3 API Lubricants Group Proposal Background Lubricants Group values working with ILSAC to improve the ILSAC/Oil process Recent discussions within Lubricants Group led to a proposal for a revised 2-step process that would be consistent with API and ANSI standards procedures 1. Auto/Oil Drafting Body Develops Final Draft Specification 2. Lubricants Group Standards Committee Adopts Final Draft into API L Street, NW Washington, DC
4 Two-Step Process 1. Auto/Oil Drafting Body (ILSAC/Oil) Develops of Final Draft Specifications* Analogous to current ILSAC/OIL process but with individual company voting Voting structure designed to provide Lubricants Group support for the draft specification 2. Lubricants Group Standards Committee Adopts Final Drafts into API 1509 No change from current process * Specifications shall include ILSAC GF categories and API S categories 1220 L Street, NW Washington, DC
5 Proposed Structure Auto/Oil Drafting Body (ILSAC/Oil) Chair: Co-chairs elected by Auto and Oil respectively Lubricants Group Standards Committee Chair: API-appointed, API Marketing Subcommittee-approved chair Membership: Membership: Auto: ILSAC-member companies plus other automakers that recommend Starburst and/or Service Symbol have a material interest in the specification Oil: Oil and Additive Companies Interested parties Meetings open to all interested parties that have a material interest in the specification Material interest equals any gasoline fueled automotive engine manufacturer that recommends the specifications and companies that manufacture or market an oil that meets the specifications, manufactures a product used in an oil that meets the specifications, and manufactures a gasoline fueled automotive engine that an oil meeting the specifications might be used in. Has input to the technical details Voting members must be active participants by attending meetings and voting on issued ballots. Auto/Oil Drafting Body (ILSAC/Oil) Voting: Auto and Oil members (API Lubricants Group and ACC PAPTG) vote by company Consensus established when substantial agreement reached Substantial agreement determined as follows: Voting weighted 50% Auto/50% Oil ⅔ approval on each side 50% of all possible votes affirmative on each side Approval by majority (>50%) of those eligible to vote. Option of anonymous comments Each negative vote shall be accompanied by documentation: Specific paragraph, section, or part negative ballot pertains to Specific substantive ti reason(s) for negative vote Proposed wording or action to resolve negative vote Each abstention shall be explained in writing Comments: All comments considered including those from interested parties Lubricants Group Standards Committee Voting: API Lubricants Group member companies vote by company Consensus established when substantial agreement reached Substantial agreement means more than simple majority but not necessarily unanimity Substantial agreement Consensus defined as approval by majority (>50%) of those eligible to vote and approval by at least ⅔ of those voting, excluding abstentions Majority of members who are eligible to vote shall have voted affirmative At least ⅔ of The combined valid affirmative and negative votes (excluding abstentions) shall be affirmative at least 2/3 of the total membership Votes and comments public Each negative vote shall be accompanied by documentation that includes following, or vote will be considered an abstention: Specific paragraph, section, or part negative ballot pertains to Specific substantive reason(s) for negative vote Proposed wording or action to resolve negative vote Comments: All comments considered including those from interested parties 1220 L Street, NW Washington, DC
