1 BYLAW COMMITTEE REPORT DECEMBER 20, 2016 AMENDMENTS TO THE JACK AND JILL OF AMERICA, INC. HOUSTON CHAPTER BYLAWS TO BE DISCUSSED DECEMBER 20, 2016 TO BE VOTED ON JANUARY 17, Bylaw Amendments 1. Mandatory Substantive Amendments (79) Stylistic/Wording Amendments 2. Regional Bylaws Committee Review Process (Lead by SCRBC Tonya Tarpeh (SWSD)) a. Committee will review the assigned bylaws by January 15, b. Revisions will be returned to the Chapters by February 1, c. Failure to sponsor at least one (1) activity for each of your children as referenced in Article III, Section IV, A(2). d. Failure to attend at least five (5) of nine (9) Houston Chapter meetings as referenced in Article III, Section IV, A(3). 2. A member shall be notified by registered mail by the 2 nd Vice President for Membership that her membership is in jeopardy. The notice shall provide a prescribed timeline for response by the member. 3. The Membership Committee shall review the response received from the member, if any, and make a recommendation to the body. 4. If the recommended termination is approved by the body, the First Vice-President for a. The Membership Committee shall review the response within fourteen (14) days of receipt from the member, if any, and make a recommendation to the body at the next Houston Chapter 4. 3 Article IV. Section I. A, B, and C. Financial Obligations of Members in Good Standing Membership shall send the member notice of termination by registered mail. The notice shall state the reason(s) for termination and rights to appeal. Copies of the notification shall be sent to the National Recording Secretary and Regional Director. Members in good standing must be financial with National, Regional and the Houston Chapter, as provided by the Bylaws and are responsible for the following: A. Dues: Dues of the Houston Chapter shall be assessed annually as recommended by the Budget Committee and duly approved by the Body. Dues shall be paid no later than June 1. Dues paid after June 1 must be paid by cashier s check and must include a $25 late fee. Members may begin making installment payments no earlier than April 1. If all dues have not been received by the June mother s meeting, active membership in this organization will be terminated pursuant to Article III, Section VI. No refunds for dues will be given after the June Mothers B. Special Assessments: Special assessments may be levied as needed by two-thirds vote of the members present. Foundation Contribution: The Foundation contribution is a yearly financial obligation of the Houston Chapter, including the associates. The Houston Chapter shall determine the amount and the source of the contribution to the Foundation, but in no event shall such amount be less than one-third of the total raised in the name of Jack and Jill of America, Inc. B. Officers appointed annually or biannually are Foundation Chairperson, Historian, Parliamentarian and Sergeantat-Arms and other such officers the President deems necessary. must include a $25 late fee. 5 Robert s Rules of Order. b. Advise the presiding officer on orderly conduct in meetings. c. Other duties as assigned. 2. Lead Teen Sponsor It shall be the duty of the Lead Teen Sponsor to: a. Assist the 2nd Vice President Program with all teen programming and activities. b. Have the primary responsibility and oversight for Teen Conference preparations and activities. c. Be the official chapter representative for all matters and events relating to Houston Chapter teens, including Teen Conference. d. Be responsible for and have oversight of all correspondence generated and released regarding Teen Conference and shall consult with the President and 2nd Vice President Program on issues related to primary responsibilities and oversight for Teen Conference preparations and activities.
