1 FAIRBANKS NORTH STAR BOROUGH Regular Assembly Meeting April 14, :02 p.m. A Regular meeting of the Fairbanks North Star Borough Assembly was held Thursday, April 14, 2016 in the Mona Lisa Drexler Assembly Chambers of the Juanita Helms Administration Center, 809 Pioneer Road, Fairbanks, Alaska. 2 PRESENTATIONS Track 1, 2:19 Mayor Kassel presented and read a proclamation honoring employee of the month, Bryn Dunbar of the Computer Services Department, GIS Division. Jennifer Schmidt, resident of the borough, spoke regarding the proposed budget, Ordinance No , specifically about the three air quality control monitoring employees. Wendy Tisland, resident of the borough and chair of the Salaries and Emoluments Commission, gave a summary of the 2016 report. b. Items other than those appearing on the agenda (this is the section to speak on anything Not Scheduled on the agenda). Dawn Murphy, resident of the borough and representative of Explore Fairbanks, spoke regarding the Explore Fairbanks annual audit. Penny Watson, resident of the borough, stated she has been speaking to Land Management regarding purchase a portion of Tax Lot She came tonight to see the Assembly procedures as a different portion of Tax Lot 2003 is up for public hearing tonight. MESSAGES FROM THE BOROUGH MAYOR Track 1, 35:34 Mayor Kassel commented on: The Chena Riverfront Commission has submitted an application to the American Planning Association seeking to designate the Chena River area through Fairbanks as a Great Place in America. The borough conducted a successful Bond Sale this week and sold $63 million dollars worth of bonds at 2.67%. The ONESolution go-live day went smoothly. Regular Assembly Meeting Minutes Page 6

7 REPORTS OF SPECIAL AND STANDING COMMITTEES Track 1, 40:11 Assemblymember Hutchison commented the Finance Committee Budget Worksessions begin this Saturday at 9:00 a.m. Assemblymember Lawrence commented the Recycling Commission met yesterday and voted to recommend to the Mayor that Interior Alaska Green Star provide interim recycling services. Assemblymember Quist commented the budget sessions on Saturday will be streamed live and citizens may listen by visiting the borough website. REPORTS FROM REPRESENTATIVES Track 2, 00:35 a. Report from the City of Fairbanks Representative. NONE b. Report from the City of North Pole Representative. Mayor Ward reported: Tomorrow is Muffins with the Mayor from 8 10 a.m. at North Pole City Hall. The 4 th of July kick-off meeting to begin planning the 4 th of July festival and parade is on April 19, 2016 at 6 p.m. at North Pole City Hall. Construction of the Trooper Scott Johnson and Gabe Rich Memorial Park is underway. A committee is being formed to raise funds for the Terry Miller Park. Volunteers are appreciated. c. Report from the School Board Representative. School Board Representative Lisa Gentry reported: Dr. Gaborik is attending a K-8 meeting at Randy Smith Middle School this evening. (Sponsors: Assemblymembers Hutchison and Roberts) Track 2, 09:05 Assemblymembers Hutchison and Roberts gave a staff report. The Presiding Officer called for public testimony. Deborah Koons, resident of the borough, spoke in opposition to Ordinance No , as she serves as a volunteer for several groups, is a borough employee and also serves on a borough board and commission. She feels it is privilege to be a volunteer and this ordinance will take away her ability to serve on a borough board or commission. Jeanne Olson, resident of the borough, commented she did not have a problem with borough employees working on a board or commission. David Bates, resident of the borough, spoke in opposition to Ordinance No and the drafting of the ordinance after an employee was appointed by the Assembly. 17 Clint Meyer, resident of the borough, spoke in opposition to Ordinance No Cole Sonafrank, resident of the borough, spoke in opposition to Ordinance No Charlotte Davis, resident of the borough, spoke in opposition to Ordinance No She believes borough employees can serve on boards or commissions, but feels there should be limits. SATTLEY, moved to amend line 35 by adding after the last sentence This restriction shall apply to the IGU and any other entities wholly owned by the borough. VOTE ON MOTION TO AMEND LINE 35 BY ADDING A NEW SENTENCE. Ayes: Noes: MOTION FAILED Sattley, Roberts, Hutchison Lawrence, Westlind, Quist, Cooper, Dodge, Davies 3 Ayes, 6 Noes moved to amend Line 34 by adding after appointment the words to a borough board or commission that hears quasijudicial matters, to read: The mayor may not appoint to a borough board or commission that hears quasi-judicial matters, any person who is an employee of the Fairbanks North Star Borough. To Clarify [And Limit] Eligibility For Senior Citizen And Disabled Veteran Property Tax Exemptions To Those Eligible For Permanent Fund Dividends. (Sponsor: Assemblymember Roberts) The Chair ruled a vote on the substitute would not carry the main motion. Presiding Officer Davies passed the gavel to Deputy Presiding Officer Dodge and declared a possible conflict of interest. The Chair ruled a conflict did not exist and passed the gavel back to Presiding Officer Davies.
