3 Roadmap Date Stage January 2 nd Meeting of the Working Group (at UNWTO s HQ, in Madrid) 1 March 10 April (Deadline) May (105 th Executive Council) Circulation of the draft text of the Convention as an Executive Council (EC) document (5 languages) and the Special Guidelines in 5 languages (procedural rules for GA discussion) to the Members of the Executive Council. Comments received and adjustments made, if needed, ahead of EC meeting. The Secretariat launches awareness raising campaign and promotional activities. A NV is sent to EC Members to explain the work done so far and invite them to submit proposals and attend the meeting of the Working Group on May. Deadline for submission of documents to the EC The Executive Council discusses and endorses the Special Guidelines and recommends the submission of the text of the Convention to the General Assembly, once finalized by the Working Group with the assistance of the Secretariat. The Executive Council endorses the recommendation of the Working Group not to amend the ethical principles contained in the Convention May 3 rd Meeting of the Working Group (at UNWTO s HQ, in Madrid). Attendance open to all interested Member States.
4 Roadmap 14 June (Deadline) Circulation of the draft text of the Convention as a General Assembly document (5 languages) and the Special Guidelines to the Member States for their adoption at the General Assembly and opening of deadline for submission of amendment proposals by Member States. 14 August Reception of comments and proposed amendments from Member States. Comments and amendment proposals are forwarded to the Working Group which reviews, discusses and advises the Secretariat through virtual meeting (August 24). 31 August September (time tbc) The Secretary-General uploads on the dedicated webpage the text of the Convention together with all the amendments received and a Secretariat commentary (where needed) explaining the Organization s position and proposing alternative language or a compromise solution, as appropriate. 4 th Meeting of the Working Group: preparatory work. 13 September (22 nd General Assembly) September 1 st plenary: The General Assembly approves the Special Guidelines and constitutes an ad hoc Committee to finalize the text for its adoption. Ad hoc Committee meets (interpretation in 5 languages) and considers amendments (only in English). All changes to the text are sent to translation every day. Evening and night sessions, if needed
5 Roadmap 15 September, 5 p.m. Ad hoc Committee finalizes and approves text in English. All other versions of the text are finalized and circulated later the same day to all GA Members 16 September (22 nd General Assembly) Adoption of Convention in 5 languages. Opening for signature until 1 year from the date of adoption (signature is not binding indicates States intention to take steps to express its consent to be bound by the Convention at a later date). Ad hoc Committee finalizes and approves the text only in English. Adoption by the GA of the Convention in English or no adoption at all in this occasion.. 1 December Entry into force The Convention will enter into force 30 days after the deposit of the 10 th instrument of ratification, acceptance, approval or accession. If necessary, opening of the Plenipotentiary Conference for the conclusion and adoption of the Convention in 5 languages. Circulation of the authenticated text of the Convention in all official languages for signature. The Convention will enter into force 30 days after the deposit of the 10 th instrument of ratification, acceptance, approval or accession.
