1 1 DELHI & DISTRICT CRICKET ASSOCIATION FEROZ SHAH KOTLA GROUNDS, NEW DELHI GUIDELINES FOR MEMBERS FOR FILING NOMINATIONS FOR ELECTION OF MEMBERS OF THE EXECUTIVE COMMITTEE TO BE HELD ON 30 TH JUNE 2018, 10 AM AT FEROZ SHAH KOTLA GROUNDS, NEW DELHI Elections to the posts of members of the Executive Committee will be held on Saturday 30 th June 2018 at AM at Feroz Shah Kotla grounds, New Delhi , under the supervision of the Electoral Officer Rakesh Mehta, IAS. Retd, Former State Election Commissioner Delhi and Chandigarh. 2. A member can contest for only one office/post. 3. A candidate must fill up the nomination form duly signed, attested by an Oath Commissioner as well as proposed and seconded by members of the Association. 4. It is mandatory to fill up the columns for witness, proposer and seconder, membership number, contact details. It is also mandatory to get the Nomination Form duly attested by the Oath Commissioner.

For filing nominations, a Member can either come personally to the nomination center or send an authorized person whose name and address is duly authorized with verified name and signature of the member. However, the Nomination Form has to be signed by the Member personally. 6. All members are requested to bring their membership card with them on the date of voting, which shall be produced before the Election Officer or Returning Officer on demand. 7. The detailed Schedule for the elections is also enclosed herewith and should be noted by the members accordingly. 8. The Model Code of Conduct for elections as well as voting is enclosed along with the guidelines and is to mandatorily to be observed by all members. 9. The Nomination cum Affidavit Form is also appended with these guidelines. However, if any member seeks to obtain a duplicate copy of the Nomination Form/ Guidelines for elections, the same can be obtained from Office No. 3, Feroz Shah Kotla Grounds, New Delhi In case of any query/clarification, members may contact at elections.ddca@gmail.com. 4 4 DELHI & DISTRICT CRICKET ASSOCIATION FEROZ SHAH KOTLA GROUNDS, NEW DELHI MODEL CODE OF CONDUCT FOR ELECTION OF MEMBERS OF THE EXECUTIVE COMMITTEE TO BE HELD ON 30 TH JUNE 2018, 10 AM AT FEROZ SHAH KOTLA GROUNDS, NEW DELHI Instructions of the Electoral Officer appointed as per Article 63 of Articles of Association of DDCA for conduct of elections of Members of the Executive Committee in the Annual General Meeting to be held on 30 th June The period from 4 th June to 26 th June 2018 has been designated as the Campaign Period to enable prospective candidates to seek support of members of DDCA in their favour on the voting day. 2. In order to ensure free and fair poll, as envisaged in Article 63(a) 63(b) and 63 (c) of Articles of Association of DDCA, candidates are expected to fill the Nomination Papers along with an affidavit/declaration covering provisions of Article 46 (a) to (j) of Articles of Association. Nominations received without the affidavit/ declaration will be rejected at the time of scrutiny of nominations. 3. Campaign period will be available for candidates for campaigning. However, they will not use unfair means including bribery, or appeal to or use religious symbols, nor distribute gifts of various kinds like distribution of liquor, to induce members for support. 4. Candidates will not use vehicles to bring members to the voting venue on the date of polling.

5 5 5. Proxy voting is not allowed as per the Lodha Committee recommendations accepted by the Hon ble Supreme Court as well as the Articles of Association of DDCA. 6. Pamphlets and posters if circulated should not appeal to religious, caste, or communal sentiments to entice for votes. If pamphlets/ posters are put up, the provisions of the Delhi Prevention of Defacement of Property Act, 2007 shall be adhered to. 7. No pamphlets/ posters/ banners are allowed to be used/ put up, in or around the venue of the voting. 8. Candidates will maintain peace and calm in the voting venue during the polling period in order to maintain law and order. 9. Campaign office/ platform will not be opened in and around the venue of voting. 10. All candidates are expected to cooperate with the Electoral Officer for smooth conduct of voting during the entire process. 11. As per Article 63 (c) of Articles of Association of DDCA, In case of any dispute or objection as to candidacy, disqualification, eligibility to vote or admission or rejection of vote, the Electoral Officer shall decide the same and such decision shall be final and conclusive.
