Call to Order 2. Approval of Minutes a. Approval of February 3, 2015 Minutes Jerry Gaines made a motion to postpone the approval of the February 3, 2015 minutes until the April 7, 2015 meeting. Les Green seconded the motion. The motion carried. Martial Robichaud and Stewart Winslow were absent from the vote. 3. Old Business - None 1
2 4. New Business - None 5. Public Hearing None 6. Discussion Items None 7. Unified Land Management Ordinance (No. O ) A. Subdivisions 1. Major (Preliminary Plats) a. Shana Lynn Subdivision Sherry Dull presented the following staff report: 1. Factual Dates a. Planning Commission deadline date 02/10/2015 b. Plats and Application received 02/10/2015 c. Planning Commission Meeting 03/03/ Background Information Niemitalo Inc. has submitted an application for a conventional subdivision. The project site is located on Bible Church Road in Boiling Springs, SC. The site s current land use is agriculture. The developer is proposing 39 single family lots (and a detention lot) on acres. The subdivision will have two new roads consisting of 0.39 miles, which will be dedicated to Spartanburg County for maintenance. Staff Recommendation Staff recommends that the Planning Commission conditionally grant the preliminary plat approval for Shana Lynn contingent upon receiving approvals from Spartanburg Water System (water), DHEC (septic), and Spartanburg County Engineering. If a sign is desired, a sign easement should also be provided. Harold Scruggs made a motion to conditionally approve the request for a variance based on receiving approval from Spartanburg Water System (water), DHEC (septic), and Spartanburg County Engineering. Les Green seconded. The motion carried. Jerry Gaines recused himself due to conflict of interest. Martial Robichaud and Stewart Winslow were absent from the vote. 2

Harold Scruggs made a motion to read The Oaks at Woodfin Ridge Section 1 into the record as approved. Doug Brackett seconded the motion. The motion carried. Martial Robichaud and Stewart Winslow were absent from the vote. b. Bordeaux Phase 3 Sherry Dull presented Bordeaux Phase 3 to be read into the record as approved. Doug Brackett made a motion to read Bordeaux Phase 3 into the record as approved. Toby McCall seconded the motion. The motion carried. Martial Robichaud and Stewart Winslow were absent from the vote. 3. Minor (Summary Plats)* a. Parker Estates Sherry Dull presented Parker Estates to be read into the record as approved. Les Green made a motion to read Parker Estates into the record as approved. Harold Scruggs seconded the motion. The motion carried. Martial Robichaud and Stewart Winslow were absent from the vote. b. Creek Walk (Revised) Sherry Dull presented Creek Walk (Revised) to be read into the record as approved. Toby McCall made a motion to read Creek Walk (Revised) into the record as approved. Les Green seconded the motion. The motion carried. Martial Robichaud and Stewart Winslow were absent from the vote. c. Stanton Acres Sherry Dull presented Stanton Acres to be read into the record as approved. Doug Brackett made a motion to read Stanton Acres into the record as approved. Donna Turner Williams seconded the motion. The motion carried. Martial Robichaud and Stewart Winslow were absent from the vote. 4. Minor (Private Road Developments) * - None 3

Les Green made a motion to read Bobby and Debra Justice Family Property into the record as approved. Donna Turner Williams seconded the motion. The motion carried. Monthly Subdivision and Land Use Report The monthly report was given to the Planning Commission. b. Comprehensive Plan Update Joan Holliday gave an update. c. Area Performance Planning Update Bob Harkrader and Joan Holliday gave an update. d. Nominating Committee Report Donna Turner Williams gave the following report: The members of the Nominating Committee put forth Whit Kennedy as Chair, Doug Bracket as Secretary, and Toby McCall as Vice Chair. 4
5 Mr. Kennedy stated that was the report of the Nominating Committee, and asked if there were any other nominations from the floor. Hearing none, nominations were closed. Mr. Kennedy asked if there was a motion to elect officers as stated. Jerry Gaines made a motion to accept the nominations. Les Green seconded the motion. Martial Robichaud and Stewart Winslow were absent from the vote. After a unanimous vote of the members present, the slate of officers was approved. 10. Adjournment There being no other business, Jerry Gaines made a motion to adjourn. Harold Scruggs seconded the motion. The vote carried. The meeting adjourned at 5:07 PM.
