This year s convention was a success and we celebrated ATNI s 65th Anniversary by building upon our past advocacy and policy achievements; continuing to hold the federal government accountable to their trust responsibility; and forging new paths to protect the sovereign rights and responsibilities of our member Tribal governments. Our board and staff know this work takes persistence and dedication and more importantly time as some policy advocacy efforts can take years if not decades to achieve. In many ways, this year s activities commemorate ATNI s 65-year legacy of promoting Tribal self-determination and sovereignty in the Pacific Northwest. Our Ancestors Prepared Us for Today This year s theme is timely and telling, as ATNI Tribes continue to make incredible progress in advocating, promoting, and leading on policies that will impact all of Indian Country. In addition to our advocacy efforts, we are also witnessing a historic moment in our history as record numbers of American Indian and Alaska Native people take the important step of running for elected office. Having more AI/AN people elected is an important step in creating a more reflective government for everyone, but it also helps Tribes having elected officials who will understand the struggle, lived experience, and challenges they face. 8 CONVENTION HIGHLIGHTS An important highlight from this year s convention was seeing our Native youth participate in this year s event through the ATNI Youth Forum. This year s forum focused on culturally-based leadership training and providing an opportunity to learn and share with Native youth from Tribal communities across the Northwest. ATNI believes the youth voice and leadership is absolutely critical to addressing issues facing their peers and developing solutions. ATNI leadership believes the foundation to the future of ATNI relies upon fostering and developing future Tribal Leaders who will continue to carry on the work of our past and current Tribal leaders. ATNI is committed to finding new ways to engaging and empowering Native youth to take a leading role in our shared advocacy efforts. Our Children s Trust - Youth Address Kailani Sirois (Colville) provided the youth address with her father John Sirois (Colville). AtnI native youth taking the LeAd On PrOtectInG the environment During the first day of ATNI s General Session, Kailani Sirois from Colville provided an update on a case Native youth filed against the State of Washington for violating their constitutional rights by perpetuating an energy and transportation system that is dependent upon fossil fuels. The case follows upon historic victories secured by young people in the case of Foster v. Ecology, which ultimately led to the adoption of Washington s Clean Air Rule. WAsHInGtOn I-1631 clean AIr clean energy update ATNI continues to have a supporting role in Washington s carbon emissions fee initiative. Initiative 1631 would impose a 15-dollar per metric ton fee on carbon, beginning in It would also increase the fee by two-dollars-a-year until the state reaches its greenhouse gas goals. WA I-1631 Clean Air Clean Energy Update Joel Moffett (Nez Perce), ATNI Natural Resources Policy Coordinator, and Theresa Sheldon (Tulalip Tribes), provide an update on Tribal engagement and support of The most progressive, socially equitable, and effective climate change policy ever proposed in America will be on the ballot in Washington State this November. I-1631 is the best chance for us to protect our children, environment, natural resources, and future. It s time for all Tribal Nations to unite and pass our climate change initiative I Fawn Sharp, Quinault Tribe Chairwoman Coeur D Alene Tribe Presents on Idaho s Proposition Dave Matheson, Vice Chairman, Coeur D Alene Tribe, provides a presentation on Proposition 1 and the campaign to defeat the measure with a broad coalition of stakeholders across Idaho. 8 AtnI OPPOses IdAHO s PrOPOsItIOn 1 The Coeur D Alene Tribe presented to the ATNI s General Session on Idaho s Proposition 1. In November Idaho voters will vote on Proposition 1, which would effectively allow the unlimited expansion of gambling machines called historical horse racing terminals throughout Idaho. Coeur D Alene Vice Chairman Dave Matheson provided a presentation on the proposition it s potential negative impact on Idaho Tribes. According to the representatives, the proponents of the campaign have a history of misleading voters and elected officials and this measure is no different ATNI FALL CONVENTION WRAP UP

9 Proposition 1 presents a critical challenge to the economic life and well-being of our member tribes from Idaho. We must stand together, united in support of the broad coalition of community and tribal leaders from across the state of Idaho to defeat Proposition 1. - Leonard Forsman, President of ATNI and Chairman of the Suquamish Tribe of Washington. Not only will Prop. 1 undermine Tribal economic advancements and interests, it will also significantly reduce investments in Idaho s public education system. Given the serious threat this measure poses to the economic well-being of ATNI Member Tribes, ATNI members overwhelmingly voted to support the coalition during the general session of the 2018 Annual Convention. native AMerIcAn rights Fund update John Echohawk (Pawnee), Executive Director of the Native American Rights Fund (NARF) addressed the General Session on Tuesday. Mr. Echohawk povided an overview of NARF s longstanding commitment and impact in the Pacific Northwest. In addition to the history of working with Tribes in the NW, ATNI and NARF s partnership and mutual support continues to evolve and strengthen as both organizations are commited to protecting and upholding Tribal sovereignty. In 2020, NARF will celebrate its 50th anniversary! coeur d ALene tribe s strategic PLAnnInG to strengthen safety & WeLLness Elva (Cookie) Allan, Management Consultant and advisor to the Coeur d Alene Tribe, provided a presentation on the Coeur d Alene Tribe s strategic planning efforts to address large-scale substance abuse and crime in their community. Through their planning process, the Tribe s collaboration and information sharing brought to light concerning statistical trends that have served as successful calls to action in the community for safety, recovery, prevention and youth programming. In addition, the efforts have led to improved communication across the tribal government by developing a collaborative forum to overcome communication barriers between the Tribe s many departments and entities. coeur d ALene tribe & Get Out the VOte 2018 Vicki Tovey (Coeur d Alene), GOTV Chair, and Maria Bighead (Coeur d Alene/ Spokane/Colville), GOTV Committee Member, provided a presentation about the Tribe s GOTV strategies for the upcoming November election. Across the country the GOTV strategies are in full swing as Native voter engagement efforts are hitting an all time high. Ms. Tovey and Ms. Bighead provided an overview about the GOTV strategies their local committee designed and are implementing in the coming months. BudGet & APPrOPrIAtIOn Congress working to finalize FY 2019 appropriations Cuts to Indian programs proposed in President s FY 2019 budget rejected by House and Senate Several Indian programs saw increases in House and Senate bills Continuing resolution through Dec. 7 very likely Handful of spending bills have been signed into law Brian Gunn (Colville) providing legislative and policy update Julie Johnson (Lummi), Hillary Franz, Washington Commissioner for Public Lands, and Theresa Sheldon (Tulalip) ATNI receives a generous donation of $15,000 from Tulalip Tribes IndIAn BILLs signed IntO LAW Indian Employment, Training, and Related Services Act (Pub.
