8 COLLEGE POSTING POLICIES

9 Warren College All campaign materials must be approved by the Warren College Election Manager Posted materials must primarily receive written approval from the Election Manager and secondarily be approved by Warren College Res Life (only open before 3 pm) Additional materials must be approved by the Election Manager via All campaign materials must include a phrase with the words Vote on TritonLink week 2 All posters must include a contact name, , and phone number No campaigning within 50 feet of Warren College Polling Stations No campaigning/distribution of campaign materials within Warren student organization offices, Res Halls, or Apartments due to equal access You may only post in or around posting frames in Warren College Must use painters tape (any color permitted) No banners or posters are permitted on: SAC structure, the Courtroom, Earl s Place, Canyon Vista, Douglas Breezeway, Amphitheater rails, elevators, mail rooms, lamps, sidewalks, or trees You are only permitted to move posters for events that have already happened No door-to-door promoting or chalking is permitted Candidates can post inside of bedroom windows with written approval by all residents

10 Revelle College DO Revelle Posting Policies: revelle.ucsd.edu/res-life/policies/ posting.html All publicizing materials must be stamped in the Revelle College Center Materials must include "Vote on Tritonlink" or some form of that as well as election time period Hand-made posters must be no larger than 3 x 5 feet Pre-printed posters must be given to Residence Life for RAs to post All posters MUST be hung using blue painter's tape Get all postings/distributions approved by RCC Elections Manager Follow RCC Elections Code Include RCC Elections in subject line DON T Destroy/deface others campaigning materials Solicit votes in Res Halls Campaign within 50 ft of polling locations Violate UCSD posting policies Use online (or any) media devices to send unsolicited or unwelcome messages with the intention of soliciting votes Post in residential windows Campaign within classrooms or labs outside of organization meetings Use RCC/AS resources Use supplies from Residential Life Poster Room

11 Sixth College Materials posted in public areas in the residential facilities require approval of the Resident Dean (or his/ her designee). Materials posted in other public areas within Sixth College require approval of the Dean of Student Affairs (or his/ her designee). Posting is permitted only by registered Sixth College and UCSD student organizations and University units. Publicity materials must contain information about the sponsoring organization(s) as well as the date, time, and location of the event. Postings must be removed within 24 hours following the publicized event. (Any tape, pins and/or staples used to post must also be removed.) Postings must conform to the size requirements detailed below. Flyers must not be larger than 11" x 17" in size. Posters must not be larger than 3' x 3' in size. Banners must not be larger than 10' x 3' in size. Chalking is not permitted at Sixth College or UCSD. Only one posting of any kind is permitted in any posting location, and please note that posting is not permitted on windows, doors, sidewalks, railings, banisters, floors, stairs, or walls of any residential facility! Only use blue tape.

12 Muir Posting Policy No approval is necessary for posting in designated border areas Some posting areas require approval from Residential Life, College, and University posting regulations Do not campaign in the public areas of the Muir residential halls and apartments Materials must be removed within 7 days of posting Do not start campaigning earlier than the A.S. designated date and time Do not campaign within 50 feet of any polling area All accountable to size restrictions: Flyers: 8.5 x 11 inches or smaller Posters: 11 inches x 17 inches Banners: 3 feet x 5 feet

13 Marshall College Post ONLY in approved areas. Use ONLY blue tape. The Thurgood Marshall logo MAY NOT be used to endorse any candidate. All posters and flyers endorsing candidates MUST include: the name of the candidate, contact info ( ), the position they are running for, and dates and location for voting Candidates MAY NOT use Administration Resources from Admin Building or Res life. No posting/campaigning/soliciting in residential areas. No campaigning in classrooms during class. Election Manager approval is REQUIRED for all campaign material. Requests for posting materials at Res Halls/Apartments must be submitted to the Office of Residential Life for approval (unless posted on the Public Posting board located on the second floor of the Ocean View building beneath the stairs)

14 Eleanor Roosevelt College All materials must have a stamp of approval from the Office of Residential Life All materials must be approved by the ERC Elections Manager All materials must contain a variation of the phrase "Vote on Tritonlink" but must always include the words "vote" and "Tritonlink" Only use blue tape Cannot use materials, equipment, or any other resources from ERC Offices, including the Student Workroom Cannot campaign in a classroom or computer lab unless it is being used for student org purposes Cannot post on railings outside of apartments or res hall suites Can post in common living areas of apartments or res hall suites provided that no residents of the apartment or res hall suite object

17 Logistics Spring 2018 election voting period (Week 2): Begins 10 AM on Monday, April 9 th Ends 4 PM on Friday, April 13 th Official polling location: Library Walk (Week 2 tabling) All other polling stations considered unofficial Ballot (accessible via TritonLink) - electronically randomized Slates/Independent candidates may reserve spaces under AS through One Stop Primary rep provide slate s name when making a reservation!

18 Logistics (continued) Campaigning begins at the end of this meeting PROVIDED THAT: Campaign materials have been APPROVED by your Elections Manager AS candidate > me College Council candidate > respective Elections Manager

19 Finances General Rules for all Spending: No ASUCSD funds or resources may be used for or against candidates or slates Campaign contributions may not be accepted from any non-ucsd affiliated source (UNLESS immediate family) Processing: Must submit an itemized Campaign Expense Record, (simple excel sheet with itemized expenses), a sample of materials, and receipts (in Google Drive folder) ALL ITEMS used while campaigning must be included in the Campaign Expense Record Share your Expense Record with your Elections Manager! 20 Spending Limits On Slates: $200 for each Officer, $150 for each Senator Total expenditure not to exceed $2300 If individuals remove themselves from slates, those funds will be withdrawn from the slate budget in accordance with the Election Code 4.2 (c)(3) Independents: Total expenditure not to exceed $2300

21 Streamlining Rules Campaigning begins at the end of this meeting! All campaign materials: VOTE ON TRITONLINK! (or some variation) Must follow all University posting policies No amplified sound within 150 feet of the Official Polling Location during voting No dormstorming/unsolicited campaigning on-campus residence, even if you have approval from the RA or HA of that residence. No campaigning in classrooms, (including chalking on boards) unless student org meetings Clothing may be worn provided no active campaigning occurring

23 Campaign Conduct All candidates must follow the campaign conduct procedures found in the AS Election Code or their college election bylaws Candidates will be held responsible for knowing and abiding by the Election Bylaws The Election Bylaws apply to candidates and those acting on behalf of a candidate Feel free to ask Elections Manager questions! (Questions > Grievances)

24 Fair Play Rules May not willfully deface, move, or remove another campaign s materials May not provide information intended to deceive or mislead voters about the election process May not deliberately make false and malicious statements about another campaign May not tamper with the tabulation of votes No campaigning within 50 feet of the Official Polling Location May not use any ASUCSD offices, resources, services, etc. to campaign

25 Violations of the Election Code Complaints: Any student may file a complaint if they believe a candidate, slate, or individual acting on their behalf has violated the Election Bylaws Complaints must be filed within 48 hours of the alleged violation!!! Processing: The Election Committee will review the complaint and decide if it is likely that a violation occurred (i.e. if there will be a hearing or not) Hearing: If the Election Committee decides to pursue, it will be heard by the Elections Committee

26 Violations of the Election Code (cont d) The Elections Committee will hold grievance hearings as follows: Winter Week 10 Tuesday, March 13 th at 6:00 PM Spring Week 1 Monday, April 2 nd at 8:00 PM Friday, April 6 th at 6:00 PM Spring Week 2 Tuesday, April 10 th at 7:00 AM Friday, April 13 th at 4:00 PM This year s complaints will be filled online at as.ucsd.edu

27 Sanctions If the Elections Committee decides a violation occurred, possible sanctions: Digital Publication of Wrongdoing On the ballot Campaign Spending Limit Restriction Reduce total amount Prescribe period of time no money spent Proscribed Advertising Restricts certain media for period of time Revocation of Time/Location Privileges Public Apology Disqualification

28 Appeals AS Judicial Board will hear appeals of rulings made by the Elections Committee You can appeal Election Committee s decision by either: 1) Appealing the sanctions set by the Election Committee 2) Appealing the decision of the Election Committee through demonstration that the Election Committee acted inappropriately J-Board Appeal Hearing Times TBD will update on site
