PLEDGE OF ALLEGIANCE: A Regular Meeting of the Governing Body of the Borough of Lincoln Park was held in the Council Chambers of the Municipal Building, 34 Chapel Hill Road, Lincoln Park, New Jersey on, September 17, The Clerk Called the Meeting to Order at 7:30 PM and made the Statement of Compliance with the Open Public Meetings Act. The Clerk advised those present where the exits to the room were and to turn off all cell phones. After the Pledge of Allegiance the Clerk called the Roll showing the following: III. RESOLUTIONS: CONSENT AGENDA Resolutions Consent Agenda R through R Moeller: RESOLUTION R WHEREAS, Emanuele & Michelle Scerra had heretofore deposited with the Borough of Lincoln Park a Variance and Zoning Permit Z in connection with a property located at 20 Madison Street in Lincoln Park NJ 07035; WHEREAS Emanuele & Michelle Scerra. has submitted a written request, on file in the Office of the Chief Financial Officer, that unused escrow funds be returned; and WHEREAS, Fabiana Monteiro Mello, Chief Financial Officer for the Borough, has reported in her Certification of funds for Release of Escrow Money, that a balance does remain in the 2018 General Trust Escrow Account TD Escrow Account # , Escrow Account # 2445 (563019) and may be refunded to Emanuele & Michelle Scerra WHEREAS, Thomas A. Boorady, Borough Engineer, has inspected the premises, and has reported that the applicants have complied with/satisfied all of the required conditions, and has submitted a report to the Borough Administration, report on file in his office, recommending release of the remaining escrow funds; NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the Borough of Lincoln Park, that funds on deposit Emanuele & Michelle Scerra. in the 2018 General Trust Escrow Account TD Escrow Account # , Escrow # 2445 (563019) for a Variance and Zoning Permit Z in connection with a property located at 20 Madison Street in Lincoln Park NJ 07035; be and hereby are ordered released/refunded by the Borough subject to the CFO first confirming that all bills (submitted and pending) from the Board Attorney, and Borough Engineer have been properly and fully satisfied. RESOLUTION R AUTHORIZING THE PURCHASE OF SUPPLIES AND SERVICES FROM GENERAL SALES ADMINISTRATION d/b/a MAJOR POLICE SUPPLY WHEREAS, the Borough of Lincoln Park, pursuant to N.J.S.A. 40A:11-12a and N.J.A.C. 5: (c), may by resolution and without advertising for bids, purchase any goods or services under the State of New Jersey Cooperative Purchasing Program for any State Contracts entered into on behalf of the State by the Division of Purchase and Property in the Department of the Treasury; and WHEREAS, New Jersey State Contract # for Police and Homeland Security Equipment and Supplies has been awarded to General Sales Administration d/b/a/ Major Police Supply of Kenvil, NJ; and WHEREAS, the Borough of Lincoln Park has the need to purchase supplies and services from General Sales Administration which, in the aggregate, will exceed $40,000.00; and 5

6 NOW, THEREFORE, BE IT RESOLVED, that the Borough Council of the Borough of Lincoln Park authorizes the expenditure of funds to purchase supplies and services from General Sales Administration which, in the aggregate, will exceed $40,000.00, utilizing approved New Jersey State Contract # BE IT FURTHER RESOLVED, that the Mayor, and Borough Clerk are hereby authorized and directed to execute all pertinent contracts, and said officers, together with all other officers, professionals and employees of the Borough are hereby authorized and directed to take any and all steps necessary to effectuate the purposes of this Resolution, which shall take effect immediately. 13 Moeller: No report DPW is behind on paving streets because of the weather. People are concerned about the dead fish at the Lake. The Health Department spoke with NJDEP. NJDEP said that the fish are dead because of the lack of oxygen in the water. We can do one of two things. Let them decompose or it can be cleaned up. The water is not a hazard. This will be up to the Town with what we do with the fish. Perry Mayers, Borough Administrator, said that the property is owned by the Pia Costa Family who were contacted this morning. They are not offering to clean up the fish nor are they required to. They have granted the Borough access to the property to do what they feel is necessary. On September 11, 2018 the Police Department notified NJEP involving this manner. NJDEP responded on September 12, On this date the decomposition of the fish were at the point that they could not take samples to determine if something other than the lack of oxygen was the cause. By the observation, NJDEP made the determination that this was caused by the heat, the algae growth and the lack of oxygen. There is no environmental hazard. There was two options given to either let nature take its course or do some kind of clean up. There is no company that can do such clean up. We thought we could use lime to decrease the rate of the decomposition and the smell kind of what we do with corpses from wild life that fall near properties. We reached out to the Lake Management Company. The lime will be spread tomorrow along the shoreline and on the fish to dampen the smell. Councilman Moeller said that there has been a problem at the school with the grass being cut. Perry Mayers, Borough Administrator said that he talked to Supertintendent Grube today. There was some issues with the Landscaper that had to do with the frequency of the cuts. It was brought to my attention and it was addressed. Hopefully we will not have that problem moving forward. Councilman Moller asked who is responsible for the walk lane at Lanes Field because it is covered in grass. Perry Mayers, Borough Administrator, said that the Borough is responsible for the walk lane. checked out tomorrow. This will be Councilman Moeller said that Route 202 from before Ryerson Road all the way down to Wayne is a disgrace. The weeds are growing over the guardrail and the trees are growing into the wires. Perry Mayers said that he will reach out to the County about the weeds. Verizon would rather see the trees cause damage before they did anything. The trees are Verizon trees and : No Report No Report Absent No Report X. MAYOR S AGENDA: Mayor Runfeldt said that September 22, 2018 is Lincoln Park Day. The festivities start at 10:00 A.M.. Chris DiLorenzo, Borough Attorney, spoke about litigation that is going on. The case of Beyond Redemption vs. Lincoln Park and Kristen Runfeldt, Tax Collector for the Borough of Lincoln Park. We filed some judgement motions and we expect a decision in the next few weeks. XI. PUBLIC HEARING: Council President Pepe asked for a Voice Vote. The Public Hearing was Opened. 13

September 17, 2018 Tammy Marshall, 35 Beaverbrook Road, spoke about the crosswalk by Walgreens stating that motorists do not yield to pedestrians. She spoke of a proposal to replace the green yield sign to a red arrow sign so that motorists can turn only on green rather than yield. Council President Pepe said that the issue will be passed over to the Traffic Safety Officer. Jordan Oeck, 233 Jacksonville Road, asked why Lincoln Park Day was taken off of Main Street. Mayor Runfeldt said that Lincoln Park Day is run by the Association not the Town. From my understanding there was a few Main Street Business Owners that preferred not to have it on Main Street. A fair amount of them lose business because of it. On a trial basis the Lincoln Park Association decided to give this a try this year and see how it goes.
