1 ARTICLE I THE EXECUTIVE COMMITTEE 1. The Executive Committee of the Student Council shall consist of 5 officers, the President, Vice President, Secretary, Treasurer, Public Relations Officer. 2. The Elected Members shall be chosen through a general election among the students of grade 6 th 12 th. The 6 th 12 th Class Representatives shall be chosen by their respective homeroom class. 3. Yearly elections for positions of President, Vice President, Secretary, Treasurer, Public Relations Officer, the twelve Class Representatives shall be held no later than the first four weeks of school. To qualify for official candidacy, a student must have a cumulative grade point average (GPA) of no less than 2.8 (or B-). If the GPA requirement is not fulfilled the student will be forced to become inactive (become a non-voting member and not be allowed to attend meetings). The students will be given the chance to raise their GPA score for a whole quarter. The student must secure the written recommendation of 3 class teachers who have taught the student for at least 1 quarter. The student must submit written approval signed by the Student Council Faculty Advisor. The student must meet the qualifications of at least one position. 4. The official campaign period shall begin at least 10 school days before the scheduled elections date. A general school assembly shall be held during that time to allow each candidate to express his/her platform for candidacy. A code of ethics based on mutual respect shall be enforced according to the discretions of the school administration. 5. Candidates for the position of President and Vice President shall run for office as individuals. The President shall be elected from the 11 th grade. The Vice President shall be elected from either grades 10 or 11.
2 6. Candidates for the positions of Secretary, Treasurer, and Public Relations Officer run for office as independent candidates. They shall be chosen from 9 th 12 th grade students, and will be elected by 6 th -12 th graders. One class representative from grades 6 th 12 th shall be chosen by their respective homeroom class (A & B levels). 7. Elections shall be held by secret ballot in each 6 th -12 th grade homeroom at a scheduled date and time decided by the electoral board. Results shall be tabulated by the Student Council Faculty Advisors, who are solely responsible for the conduct of the elections with the Principal and Vice Principal of the school. 8. Election winners shall be proclaimed based on a popularity of votes, provided that the plurality consists of a minimum forty percent of the total valid votes cast. In case an electived position fails to meet such requirements, a run-off election by secret ballot between the two highest contending candidates shall be held within three days. In the case of an election with only one qualified candidate, that candidate must receive a 2/3 vote of confidence in the election. 9. Election results shall be announced as soon as possible to the Student Body, in order to provide the possibility of re-elections. Clarification regarding the results may be requested and provided by the Student Council Faculty Advisor after the announcement. ARTICLE II DUTIES OF EXECUTIVE OFFICERS 1. The duty of President is to act as a chairman of all Student Council meetings and activities. He/She has the power to appoint individuals to appoint individuals to committees within the Council for the purposive function of the Council. He/She must seek the advice of the Student
3 Council and Faculty Advisors, and may consult the High School Principal or Vice Principal in the exercise of all his/her functions. Everything must be done with the consent of the President. It is his/her job to make sure everything runs smoothly. 2. The duty of the Vice President is to act as an assistant to the President and represent the President in his/her capacity in any functions should the President be indisposed. He/She may be appointed other functions and responsibilities by the President as the chairman of the Council sees fit. In case of the President s absence, resignation, or removal from office, or for any other reason, the Vice President shall automatically assume the position of President for the remainder of the term and may call for special elections for the vacant Vice President post. 3. The duty of the Secretary is to prepare and maintain all the written records of all Student Council activities and meetings. The Secretary is responsible for notifying all the members of the Council of all Council activities; for taking attendance as filled out by the grade level representative at any official gathering; and for carrying out any other function assigned to him/her by the President. 4. The duty of the Treasurer is to properly and effectively handle all the financial resources of the Student Council. Clubs and other Student Body activity committees shall prudently handle their budgets, but shall be monitored by the Treasurer. The Treasurer shall ensure that all Student Council income is correctly endorsed to the school s financial officer, and that only duly approved withdrawals are made. The Treasurer may be assigned some other functions by the President as deemed fit. The Treasurer will also organize and coordinate fundraising efforts to ensure goals are set in the budget. This will include continuing past successful fundraising efforts, and leading the search for new avenues of fundraising. (adapted from Fundraising Chair)
4 5. The duty of the Public Relations Officer is to publicize events of the Student Council, conduct interactions between the administration, IPTA, and the rest of the school. He/She shall also organize volunteer and general social events to keep up the interest and welfare of the group through personal and collective contacts. (adapted from Social Chair) He/She shall also take pictures at Council events and compile them into a scrapbook at the end of the year. 6. The duty of the Class Representative is to represent grade level needs, issues and view points, and present them to the Student Council for the Council s attention and/or action. He/She may be assigned by the President other duties and responsibilities as seen fit. He/She is also responsible for taking the roll of his/her grade level Class Representative and reporting that roll to the Secretary at any official gathering. 7. The duty of the Faculty Advisors includes the organization of the annual Student Council elections and the provision of sound advice to the President of the Council. In the instance of the latter, the Student Council may reconsider any recommendation and advice given. All Student Council officers are directly under the administration of the Faculty Advisor. The Faculty Advisor may also act as the coordinator between the students, faculty, IPTA, and school administration whenever requested by the President. Any officer of the Student Council may be unable to continue in the office on the following grounds: A.) Resignation due to illness, withdrawal from school, or personal problems. A written letter of resignation shall be submitted to the Council by the officer concerned in order to make the resignation from the office official.
5 B.) Removal from office due to poor academic performance, misconduct, attendance, or failure to perform the duties required of the position. The Student Council may remove an officer from his/her post for any of the aforementioned reasons by producing a petition duly signed by 2/3 of the total members of the Council, excluding the person being petitioned. A majority vote approval by the Executive Committee shall make the petition implemental. Any Student Council member who incurs a failing mark in any of his or her classes or is accused of misconduct shall be given a warning and a chance to meet with the Executive Committee to present his/her case before any impeachment action is undertaken. The High School Principal may, however, also require that an officer resign due to poor academic performance or grave misconduct, and only the Principal s and Vice Principal s decision can repeal such an action. 8. Any change in the composition of the Student Council shall be made known to the Student Body a day after its implementation. ARTICLE III HOMEROOM REPRESENTATIVES AND ELECTED OFFICERS 1. Middle school homerooms shall be represented by one representative to the Student Council. 2. Class representatives and Elected Officers must possess the will to serve, must display moral conduct, and must have a cumulative Grade Point Average (GPA) of no less than 2.8 (B-). In the event the conditions mentioned above are not met by the elected Class Representatives, the
6 Executive committee may request his/her removal from office and immediate replacement within one quarter of the concluded Class Election. 3. The Class Representative may be deemed unable to continue in office on the following grounds: A.) Resignation due to illness, withdrawal from the school, or personal problems. A written letter of resignation shall be submitted to the Council by the Class Representative concerned in order to make official the resignation from office. Only the President may accept or reject the resignation. B.) Removal from office due to poor academic performance, misconduct, or failure to perform the duties required of the position. The Executive Committee may remove a Class Representative from his/her post for any of the aforementioned reasons by 2/3 vote of the total number of Executive Committee Officers. The Alternate Class Representative shall then become the Class Representative and another Alternate Class Representative shall be chosen. The High School Principal may, however, also require a Class Representative to resign due to poor academic performance or grave misconduct, and only the Head of School s decision can repeal such action. 4. Any change in the composition of the Student Council shall be made known to the Student Body a day after its implementation. ARTICLE IV STUDENT COUNCIL FUNCTIONS 1. The Student Council has the authority to make rules concerning the Student Body s welfare, as long as the rules do not violate existing School Policies. 2. The Student Council has the right to have access to all existing School Policies.

The Student Council shall not intervene in the exercise of the School Administration of its power to execute administrative and academic disciplinary measures over the constituents of the Student Body. 4. The Student Council has the right to hold meetings as long as no School Policy is violated in the process. 5. The Student Council has the right to request from the Administration the holding of regular meetings, dialogues, and conferences that relate to the rights and welfare of the Student Body. 6. The Student Council shall act as a Body only with the presence of a quorum, which shall mean 2/3 of the total number of Student Council members, unless otherwise agreed upon in motion. 7. In any issue that needs a majority decision by the Student Council, the members shall observe the ruling of one member, one vote. A majority vote by Body shall be constituted by a total of the quorum present. 8. Presidential succession in the Student Council following the end of the school year: Should there be a vacancy in the Presidency following the end of the school year and the Vice President cannot assume office, the following committee members shall succeed the President in the order specified, unless otherwise agreed upon in motion. a) Secretary b) Treasurer c) Public Relations Officer d) Class Representatives
8 ARTICLE V ELASTIC CLAUSE 1. For the benefit of, and in the interest of, the Student Body, the Executive Committee of the Student Council shall take certain measures to ensure that the rights and privileges of the Student Body are met under the advisement of the Student Council Faculty Advisor. ARTICLE VI AMENDMENTS Amendments to this Constitution (except to Article IV: Sections 1, 3, and 4) may be made following these steps: First Second Lastly A formal proposal for an amendment shall be made. The proposal shall be made by ¾ majority of the entire Student Council. The amendment, to be official, shall be approved by the High School Principal. The Student Council shall review the Constitution each academic year and then hold a vote as to whether it shall proceed with the amendment process or not.
