2 BOARD OF EDUCATION State Superintendent of Public Instruction This position presides over Board of Education sessions, offers advise/counsel to Board of Education Task Forces and assists in leading training sessions at T&E II and Sacramento. They are also charged with ensuring there is a free exchange of opinions, information, questions, and answers during their sessions. Prerequisites: 10th-12th grade delegate, no experience necessary Other Information: Four (4) candidates will be selected from the pool of applicants to run for State Superintendent in house at Training & Elections Conference II. The candidates not selected for the position will become Deputy State Superintendents of Public Instruction. CALIFORNIA INVESTMENT BANK State Treasurer This position works with the California Investment Bank and Board Members to review potential state investments. Prerequisites: 11th-12th grade delegate, one-year experience in the California Investment Bank program required. Other Information: Candidates must be assigned to the California Investment Bank as their program area. CALIFORNIA EMERGENCY TEAM Director of the California Emergency Team This position is tasked with researching plans for a state emergency. Prerequisites: 10th-12th grade delegate, ability to speak clearly in front of large groups, and strong research skills required. Other Information: This program area is by application only. Delegates selected to the program will elect the position at Training & Elections Conference II. FORUM Forum Lt. Governor This position presides over the Forum Senate and is charged with ensuring there is a free exchange of opinions, information, questions, and answers during their sessions. Prerequisites: 9th grade delegate only, ability to speak clearly in front of large groups, and strong working knowledge of parliamentary procedure required. Other Information: Primary election held in house at Training & Elections Conference I with a final in-house election at Training & Elections Conference II Forum Speaker of the Assembly This position presides over the Forum Assembly and is charged with ensuring there is a free exchange of opinions, information, questions, and answers during their sessions. Prerequisites: 9th grade delegate only, ability to speak clearly in front of large groups, and strong working knowledge of parliamentary procedure required. Other Information: Primary election held in house at Training & Elections Conference I with a final in-house election at Training & Elections Conference II ISSUES & ACTIVISM 72 nd Party Chair (6 elected) These positions work with Issues & Activism program staff to develop, manage and implement their Party framework. Party Chairs will be charged with running Youth Governor Primaries and Party Platform Conventions at T&E I. They will also oversee the party executive team. Once their party has selected a Youth Governor candidate, Chairs will work with their candidate to get them elected. Prerequisites: 11 th grade delegate, completion of one (1) experience in the Model Legislature & Court program required. Other Information: Election will be held at the Model Legislature & Court conference.
3 INTERNATIONAL AFFAIRS COMMISSION Chief Rapporteur This position presides over the International Affairs Commission sessions and is charged with ensuring there is a free exchange of opinions, information, questions, and answers during their sessions. They also provide guidance and leadership to International Affairs Commission groups as they develop their solutions. Candidates need to have the ability to speak clearly in front of large groups. Prerequisites: 11th-12th grade delegate, one-year experience in the International Affairs Commission program required. Must have the ability to speak in front of large groups. Other Information: Candidates must be assigned to the International Affairs Commission as their program area. JURY TRIAL District Attorney This position assists in the training of the Jury Trial program. They also present the State s case and organize the oral arguments during the Jury Trial case. Prerequisites: 11th-12th grade delegate, completion of one (1) year in a court program, high organizational and clear speaking skills required. Other Information: Candidates must be assigned to the Bench Trial program where elections will take place in-house. LEGISLATIVE ANALYST State Legislative Analyst This position heads up the Legislative Analyst program, analyzes pending legislation for the fiscal impact it will have on the model State budget, and determines the projected costs of implementing proposed legislation. They also recommend an annual budget to the Youth Governor s office. Prerequisites: 10th-12th grade delegate, completion of one (1) year in the Legislative Analyst program, good organizational skills, some accounting and budget knowledge required. Other Information: Four (4) candidates will be selected from the pool of applicants to run for State Legislative Analyst in house at Training & Elections Conference II. The candidates not selected for the position will become Deputy State Legislative Analysts. LEGISLATIVE HOUSES Lt. Governor This position presides over a House within the Senate. The Lt. Governor is charged with ensuring there is a free exchange of opinions, information, questions, and answers during their sessions. The Lt. Governor will preside over at least one Joint Session. Prerequisites: 10th-12th grade delegate, completion of one (1) year in the Model Legislature & Court program, strong working knowledge of parliamentary procedure and ability to speak in front of large groups required. Other Information: Primary election held statewide at Training & Elections Conference I with a final statewide election at Training & Elections Conference II. The runner-up candidate will serve as one of the President Pro-Tempores of the Senate. Speaker of the Assembly This position presides over a House within the Assembly. The Speaker of the Assembly is charged with ensuring there is a free exchange of opinions, information, questions, and answers during their sessions. The Speaker of the Assembly will preside over at least one Joint Session. Prerequisites: 10th-12th grade delegate, completion of one (1) year in the Model Legislature & Court program, strong working knowledge of parliamentary procedure and ability to speak in front of large groups required. Other Information: Primary election held statewide at Training & Elections Conference I with a final statewide election at Training & Elections Conference II. The runner up candidate will serve as one of the Speaker Pro-Tempores of the Assembly.
4 President Pro-Tempore of the Senate/Speaker Pro-Tempore of the Assembly (4 elected, 2 Assembly, 2 Senate) These positions preside over one of eight houses within Legislative Houses (Senate and Assembly). The Presiding Officer is charged with ensuring there is a free exchange of opinions, information, questions, and answers during their sessions. Candidates must have a strong working knowledge of parliamentary procedure and have the ability to speak in front of large groups. Prerequisites: 10th-12th grade delegate, strong working knowledge of parliamentary procedure and ability to speak in front of large groups required. NATIONAL ISSUES COMMISSION National Issues Commission Presiding Commissioner (4 elected) These positions preside over the national Issues Commission sessions and are charged with ensuring there is a free exchange of opinions, information, questions, and answers during their sessions. Candidates need to have the ability to speak clearly in front of large groups. Prerequisites: 11th-12th grade delegate, completion of one (1) year in the National issues Commission program, clear speaking skills required. Other Information: General election held statewide at Training & Elections Conference I. National Issues Commission Adversary General To help stimulate debate, this position, and their Adversary Corps staff, is tasked with researching arguments against proposals that make it to General Assembly. The Adversary General, and their Adversary Corps staff, is given time during General Assembly to speak against proposals. Candidates need to have the ability to speak clearly in front of large groups and know how to research. Prerequisites: 10th-12th grade delegate, completion of one (1) year in the Model Legislature & Court program, clear speaking skills in front of large groups required. Other Information: Candidates must be assigned to the National Issues Commission as their program area General election held in-house at Training & Elections Conference II. OFFICE OF THE SECRETARY OF STATE Secretary of State This position certifies all elections by counting the ballots for the elections, tallies the results of the Lobbyist initiatives, gathers official items/letters for the final report, keeps official record of all acts of legislation in all legislative houses via the bill tracking system, places legislation on official docket, manages a team of Undersecretaries of State and oversees the Elections Commission. Prerequisites: 10th-12th grade delegate, completion of one (1) year in the Model Legislature & Court program required. Other Information: General election held statewide at Training & Elections Conference I. OFFICE OF THE YOUTH GOVERNOR 72nd Youth Governor The Youth Governor serves as the official youth representative of the Model Legislature & Court program. They represent California YMCA Youth & Government at official functions, addresses the entire MLC program during Joint Sessions, appoints youth members to Y&G s Governing Board, appoints their Governor s Cabinet, reviews legislation passed by the Model Legislature and either signs or vetoes it, serves as Youth Division Manager on the Annual Support Campaign, attends the National Youth Governor s Conference, leads the California delegation during the Conference on National Affairs, and serves as a full member of the California YMCA Youth & Government Governing Board. The Governor must attend all conferences for the next program year (T&E I, T&E II, MLC), Spring Conference, Youth Governor s Conference, CONA, and various fundraisers and functions as needed. They must also be able to communicate clearly in front of large and small groups of people. Application No application necessary Prerequisites: 11th grade delegate, completion of one (1) year in the Model Legislature & Court program required.
5 Other Information: Interested applicants must attend a virtual information session via webinar before Training & Elections Conference I (scheduled sometime during the week of October 14, 2018), as well as an in-person information session at Training & Elections Conference I with an advisor. Applicants must bring signed permission slip provided by Youth & Government (lead advisor and parental consent required to run for Youth Governor) to Training & Elections Conference I. Eligible candidates will self-nominate during primaries held at Training & Elections Conference I. The top six (6) candidates will face a general primary election at Training & Elections Conference II where three (3) out of the six (6) candidates will move on to the final election held at the Model Legislature & Court conference. Those six (6) candidates will be assigned to Issues & Activism as their program area. STATE CONSTITUTIONAL CONVENTION Presiding Speaker of the State Constitutional Convention This position presides over the State Constitutional Convention sessions and is charged with ensuring there is a free exchange of opinions, information, questions, and answers during their sessions. Candidates must have a strong working knowledge of parliamentary procedure and have the ability to speak clearly in front of large groups. Prerequisites: 11th or 12th grade delegate, no experience necessary Other Information: Candidates must be assigned to the State Constitutional Convention as their program area. The runner-up candidate will become the Deputy Presiding Speaker of the State Constitutional Convention. SUPREME COURT Chief Justice of the Supreme Court The Chief Justice presides over the Supreme Court and at all ceremonial sessions of the Court. They assist in the selection of Supreme Court participants, reads the opinions of the Supreme Court, introduces the Court at the opening session of Model Legislature & Court, administers the Oath of Office to all elected officers at Model Legislature & Court. The Chief Justice will preside over joint sessions at Training & Elections Conference I, Training & Elections Conference II and Model Legislature & Court. The Chief Justice must attend all conferences for the next program year which includes, the 2019 National Judicial Competition, 2019 California Judicial Competition, 72nd Model Legislature & Court, and various fundraisers and functions as needed. They will also serve as a full member of the California YMCA Youth & Government Governing Board. Category Level: 1 Prerequisites: 11th grade delegate, participating in a court program during the 71st Model Legislature & Court required Other Information: Primary election held statewide at Training & Elections Conference II with a final statewide election at 71st Model Legislature & Court. Candidate elected will serve as the Chief Justice of the Supreme Court for the 72nd Model Legislature & Court. Attorney General (1 elected) The Attorney General serves as the State s representative before the Supreme Court. They assist in the selection of Supreme Court participants. Prerequisites: 11th-12th grade delegate, completion of one (1) year in a court program, strong research, high organizational and clear speaking skills required. Other Information: Candidates must be assigned to the Appellate Court program where elections will take place inhouse at Training & Elections Conference II.
