1 Statutory Document No. 39/03 THE PAYMENT OF MEMBERS' EXPENSES ACT 1989 THE PAYMENT OF MEMBERS' EXPENSES (SPECIFIED BODIES) ORDER 2003 Coining into operation 1st March 2003 In exercise of the powers conferred on the Treasury by sections 4(1) and 5(1)(c)(iii) of the Payment of Members' Expenses Act 1989, and of all other enabling powers, the following Order is hereby made: S 1. Citation, commencement and interpretation (1) This Order may be cited as the Payment of Members' Expenses (Specified Bodies) Order 2003 and, except as provided in paragraph (2), shall come into operation on the 1st March (2) This Order shall be deemed to have come into operation so far as it relates to the Police Advisory Group and the Police Consultative Forum, on the 1st November 2000; so far as it relates to a board of visitors, on the 1st June 2002; (c) so far as it relates to the Minimum Wage Committee, on the 1st December (d) so far as it relates to the consultative body established under section 2 of the National Health Service Act , on the 1st February ( 3 ) In this Order "the Act" means the Payment of Members' Expenses Act c c.14 Price 1.00 Price Band A
2 2. Bodies whose members are entitled to attendance and travelling allowances The bodies listed in Schedule 1 are specified for the purposes of section 4 (attendance allowances) of the Act. 3. Bodies whose members are entitled to travelling allowances The bodies listed in Schedule 2 are specified for the purposes of section 5 (travelling allowances) of the Act. Article 4. Revocation 2. The orders specified in Schedule 3 are revoked. SCHEDULE 1 BODIES WHOSE MEMBERS ARE ENTITLED TO ATTENDANCE AND TRAVELLING ALLOWANCES 1. The Advocates Disciplinary Tribunal. PART 1 STATUTORY TRIBUNALS 2. The tribunal constituted under section 4(3) of the Civil Service Act The tribunal constituted under the Control of Employment Act The Isle of Man Copyright Tribunal. 5. The appointed members of the Isle of Man Estate Agents Tribunal. 6. The appointed Commissioners of the Isle of Man Income Tax Commissioners. 7. The Isle of Man Data Protection Tribunal. 8. The Disability Appeal Tribunal. 9. The Employment Tribunal. 10. The Health and Safety Tribunal. 11. The tribunal constituted under the Interception of Communications Act 1988'. 12. The Mental Health Review Tribunal. 13. The Isle of Man Rent and Rating Appeal Commissioners. 14. A social security appeal tribunal constituted under the Social Security Administration Act 1992 (an Act of Parliament), as it has effect in the Island'. 15. The Appeal Tribunal constituted under the Tourist Act 1975' c c c c.5 SD 506/94 s 1975 c.19

A review committee established by the Council of Ministers under any of the following enactments section 15(4) of the Investment Business Act ; section 24(4) of the Banking Act '; (c) section 18(4) of the Corporate Service Providers Act ; (d) section 38(4) of the Retirement Benefit Schemes Act 2000' The Civil Service Commission. Any body of governors of a primary or secondary school established under section 5 of the Education Act 2001'' (or, until that section conies into operation, any body of managers or governors of such a school established under section 45, 46 or 47 of the Isle of Man Education Act ). 22. The committee established under section 12 (religious education) of the Education Act 2001 (or, until that section comes into operation. section 58 of the said Act of 1949). 23. 6 MADE this 29 th day of January 2003 Minister for the Treasury EXPLANATORY NOTE (This note is not part of the Order.) This Order prescribes the bodies whose members are entitled to attendance allowances and travelling allowances under the Payment of Members' Expenses Act Non-Tynwald members of bodies listed in Schedule 1 are entitled to attendance allowances and travelling allowances; members of bodies listed in Schedule 2 are entitled to travelling allowances only. The bodies specified in article 1(2) are added to the Schedule 1 list (with effect from the dates there specified). The Order replaces the orders listed in Schedule 3, which are revoked.
