ADJOURNMENT Report of the Committee on Rules Proposed Rules 2014 Iowa Republican State Convention 1. General Rules a. The 2014 Iowa Republican State Convention (hereafter the Convention) shall be governed by the most recent edition of Roberts Rules of Order, Newly Revised except as hereunder provided or as specified in the Constitution and By-Laws of the party. b. The term delegate shall be defined as those persons duly certified and seated as delegates of the Convention. c. Any motion from the floor, other than a nomination, shall require a second from fifty (50) or more delegates. d. T h e r u l e s m a y be suspended or amended only by a two-thirds (2/3) vote of delegates. e. The rulings of the Chairman shall be considered final, unless upon appeal, such ruling is overturned by majority. f. The attached agenda shall be regarded as a part of these rules, but if there is a contradiction between the agenda and these rules, the adopted rules will take precedence. g. Republican national, congressional, statewide elected public office holders or nominees, RPI Chairman, Co- Chairman, National Committeeman, and National Committeewoman, shall be introduced as they arrive throughout the day and allowed to speak for three (3) minutes. At the discretion of the convention chairman, invited speakers may be allowed up to fifteen (1 5) minutes to speak. h. Declared Republican candidates, the Republican Party of Iowa, and recognized party auxiliaries may distribute materials in and around the convention site, but not at the credentials tables. Materials from any other individual or organization must receive the approval of the RPI Organization Committee in order to be posted or distributed. All materials must clearly indicate what group or individual is responsible for the content of the sign, brochure, flyer, or other item. i. Access to the convention floor will be granted to officers of the convention, delegates, alternate delegates who replace absent delegates, the designated junior delegates, and the Republican State Central Committee. The Republican State Chairman may also designate special guests and staff to have access to the convention floor. Others shall be seated in designated locations. j. Those persons who make nominations, present motions, or wish to speak to the convention shall, after being recognized by the Chair, identify themselves by name and county. k. In debate on any subject the number of speakers shall be limited to three (3) delegates on each side including the proponent, and each speaker shall be limited to one (1) minute. No delegate shall speak more than once on a given issue. No speaker shall be allowed to yield their time to another speaker. If the motion concerns the work of one of the convention s committees, the Chairman of that committee may at his/her option be recognized first to speak in opposition to the proposal. l. There shall be designated and clearly labeled pro and con microphones on the floor for delegates to speak for or against any motion on the floor. m. The motions to lay on the table, postpone indefinitely, previous question (call the question), reconsider, and limit or extend debate shall be considered out of order once these rules are adopted. n. The junior delegates will be allowed to caucus and be recognized to speak about their convention for a period of five (5) minutes. o. A motion to adjourn which is in order shall take a simple majority vote for adoption. If a motion to adjourn fails, another such motion shall not be in order until at least thirty (30) minutes has elapsed from announcement of the vote result by the Convention Chairman. 2. Delegates a. A Quorum exists if at least 35% of the delegates are present. Quorum calls shall be limited to no more than one per two (2) hours. b. Each delegate (including duly seated alternates) and junior delegates shall register by 9:45 AM on the morning of the convention. Delegates and alternate delegates shall provide a valid government issued photo ID at time of registration. These shall be from the lists previously certified from their county to the Republican State Central Committee and confirmed by the State Credentials Committee. c. If a delegate arrives late, the delegate shall report to the Sergeant at Arms and the Sergeant at Arms shall escort the delegate to the County Chair. If the County Chair determines that the delegate is eligible to be seated, the delegate shall be seated and the County Chair shall inform the Credentials Committee. Cont. on page 2

Any delegate who must leave the convention prior to adjournment should advise the delegate s County Chair or Co-Chair before leaving. The County Chair shall contact the next eligible alternate delegate, if any are available; shall deliver to the alternate delegate the credentials of the departing delegate; and shall notify the Credentials Committee. 3. Voting Rules a. A call for a standing division after any voice vote shall require a second from 60 or more delegates, consisting of at least fifteen (15) from each of the four districts. A call for a roll-call vote after any division or voice vote shall require a second from one-hundred (100) or more delegates, consisting of at least twentyfive (25) from each of the four (4) districts. b. The spokesperson for each county s delegation shall cast the actual votes of the delegates voting from that county on each roll call, by reporting the numbers in writing to the tellers. When the tellers have completed tabulation, the itemized vote totals for each county shall be posted for view. While the tally is being compiled, the Chairman may continue normal convention business. c. There shall be no change in the tabulated vote of any county after such vote has been cast, except that before the Chairman announces the final vote any delegate may challenge the validity of the posted vote for that delegate s own county. Further, a delegate may challenge the vote of any other county, provided that the Chairman determines that fifty (50) or more other delegates join in the challenge. The Chairman shall announce such determination and in case of a challenge, the Chairman shall immediately direct their calling of the roll of delegates from that county entitled to be on the floor of the convention. The result shall be applied to the announced vote from that county. d. Adoption of an amendment to the Constitution of the Republican Party of Iowa shall require a majority of the votes cast. e. Written ballots shall not be voided for poor penmanship, misspelling a candidate s name, using a nick-name (e. g. Bob instead of Robert), or listing only a first or last name instead of both, so long as the intention of the voter is clear to a majority of the tellers. 4. N o m i n a t i o n s and Elections a. D e l e g a t e s m a y make nominations for elections from the floor of the convention. Nominating speeches may not exceed two (2) minutes. Each nomination must be seconded, but there shall be no seconding speeches. When nominations have closed, each nominee shall be afforded the opportunity to speak to the convention for a period not exceeding three (3) minutes in random order by drawing names. b. Only registered Republicans eligible to hold the respective office may be nominated. c. Voting shall be by written ballot for those elections in which the number of persons nominated exceeds the number of persons to be elected. d. The Organization Committee of the Republican Party of Iowa shall appoint impartial tellers to count ballots. e. The tellers shall count ballots by county and results shall be reported to the convention by county. f. In the case of an election, candidates or their representatives (maximum two (2) per candidate) shall be allowed to be present and observe the counting of ballots. g. Candidates must receive a majority of the votes cast to be elected. h. In the event of a second or subsequent ballot(s) the candidate receiving the least number of votes on the previous ballot shall be eliminated. i. After results of a ballot are reported, candidates who are eliminated from balloting or who wish to voluntarily remove themselves from consideration shall be given two minutes to address the convention. 5. Platform Amendments and Debate a. At the appropriate point in the agenda of the convention, the report of the Platform Committee, distributed in advance to the delegates, shall be considered moved and seconded and shall be the order of the day. In the event of the absence of a quorum, and/ or the convention adjournment, the remainder of the proposed platform planks shall be deemed adopted. b. When the Platform Committee Chairman is recognized, s/he shall make a motion to adopt all Statements of Principle and underlying planks for which there are no amendments proposed. After the vote on that motion, any proposed amendments shall be considered in the order of the report. c. There shall be no debate on any individual plank, or section, or the entire report of the platform unless an amendment has been properly filed as specified below. d. There is no need for another vote to adopt the entire Platform Committee Report after consideration of the final amendment. e. If a quorum is lost, or a motion to adjourn is carried, before the conclusion of the consideration of the amendments filed, all planks not previously considered shall be accepted as reported by the committee and included in the final report which is published on the party website. f. An amendment of the report of the P l a t f o r m C o m - mittee, including amendments to substitute or delete in whole or in part, to insert, divide, etc., must be in writing and signed (original signatures only) by no fewer than fifty (50) delegates representing no fewer than ten (10) counties. Each amendment must be typed or printed legibly on a separate 8 ½ X 11 sheet of paper. Each amendment must specify the Statement of Principles and plank of the platform to be amended. Amendments must indicate the lead sponsor and delegates printed names, counties, and signatures. g. Amendments to the report of the Platform Committee should be submitted to the Convention Secretary as early as possible on the day of the convention. The deadline for submission of amendments shall be 11:00 AM on the day of the convention. h. In order to facilitate electronic presentation of the platform, amendments should be submitted in electronic form to: steve@iowagop.org or delivered to the platform committee Chair the day of the convention by electronic means. Those platform amendments submitted electronically MUST ALSO be submitted on paper with the requisite signatures as described in these rules. i. Lead sponsors or designees are expected to be on the floor and near a floor microphone at the time the Chairman calls the amendment for debate. If, after a second call from the Chair, the lead sponsor or designee does not respond, the amendment will not be considered. j. The Platform Committee Chair, and the Platform Committee Drafting Subcommittee (as appointed by the Platform Committee Chair) shall proof the final platform, including all amendments adopted. They may clarify, correct spelling or grammar, rearrange the order of planks, but shall not change the substance or intent of any plank or amendment. The Platform Committee shall publish the adopted platform on the Republican Party of Iowa s website and by other means as soon as feasible. k. No person, other than a convention officer or committee Chairman, shall be allowed to speak on more than four (4) items unless they are the lead sponsor of the amendments.

4 Page Republican Party of Iowa State Convention Saturday, June 14, Report of the Committee on Platform Preamble As Republicans we uphold the principles of individual responsibility and liberty, adherence to traditional moral standards, a strong national defense, a free enterprise system, respect for the sanctity of human life, and freedom of religion and the free exercise thereof. We believe in retaining the original intent of our Constitution. We believe high moral character is a necessity for public servants. The highest standard of character should be embodied in both private and public life. We encourage the proliferation of these principles and their passage to future generations. Platform Principles The following are the fundamental principles that make up the platform of the Republican Party of Iowa: I. Our nation is a Constitutional Republic whose Foundation is the Declaration of Independence and the Constitution. We acknowledge our rights derive from God and are therefore unalienable and include Life, Liberty, and the Pursuit of Happiness (i.e. private property). Further, the Right to Life shall be understood to include all people from conception to natural death. We are a nation governed by people elected to public office that are sent to represent us, the citizens. Our Constitution provides limits to governmental power, explicitly details our fundamental rights and insures that only the enumerated powers contained within the Constitution are executed by the federal government. All other functions of government are left to the state and local governments. II. We are a Sovereign Nation. We are a Sovereign Nation with defined borders, governed by a set of laws determined by our representatives, guided by our Constitution and protected by a military strong enough to defend our nation and its interests. III. The Oath of Office of all civil servants, elected and employed, should guide their actions. As citizens, we demand that our elected officials take their office and its duties and responsibilities to us, our country and our Constitution seriously and act in accordance with their individual Oaths of Office. IV. Fiscal Responsibility is a fundamental function of any local, state or federal entity. It is a fundamental expectation that government entities act in a financially responsible manner; it follows that limiting the size and scope of government is a necessary component of achieving this end. V. Personal Responsibility is the primary duty of all citizens. We are a nation of individuals held together by a common vision. We are not servants of the government; we are not dependent on the benevolence of society for our survival. Our possibilities are limitless where a free market is allowed to operate without government distortion; they should not be limited by our local, state and federal government. We are citizens of our country. We as individuals are responsible for our successes and failures. Planks This section enumerates what we Republicans of Iowa identify as the legislative priorities and stances for our elected representatives. Life 1.1 Human life is a sacred gift from our Creator and is a fundamental right as outlined in the Declaration of Independence. This right is innately valuable in every stage and development from conception to nonintervened natural death. No human life should ever be diminished, and innocent human life must never be arbitrarily taken. We commend the efforts of those individuals and religious and private organizations that are providing positive alternatives to abortion by meeting the physical, emotional, and financial needs of pregnant women and offering services where needed. 1.2 We oppose the use of public funding for abortion services, contraception, and abortifacients. 1.3 We support an a m e n d m e n t t o both the U.S. and the Iowa Constitutions defining and supporting the honored institution of marriage as the legal union between one natural man and one natural woman. 1.4 We support nonembryonic stem cell research, while opposing human cloning and research using fetal tissue from abortions. Liberty 2.1 We support the complete repeal of The Patient Protection and Affordable Care Act ( Obamacare ) in total, and replacing it with a customer-based free market solution. We support allowing patients and health care providers to make healthcare decisions and plans without interference from the government. 2.2 We believe that parents are responsible for their children, and we support the rights of parents to be the ultimate authority for the discipline, protection, and education of their children. We oppose the recognition of the United Nations Convention on The Rights of the Child. 2.3 We believe money should follow the child in education - whether that child attends public, private, or parochial schools - to assist parents financially in educating their children using the option best suited to their family s educational needs. We call on the General Assembly to provide for tuition vouchers, tax deductions, or tax credits to permit parents choice in educating their children -- without government intervention in the school curriculum. Competition is needed to improve the quality of education. 2.4 We support the abolishment of any federal or state law or regulations - such as Common Core or Iowa Core - that establishes, funds, mandates or controls core standards, curriculum, assessments or tests intended for children from birth to age of majority. 2.5 We strongly believe in the natural right of individuals to keep and Cont. on page 5

5 Saturday, June 14, Republican Party of Iowa State Convention Page 5 Cont. from page 4 bear arms, as recognized and protected by the Second Amendment to the Constitution of the United States, and we support the repeal of existing laws that infringe upon those rights. 2.6 We support Conscience Clause legislation so that no person, business, or organization can be penalized for its exercise of religious freedom by not providing services that violates their religious beliefs. 2.7 We believe Congress shall make no law that applies to the citizens of the United States that does not apply equally to Senators, Representatives, and government officials; and Congress shall make no law that applies to Senators, Representatives, and government officials that does not apply equally to the citizens of the United States. 2.8 We support retaining the Electoral College. We oppose the National Popular Vote Compact. 2.9 We support the addition of stand your ground and castle doctrine provisions to Iowa law, which would strengthen the legal protection of Iowans who find it necessary to use reasonable force to repel a violent attack. We also demand the elimination of gun free zones We s u p p o r t legislation that would prohibit any organization, including Planned Parenthood, from teaching sex education in our public schools. These agencies should be prohibited from entering public school properties for the purpose of promoting promiscuous behavior and abortion products, videos, or printed material We support parent and guardian rights to read and study curriculum and to observe their child in the classroom. Parents and guardians have the right to be informed and to opt out their child from health a n d w e l l n e s s screenings or assessments, tests or surveys not specific to core academic areas We would support legislation designed to enact Tort Reform The Patriot Act and the actions of national intelligence agencies shall not infringe American citizens 4th Amendment rights. Property 3.1 We oppose federal or state government taking private property away from the owner for the use of another private party. Eminent domain should be used only for public use, and we call for Congress to overturn the Kelo (Eminent Domain) ruling. 3.2 We support legislation requiring all new proposed regulations by government agencies (EPA, Dept. of Ag, Dept. of Interior, etc.) relating to public goods receive congressional authorization prior to their implementation. 3.3 We support the elimination of all state and federal death taxes. 3.4 We support the repeal of the 16th amendment replacing it with a consumption tax. 3.5 We support the right of property owners to vote on bond issues in any district where they pay property tax whether a resident of the district or not. 3.6 We support laws that prohibit ownership of Iowa farm land by foreign governments or entities controlled by such governments. 3.7 We believe anyone moving into areas zoned as agricultural should be prohibited from filing nuisance lawsuits. However, any previously established residents should retain the right to file against any expansion or development that infringes on their property rights. 3.8 We support retaining the step-up in basis on assets transferred from a decedent. Nation Sovereignty & Defense 4.1 We believe the U n i t e d S t a t e s should never sacrifice its sovereignty or relinquish control of its soil to the United Nations or any other international body. 4.2 We support legal immigration, strict enforcement of our current immigration laws, securing of our borders and punishing employers who knowingly hire illegal immigrants. 4.3 We support Israel s sovereignty in maintaining an undivided Jerusalem and as a critical military ally. 4.4 We oppose the United Nations Agenda 21 plan, which restricts or destroys the property rights of Americans under the guise of environmentalist initiatives such as Sustainable Development, Smart Growth, Wildlands Project, The Tomorrow Plan, and others with similarly Green sounding names. 4.5 We assert that bequeathing citizenship to babies born to illegal immigrants in the United States is a misinterpretation of the 14th amendment. 4.6 We believe our servicemen should serve only the United States, our Constitution, and the American Flag. We are adamantly opposed to United Nations oversight of our military units, ceding national sovereignty to any foreign body, or to the establishment of a one-world government. 4.7 We believe that only citizens bearing proper photo ID should be allowed to vote, and that proof of citizenship should be required for absentee voting. 4.8 We call for the government to support veteran s issues. We believe military veterans should be treated with dignity and respect, and that veterans services should be consistent and delivered with equality and expedience. Commerce 5.1 We support and affirm that our economy is based upon free enterprise, individual initiative, and capitalistic principles; and that business and individuals create jobs. It is not the responsibility of the government. We oppose government distortion of the free market through subsidies and bailouts. 5.2 We oppose the Law of the Sea Treaty (LOST) which covers seabed mining, navigation, ocean pollution, marine research and economic zones. LOST violates our sovereignty and endangers our national security and economic interests. 5.3 As an immigrant n a t i o n a n d t o strengthen and unite us, we support the adoption of English as the official language of the United States of America. 5.4 We support the construction of the Keystone Pipeline now, giving jobs to thousands of loyal Americans. 5.5 We call for repeal of the unconstitutional Davis-Bacon Act, as well as Sarbanes-Oxley Act, and the Wall Street Reform and Consumer Protection Act (Dodd-Frank). 5.6 We believe energy independence must be the goal of our public policy at both the National and State level. 5.7 We call for legisla- Cont. on page 6

We reject Cap and Trade legislation. 5.9 We demand that all laws restricting the growing of industrial hemp be immediately eliminated We support legalizing cannabis oil for medical use We support a full and exhaustive annual audit of the Federal Reserve s books until such time as the agency is abolished and a sound commodity-backed currency is adopted We support the definition of manure as a natural fertilizer. State & local government 6.1 We support the convening of a Convention of the States according to Article V of the United State Constitution of the purpose of limiting Federal Government. 6.2 We call for the repeal of the 17th Amendment of the U.S. Constitution. 6.3 W e s u p p o r t a m e n d i n g t h e Iowa Constitution to require a 2/3 vote of both Houses of the Iowa General Assembly to pass any bill that has the effect of raising individual or corporate income taxes or sales tax. 6.4 We support term limits for federal and state elected officials. 6.5 We object to any special elections being held to raise t a x e s. R a i s i n g taxes should be voted on only at general elections. We support a fiveyear moratorium A Message from the Chairman I was honored to be elected Chairman of the Republican Party of Iowa and I look forward to serving and working with the State Central Committee as we look ahead to a victorious November, Iowans are known for their strong work ethic and dedication. As a former candidate and legislator I know that campaigns are won as a result of hard work and the efforts of many different people pulling together as a whole. I look forward to using that experience as I work with the Central Committee and Republicans across the state, especially candidates, as we advance the Republican platform and elect Republicans up and down the ticket. As for individual responsibility, each one of us must recognize that we need to do our part. I urge you to get involved in a campaign this election season where your efforts will surely make a difference. Many good Republican candidates have stepped forward and put their name on the ballot. In order to win they need your help and assistance in putting up yard signs, raising money and reaching out to your friends and neighbors.
