D.., Superintenden~ W' SUBJECT: Request for Approval and Arrangement for the Committee on Special Education Recommendations and Student Placements and Committee on Pre-School Special Education BACKGROUND INFORMATION Procedures and definitions pertaining to Special Education are embodied urider Part 200 of Commissioners' Regulations and Article 89 of New York Education Law. They mandate that Boards of Education provide appropriate education programs and services for pupils with handicapping conditions upon receipt of recommendations and student placements from the Committee on Special Education (CSE) and Committee on Pre-School Special Education (CPSE) on 09/18, 09/22, 09/23, 09/24, 09/ EVALUATION/ANALYSIS All students are residents of Mohonasen Central School district; all parents are in agreement with the recommendations, and all recommendations are for the least restrictive environment based on students' educational needs. All mandated members were present at the CSE and CPSE meetings. RECOMMENDATION That the Board of Education approve and arrange for the recommendations of the Committee on Special Education and Committee on Pre-School Special Education on 09118, 09/22, 09/23, 09/24, 09/29/14. EVALUATION /ANALYSIS With the mailing of school tax bills in many jurisdictions, errors are often discovered. Upon the discovery of errors and given that the property in question is entitled to receive the exemption, an Application for Corrected Tax Roll, RP-554 and RP-556 must be completed and duly approved by the respective taxing jurisdictions - in these instances Schenectady County and the Rotterdam-Mohonasen Central School District. Spring, Ph.D., Superintende~ SUBJECT: Request for Approval of Resolution to Issue Bonds Not to Exceed $336,000 for School Bus Purchases- Updated BACKGROUND INFORMATION A Bus Purchase Proposition was placed before the voters at the Annual District Meeting on May 20, The proposition requested voter approval for the purchase of school buses at a cost notto exceed $336,000. The proposition passed by a vote of903 yes and 456 no. EVALUATION /ANALYSIS The approval of the Board of Education is required in order to consummate the financing to purchase the buses. The plan is to issue Bonds to be repaid within five (5) years in accordance with prescriptions of both Education and local Finance Laws. The actual cost of three (3) 66 passenger buses is $333, RECOMMENDATION That the Board of Education of the Rotterdam-Mohonasen Central School District approve the attached Bond Resolution authorizing the issuance of bonds not to exceed $333, to finance the purchase of school buses. 8 BOND RESOLUTION, DATED SEPTEMBER 22, 2014, AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $333, AGGREGATE PRINCIPAL AMOUNT SERIAL BONDS OF THE ROTTERDAM-MOHONASEN CENTRAL SCHOOL DISTRICT, ALBANY AND SCHENECTADY COUNTIES, NEW YORK, TO FINANCE THE COST OF THE ACQUISITION OF SCHOOL BUSES. WHEREAS, the Board of Education (being an elective Board of Education) of the Rotterdarn-Mohonasen Central School District (the "District") desires to provide for the financing of the cost of the acquisition of school buses and the costs incidental thereto at an estimated cost of $333, and has and hereby determines that such payments are in the public interest of the District; WHEREAS, all proceedings prescribed by the Education Law and the Local Finance Law have required to be taken by the District including the approval by the voters of a proposition on May 20, 2014, to authorize the expenditure and borrowing of moneys herein authorized have been taken and completed in substantial compliance with applicable law; WHEREAS, such Board of Education of the District has determined that any obligations authorized or issued pursuant to the financing described in this resolution shall mature in not more than five (5) years as prescribed in the Local Finance Law to permit this resolution to become effective upon its adoption; NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Rotterdarn-Mohonasen Central School District as follows: SECTION 1. There are hereby authorized to be issued serial bonds of the Rotterdam- Mohonasen Central School District in the aggregate principal amount not to exceed the amount of $333, pursuant to the Local Finance Law, in order to finance the specific objects or

9 purposes hereinafter described. SECTION 2. The specific objects or purposes to be financed by the issuance of such serial bonds will be the purchase of three (3) 66-passenger buses at a total cost of $333, (the "Project"). SECTION 3. The Board of Education of the District has ascertained and hereby states that (i) the estimated maximum cost of the Project is not more than $333,901.50; (ii) no money has heretofore been authorized to be applied to the payment of the cost of the Project; (iii) the Board of Education of the District plans to finance the cost of the Project from funds raised by the issuance of obligations authorized herein, the proceeds of which are hereby appropriated therefore. SECTION 4. It is hereby determined that the specific objects or purposes of the Project listed in Section 2 are objects or purposes of the class described in subdivision 29 of Section of the Local Finance Law, and that the period of probable usefulness of such objects or purposes is five (5) years. Such serial bonds authorized for the Project shall have a maximum maturity of five (5) years computed from the earlier of (a) the date of such serial bonds issued for the Project or (b) the date of the first bond anticipation notes issued in anticipation of the issuance ofsuch serial bonds for the Project. SECTION 5. Subject to the terms and conditions of this resolution and the Local Finance Law and pursuant to the provisions of Sections 30.00, 50.00, to 60.00, inclusive, of the Local Finance Law, the power to authorize bond anticipation notes in anticipation of the issuance of the serial bonds authorized by this bond resolution and the renewal of such bond anticipation notes and the power to prescribe the terms, form and contents of such serial bonds and such bond anticipation notes issued in anticipation of the issuance of such serial bonds, and

10 the renewal of such bond anticipation notes, and the power to issue, sell and deliver such serial bonds and any bond anticipation notes issued in anticipation of the issuance of such serial bonds, including renewal notes, is hereby delegated to the President or Vice President of the Board of Education, as chief fiscal officers ofthe District. The President or Vice President ofthe Board of Education of the District is hereby authorized to execute by manual or facsimile signature on behalf of the District all serial bonds issued pursuant to this resolution and all bond anticipation notes, including renewal notes, issued in anticipation ofthe issuance of such serial bonds, and the Clerk or the Deputy Clerk of the District is hereby authorized to affix the seal of the District (or to have imprinted a facsimile thereof) to or on all such serial bonds and all such bond anticipation notes and to attest such serial bonds and such bond anticipation notes. Each interest coupon, if any, representing interest payable on such serial bonds shall be authenticated by the facsimile signature ofthe President or Vice President of the Board of Education. SECTION 6. When this resolution takes effect, the Clerk or the Deputy Clerk of the District shall cause the same to be published, together with a notice in substantially the form prescribed by Section of the Local Finance Law in the official newspaper of the District, a newspaper having a general circulation in the District. SECTION 7. The validity of such serial bonds and of such bond anticipation notes issued in anticipation ofthe issuance of such serial bonds may be contested only if: 1.) such obligations are authorized for an object or purpose for which the District is not authorized to expend money; 2.) the provisions of law which should be complied with at the date of the publication of this resolution are not complied with, and an action, suit, or proceeding contesting such validity is commenced within twenty (20) days after the date of such publication; or

11 3.) if such obligations are authorized in violation of the provisions of the Constitution of the State ofnew York. SECTION 8. The faith and credit of the District are hereby and shall be irrevocably pledged for the punctual payment of the principal of and interest on all obligations authorized and issued pursuant to this resolution as the same shall become due. An annual appropriation shall be made in amounts sufficient to pay installments of principal together with interest on the obligations hereby authorized as the same become due and payable, such amounts to be included in the levy ofthe taxes on all taxable parcels ofland in the District. SECTION 9. Prior to the issuance of all obligations authorized by this resolution, the Board of Education of the District shall comply with all relevant provisions prescribed in Article 8 of the Environmental Conservation Law and the regulations promulgated there under by the New York State Department of Environmental Conservation, and all applicable Federal laws and regulations in connection with environmental quality review relating to the purposes described in Section 2 hereof (the "Project") (collectively, the "environmental compliance proceedings"). In the event that any of the environmental compliance proceedings are not completed, or require amendment or modification subsequent to the date of adoption of this bond resolution, the Board of Education ofthe District covenants that it will re-adopt, amend, or modify this bond resolution prior to the issuance of obligations authorized to be issued herein upon the advice of bond counsel. It is hereby determined by the Board of Education of the District that the Project will not have significant impact or effect on the environment. SECTION 10. The District covenants for the benefit of the holders of the obligations authorized herein that it will not make any use of the proceeds of such obligations, any funds reasonably expected to be used to pay the principal of or interest on such obligations or any other

12 funds of the District, and will not make any use of the facilities financed with the proceeds of such obligations which would cause the interest on such obligations to become subject to Federal income taxation under the Internal Revenue Code of 1986, as amended, (the "Code") (except for the alternative minimum tax imposed on corporations by Section 55 of the Code and except for the environmental tax imposed on corporations by Section 59A of the Code) or subject the District to any penalties under Section 148 of the Code, and that it will not take any action or omit to take any action with respect to such obligations, the proceeds thereof or any facilities financed thereby if such action or omission would cause the interest on such obligations to become subject to Federal income taxation under the Code (except for the alternative minimum tax imposed on corporations by Section 55 of the Code and except for the environmental tax imposed on corporations by Section 59A of the Code) or subject the District to any penalties under Section 148 of the Code. The foregoing covenants shall remain in full force and effect notwithstanding the defeasance of the bonds or any other provision hereof until the date which is 60 days after the final maturity date or earlier prior redemption date thereof. The proceeds of the bonds and any bond anticipation notes issued in anticipation of the sale ofbonds may be applied to reimburse expenditures or commitments made for such purposes on or after a date which is not more than one year prior to the adoption date of this bond resolution of the District. The District expects to expend general funds or other available monies for the purposes described in Section 2 hereof which shall be reimbursed from the proceeds of such obligations. SECTION 11. The District hereby covenants for the benefit of the holders of the obligations authorized by the resolution that the District will comply with Rule 15c2-12 of the Securities Exchange Act of 1945, as amended, (the "Rule") and, in particular, paragraphs (b)(5)(i)(a), (b)(5)(i)(b) and (b)(5)(i)(c) of the Rule by providing to a nationally recognized

13 municipal securities information repository, as required by the Rule:(l) at least annually, current financial information; and (2) notice of any material event, unless an exemption from such paragraph 5 applies pursuant to the Rule. SECTION 12. This resolution shall take effect immediately upon its adoption.

Spring, Ph.D., Superintend~Y SUBJECT: Request for Acceptance of District Financial Audit- Year Ended June 30, 2014 BACKGROUND INFORMATION Each year the school district is required to have a financial and compliance audit completed by a certified independent public accountant. EVALUATION /ANALYSIS The accounting firm of Raymond Preusser CPA, P.C. has completed their audit of all school district financial records. This report has been reviewed by the district's audit committee and must now be reviewed with the Board of Education. A representative from the auditing firm will be present at this Board meeting to answer any questions regarding the audit, as well as a representative from the Audit Committee. Copies of the audit will be submitted to the State Education Department and the Department of Audit and Control to meet the October 15, 2014 deadline. A motion by the Board of Education accepting the report also needs to be filed with the agencies listed above. RECOMMENDATION That the Board of Education accept the District Financial Audit for the school year. KAS/CJR:ja

BACKGROUND INFORMATION The Mohonasen Central School District often contracts with independent consultants to provide certain services to benefit students and teachers in the district. EVALUATION /ANALYSIS The following independent consultants have agreed to provide professional development services to assist teachers to best educate students in the Mohonasen Central School District. Services provided shall include faculty workshops and presentations, classroom demonstrations, consultations, advice, and reports to the district. The Mohonasen Central School District will compensate the independent consultants at the rates listed below. These contracts will be effective for the period of July 2014 through June RECOMMENDATION That the Board of Education approve these agreements with the independent consultants listed below to provide professional development services to the Mohonasen Central School District. Spring, Ph.D., Superintenden:~ \I ~ ' Request for Approval to Enter into a Renewal Agreement with Schenectady County ARC for School-To-Work Transition Services for BACKGROUND INFORMATION Section 4402(2b) of the Education Law authorizes the Board of Education to enter into a contract with institutions within the State of New York for the purpose of providing services to certain district handicapped children. EVALUATION /ANALYSIS Schenectady County ARC will be providing educational services for 1 district resident handicapped student for five half-days per week of day habilitation at a rate of $74.18 per Yz day for a total of approximately $13,353 per student for the period of October, 2014 through June, Schenectady County ARC will also provide job coaching support services for 1 district resident handicapped student for five half-days per week of job development at a rate of $36.00 per Yz day for a total of approximately $16,200 per student for the period of October, 2014 through June, RECOMMENDATION That the Board of Education approves a contract with Schenectady County ARC, Inc. for one district resident student for a half-day of day rehabilitation and a half-day of job coaching for an approximate total of$29,553 for the period of October, 2014 through June, KAS/KE/ja

Spring, Ph.D., Superintende \ ~ SUBJECT: Request Approval for an addendum to extend a Suburban Council Cooperative Bid for Reconditioning Football Equipment BACKGROUND INFORMATION There is a clear track record that cooperative purchasing saves money through group and quantity discounts. Such purchasing spurs increased competition, which causes sharper prices for goods and services. EVALUATION /ANALYSIS The Suburban Council schools have made a conscious effort to explore ways to contain costs in another difficult budget year. The league is looking at bidding out reconditioned football equipment to help drive down the costs for all of the member schools. RECOMMENDATION That the Board of Education adoptthe following resolution: Whereas the Averill Park Central School District, the Ballston Spa Central School District, the Bethlehem Central School District, the Burnt Hills-Ballston Lake Central School District, the East Greenbush Central School District, the Guilderland Central School District, the Mohonasen Central School District, the Niskayuna Central School District, the North Colonie Central School District, the Saratoga Springs City School District, the Shenendehowa Central School District, the South Colonie Central School District, can achieve savings by cooperating in bidding for and purchasing services for the reconditioning of interscholastic football equipment. Whereas, the parties desire to enter into a written agreement for the purpose of memorializing the terms of their municipal cooperation arrangement. Now, therefore be it resolved as follows: This Board of Education approves execution of the Municipal Cooperation Agreement for the purchase of services for the reconditioning of interscholastic football equipment Addendum One- effective July 1, 2014 through June 30,2017. Spring, Ph.D., Superintenden Request for Approval to Enter into an Emergency Transportation Contract with Gateway Transportation for September 22, 2014 through October 23, 2014 BACKGROUND INFORMATION Special Transportation services are needed for a student attending the Charlton School in Burnt Hills, New York. EVALUATION /ANALYSIS After analysis of the best possible transportation alternatives, it was not practical for a Mohonasen driver to transport the student back and forth to Charlton school each day. It was necessary for the District to enter into an Emergency Transportation Contract with Gateway Transportation to provide the student transportation. During the period of the emergency contract (30 days) the District will put out a formal bid for the rest of the school year. RECOMMENDATION That the Board of Education approve the Emergency Transportation Contract for September 22, 2014 through October 23, 2014 with Gateway Transportation at a total anticipated cost of $179/day.
