1 Rajya Sabha Secretariat Employees Association Parliament House Annexe, New Delhi PATRON PRESIDENT GENERAL SECRETARY Desh Deepak Verma Shrish Chandra Dixit Sunita Singh Secretary- General Tele : Tele : Tele : No. RSSEA/1/2017 Dated- 16 th October, 2017 CIRCULAR It has been decided to hold biennial elections of the Executive Council of the Rajya Sabha Secretariat Employees Association on Wednesday, 1 st November 2017, in accordance with the provisions contained in clause 7 of the constitution of the Rajya Sabha Secretariat Employees Association. The elections will be held for the posts and representatives of Services/Grades as indicated in Annexure Attention of the members of RSSEA is also drawn towards clause 7 (h) of the constitution of RSSEA which read as under- (i) Provided that if there is no lady representative elected to the Executive Council,one lady member of the Assosiation may be co-opted by the President to the Executive Council. (ii) Provided that members shall be restricted to contest election only to one body e.g. Association, Staff Benefit Fund and Recreation Club. If any present member of the Executive Council/Managing Committee intends to contest election for the other body he/she will have to resign from the former body and after being elected to the latter, such vacancy may be filled by a person who has secured next position. 3. Shri T.N.Pandey, Director has been appointed as the Returning Officer. Nominations for the elections in the enclosed form (Annexure II) may be submitted to the Returning Officer between am to 3.00 pm on any working day but not later than Tuesday the 24 th October Scrutiny of the nominations will be held at 4.00 pm on next day i.e. 25 th October Notice for withdrawal of candidature in the enclosed form (Annexure III) may be submitted to the Returning officer up to 3.00 pm on Thursday, the 26 th October No person who has given notice of the withdrawal of his candidature shall be allowed to take it back. The final list of the contestants shall be published on the same day. Contd /-

On the date of scrutiny, the Returning officer shall examine the nomination papers and may reject any nomination paper of any one or more on the following grounds: (i) That the candidate or proposer does not belong to the same group, if applicable. (ii) That the signature of the candidate or the proposer on the nomination paper/withdrawal is not genuine. 6. If the number of candidates after the date of withdrawal is equal to or less than the number of posts and/or representatives of Services/Grades, no election shall be held for them. 7. The polls for the elections will be held on Wednesday, the 1 st November 2017, between am to 3.00 pm in Committee Room E, Parliament House Annexe. A Ballot Paper containing the name of all candidates contesting the elections shall be issued by the Presiding Officer/Polling Officer to every voter present in person at the place fixed for the poll during the polling hours. The voter shall mark his vote on the ballot paper by putting tick against the name of the candiodate/candidates of his choice. 8. Counting of the votes shall take place at 4.00 pm on Wednesday, the 1 st of November,2017. If after the counting of vote, an equality of votes is found to exist, the Returning officer shall forthwith decide between candidates by lot and proceed as if the candidate in whose favour the lot falls shall be deemed to have received an additional vote. On the completion of the counting of votes, the Returning Officer shall hand over the results to the General Secretary of the Assosiation. The results will be announced at the General Body Meeting to be held on 13 th November In case of any dispute, the Executive Council shall constitute a committee with the approval of the Patron, consisting of not more than three members from amongst Officer of the rank of Joint Director, or above, provided the members so nominated are not member of the Executive Council. The decision of that Committee shall be final and binding on the parties to the dispute. To, Dr. Sunita Singh General Secretary 1.
