1 BOARD OF DIRECTORS SREDA Board Meeting November 2, 2016 Payette County Fairgrounds, New Plymouth Idaho 1 Members Present: Patrick Nauman, Randy Griffin, Sandy Hemenway, Ken Bishop, Adam Brown, Rick LaHuis, Sean Hackett, John Breidenbach, Dan Greig, Derrell Childers, Wade Moore, Danielle Painter, Beth Earles, Dawn Callaham, Charlotte Fugate, Torie Ramirez, Matt Frye, Rick LaHuis, Mike Hanigan, Kevin Coats, Randy Frates, Georgia Hanigan, Roy Kyle, John Dillon, Amy Stal, Ryan Kerby, Bob Komoto, and Allen Schmid Staff: Kit Kamo, Executive Director 1. Call the Meeting to Order: Chairman Patrick Nauman called the meeting to order at 7:07 a.m. 2. Introductions of Attendees: Chairman Nauman thanked everyone for coming to today s meeting as the turnout was very good with multiple communities represented. Chairman Nauman thanked the City of New Plymouth for hosting the meeting today. We then went around the room and everyone present introduced themselves and which business or entity they are representing. 3. Approval of September 7, 2016 Board Minutes: Chairman Nauman asked if everyone had a chance to read and review the September 7, 2016 and October 18 th regular board minutes that were sent out. Chairman Nauman then asked if anyone had any questions or corrections to the minutes. Hearing none, Chairman Nauman asked for a motion to approve the minutes as presented. Ken Bishop made a motion to approve the minutes as printed, seconded by Kevin Coats. The motion passed unanimously. Chairman Nauman then asked if everyone had a chance to read and review the minutes from our annual SREDA board meeting held on October 18, Hearing none, Chairman Nauman then asked for a motion to approve the minutes as printed and presented. Dan Greig made a motion to approve the minutes as printed, seconded by Ken Bishop. The motion passed unanimously. 4. Financial Update: Treasurer Sandy Hemenway went over in detail the financial handouts for the month of October discussing balances at the end of the month in both the checking and money market accounts, and then totals for month end. She then went over the SREDA Monthly Snap Shot report in detail for both income and expenses. After Sandy s presentation, Chairman Nauman asked if anyone had any questions on the financial report. Hearing none, Patrick then asked for a motion to approve the treasurer s report as presented. Kevin Coats made a motion to approve the treasurer s report as printed and presented, seconded by Ken Bishop. The motion passed unanimously. 5. Business Highlights TNT Forest Products Invited guest, Teresa Allen, was unable to attend, so no business report was given this month.

Annual Meeting Chairman Patrick Nauman provided an excellent recap of the SREDA annual meeting held at Saint Alphonsus hospital on October 18, Patrick explained the agenda for the meeting and said SREDA officers were also voted on and re-elected. Chairman Nauman then thanked everyone for a successful year and asked those present that had not reviewed the annual report to please do so. Patrick then thanked Payette Mayor Jeff Williams for his presentation on the real estate housing market for both Payette, Fruitland, and Ontario. Patrick next thanked Mike Hanigan and Bob Komoto for their dedication and hard work getting the SREDA Bylaws reviewed and updated. Bylaws are always a difficult job but something that is necessary from time to time. Also some new board members were discussed and voted on. Patrick then told the group that the SREDA economic annual report has some very good information in it, so as you talk with folks in the region regarding SREDA s efforts you now have the information in your hand to do so. 7. Economic Development Positions As per the bylaw changes, Patrick then discussed adding three economic development positions to the board, John Breidenbach, Ontario Area Chamber of Commerce Executive Director, Kevin Coats, Payette County Volunteer Economic Development, and Dan Cummings, City of Ontario Community Development director. All were voted on and approved. 8. City and Community Highlights: City Highlights: a. Fruitland: Mayor Ken Bishop stated that the City of Fruitland has a lot of projects going on at this time. He mentioned both Ameri Gas and Dutch Brothers Coffee going into a location behind the old Howard Landscaping building. Mayor Bishop then discussed the Pennsylvania Street improvements and the railway crossing there. He said the projects are funded with State and Federal dollars. The Mayor finished by saying the housing market is also continuing to do very well. Community Highlights: Matt Frye then informed the group about the newly formed Fruitland chamber of commerce. Matt then explained a little about the chamber formation and why Fruitland residents felt this was necessary. b. Payette: No one form Payette was present so no report for the City of Payette was presented this month. c. Ontario: City Manager Adam Brown updated the group on some site visits the city of Ontario has recently hosted. Adam indicated one of the projects is very large and a game changer. Adam then discussed the developments on the old Kmart site including a new retail pad and Waremart. Adam also indicated that the Ontario City Council will be approving the addition and completion of 5 th street for the Waremart construction project. 2

3 3 Councilwomen Charlotte Fugate then updated the group on the Revitalize Ontario projects they have been working on. She discussed the Competition Building project which only has two items left to complete. She said she is very excited and pleased with how the project has turned out as were the representatives from the State of Oregon. Charlotte said that the Old School business building will be repainted this week. d. Nyssa: Torie Ramirez gave the update for the City of Nyssa. Torie indicated that the tennis courts at the high school are being refurbished and are almost done. Also the new construction building plans for the new Nyssa middle school are about ready to go. This will be a great improvement project for the Nyssa School District and Nyssa in general. e. Weiser: Patrick Nauman gave the update for the City of Weiser. Patrick discussed the Economic Task Force work and stated the group recently completed additional training through the Department of Commerce and Labor. They worked on a great analysis for the region. Patrick reported they have seen some movement on a few buildings in town. Patrick then said the sale yard project is moving forward too. Patrick next discussed a new business operation starting up in Weiser with a great idea and passion for tourism in this region. He said an upholstery business most recently located in Eagle, ID has now relocated to Weiser. And lastly, Patrick discussed the U.S. Capital Christmas tree which will come to town next week. Multiple celebrations will be happening! As soon as this is over they will be forming a steering committee to work on the Solar Eclipse project which will be huge next August 21. f. New Plymouth: New Plymouth Mayor Beth Earles gave a quick update and invited everyone to stop by the new coffee shop. She said that they are open early and provided the great treats for this morning s meeting. g. Vale: No city of Vale representatives were present so no report was given for Vale. 9. County Highlights: a. Payette County: County commissioner Georgia Hanigan stated the county commissioners will be working to appoint a new county prosecutor tomorrow. b. Malheur County: No Malheur County representatives were present. c. Washington County: Chairman Nauman gave the report for Washington County. Patrick stated that Project neighbor is in status quo right now but the Washington County Commissioners met this week to discuss the old sunny side feedlot project and what needs to be done there. The county may provide some needed cleanup on the site for local match.

4 10. Executive Director Report: Kit began her monthly report to the board by discussing her written report and then expanded in more detail several of the on-going projects. After explanation and discussion, Kit made the following comments: Kit had prepared her State of Idaho Reporting for the Rural ED Pro Program (a requirement for the grant) the results of activity in our region are great: Projects worked on From July 1 st October 31 st showed a Total potential jobs of 1,389+ and investment in excess of $642 Million She then handed out the SREDA Report Card through 3 rd Quarter & 2016 Annual Report. Site visits in Sept & Oct from: Project Waterflower, Project Aww, Project Falcon, & Project Vera (several included more than 1 visit) Announcements: Project Mountain (Teton Machine Company) will be building a brand new facility; and Project Al s (Saint Alphonsus - $11 M) plus several other new building projects currently in progress throughout the valley. She mentioned other projects that include Project Adam, Project Bolt, Project Chipotle, Project Food, Project Gemini, Project Hunt, Project Neighbor (follow up), Project Mixer (company from Boise Valley), and Project Spice (San Diego company). She talked about the October Annual Meeting held at Saint Alphonsus Medical Center in Ontario There was a fantastic turnout, great food, and a successful evening. 5 February 5-7 Advanced Manufacturing, Anaheim attending with SLP February 8-9 Food Show, Sacramento attending with Team Oregon March 9-13 Natural Products Show, Anaheim attending with Team Oregon April 4-6 ProFood Tech (listed with SLP not committed yet) May 8-11 Xponential 2017, Dallas attending with SLP June AD&M East, NY (listed with SLP not committed yet) September Pack Expo, Las Vegas attending with SLP Round Table Discussion: Rick LaHuis stated that his company has a building project starting next week across from the DL Evans Bank site. The project will be for retail space. Rick said they are hoping to attract real estate and insurance type of businesses into the building which will be ready next spring. Kevin Coats reported that Project Lincoln Logs was scheduled to close in December. The project is north of Payette and the new owners are looking at growing the existing business. Idaho Representative Ryan Kerby then discussed the Economic Development Bill that he is hoping will pass the Idaho Legislature during the next session. A lot of work has been going into making this happen. Right now three million must be invested by a business to qualify for tax incentives, which simply does not work in Washington County and other rural areas. The newly drafted bill would lower this amount down to $500,000. Representative Kerby explained all of the details of the bill and the behind the scenes work on this over the summer. Please come from this district to testify and also it would be helpful if someone from SREDA came too. Business expansion is a tough time for small local companies and this change in the legislation could help alleviate some up front expenses. John Breidenbach reported that some businesses in Ontario have new ownership. John mentioned the new Red Lion and a few others. He did state this is good news as he is seeing investors from the Boise valley area now looking at the Ontario market. John finished by discussing the upcoming annual Winter Wonderland Parade and that essays are due. Patrick Nauman then said that on Friday and Saturday, November th will be the annual harvest and craft fair in Weiser. Also on December 3 rd will be the annual Weiser Christmas Parade. Kit Kamo then thanked Roy Kyle from Umpqua Bank and Amy Stal from St. Luke s for attending today. It s great to have our partners from the Boise Valley attending the meetings. 12.
