crises caused by conflict and also by natural disasters and will show how regular life is, and how Oxfam and the EU work on WASH, food, non-food items, gender issues... A specific angle related with food is welcome in order to present the documentary in Expo Milano (Feeding the planet, energy for Life).

(according to proposal) for festivals and Tv broadcast, and a shorter version for online purposes (length to be proposed) Promotion, distribution, and exhibition plans or / and execution to reach the maximum audience. Our aims are to reach: people viewing the documentary in festivals views and interaction in You tube Impacts in media, contributing to reach 20 million European citizens audience 2.2. Specification of needs Selection of subjects The proposal has to contribute to the narrative and aims of the project, presenting an innovative approach. The single most important message we want to tell the audience is Aid save lives We look for an emotional tone but avoid over-dramatic imagery and boost the dignity of people and the active role they play in driving forward actions which directly affect their lives and those of their families. We look for stories about success and personal improvement. The final choice of the specific subjet, projects/countries to be covered will be made in agreement with Oxfam and DG ECHO Timing Preproduction: January 2015 Shooting period : February /South Sudan March /Syria Crisis Editing: till june 2015 Aim: presentation of documentary in september, in San Sebastian Festival Film The on line version could be done before or afterwards (maximum october 2015) regarding the communications proposal made by bidder. Given the constraints and unpredictability in the humanitarian and civil protection sectors, the bidder must be able to respond sometimes at very short notice. Tenderers are invited to submit proposals in this respect, showing in particular their flexibility and ability to adapt to unforeseen events Geographical areas SYRIA crisis is one focal point for our project. The story could be based on refugees in Lebanon or Jordania or both. As the conflict rages on, refugees from Syria are suffering more than ever, often living in poor conditions, with no savings and diminishing hope of returning home. Over 3 million refugees have fled Syria s borders and many more families in desperate need in Syria are trying to escape the violence. Neighbouring countries are struggling to cope with the influx. The international humanitarian response has proved vital to help meet basic needs such as water and sanitation, food and shelter. EU countries can support Syria s neighbours to cope through providing long-term funding for the response and offering alternative options for some of the most vulnerable refugees through resettlement programmes while pressing for a political solution to the crisis. Many of the refugees who have fled Syria are well-educated and highly skilled. They do not want to exist on hand-outs alone; they should be allowed to work and build liveilhoods Lebanon: More than 280,000 refugees reached since January Project activities with ECHO funding were delivered in the North of the country in Koura, Tripoli, Zgharta. Jordan: Nearly 140,000 people reached since January Oxfam operates in Zaatari camp and with host communities. The activities are cash, WASH and protection in 2 areas for Syrians and Jordanians SOUTH SUDAN is one of the most fragile states in the world, and is affected by the legacy of conflict with unresolved political grievances, a lack of infrastructure, an unreformed security sector and insufficient basic service delivery. The conflict that erupted in Juba (15 th ) December 2013 on the basis of divisions within the ruling Sudan People s Liberation Movement (SPLM) party quickly morphed into a national crisis, taking on ethnic dimensions. By September 2014, well over 10,000 people had been killed and there were widespread
4 warnings that a quarter of the country s population is at risk of famine. In the newest country in the world (9 July 2011), State infrastructure, in both government and opposition-held areas, is not able to respond to these recurrent crises and external shocks to mitigate the impacts and protect the population, whose right to security has been politicized and divided along ethnic lines. Latest displacement figures: Since the start of the crisis, over 1.8 million people have fled their homes (source OCHA). This number includes 1.4 million who are displaced within South Sudan - around 100,000 of these are in10 internal Protection of Civilian sites run by UNMISS (United Nations Mission in South Sudan). There are currently 469,000 refugees in Sudan, Uganda, Ethiopia and Kenya. (source OCHA) Hunger million people are already severely hungry (Source IPC). Aid agencies predict that in 2015 this will worsen significantly. Most recent forecasts suggest the number of people facing severe levels of hunger will increase by a further 1 million between January and March Oxfam is helping over 340,000 people across South Sudan, including giving clean water to over 69,000 people and food to over 90,000 people. It has also helped close to 150,000 South Sudanese refugees in Ethiopia and Uganda. Other countries and stories can be used, with content already gathered by Oxfam, with the only condition that is showing places where we have worked jointly with ECHO Filming The filming will be made by Oxfam cameraman. However, considering a producer team (director/scriptwirter, soundman) is welcomed whose travels costs are to be included in the budget. Support for logistics and organisation of meetings will be facilitated by Oxfam Intermón, and in some cases with support by DG ECHO personnel in the field, depending on the timing of the filming. Team travelling to the field have to respect the security rules determinate in each country. We include such a model for cost/efectiveness and because all raw materials gathered for this project will be given to Oxfam, in order to use for online purposes, new editions, photo galleries or other products to communicate Oxfam work and context. Our tecnical equipment is: Canon D5 mark III Opticas : 50 mm, 35mm, mm, Go pro 4 Tripode Microfono sennheiser Corbatero inhalambrico Microfono sennheiser ambiente Tripode Glidecam Human Resources and working model The bidder assumes sole responsibility for the employment and management of the staff necessary and qualified for the performance of this contract - director, scriptwriter, soundman, editor, etc.). A brief cv will be added. In particular, he must ensure them against accidents at work and undertakes to comply with relevant national laws on employment, social security and taxation, and the rules on health and safety. The bidder must propose a working model in which teamwork with the Oxfam Intermon cameraman and coordination with communication team are included. The involvement of a relevant person on the project be it a famous director, the voice of an artist that adds value to the final product and facilitates achieving the target audience will be assessed Insurance The bidder will be liable for damage and accidents caused directly by him or his staff. He will to that end take out the necessary insurance cover. He also assumes sole liability for all accidents or injury suffered by him, his staff, and damage to equipment.
5 Production The production includes: Scripts for two versions (screens and on line) Finaledition for screen version (festivals and tv) Final edition for on line version (optional) Final film translated (valorable) Task related to pre-production with be done jointly with Oxfam team. Coordination with Oxfam cameraman (who will film) Organising all tasks related to production and post production And those the bidder could offer A description of the final products, systems, formats and standards used must be specified in the tender Languages The documentary in both version /screen and online) has to be easy translatable to different languages (English, French, German, Dutch, Italian and Spanish). Scren version will have to be in English and Spanish. However, facilities to implement it in the 6 languages will be scored. Similarly in on line version. The script translations into the different languages will be made by Oxfam Supervision rights Considerable freedom will be left to the editor, on condition that the content respects the code of conduct 5. The Commission's humanitarian aid work follows a need-based approach and is never implicated in political debates. However, Oxfam and ECHO do reserve the right of supervision on the technical quality and content of the completed productions, as well as the processing of the planned information by the bidder. So,Oxfam and ECHO have to sign off the finals products Distribution/Exhibition for screen version The bidder has to present a proposal for the exhibition and distribution of the documentary and explaining the possibilities that could cover the different services: From plans to access to festivals Plans to access to tv Facilities to present the documentary in festivals Organizing the participations in festivals o San Sebastian Festival o In Festivals with impact in the countries of the project o In Festivals in al Europe and abroad Communications plan, distribution for on line version The bidder has to present a communications proposal for the exhibition and distribution of the documentary in its on line version and explaining the possibilities that could cover the different services: Plans to access media and on line platform distribution Facilities to access such media an on line platforms Plan execution Commitment with some platforms Planning Deadline for submitting applications: 15 December 2014 Provisional date for signing the framework contract: 22 December 2014
6 Budget All services and expenses arising from the production of the documentary an all its versions, final products to be delivered- should be included in the budget of 80,000 euros + VAT. Adding all services and expenses arising from the distribution of the documentary for screens and on line version can reach a maximum amount of 95,000 euros + VAT. 3. COPYRIGHT, OTHER INTELLECTUAL PROPERTY RIGHTS AND IMAGE RIGHTS Compliance with Copyright law, and more generally with Intellectual Property legislation, as well as with image rights, is of utmost importance to the European Union and Oxfam. The Bidder shall give warranties to Oxfam Intermón concerning ownership and/or the acquisition of relevant licences and authorisations pertaining to the above-mentioned rights and in particular shall give warranties that no third-party rights will be infringed. The Bidder shall assign ownership to Oxfam and the European Union of the rights pertaining to the results obtained under the performance of this Invitation to Tenders as from the moment of their acceptance by the Oxfam. In case of rights existing prior to the contract being entered into, the Bidder shall grant to Oxfam a licence, permitting to use the results for all the purposes defined in this Invitation to Tenders, as from the moment of acceptance by the Oxfam. It is up to the Bidder to specify any part of the production and/or coverage on which a copyright or any other right of ownership already exists. In case the Bidder cannot obtain the necessary rights to assign or licence them to Oxfam, he shall immediately inform before the creation of the results. It is also the Bidder's obligation to notify in writing Oxfam of the rights that are subject only to a licence. In the absence of such notification by the Bidder, Oxfam shall presume that all rights are subject to assignment. The Bidder shall hold Oxfam and the European Union harmless and shall provide compensation and assistance in the event of actions and proceedings brought against Oxfam or the European Union by a third party as a result of the enjoyment by Oxfam or the European Union of rights obtained from the bidder in performance of this Contract. 4. PAYMENT PROCEDURE Payments will be as follow: 50% upon signing the contract, 20% upon products delivered, final 30% all services delivered. Payments will be executed only if the bidder has fulfilled all his contractual obligations by the date on which the invoice is submitted. Payment requests may not be made if payments for previous orders or specific contracts have not been executed as a result of default or negligence on the part of the bidder. Other provisions relative to payments are mentioned in the Appendix F Contract template of the invitation to tender.
