The state Award shall be given to Non-Government Organization (NGOs) or individual Human Rights Activists who have done outstanding fieldwork in the area of eradicating untouchability and in combating offences of atrocities under the protection of Civil Right Act, 1955 (PCR Act) and the Scheduled Castes and the Schedules Tribes (prevention of Atrocities ) Act, 1989 (POA Act) 2. There shall be one State Level Award and four Divisional Level Awards at the rate of one for each Division every year. State Level Award to individual activist shall carry an amount of Rs.1.00 lakh and to an Institution shall carry an amount of Rs.2.00 lakhs and citation.

2 The Divisional Level Award will be given to outstanding NGOs or Human Rights Activists in each of the four divisions of the state namely MYSORE, GULBARGA, BELGAUM AND BANGALORE for rendering yeomen services in the said fields. Divisional Level Award to individual activist shall carry an amount of Rs.0.50 lakhs and to an Institution shall carry an amount of Rs.1.00 lakh and citation. 3. The Award may be presented jointly or shared by more than one recipient or organizations as may be considered by the jury to be equally deserving of recognition in given year. 4. Normally the Award will not be presented posthumously, If, however, the death occurred subsequent to a proposal having been submitted to the jury in the manner stipulated, then the Award may be presented posthumously. 5. A Screening Committee and finally the Selection Committee constituted for the purpose shall consider the achievement of the NGOs and the Individual Human Rights Activists nominated /recommend/ed for the Award by the prescribed authority. The outstanding fieldwork in the area of eradicating untouchability and combating offences of atrocities shall be the primary consideration in identifying the Awardee. Section II: Eligibility for Award 1. The Award is open to all Indian NGOs and Human Rights Activists working in KARNATAKA without any distinction or discrimination on grounds of race, sex, caste or creed. 2. To be eligible for the Award, it would ordinarily be necessary that an NGO and the Human Right Activists is recommended in writing by someone competent therefor in accordance with Section-IV of the scheme. 3. Personal applications for the Award shall not be considered by the Screening Committee and the Selection Committee Section III: Periodicity of the Award 1. The Award shall be instituted in the year 2010 and shall be conferred annually every year thereafter. 2. If, however, it is considered that none of the proposals that have been made merits recognition, the Screening Committee and the Selection Committee will be free to withhold the Award for that year. 3. Only recent achievements or contributions made within two years immediately preceding the nomination shall be considered for the Award.

3 Section IV: Recommending Authority to submit proposals 1. Competent to recommend the proposals for the award shall be of:- (i) Departments of the Government of Karnataka with the approval of the Minister in change of the department. (ii) Such Members of Karnataka legislative assembly / council belonging to scheduled Castes and the Scheduled Tribes category who are not a member of the Selection Committee; (iii) (iv) (v) Such Members of Parliament belonging to Scheduled Castes and the Scheduled Tribes category of Karnataka who are not a member of the Selection Committee. Date for submission of proposal: Every year the nominations will be invited by publishing in the news papers in accordance with the provisions of Subsection 1 above by the Director of Dr. Ambedkar Research Institute of SWD during December. The requisite information shall be obtained in the prescribed perform at Annexure- I (for NGOs) and Annexure II ) for Individual Human Right Activists) The Screening Committee and the Selection Committee shall consider such nominations as have been received in the department up to and including 31 st December of the year for which the Award is to be given, unless the same is extended by the Government. 2. Nominations with recommendations emanating from competent persons supported by adequate justification shall be considered. 3. Non-official Members of the Screening Committee shall be appointed for a period of three years. After the expiry of three years, such nominated members shall retire. The retiring persons shall, however, be eligible for reappointment. 4. If a nominated non-official member of the Screening Committee retires or dies or otherwise resigns or demits his membership before the expiry of the terms of his office, another member shall be appointed in his place for the unexpired period of that term. 5. The non-official members of the Screening Committee shall be entitled Traveling and Daily allowance as applicable to senior class-i officers of the State Government. 6. The Screening Committee shall recommend two nominations in the order of merit for each award fro consideration be the Selection Committee.

4 Section V: Criteria for Selection of proposals 1. No work, achievement or contributions shall merit an Award unless in the opinion of the Screening Committee and Selection Committee it is outstanding in promoting or contributing to the cause of protecting the civil Rights and preventing offences of atrocities against persons of Scheduled Castes. While considering the nominations the broad parameters as detailed in Section I shall be kept in view. 2. A widely recognized and acclaimed mass movement organized by the NGO or an individual Human Rights Activist to eradicate untouchability and combat/ prevent offences of atrocities against Scheduled Castes which had made considerable impact in the society, may also be taken into consideration while deciding an award. 3. No. of campaigns held in villages /rural area and towns for creating awareness on untouchability and its adverse affects and legal provisions for punishment etc, (enclose the suitable supportive documents). 4. No. of cases in which action is initiated to eradicate the untouchability and the results achieved. 5. No. of cases brought to the notice of the concerned authorities and remedial action made to be taken by them. 6. No. of atrocity cases which were brought to the notice of the concerned authorities and action taken to prevent such cases. 7. Extent of awareness created against the atrocities under SC/ST prevention of Atrocities Act. Section VI: Screening of proposals 1. The requisite scrutiny and final selection of the responses so received for the Award shall be made by the following Screening Committee for this purpose. 2. The Screening Committee shall consist of Seven members. 3. The principal secretary/secretary, department of Social Welfare Government of Karnataka shall be the Chairperson of the Screening Committee. The other members of the Screening Committee shall be.

5 (I) The Commissioner, Social Welfare Dept., (II) The Commissioner/Director, Scheduled Tribes Welfare Dept., (III) The Commissioner/Director, Backward Classes Welfare Dept., (IV) Two Representatives from the renewed NGOs or two reputed individuals who are doing outstanding work in creating awareness generation and assisting atrocity victims. Chairperson shall have the powers to include any of the two NGOs/ Individuals in the Screening Committee as decided by him. (V) Director, Dr. Ambedkar Research Institute Member Secretary. Section VII: Selection of Awardee: 2. The selection for the Award shall be made by the following Selection Committee subject to the approval of Hon ble Chief Minister 3. The Minister for Social Welfare shall be the Chairperson of the Selection Committee. The other Members of the Selection Committee shall be the following: (I) (II) (III) The Chairman, State Commission for Scheduled Castes and Tribes. Two members of the State Legislative Assembly and one member from the Legislative Council belonging to Scheduled Castes/Tribes to be nominated by the Chairperson of the Selection Committee. Two Members from amongst the Heads of reputed NGOs/Reputed individuals to be nominated by the Chairperson of the Selection Committee. (IV) The Principal Secretary/Secretary, Social Welfare Dept, GOK. (V) Commissioner, Social Welfare-Member Secretary. 4. If a nominated non-official member of the Selection Committee retires or dies or otherwise resigns or demits his membership before the expiry of the term of his office, another member shall be appointed in his place for the unexpired period of that term. 5. The Selection Committee shall not take a decision unless at least six of its members are present. 6. The non-official members of the Selection Committee shall be entitled to Traveling and Daily allowance in accordance with the Financial Rules and procedures as applicable in Government of India. 7. The decisions of the Selection Committee shall be; by a majority vote. In the event of the votes of both sides being equal, the Chairman presiding over a particular meeting shall have a casting vote. 8. The Selection Committee shall announce its decision after obtaining the approval of Hon ble Chief Minister.

6 Section VIII : Presentation of Award 1. The Award,as far as possible, shall be presented at Bangalore at a special ceremony/ function to be held on any day in the month of April every year. 2. In addition to the amount of the Award, a Citation will also be presented to each awardee. 3. The Awardee shall be invited to receive the Award in person 4. Payment of amount of the Award: The Dept. of Social Welfare, Government of Karnataka shall make payment of the Award at the ceremony by mode of Account payee Demand Draft/Banker s Cheque. 5. Non-acceptance of Award: Before the announcement of conferring the award, the concurrence of the respective awardees or institutions would be suitable ascertained. However, even after obtaining such concurrence, if awardees declines the Award, the Award money will immediately revert to the Dept. of Social Welfare. Section IX : General 1. Any member of the Screening/Selection Committee shall be competent to propose an amendment to the scheme. The members of the jury for the time being shall decide whether such a change should be made or not but a change so proposed will not be incorporated in the scheme until the consent of the Dept. of Social Welfare is obtained and shall come into force from the date of issue of appropriate communication in this regard. 2. The necessary finance for the Award and for all expenses incidental There to, shall be provided by the Department. of Social Welfare from the Administrative Expenses Head. 3. The Secretarial assistance for the Award shall be provided by the Commissioner, Social Welfare Department or such other agency as the Department may nominate from time to time.
