4 Minutes of the Reconvened IAP Annual General Body Meeting Held on 29 th September 2009 At The IAP House, Karachi 1. COMMENCEMENT OF MEETING President IAP Ar. Ejaz Ahed requested Ar. Muhammad Irfan to invoke the meeting. IAP President Ar. Ejaz Ahed welcomed the members and explained that the AGM scheduled for 29 th August 2009, had to be reconvened a month later because of lack of quorum. The reconvened meeting does not need to meet the requirements of quorum. 2. CONFIRMATION OF THE MINUTES OF THE ANNUAL GENERAL BODY MEETING HELD ON THURSDAY 30 TH AUGUST, 2008 AT THE HOTEL SHERATON, KARACHI Ar. Maria Aslam Hyder inquired that there had been a commitment made to make the IAP website operational before IAPEX in Karachi and that has not been recorded in the minutes nor has the website been completed. Hon. Secretary Ar. Arif Belgaumi responded that the commitment noted in the minutes is as recorded on the tape recording of the AGM and that it had not been possible to complete the IAP website because the corrected member database information which was promised by the Chapters had not been received to date. There were no further comments. The minutes were adopted without any change. Adoption of minutes was proposed by Ar. Shahab Ghani Khan and seconded by Ar. Sadia Fazli. 3. REPORT OF THE ACTIVITIES OF THE NATIONAL COUNCIL President Ar. Ejaz Ahed introduced the Hon. Secretary s Report of the Activities of the National Council by reporting that despite all the difficulties with the website, the Institute is in the best financial position that it has ever been in its history, has had the largest number of new members inducted and the largest collection of membership fees. This has been largely due to the devolution of responsibilities from the National Council down to the Chapters and there had been much greater interests in IAP events and elections. He reported that the project to build the IAP House in Karachi is well underway. He said he was happy to report that the Rawalpindi / Islamabad Chapter had purchased a plot of land for its headquarters and now IAP owns properties in three cities that it can use as its office. He stated that IAP had been awarded the honour to host the Arcasia Council Meeting and ACA14 in Lahore in October 2010, and much of the credit must go to ACA14 Convener Ar. Kalim A. Siddiqui whose two presentations in Busan, Korea and Ulaan Baator, Mongolia were instrumental in securing this honour. IAP NC AGM REPORT-2010 Page 4 of 20

5 He stated that the IAP has been active in SAARCH and attended the meeting in Colombo earlier this year and also through the particular initiative of Vice President Ar. Ahmed Parvez Mirza the IAP returned to Sri Lanka this summer to help in the establishment of a SAARCH student body He commended Vice President Ar. Ahmed Parvez Mirza and said that he looked forward to hearing of the continued collaboration of our students with those of other SAARCH countries. Hon. Secretary Ar. Arif Belgaumi read the Hon. Secretary s Report. Since the activities of the Chapters had been covered in greater detail in their respective AGM Reports, their activities were not read out and the Hon. Secretary, with the permission of the House moved directly to the activities of the National Council. The Hon. Secretary reported that during the period July 2008 and July new Associates, 103 new Affiliates and 1 new Fellow had been inducted into the IAP. President Ar. Ejaz Ahed made a special note and commended the Karachi Chapter for the initiative that it had taken and effort that it had made to expedite the IAP House Project. Ar. Pervez Iqbal and Ar. Maria Aslam corrected the dates of election of the four Chapter Chairpersons. The dates of election were corrected as follows: Ar. Maria Aslam-Hyder Chairperson, Karachi Chapter (elected 2007) Ar. Parvez Iqbal Chairman, Lahore Chapter (elected 2008) Ar. Salman Mansoor Chairman, Rawalpindi / Islamabad Chapter (elected 2007) Ar. Zulfiqar Ali Chairman, Peshawar Chapter (elected 2008) The Hon. Secretary highlighted key items from the Chapters activities. He noted that the Karachi Chapter had successfully conducted the IAP House Design Competition and had made considerable progress on the IAP House project. The main item in the Lahore Chapter s report was the Grand Convention of Architects and Town Planners that was held to celebrate the Golden Jubilee of the IAP and the Silver Jubilee of PCATP. President Ar. Ejaz Ahed added his congratulations to the Lahore Chapter for their effort and success in this event. The other achievement of Lahore Chapter during the year that was highlighted by the Hon. Secretary was the preparation for ACA14, especially the presentations for the Arcasia Council Meetings in Busan and Ulaan Baator. Credit for this effort goes to ACA14 Convener Ar. Kalim Siddiqui and his fellow committee members. Immediate Past Chairman of Lahore Chapter Ar. Pervez Iqbal reported that it has not been mentioned in the report but the Lahore Chapter in the last year had netted a profit of Rs. 59 lakhs. Rawalpindi/ Islamabad Chapter held a very successful IAPEX from 24 th 26 th April 2009 at the Pearl Continental Hotel in Rawalpindi. Another significant achievement of the RIC is the purchase of a 500 sq yd plot in the name of the IAP for construction of the IAP House Islamabad. The investment was made with savings from IAPEX events from the last three years. The Peshawar Chapter, it was reported, had been greatly affected by the unrest in the province however some events were held. It was noted that the Peshawar Chapter had participated in the IAP NC AGM REPORT-2010 Page 5 of 20

6 World Heritage Day in May 2009, and with the assistance of the architecture students from NWFP UET Abbottabad campus had been instrumental in preserving the heritage architecture of Abbottabad which was at risk of demolition in the guise of post-earthquake reconstruction. Ar. Yasmeen Lari s contribution in this latter effort was also recognised. The Hon. Secretary read through the IAP National Council Activities and Programmes. He outlined the efforts made to secure the approval of the Arcasia Council for hosting ACA14 to be held in He listed the efforts made to develop the IAP Web Site and stated that in spite of the current discrepancies in the member data the website is largely complete and needs content to be generated by the various Chapters to make it an attractive and informative site both for users and advertisers. President Ar. Ejaz Ahed observed that the financial potential of the web site is considerable and needs to be realized. The Hon. Secretary described the holding of the 2009 IAP Awards with Ar. Ashraf Shanjer as convener and as Ar. Syed Zaigham S. Jaffrey as advisor. The Awards cycle concluded with the distribution of awards on August 29 th The IAP Lifetime Membership scheme was announced; effective from 1 st July 2009, and its salient features, procedures and conditions were described by the Hon Secretary. He reported that the only thing remaining to be done before this scheme can be offered to members is the development of an application form. The Hon. Secretary reported that this year the Ministry of Environment on the recommendation of the PCATP had recognised the IAP as a professional institute. President Ar. Ejaz Ahed observed that this recognition by the federal government offered considerable opportunities for PCATP and IAP to work together to develop the profession of architecture in Pakistan. The Hon. Secretary reported that the IAP had been approached by USAID to partner with it in hosting a national level conference on energy efficiency in buildings, to be held later this year. The Hon. Secretary reported that the IAP had been represented by President Ar. Ejaz Ahed in a committee to develop the Energy Code of Pakistan under the auspices of ENERCON. The Hon. Secretary reported the IAP s involvements in various international organisations and its participation in international conference like Arcasia and SAARCH. He also listed the activities with regards to the IAP membership to UIA. The Hon. Secretary reported the workings of the National Council secretariat office and the efforts made to organise and computerise the member database and the filing system. The Hon. Secretary reported the successes of and challenges confronting the National Council in its efforts to streamline and consolidate its accounting and reporting practices and to comply with the requirements of the SECP. The Hon. Secretary reported the progress made in the further implementation of the Charter of Chapters with devolution of responsibilities to the Chapters and the assumption of a coordinating and overseeing role by the National Council. 7 In his closing remarks the Hon. Secretary noted the sad demise of Ar. Misbah Najmi and apologised if any other passing away had been overlooked by him. The Hon. Secretary concluded the Honorary Secretary s Report by thanking the building material industry for their continued support of the IAP s aims and objectives. He thanked the National Council for their trust and support, to the Chapter EC s for their cooperation and help and to the President and the Honorary Treasurer for their support. In response to the report several comments were made by the members present: Ar. Pervez Iqbal observed that when he had assumed the Chairmanship of the Lahore Chapter, he had not received any audited accounts from the previous Executive Committee. When this matter was raised with them and they had submitted a letter that these were not audited accounts and no satisfactory explanation was given. This matter was brought before the National Council, which had discussed it in its meetings and had taken up this matter with the relevant Lahore Chapter members. Finally, at the instruction of the National Council the accounts of the Lahore Chapter were re-audited and a report was prepared by the auditor and submitted to the National Council. This issue has not been mentioned in the Honorary Secretary s Report of the National Council s activities. This is an important issue because according to the auditor s report Rs. 2 million is unaccounted for. This report has been submitted to the National Council Secretariat. Honorary Secretary Ar. Arif Belgaumi and President Ar. Ejaz Ahed responded that the IAP had not received this report. The Hon. Secretary stated that the Honorary Secretary s Report documents the activities and initiatives of the Institute. This should have been covered either in the Lahore Chapter s AGM or in a National Council meeting. Ar. Pervez Iqbal admitted that due to unavoidable circumstances this could not be covered in the Lahore Chapter AGM Report. Nevertheless, President Ar. Ejaz Ahed stated, the National Council had decided that no action could be taken against members unless the Vice President of the area or the Chapter Chairman file a complaint against the members in question, of misuse of funds, which had not been done to date. This is a matter that should be taken up by the next Council. Ar. Kalim A. Siddiqui asked that the report should read that at the Arcasia Council Meeting in Ulaan Baator, Mongolia in August 2009 Ar. Syed Akeel Bilgrami represented the IAP at the ACAE sub-committee, Ar. Kalim A. Siddiqui represented the IAP in the Green and Sustainable Architecture sub-committee and Ar. Shahab Ghani Khan represented the IAP in the Professional Practice sub-committee. The report was amended accordingly. Ar. Kalim A. Siddiqui also corrected the record that at the SAARCH Student Body Meeting in Sri Lanka in August, the IAP was represented by Vice President Ar. Ahmad Pervez Mirza and Ar. Kalim A. Siddiqui. The report was amended accordingly. Ar. Shahab Ghani Khan corrected the record that at Busan he had represented the IAP in the ACAE sub-committee meeting, assisted by Ar. Ahmad Pervez Mirza. Ar. Sohail Abbasi and Ar. Samar Ali Khan were the IAP representatives in the Professional Practice and Sustainable and Green Architecture sub-committee meetings respectively. The Report was amended accordingly. The Hon. Secretary suggested that it would be very helpful to the Institute if members who represent the IAP in various international forums would file reports of their activities on their return. And that the only one who had filed a detailed report of his activities at Arcasia had been Ar. Kalim A. Siddiqui. IAP NC AGM REPORT-2010 Page 7 of 20

8 Ar. Chaudhry Muhammad Arshad noted that in para 4 of the section on IAP Lifetime Membership an exception has been created whereby the IAP National Council can through a unanimous resolution encash the principal amount of the Lifetime Membership fees deposited in a Special Savings account. He observed that this money was placed in trust and should not be at the discretion of the National Council. Even if the National Council was to exercise this discretion it should be on a temporary basis and should be paid back to the account. After much discussion on this point and after comments from Ar. Syed Akeel Bilgrami, Ar. Syed Zaigham S. Jaffrey, Ar. Shahab Ghani Khan, President Ar. Ejaz Ahed, Vice President Ar. Ahmad Pervez Mirza, and after reference to the experience of PCATP, it was decided by the General Body present that a unanimous decision of the National Council will be required to take the motion to either an AGM or EGM and only a 2/3 majority of the members present at the General Body Meeting will be able to pass a resolution to use the principal amount of the Lifetime Membership Fund. Ar. S. Akeel Bilgrami also proposed that the National Council be allowed to review the rates of the Lifetime Membership age brackets every five years instead of ten years. This was accepted by the General Body. Vice President Ar. Ahmad Pervez Mirza observed that there was no need for the Lifetime Membership certificate to be signed by the Chapter Chairman in addition to the President and the Honorary Secretary. Ar. Chaudhry Muhammad Arshad noted that there was no need for the certificate to be presented to the member at the AGM of the IAP. It was decided that the certificate would be signed by the President and Honorary Secretary and delivered by courier. The General Body agreed with this and the relevant clause in the Report was amended. Ar. Maria Aslam-Hyder observed that the account of the Karachi Chapter s activities was very brief and that it had not covered in detail, all the activities and initiatives of the Karachi Chapter. Hon. Secretary Ar. Arif Belgaumi explained that all the material used in the Hon. Secretary s Report had been provided by the Chapters themselves for the Arcasia Report. Also, since the activities of the Chapters had been covered in the great detail in the Chapter s AGM Report and since that document is also a part of the record of the Institute it was not felt to be necessary to duplicate that information in the National Council AGM Report. For the sake of brevity a brief summary of each Chapters activities was therefore include in the NC AGM Report. However on the insistence of Ar. Maria Aslam-Hyder that the reports of the other Chapters were more detailed than that of the Karachi Chapter President Ar. Ejaz Ahed offered to include anything in the Report that she would like to provide. Ar. Shahab Ghani Khan asked that the line on page 20 referring to the two chapters reluctance to pay their share of the NC Budget be deleted as such recordings would set precedence for similar statements in Chapter and NC Reports in the future. President Ar. Ejaz Ahed agreed and the relevant line was deleted from the Report. 4. PRESENTATION OF AUDITED ACCOUNTS FOR THE YEAR Hon. Treasurer Ar. Syed Zaigham S. Jaffrey read out the Hon. Treasurer s Report covering the National Council Budget for the fiscal year and the audited accounts of the Institute for the fiscal year The Hon. Treasurer pointed out that the auditor, Baker Tilly Mehmood Idrees Qamar had audited the accounts of three of the four chapters and the National Council and had prepared a IAP NC AGM REPORT-2010 Page 8 of 20

9 consolidated account report but since the audited accounts for the Peshawar Chapter were not available they had not signed the report which is included in the AGM Report. Ar. Syed Akeel Bilgrami inquired about the high figure against the payment head Event AGM in the Consolidated Receipts and Payments Account. President Ar. Ejaz Ahed explained that the Consolidated Statement is that cumulative total of the accounts of the National Council and the all Chapters except the Peshawar Chapter. Therefore, the head Event AGM includes all the payments made by the National Council and the three audited chapters towards all events including AGMs. Ar. Syed Akeel Bilgrami also inquired about a reference in the Honorary Treasurer s Report that the auditor s fee has not been set yet. President Ar. Ejaz Ahed explained that the auditor had quoted a fee that had three components, filing of returns, complying with SECP requirements and the book-keeping. And there had been a lot of discussion with the auditors about this and this matter had not been resolved yet. Ar. Syed Akeel Bilgrami noted that in the last AGM the fee of the auditor had been set by the General Body to an amount not to exceed rupees one hundred thousand. Therefore the auditor s fee cannot exceed this amount. However, the fee for the compliance with SECP and the filing of returns was not restricted by the General Body and need not be lumped with the audit fee. President Ar. Ejaz Ahed assured him that no payment had been made as yet to the auditors. There are three fee figures for three service components of which the audit fee complies with the limits set by the General Body. Ar. Syed Akeel Bilgrami also inquired that since the auditor s fee for the previous year had not been set, what fee amount would the National Council recommend for approval by the General Body for the coming year s audit. President Ar. Ejaz Ahed stated that they would request the same amount of rupees one hundred thousand. Ar. Ashraf Shanjer inquired how on the Balance Sheet Advance Tax, Advance Booking and Advance to Karachi Chapter are listed as Current Assets. President Ar. Ejaz Ahed responded that under tax terminology these are considered as assets. Vice President Ar. Ahmad Pervez Mirza inquired why the IAP Lahore property is not reflected in the Non-Current Assets of the Consolidated Balance Sheet. President Ar. Ejaz Ahed replied that perhaps this information was not provided to the auditor. He stated that we would need to check with them. The asset value of the plot purchased by the Rawalpindi/Islamabad Chapter is shown as a payment under the head Plot Payment. Ar. Samar Ali Khan and Hon. Treasurer Ar. Syed Zaigham S. Jaffrey observed that the preparation of consolidated accounts has been an ongoing process over the last couple of years and it still needs some improvements. Hon. Secretary suggested that it would be a good idea if at the beginning of the next year the Honorary Treasurers of the National Council and the four chapters were to meet to resolve all the issues and agree on the accounting procedures and protocols. Ar. Shahab Ghani Khan observed that since the accounts had not been audited, the National Council should take legal advice and take whatever steps necessary to get the accounts audited and to be compliant with SECP requirements. Since the consolidated accounts had not been audited and the requirement of the AGM is to submit consolidated audited accounts, it was decided that the National Council should ask the IAP NC AGM REPORT-2010 Page 9 of 20

10 General Body to pass a resolution to allow them to return to the auditors to get the accounts audited as necessary by December 31 st The issue regarding the default on the part of IAP in filing the mandatory statutory returns of past years with the Security and Exchange Commission of Pakistan was also discussed. Therefore, the following resolutions were passed: RESOLVED THAT the National Council be and is hereby authorised to take necessary steps to have the consolidated audit carried out by the auditors for the year before December 31 st 2009 and circulate a copy of the same to all the members present at this AGM. FURTHER RESOLVED THAT the National Council be and is hereby authorised to take all necessary measures to settle the issue of default in filing the mandatory statutory returns of past years with the Securities and Exchange Commission. 5. APPOINTMENT OF AUDITORS FOR THE YEAR President Ar. Ejaz Ahed requested the House to continue with Baker Tilly Mehmood Idrees Qamar as the auditors for the year at the approved fee amount of Rupees One Hundred Thousand. The motion was approved, proposed by Ar. Muhammad Irfan and seconded by Ar. Syed Akeel Bilgrami. The following resolution was passed: RESOLVED THAT m/s Baker Tilly Mehmood Idrees Qamar be and are hereby appointed Auditors of IAP to hold office until the conclusion of the next Annual General Meeting and to complete the audit for by 31 st December 2009, at a remuneration not to exceed Rs.100, 000/- (Rupees One Hundred Thousand) plus reimbursement of out-of-pocket expenses, if any, incurred by them. 6. APPROVAL OF NATIONAL COUNCIL BUDGET FOR THE YEAR The National Council Budget was presented by the Hon. Treasurer Syed Zaigham S. Jaffrey. The Budget was approved by the House, proposed by Vice President Ar. Ahmad Pervez Mirza and seconded by Ar. Kalim A. Siddiqui. 7. HOLDING OF ANNUAL ELECTIONS* The following three National Council members have completed their terms: 1. Ar. Ejaz Ahed 2. Ar. Syed Zaigham S. Jaffrey 3. Ar. Maria Aslam asked that it be recorded that during Iapex all media partners had been on a complimentary basis and no money had taken or fees paid. President Ar. Ejaz Ahed thanked her for this and suggested that the Institute should send letters of thanks to the participating organisations. Ar. Kalim A. Siddiqui proposed a vote of thanks for the three retiring members of the National Council. In conclusion, President Ar. Ejaz Ahed thanked all the members of the National Council for their support during his term as President of the IAP. President Ar. Ejaz Ahed declared the AGM closed. Ar. 13 4.0 INDUCTION OF NEW MEMBERS During the period between July 2009 and June 2010 a total of 32 architects were granted Associate Membership, while 129 students and recent graduates were granted Affiliate Membership. The list of the above new members and fellows is attached as Annexure ACTIVITIES OF IAP CHAPTERS Karachi Chapter Activity Report The Karachi Chapter s activities during year comprised of the following events: 1. Lecture Series Three lectures were organized by the Karachi chapter. The presenters and the topics were: Arif Hasan Ar. Book Launching of K Architecture Karachi Chapter sponsored the Launching and exhibition of K Architecture. This book is a collection of seven photographic essays on the city of Karachi published by Black Olive and edited by Arshad Faruqui and Amin J. The content covers the historical Architecture of Karachi and is a follow up of the Photographic Exhibition held at IAPEX 2009 under the theme: Celebrating Architecture. 3. IAPEX 2010 Following the momentum set by the previous IAPEX this year s event was equally successful largely due to the untiring efforts of executive committee and IAPEX sub committees. Speakers at the Forum included architects, Yasmin Lari, Moyena Niazi, Sajjad Kausar, Anila Naeem, Tariq Qaiser, Habib Fida Ali, Ashley De Vos (from Sri Lanka), Mustaq (from Bangladesh) 4. IAP HOUSE The Karachi Chapter has obtained the building approval of the IAP House project from KBCA. Earlier, the plot allotment was cancelled by the Land Department because as per their files it was unutilized. The land was subsequently restored and credit for clearing both IAP NC AGM REPORT-2010 Page 13 of 20

14 these obstacles goes to Ar. Anjum Adil, current Chairman of the Karachi Chapter, who tirelessly pursued the cases until these were resolved. Karachi Chapter s other activities include participation in DAWN Lifestyle Exhibition, 15 day workshop at NED university, 5 Day Basic Drawing Workshop at DCET, Coordination with the Heritage Cell and initiative to promote awareness regarding sustainable architecture. 5. Dua & Reference for Ar. Arshad Abdullah & Ar. Azad Thariani Chapter organized dua and reference for Ar. Arshad Abdullah and Ar. Azad Thariani. Member architects and professionals from allied disciplines were present on the occasion. Lahore Chapter Activity Report The Lahore Chapter s activities during year comprised of the following events: 1. LC-IAP Lecture Series Four lectures were organized by the Lahore chapter covering wide ranging themes of Urban Heritage, Eco Centre, and Pragmatic Modernism Design for Urban Community. Following Architects/Urban Designers presented these Lectures: Ar. Masood Khan Ar. Ali Usay Peker Ar. Habib Fida Ali Prof. Jon T Lang 2. Preparation for ACA 14 Following Lahore Chapter s successful bid to host 14 th Asian Congress of Architects in October 2010, extensive efforts went into the preparation for the organization of the event. Under the able leadership of the Convener ACA-14 Ar. Kalim A. Siddiqui various committees were formed to oversee different aspects of events. Thanks to the coordinated efforts the arrangements with respect to technical papers, logistics and registration is in very good shape. 3. Grand Convention IAP Lahore Chapter with Ar. Kalim Siddiqui as its Convener held a very successful event of the Grand Convention Celebrating the Golden Jubilee and Silver Jubilee of LCLC-IAP and PCATP. IAP NC AGM REPORT-2010 Page 14 of 20

15 Rawalpindi / Islamabad Chapter Activity Report The Rawalpindi-Islamabad chapter s activities during year comprised of a number of events including: 1. Architectural Presentation Series Architectural Presentation Series was effective in improving interaction between Architects, Students and sponsors who are always enthusiastic to collaborate with the Institute and bring events that provide opportunity to learn from the experiences of senior practicing architects. 2. Reference Following architects presented their work/ projects in different sessions: Ar. Arif Masoud Ar. Saifullah Siddiqi. Ar. Salman Mansoor The chapter also organized a reference to pay respects to Architect Arshad Abdullah and Architect Azad Thariani. It was attended by both architects and students from Islamabad and Lahore. 3. IAPEX 2010 IAPEX has become an annual event by all four chapters of IAP. This year Islamabad chapter took the lead when the first IAPEX was held between March at Pearl Continental Hotel, Rawalpindi. Ar. Muhammad Attique was Convener IAPEX this year. It comprised of a large exhibition of Building Materials, Exhibition of Architect s and student s works, a Building Materials Seminar, an Architectural Forum, Student s Evening and Closing Ceremony Dinner. IAPEX 2010 was a great success on many counts including the financial outlay, the attendance of architects and students improved this year. 4. FELLOWSHIP CEREMONY In 2007, 05(five) senior architects from this region were awarded fellowships from the Institute. These were Architects Anwar Said, Azad H. Thariani, Suhail Abbasi, Sikander Ajam Khan & Shama Usman. Architect Salman Mansoor last year became the sixth member to join fellows of this region. The chapter organized a special evening to celebrate the event. IAP NC AGM REPORT-2010 Page 15 of 20

16 Peshawar Chapter Activity Report No activity was reported by the Peshawar Chapter during the entire year. Unfortunately, the Chapter Chairman did not attend a single National Council meeting. He failed to acknowledge invitations/notice for the meetings and neither sent his regrets. When contacted on the phone personally by the President IAP prior to the 3 rd NC Meeting in Lahore, he expressed his frustration over the attitude of his executive committee and prevailing conditions of the city which hampered his efforts to motivate members of the chapter. At the 3 rd NC meeting, this situation was discussed by members and it was decided that a letter of solidarity and support be sent to the Chapter Chairman in view of the difficult situation that the country in general, and Peshawar city in particular, was going through. (copy of letter included in the annex). There was no response to the letter from the Chairman. In response to NC instructions to the Peshawar Chapter to provide annual accounts for audit, the Chapter Hon. Treasurer informed verbally that the account is dormant and the signatories are not available to re-activate it. It was also conveyed by him that it was a case of zero in & zero out. In spite of several s from the President and personal phone calls, no record of membership dues or receipts was submitted to the NC during the year. Though NC was informed that Chapter AGM did take place and a new Executive Committee was elected, the Chapter AGM Report was not submitted to the NC, as per requirement, neither was copy of the notice of the meeting, agenda, etc., for the same forwarded. 6.0 IAP NATIONAL COUNCIL ACTIVITIES AND PROGRAMMES 1. Preparation and coordination ACA 14 in Lahore 2010 Ar. Kalim Ahmed Siddiqui, the Convener ACA 14, continued to lead efforts in the preparation of this prestigious event. The main theme adopted for the conference is; Go Green, with four sub themes corresponding to proposed technical sessions. KAS submitted initial budget of Rs 25 Million for the event which would primarily be raised through the rentals from the exhibition stalls and major sponsorships. The venues for the event would be the newly constructed Expo Centre, which is equipped with all facilities required to hold such world class events. List of speakers includes Ar. Karan Grover and Ar. Anna Heringer, names with universally accepted credentials in the field of Sustainable Architecture. For information dissemination and registration ACA Website is activated. Ar. Syed Akeel Bilgrami, as Convener is coordinating preparation for the Student Jamboree which is part of the ACA 14 event. Activities during Jamboree include a design competition and quiz programme in addition to seminars and presentations of student s works from the participating countries. Different aspect of preparation ranging IAP NC AGM REPORT-2010 Page 16 of 20

17 from poster design to theme papers, student jamboree, roles and responsibilities of NC and respective chapters and names of advisors and conveners of subcommittee have received extensive attention. The formation and progress of various committees and time allocated for events have been deliberated upon and finalized after detailed discussion and valuable input from members who have attended and organised similar events. The programme as per schedule shall begin on 25 th October, 2010 and end on 29 th October. October 30 th onwards has been allocated for Excursions encompassing within the country from Lahore to Islamabad and Karachi to Multan. The sequence of events includes the Fellowship Meeting and dinner on the first day followed by ARCASIA Council Meeting for two full days with parallel meetings of the ARCASIA Council for Architectural Education and the Students Jamboree. The ACA 14 event is planned to continue for two days after that with the Farewell Dinner rounding up the 5-day programme. The Building Products Exhibition and various architectural exhibitions will also be put up at the EXPO Centre during this time. Substantial arrangements have been made to ensure media coverage for the event, both before and during the event. A presentation on ACA-14 was made to the Prime Minister by Ar. Kalim Siddiqui, Convenor, and members of the Organizing Committee, Ar. Pervaz Mirza, Ar. Muhammed Arshad and Ar. Syed Mohammad Irfan in Lahore earlier this week to seek official government patronage of the event. 2. IAP Web Site Launching of IAP Website was delayed for various reasons. It was a major debating point during the last two AGMs. In the present tenure it was taken up as top priority, along with the issue of SECP compliance. In spite of repeated reminders and renewed deadlines, the firm originally engaged for the Webpage design for the IAP, M/s. Sork Design made no significant progress. Therefore it was decided that the contract with the firm should be terminated and another firm be engaged to make the site operational. It was also agreed that an editorial board be constituted with one member from each chapter to update the website once it becomes operational. It was agreed that proposal be sought from a few firms for the job including the firm which designed PCATP website. Upon evaluation of the bids received it was decided to award the work to M/s. K.M.A. Umer Associates. Web site was formally re-activated in March Barring a few teething problems, the site is active and contains basic information about the institute, membership, rules, regulation and round up of activities. Latest copies of database have been circulated to the chapters for their review and input. Upon confirmation the same shall be up loaded. IAP NC AGM REPORT-2010 Page 17 of 20

18 M/s Razzak Steel is the major sponsor for IAP Website 3. Board of Architectural Education To review Curriculum, support Faculty Development and to facilitate interaction between Professionals and Architecture Schools, Ar. Syed Akeel Bilgrami proposed and spearheaded formation of Board of Architectural Education (BAE). The objectives of the Board, its constitution and various sub committees were finalized in a meeting held in March 2010 with full quorum (i.e. the head and another representative from all the seven PCATP recognized architecture schools participated). Since then BAE has facilitated exchange of information amongst the schools, encouraged dialogue and disseminated information and news of scholarships, competitions international seminars and workshops for students. During the year, five more schools accredited by PCATP, have joined the BAE. 4. IAP Awards IAP Awards for Excellence in design being biannual event would take place next year. Mehdi Ali Mirza Award conferred during ACA14. To commemorate the efforts of Professor Kauser Bashir Ahmed a proposal to launch a gold medal and cash award for the best students on socially responsible design was received from KBA care trustees and approved by National Council. Formal announcement and other detail of the award would be made public next year. 5. SECP Compliance As stated above, SECP compliance was another high priority issue during the present tenure. During the 2 nd NC meeting a committee was formed for the purpose with Ar. Syed Akeel Bilgrami as Convener, and Ar. Samar Ali Khan, as member. It was agreed that the issue may be pursued through a lawyer specialized in this field and should be hired separately. Baker & Tilly (BT) would be retained as auditors only. However due to lack of response from BT and with the approval of National Council, M/s. Shahid Waheed Younus Jamil Chartered Accountants were appointed as auditor of IAP with a remuneration of Rs.40,000 as mandated in the National Council against nonperformance and casual vacancy.(the last AGM had authorized payment of Rs. 100,000 fee for the auditors) IAP NC AGM REPORT-2010 Page 18 of 20

19 It is indeed heartening to note that IAP has now become fully compliant with the requirements of SECP. Amendments in the Memorandum and Articles of Association of IAP are in process to make them conform to statutory requirements and in accordance with the provisions of the Charter of Chapters. The first draft has been circulated and the document will be finalized for circulation to the membership by end of this year. (Other details, milestones in this endeavor would be covered in the Honorary Treasurer s Report) 6. Office Administration Significant progress was made in making the IAP Secretariat efficient. Core members of NC met every Saturday during the year , between 4.00 to 6.00 pm to discuss routine issues and matters of special concern. Efforts were made to streamline the filing system, put in place financial controls, and cut unnecessary expenditure. Ar. Samar Ali Khan worked extremely hard to develop a uniform accounting system both at National Council and Chapters level. His initiatives included meeting of all Chapter Honorary Treasurers during the 3rd NC meeting in Lahore to bring all of them on the same wavelength. CDs containing the adopted accounting software and all basic templates were distributed. This resulted eventually to all chapter Honorary Treasurers furnishing account at end of each month (with the exception of Peshawar chapter for unavoidable reasons). 7. Accounting Practice and NC Budget During , the NC Budget and the Chapters contribution remained an unsettled issue. The chapters were required to transfer certain sums of money to the NC, based on the strength of the respective membership. This resulted in various kinds of distortions. The very basis for preparation of NC budget as well as the role of the National Council came under question. The position at the end of September 2009 was that Islamabad and Peshawar Chapters had transferred the calculated amount whereas Lahore and Karachi Chapters had approximately half the amounts outstanding from the previous year. It was decided during the 2nd NC meeting that in addition to the outstanding amounts the Chapters should transfer 50% of the amount worked out based on the agreed formula. (This was suggested as a mitigating measure till a consensus was reached). Subsequently, after the NC trimmed its expenditure, it was decided that during the current financial year only the outstanding amount for the previous year (i.e ) shall be transferred by Karachi and Lahore Chapters so as to bring all Chapters at the same position. Further funds would not be demanded for the current year from the Chapters. Chapter contributions for the year would be determined based on proposed NC budget, respective membership at each Chapter and a consensus between Chapters and National Council. 8. Flood Relief Effort IAP NC AGM REPORT-2010 Page 19 of 20

20 Pakistan has been afflicted by a calamity of unprecedented magnitude. From the IAP platform members of the Karachi Chapter have launched the IAP Flood Relief Fund and in the first month, have collected over 4.00 million for the flood victims in addition to arranging donations of over 50 tons of dry provisions and medicines. The relief effort continues. IAP has designed and developed bamboo structures in modular form, easy to erect, for use in relief camps. These can be easily dismantled and re-erected as temporary homes when the flood victims return to their villages. Photographs and easy to understand drawings are available through pamphlets and uploaded on the IAP website ( for use by organizations wishing to sponsor these. The cost of one structure that can house a family of up to eight persons is Rs. 12,000 and these are delivered as kits which include necessary hardware. Other, cheaper prototypes are being developed at the IAP House and are now ready for viewing. Ar. Tariq Hasan is head of research and design. 230 structures have already been delivered, out of which almost 100 structures have been erected at the relief camp set up by IAP in Makli, near Thatta. The camp which has provision for potable water and toilets, a school and dispensary, is supervised by IAP members and student volunteers in association with Pakistan Navy. At the relief camp, hands-on training will be provided to the would-be home builders in the use of stabilized earth blocks for construction, using simple equipment and tools. Those with knowledge of traditional village crafts such as basket weaving, pottery and embroidery will be encouraged and facilitated to work at the camp. The adoption will be carried through to the villages when the victims return. The Karachi Chapter is committed to adopt ten villages during the coming year. A strategy paper for the rehabilitation of the flood affected people is being prepared by IAP for the Government and will be ready for submission in the next few days. A summary of this has already been sent to the Prime Minister and discussed with the Governor Sindh. 9. CLOSING REMARKS During the year satisfactory progress was made with regards to SECP Compliance, preparation for the ACA 14 and launching of Website. More concerted efforts are required to ensure electoral reforms. Some useful suggestions were made during first two NC meetings. There is a need to build upon those and implement measures to avoid any misgivings that keep arising from time to time. There is also a need to improve the intellectual content of the architecture lectures/ presentation series. Overall the institute demonstrated a lot of dynamism and initiative and it is indeed heartening to note the effort that went into the flood relief work. IAP NC AGM REPORT-2010 Page 20 of 20
