1 ID GEMETTE SPRING 2018 IDAHO FEDERATION OF NARFE CHAPTERS FEB Special Convention Issue The 55 th Idaho Federation Convention will be April 4-6 at the Boise Wyndham Garden Boise Airport FEDERATION PRESIDENT - Keri Gibbs, Idaho Federation President Dear Fellow NARFE ans: I hope you enjoyed a splendid Holiday season. Our NARFE headquarters (HQ) staff is already working hard at their jobs fighting for our benefits. In December I was appointed to the Marketing and Member Resource Advisory Committee with members from CA, IA, TN and GA. We met for the first time at HQ with our appointed Regional VP and HQ representative. We are tasked with looking for solutions to long standing issues that all NARFE members have had. It is a daunting task and I am specifically interested in hearing your thoughts on how NARFE can help you better navigate your benefits and answer your questions. Our last annual Federation Convention will be in Boise April 4-6. After adopting new Federation Bylaws, which National Secretary Treasurer, Jon Dowie has pre-approved; we will have biennial Federation Conferences. I do hope you can join us for questions and answers to writing chapter bylaws, legislation, getting the most out of your federal benefits, membership and retention, and much more. National President, Dick Thissen is our guest speaker. The state of our Federation is that we are growing in spite of closing chapters. This is due in most part to active members joining the National chapter #0000. It broke my heart to close our Boise chapter #0083 last year, but the Nampa chapter is enjoying a good turnout from Boise members. We are also very pleased to have been contacted by civil service employees at Mountain Home Airforce Base. We look forward to welcoming them to NARFE. Their first question was why haven t you previously contacted us? I responded that I didn t know they existed. This is just one of the many dilemmas that we face in recruiting new members. 2 IDAHO NARFE-PAC CHAIR, RuthAnn Smith Do you realize that we are less than ten months from the 2018 mid-term Congressional elections? This means that campaign fundraising is underway in earnest with 34 senatorial seats and all 435 House positions up for election, including Idaho s first district seat where the incumbent is not running for re-election. Congressional candidates are already seeking political endorsements and soliciting campaign funds from individuals and organizations. What has NARFE-PAC been doing for this election cycle? Ambitious goals have been established for NARFE-PAC in an effort to grow our political influence. NARFE-PAC is used to strengthen relationships with lawmakers, both in the nation s capital with the NARFE national legislative staff and at the local level with NARFE chapters, and to help members of Congress who are supportive of the federal community by disbursing money to their campaigns. The first year of the current cycle focused on building strong relationships with lawmakers, while this year the fund has been and will continue to provide funding to help friendly candidates with their campaigns. The national goals set for the current cycle include the following: Raise $1.5 million in member contributions ($818, as of October 2017); Disburse $1 million for political purposes ($ as of October 2017); Send NARFE members to 100 in-district fund raising events (35 as of October 2017); and Increase monthly contributors (sustainers) by 50 percent (22% as of October 2017). The National Office has challenged chapters and federations to take steps to increase their contribution levels to NARFE-PAC. Actions by the Idaho Federation should be aimed at increasing, say by a minimum of 10%, the amount of money raised, the number of active contributors making donations (including encouraging contributions from new donors), and the number of sustainers who contribute monthly. The month of March is always used to publicize and promote NARFE-PAC fund raising at chapter meetings; this focus continues throughout the spring with additional emphasis provided at federation conventions. Here are several suggestions on how to promote and increase member knowledge of and contributions to NARFE-PAC. Make an appeal for NARFE-PAC at every chapter or federation meeting (a word of caution: do not over do such promotions, such as when other appropriate NARFE-related fund requests are being made at meetings and in chapter newsletters) Focus on sustainers by explaining to your members how easy it is to do a one-time credit card signup is all that is needed for a minimum $10 per month contribution to be automatically processed Ask each member who regularly attends chapter meetings to reach out to others they know who cannot attend to consider the importance of NARFE-PAC and to make a contribution Make contribution appeals timely by using current events to create urgency around your fund raising, such as an upcoming vote with federal benefit implications or an article by local congressional member on issues important to NARFE members Here are the contribution levels from Idaho Federation members that can be used as a basis for determining what chapter goals can be established for NARFE-PAC contributions during the balance of this election cycle: Page2

That is why it is so important that NARFE-PAC is properly funded so early disbursements can be made to key legislators and to provide funds to the campaigns of candidates who support our goals and objectives. FEDERATION ALZHEIMER COORDINATOR, Gen Boguslawski NARFE contributions to Alzheimer's Research are now $12,528, as of 12/31/17. Our members raised a total of $46, for the month of December 2017, which was DOWN $28, from December We now need $471,779 (about $39,315 per month) to meet our goal of $13 Million by end of Please read the Alzheimer's News Article in the December issue of our NARFE Magazine, Olivia Williams, NARFE Alzheimer's Chair, informs us about the NARFE Research Grants that were awarded in August IMPORTANT WARNING: Do NOT give any donations to Alzheimer's Disease Fund (A Program of Project Cure, Inc.). It looks like you are donating to "2018 Meridian Area, Annual Fund Voluntary Donation Amount," you are not. "Be Wary of Project Cure" by Stephen Barrett, M.D. states that "Well-run charities typically spend at least 75% of their funds for public benefit, and some use over 95% for this purpose. Florida-based Project Cure, Inc., does not -- and should not be considered a charity." "The California Attorney General reported that in 1998 and 1999, only about 13% of Project Page3
4 Cure's funds had been used for charitable purposes. In June 2013, the Tampa Bay Times placed Project Cure as #15 in its list of the 50 worst charities in America". The Project Cure request says, "Although Project Cure Inc. is recognized as a nonprofit organization by the IRS because of its IRS classification as a 501(c) 4, donations are not tax deductible as charitable contributions for federal income tax purposes". ALL of our contributions to NARFE- Alzheimer's Research are not only used 100% for research, but are also tax deductible!! Remember that about 50% of surviving spouses never worked for the government and notifying the Office of Personnel Management of a death or even how to apply for benefits is totally foreign to them; not to mention that unfortunately some have lost their ability to remember. I still remember the widow I helped, at her place, by filling out a letter of notification to the Office of Personnel Management for her, explained it as best I could and put it in an envelope that I had addressed and stamped and personally took it to the post office and mailed. Be there for them. And let them know you are there for them. And let your members know it is important to hang onto their membership so that you can be there for them. NAMPA CHAPTER #1025 REPORT, Joanne Hancock, President It s official, 200 former Boise Chapter #083 members are now members of Nampa Golden Eagles Chapter #1025 bringing our total membership to 336. Our meeting attendance has been approximately members, but this last month over 43 members attended. For our 2017 community Christmas Project chapter members donated over $ to a local Children s Cystic Fibrosis facility. For our February meeting, we asked each member to bring Valentines already signed and sealed thanking the soldiers at the Idaho Veterans State Home for their service and wishing them a nice Valentine s Day. UP-COMING ACTIVITIES 55 th Idaho Federation Convention New Federation & Chapter By-Laws National NARFE Fed Con18, August 26 th - 28 th Hyatt Regency Jacksonville, Florida IDAHO FALLS CHAPTER 0763 REPORT, Harold Kehr, President Membership: We made a concerted effort to get our member roster in order. We now believe we have everyone categorized correctly. We have recognized our 58 distinguished members (34 have been sent their certificates and the other 24 have been sent letters to get their correct address. We sent a survey to all members and will be tallying the results in the near future. Our push after March will be to recruit. Page4
5 Speakers: We had speakers from the local electronic newspaper and on estate planning at our meeting. Plans are for a visit to an Assisted Living Facility and a financial planner. Bylaws: We contacted all our members to vote on Federation Bylaws. After the Federation bylaws are approved we will continue our Chapter bylaw process. Health Fair: The health fair is not what it used to be. We were 1 of only 5 Booths and it lasted only 2 hours. Results were positive however. Officers: We are happy to report that all our officer and chair positions are filled thanks to members filling multiple positions. Twin Falls CHAPTER 1959 NEWS, Janine Chapman President The Twin Falls NARFE Chapter 1959 is still quite active and well. We meet every second Monday of every month from August through May. From August through January we have had the following speakers: Ken Barr, NARFE s SE Vice President, Eli Bowls the local college CSI s renewable energy instructor, Linda Culver the Regional Manager of Mike Simpson s office, the Twin Falls Airport s Manager Bill Carberry, and Attorney Dennis Voorhees our local Elderly law attorney. We have interesting and orderly meetings with input from all attending. We have acquired 5 new members to our local group and hope to obtain more. We are planning on 5 of our members attending the Idaho State Convention. Hope to see you there. Coeur d'alene CHAPTER 218, Bob Conquergood Attendance at our chapter meetings has been very low but this January we had one additional member come to our meeting and we expect three other members to return to the flock once medical issues allow. In December we participated, as usual, in providing Christmas gifts for children involved with CASA as well as joining the retired school teachers at the Post Falls Senior Center for their annual Christmas gathering. 6 (PENDING) IDAHO NARFE FEDERATION BYLAWS (PENDING) ARTICLE I Name The name of this organization shall be: Idaho NARFE (National Active and Retired Federal Employees) Federation. ARTICLE II Objectives The objectives of this organization shall be: to support the objectives of the National Active and Retired Federal Employees Association as set forth in its Articles of Incorporation, to organize an effective political communication process, provide resources for personnel related question of members in Idaho, and to promote growth of NARFE. ARTICLE III Members All members of the National Active and Retired Federal Employees Association in Idaho shall be voting members. Section 2. Chapters that wish to be affiliated members of the Federation will pay dues to the Federation. The annual dues for chapter membership in the Federation shall be an amount approved by the Federation for each chapter member who, as of December 31, has paid National and chapter dues including Honorary members whose chapter dues have not been waived by the chapter. Each chapter treasurer shall remit dues to the Federation Treasurer. Dues payments and gifts or contributions to NARFE, a chapter, or the Federation are not deductible as charitable contributions for income tax purposes. Any chapter dropped for failure to pay its dues shall be re-admitted upon payment of current year's dues and approval by a two-thirds vote of the chapter members. ARTICLE IV Officers The officers of the Federation shall be a President, an Executive Vice President, a Secretary, a Treasurer or a Secretary/Treasurer, and Area Vice-President from each of the regions of the State of Idaho. These officers shall perform the duties prescribed by these bylaws and the parliamentary authority adopted by the Federation. The immediate Past President shall be a member of the Executive Board. Section 2. The President, Secretary, and Treasurer shall be elected by ballot to serve a term of two years and shall serve until their successors are installed. A President may not serve more than two consecutive terms. Each Area Vice President shall be elected by ballot for a two-year term by the members from the Area and shall serve until their successor has been installed. The elected Area Vice President from the same area as the President shall serve additionally as the Executive Vice President. The President shall preside at all meetings including Executive Board meetings. The President may call special meetings of the board and shall call special board meetings at the request of a majority of board members. He/she shall make assignments and re-assignments of the duties and functions of the officers subject to approval of the Executive Board. The President shall designate the chairman of all committees. He/she shall serve as ex-officio Page6
7 member of all committees except the Audit Committee. The President shall submit a recommended budget for the ensuing year subject to consideration and approval by the Executive Board annually. Section 4. The Executive Vice President, shall act as general assistant to the President and in the absence or disability of the President shall perform the duties of the President. Upon the death or resignation of the President, the Executive Vice President shall assume all the duties of the President until a new President is elected by ballot, and takes office at the next Federation Meeting. Under the direction of the President, the Executive Vice President may be assigned responsible for the guidance and overall direction of the federation activities. Section 5. The Secretary shall maintain all records of the Federation, take minutes of Executive Board meetings and annual meetings, and prepare and distribute them to Executive Board members. Within 30 days after the close of a Federation meeting, the Secretary shall prepare a report of the meeting highlights, results of ballots, and including significant actions taken at a business meeting. These shall be transmitted to the Federation President, the Area Vice- Presidents, and the National Secretary Treasurer. The annual meeting minutes shall be available to the membership. The Secretary shall be the back-up signature holder of the Federation bank account. The Federation will maintain a web page directory of Chapter and Federation Officers and other information required by the Executive Board. Section 6. The Treasurer shall receive all monies of the Federation; deposit them in a federally insured bank, credit union, or federal savings bank as approved by the Executive Board; and pay all orders issued by the President. The Treasurer shall secure the signature of the Secretary upon the bank signature card upon opening a bank account to enable the Secretary (or Executive Vice President if Secretary-Treasurer) to sign checks in the event of death or disability of the Treasurer. The Treasurer shall make a Monthly report to the Executive Board and an annual report to the Federation membership. The annual report may be done at a Federation meeting or transmitted to the membership via newsletter or other viable means and on the Federation website. He/she shall prepare a line item budget in time for the President to submit it to the Executive Board for approval at its meeting, and for inclusion in the Federation newsletter prior to an annual meeting. A financial Audit shall be conducted annually. Following the annual financial audit, the Treasurer shall transfer all financial records for the past year to the Federation Secretary for long term retention. The records shall be maintained for a period of no less than seven years. The Treasurer shall be the trustee and have custody of all property owned by the Federation. Section 7. Each Area Vice President shall serve in an Area designated by the President under the guidance of the Executive Board. The Area Vice Presidents shall act as liaisons for field operations, represent the Federation in promoting the objectives of the Association, assist chapter Presidents and other chapter officers in carrying out their duties, and promote legislative activities at all levels of the Federation. Section 8. Appointed officers of the Federation may be the National Legislative Officer, State Legislative Officer, Membership Coordinator, Editor, Historian, Public Relations Officer, Service Officer, Web Master, Alzheimer Coordinator and others as needed, all to be appointed by the President, with the approval of the Executive Board, for a two-year term. These officers may succeed themselves and may hold chapter offices. The appointed officers shall perform the normal tasks and duties of their offices, as directed by the President and Executive Board. Section 9. The President, with the approval of the Executive Board, shall appoint a qualified Parliamentarian to serve at the biennial Federation meeting and throughout the year, as required. Page7
8 ARTICLE V Meetings The Federation shall hold a biennial meeting. The purpose of this biennial meeting shall be to announce the elected officers and votes on resolutions and by-law amendments, transact business of the Federation, conduct training, and discuss matters of interest to members. Section 2. In all votes, including all elections, each member shall have one vote. Biennial meeting committees shall be composed of members registered at the biennial Federation meeting and may include: Host, Sergeant-at-Arms, Legislative, Budget, Resolutions, Audit, Courtesy, and others the President requires. Some may meet and complete their duties prior to creation of a ballot. The financial audit shall be completed prior to the first Executive Board meeting annually. No elected officer may serve as chairman of a biennial meeting committee nor shall elected officers constitute a majority of any committee. Section 4. Three percent of Idaho members present of total Federation membership shall constitute a quorum at a biennial Federation meeting. ARTICLE VI Executive Board The elected officers of the Federation shall constitute the Executive Board. Section 2. The Executive Board shall have general supervision of the affairs of the Federation between biennial meetings, fix the date and place of meetings, perform such other duties as are specified in these bylaws, and shall be subject to orders of the Federation. None of its acts shall conflict with Federation or National bylaws, or action taken by the Federation. The Executive Board shall appoint such special leaders or functionaries as may, from time to time be found necessary to carry out the objectives of the Federation. The Executive Board shall have authority, by a two-thirds vote, to declare any elected or appointed office vacant for justifiable cause. Prior to removal, the officer shall be given reasonable opportunity to show cause why such action should not be taken. The President shall fill a vacancy in any office for the unexpired term, subject to subsequent approval by the Executive Board. Section 4. The Executive Board shall have authority to recommend to the National Active and Retired Federal Employees Association the withdrawal of the charter of any Idaho chapter for cause, on 30 days notice to the chapter. Prior to withdrawal, the chapter shall be given reasonable opportunity to show why such charter should not be withdrawn. Section 5. The Executive Board shall appoint an Audit Committee to conduct an annual financial audit of the Federation's financial status. Page8
9 Section 6. When necessary to transact urgent or emergency business, the President shall have authority to conduct a telephone or canvass of Executive Board members; the business so transacted shall be recorded in the minutes and reported by the Secretary at the next regular meeting of the Executive Board. (A majority of the Executive Board members also may call for a canvass.) Section 7. The Executive Board shall meet at least 2 times annually or more frequently at the call of the President. A majority of members shall constitute a quorum at Executive Board meetings. ARTICLE VII Standing Committees There shall be a Membership Committee consisting of a Chair appointed by the President, the Executive Vice President, and the Area Vice Presidents as members as well as chapter and non-chapter federation members. All members shall serve until the end of their term. The purpose of the Membership Committee shall be to encourage eligible annuitants and employees of the federal civilian service to become members of the National Active and Retired Federal Employees Association and their local chapter, and to retain membership therein. Section 2. There shall be a Bylaws Committee composed of one member from each area and each chapter nominated by the respective Area Vice President and some odd number of volunteer members and approved by the Executive Board. The President shall appoint the chairperson. Members shall serve a term of 2 years with the exception that membership shall rotate with at least 1 member to be replaced after the first year so the committee will retain a majority of experienced members annually. An Audit Committee shall be composed of one member from each area, nominated by the respective Area Vice President and approved by the Executive Board. The President shall appoint the Chairman. The Committee shall conduct an audit of the receipts, disbursements, assets and liabilities, including a balance sheet and a list of investments, and prepare a report for submission to the Executive Board for approval. After approval, the Executive Board shall publish the report in the next issue of the Federation newsletter. Members shall serve until the completion of the audit and approval of the audit report. Section 4. A Resolutions Committee shall be composed of one member from each area; nominated by the respective Area Vice President, and approved by the Executive Board. The President shall designate the chairperson. Members shall serve until the end of the membership vote on resolutions. Section 5. Such other committees, standing or special, shall be appointed by the President, with approval by the Executive Board, as shall be deemed necessary to carry on the work of the Federation. ARTICLE VIII Resolutions Resolutions addressing Federation and/or National issues may be initiated by a member, a chapter, the Federation Executive Board or by the Resolutions Committee and shall be submitted to the Federation Secretary and Chairperson, Resolutions Committee on NARFE form F-3A, Proposed Convention Resolution, four months prior to the creation of ballot. 10 Section 2. The Resolutions Committee shall see that resolutions are prepared in proper form. The Committee may, with no increase in scope, combine resolutions with similar content, prepare substitute resolutions, or present new resolutions when it reports to the Membership. When the committee deems the content of a resolution to be more appropriately handled by another standing or special committee, it may refer the resolution to such committee. The Secretary shall transmit resolutions to National Headquarters, whether-or-not adopted by our Federation, by the deadline set by the Federation or National Headquarters. ARTICLE IX Parliamentary Authority The rules contained in the current edition of Robert's Rules of Order, Newly Revised shall govern the Federation in all cases to which they are applicable and in which they are not inconsistent with these or National's bylaws and any special rules of order the Federation may adopt. ARTICLE X Amendment of Bylaws Proposed amendments to these Bylaws and to National Bylaws may be initiated by a member, chapter, the Federation Executive Board, or the Bylaws Committee and submitted to the Federation Secretary and Chairman, Bylaws Committee, on NARFE form F-3C, Proposed Bylaw/Standing Rule Amendment, four months prior to the creation of ballot. Section 2. The Committee presenting proposed amendments to National Bylaws to a ballot call shall determine that the amendments are not in conflict with the Bylaws of the National Association. Proposed amendments to the Federation and National Bylaws may be amended by the Committee with no increase in scope, combined with similar amendments, or have a single substitute prepared in place of the original amendments offered. The proposed amendments to the Federation or National Bylaws shall be either published in the Federation newsletter or sent by mail to each member at least 30 days prior to the announced deadline for voting. Section 4. A two-thirds favorable vote of the members voting shall be required for adoption. Section 5. The Secretary, as required by National Headquarters, shall transmit to National Headquarters by the date of a Federation deadline set by National Headquarters, a copy of each National resolution, whether-or-not adopted by our Federation ballot.
