Roll Call Members were sufficient to establish a quorum. III. Pledge of Allegiance Chair Maniscalco led in the Pledge of Allegiance. IV. Moment of Contemplation Chair Maniscalco led a moment of contemplation. V. Public Comment Chair Maniscalco opened public comment. There was none. VI. Approval of Previous Meeting Summary, April 17, 2017 Motioned by Andrew Ross and seconded by Al Higginbotham, the River Board approved the summary unanimously. VII. Presentation: Plan Hillsborough Strategic Plan, Melissa Dickens, TPC Ms. Dickens gave the River Board a presentation on the Plan Hillsborough Strategic Plan. Ms. Dickens explained the themes, goals and strategies of the draft strategic plan. Ms. Dickens made note that during the August 13, 2018 Planning Commission Meeting they would be asked to adopt the strategic plan. Motion by Al Higginbotham and seconded by Andrew Ross the River Board unanimously took action issue a resolution of support for the Strategic Plan and authorize the chair to sign a letter that would be a preface to the plan document. VIII River Stewardship Award Selection 3
4 Motioned by Al Higginbotham and seconded by Andrew Ross the River Board unanimously approved the selection of City of Tampa Mayor Bob Buckhorn as the recipient of the 2018 River Board Stewardship Award at the 36 th Annual Planning & Design Awards on Thursday, October 25, Mr. College invited and encouraged the River Board to attend. IX. TAC Activity Update TAC Chair Brown gave an updated status report stating that due to current rainfall activity, the reservoir is full and river levels are robust. TAC Chair Brown announced that the Blue Sink is currently operable. Ms. Julien mentioned that the City of Tampa Slide Gate is complete. X. Consistency Determination: a. Port Tampa Bay Permit No b. 19 Environmental Resource Permit PROJECT LOCATION The activities authorized by this permit are located at 1706 E. Park Circle, Tampa, Florida 33610, in Section 30, Township 28 South, Range 19 East, in Hillsborough County, at / PROJECT DESCRIPTION The permittee is authorized to install approximately 45 linear feet of rip-rap within the Hillsborough River, a Class III, Florida Waterbody. Authorized activities are depicted on the attached EPC approved Permit exhibits A-1 and A-2. AUTHORIZATIONS Environmental Resource Permit The Department has determined that the activity qualifies for an Environmental Resource Permit. Therefore, the Environmental Resource Permit is hereby granted, pursuant to the Delegation Agreement between the Florida Department of Environmental Protection and the Environmental Protection Commission of Hillsborough County (EPC) dated December 13, 2011 and Part IV of Chapter 373, Florida Statutes (F.S.), and Chapter , Florida Administrative Code (F.A.C.). Other Authorizations You are advised that authorizations or permits for this activity may be required by other federal, state, regional, or local entities including but not limited to local governments or municipalities. This permit does not relieve you from the requirements to obtain all other required permits or authorizations. The activity described may be conducted only in accordance with the terms, conditions and attachments contained in this document. Issuance and granting of the permit and authorizations herein do not infer, nor guarantee, nor imply that future permits, authorizations, or modifications will be granted by the Department. SPECIFIC CONDITIONS 1. The structure shall be constructed as depicted per EPC approved Permit exhibits A-1 and A The rip-rap shall be placed within the property limits as depicted per EPC approved Permit exhibit A During the installation of the rip-rap material, a floating turbidity curtain and/or silt fence shall be deployed waterward of the work site and attached from adjacent shoreline to adjacent shoreline. The turbidity curtain/silt fence must remain in place until the work has ceased and any resultant construction-related turbidity has settled out. These measures should be removed as soon as water quality returns to sustainable background levels and/or all areas of disturbed soils are stabilized. Permit No: /65321 Page 3 of 11 19
20 4. This Permit does not authorize the rip-rap installation to cover or obstruct any existing storm water outfall pipes. 5. The slope of the rip-rap revetment, in feet, will not exceed one (1) vertical to two (2) horizontal as depicted per EPC approved exhibit A The horizontal distance from the top of bank must be no more than 10 feet as depicted per EPC approved exhibits A-1 and A The rip-rap material shall consist entirely of clean concrete rubble or natural boulders one (1) foot to three (3) feet in average diameter. No reinforcing rods or other similar protrusions in concrete rubble shall be exposed and the rip-rap material shall be free of attached sediments. The use of asphalt or other organic materials is prohibited. Filter fabric shall be placed as depicted per EPC approved Permit exhibit A The rip-rap material shall remain unconsolidated. 9. This Permit does not authorize any dredging activity. 10. All wetland vegetation, including but not limited to mangroves, must be preserved during all construction authorized under this Permit. No mangrove removal is allowed. Further, no impacts to existing submerged aquatic vegetation, coral communities or oyster beds shall occur under this Permit. 11. The structure authorized by this permit shall not be placed on any property, other than that owned by the permittee, without the prior written approval of that property owner. 12. In the event the permittee files for bankruptcy prior to completion of work permitted and required by this permit, the permittee must notify the Department within 30 days of filing. The notification shall identify the bankruptcy court and case number and shall include a copy of the bankruptcy petition. 13. Areas of exposed soils shall be isolated from wetlands or other surface waters to prevent erosion and deposition of these soils into wetlands or other surface waters during construction and operation of permitted activities. 14. This permit does not authorize the construction of additional structures not illustrated on the permit drawings. Examples of additional structures that are not authorized by this permit include but are not limited to: walkways, doors, awnings, and decking around or under the bottom of the pile supported structures. Storage of equipment, pesticides, herbicides, construction material, trash receptacles, or part of a septic tank system beneath the pile-supported structure is prohibited. 15. Watercraft associated with the construction of the permitted structure shall operate within waters of sufficient depth to preclude bottom scouring/prop dredging. There shall be a minimum 12-inch clearance between the deepest draft of the vessel (with the motor in the down position) and the top of submerged resources as measured at mean low water. 21 SPECIFIC MANATEE CONDITIONS 16. All personnel associated with the project shall be instructed about the presence of manatees and manatee speed zones, and the need to avoid collisions with, and injury to manatees. The permittee shall advise all construction personnel that there are civil and criminal penalties for harming, harassing, or killing manatees which are protected under the Marine Mammal Protection Act, the Endangered Species Act, and the Florida Manatee Sanctuary Act. 17. All vessels associated with the construction project shall operate at "Idle Speed/No Wake at all times while in the immediate area and while in water where the draft of the vessel provides less than a four-foot clearance from the bottom. All vessels shall follow routes of deep water whenever possible. 18. Siltation or turbidity barriers shall be made of material in which manatees cannot become entangled, shall be properly secured, and shall be regularly monitored to avoid manatee entanglement or entrapment. Barriers shall not impede manatee movement. 19. All on-site project personnel are responsible for observing water-related activities for the presence of manatees. All in-water operations, including vessels, shall be shutdown if a manatee comes within 50 feet of the operation. Activities shall not resume until every manatee has moved beyond the 50-foot radius of the project operation, or until 30 minutes has elapsed wherein a manatee has not reappeared within 50 feet of the operation. Animals shall not be herded away or harassed into leaving. 20. Any collision with or injury to a manatee shall be reported immediately to the FWC Hotline at FWCC. Collision and/or injury should also be reported to the U.S. Fish and Wildlife Service in Jacksonville ( ) for north Florida or Vero Beach ( ) for south Florida. 21. Temporary signs concerning manatees shall be posted prior to and during all in-water project activities. All signs are to be removed by the permittee upon completion of the project. Awareness signs that have already been approved for this use by the Florida Fish and Wildlife Conservation Commission (FWC) must be used. One sign measuring at least 3 ft. by 4 ft. which reads Caution: Manatee Area must be posted. A second sign measuring at least 8 1/2" by 11" explaining the requirements for Idle Speed/No Wake and the shutdown of in-water operations must be posted in a location prominently visible to all personnel engaged in water-related activities. Permits: None found Complaints: W o Date: 12/30/2010 o o o Owner: Meridian River Development (River Place Apts.) Complaint: The sewage pump station at River Place Apartments was overflowing and it drained to the Hillsborough River. The p/s has overflowed several times in recent months. It is located near the dumpster and the overflow drains to a s.w. trench that directly feeds the adjacent River. Findings/Outcome: The property is served by two sewage pump stations, one on the north end and one on the south end of the property. The n. pump station, the subject of this complaint, was found on the narrow strip of property on the north side of the property, just outside the apartment building. It is about 75' from the edge of the River. There was no evidence of discharge outside of the wet well. The control panel and wet well were locked. A "United Electric" sticker was observed on the panel box. The edge of the River was observed and there was no evidence of any recent discharge. Note that any prolonged overflow from the L/S would eventually flow down gradient to the River. Lourie DeBlasio, Property Mgr, was consulted in the Leasing Office. She indicated that the alarms must have worked because she was notified by a resident early in the morning. She called U.E. and they promptly responded. Apparently, a pump was clogged, which caused high levels, but not to the point of spilling outside the well. She was advised to monitor the station routinely and ensure that it is working correctly. The complainant's allegations were explained to her. She explained that one pump in the south L/S had been replaced over the summer and that another one was to be replaced in the north L/S. In any case, the system appeared to work in this event: the alarms activated, noticed by a resident, who in turn notified the Mgr. Subsequently, the repair company arrived before any overflows reached the environment. U.E. will be called to confirm what repairs, if any, still need to be completed. 83
84 Called United Electric (# ): Brian indicated they still have the monthly maintenance contract but have not made any pump replacements; they provided a bid about 1.5 months ago following another L/S overflow but did not get the job. To his knowledge, the L/S (north) is equipped with two working pumps now. Note the south station is just a manhole with a single pump, apparently a low spot in the collection system. 5/4 FUI: L/S appeared in adequate condition and there was no evidence of any recent overflows. The control panel and wet well were locked. The manager was reminded to monitor the station and ensure that it is routinely equipped with two working pumps and high level alarms. She confirmed they still have a monthly maintenance contract W o Date: 09/15/2005 o Owner: Meridian River Development (River Place Apts.) o Complaint: There is a sewage overflow at the subject address o Findings/Outcome: 1715: Upon arrival to subject address just north of MLK Blvd, C.O.T. Wastewater crew had already pumped out the overflowing manhole in the center of Riverside Dr, near the n. property line of Rive place Apts, which fronts the east side of Hills. River. C.O.T. indicated that they it appeared to be a minor o/f caused by a grease log. They would televise the lines on the following day to be sure. There were no pump stations that were known to be down. Enforcements: None found The o/f drained into storm drains on the street near the manhole. C.O.T. pulled the cover to the culvert s.w. drain to the west of the manhole and the line did appear to discharge directly west to the River. That side (east) of Hillsborough River was walked and two s.w. culvert outfalls were located that were likely the discharge points for the contaminated storm drains. There were no wastewater plumes visible and the water clarity was good. The o/f did not appear to reach the River. C.O.T. estimated it was a minor overflow and that they would likely report it in the 100 to 200 gallon range. Their vac trucks had were beginning to pump out the storm drains at about 6:15 pm. The affected areas in the street were already washed down. The complainant from Channel 8 was called but was unavailable. It was explained to Morris Child, another staff member, that the event appeared to be a minor overflow properly responded to and corrected by C.O.T. As a follow up, C.O.T. indicated they would televise the collection lines in that area on the following day. 84
