A Bill to Overhaul the American Organ Donation System SECTON : American Organ Donation is currently at levels too low to meet the demands of organ donation lists, and SECTION : The number of Americans who are viable organ candidates with no religious or personal exemptions is lower than those with an exemption. 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:. The American Organ Donation System will be changed from Opt-In, to Opt-Out.. Citizens shall have the opportunity to opt out of organ donation when acquiring, renewing, or updating drivers licenses, when registering to vote and voting, or at local government offices at their convenience.. Exemptions to those wishing to opt-out will be granted with no questions asked, provided requisite documents are filed with local government offices, and are witnessed by a worker in said office.. The execution of this legislation will require no additional spending, other than discretionary spending on the part of local government in producing copies of the forms that must be signed.. This bill will go into effect immediately upon passage, and ALL American citizens over the age of will be added into organ donor databases.. All previous legislation heretofore made law by the United States Congress pertaining to this issue are hence rendered null and void. A Resolution to Prohibit the Banning of Books Across Libraries in the United States 0 WHEREAS, public, private, and school libraries choose to ban books based on filed complaints from the American Library Association (ALA) and these certain books can no longer be accessed by their audience WHEREAS, readers have a right to their opinion based on a book and therefore should be able to freely read books without restraint WHEREAS, in order for a person under the age of to check out a book, consent of a legal guardian must be given WHEREAS, many libraries already have this policy, therefore it is simple to implement WHEREAS, there will no longer be a need to ban books, as guardians can easily monitor books their children are reading WHEREAS, now, therefore, be it that in order for a book to be checked out by a child under the age of, there must be approval by their legal guardian, so books no longer are banned RESOLVED, By the Congress here assembled that the banning of books across libraries in the United States is prohibited, and consent must be given for a person under the age of to check out a book. BE IT ENACTED BY THIS CONGRESS THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. Women who receive welfare are required to submit to an Implanon or Nexplanon based birth control implant to continue receiving welfare. A. Individuals who exhibit significant and direct side effects are exempt. B. Those individuals receive birth control implants that cause less significant side effects. The purpose of this bill is to reduce the burden of the elevated numbers of children among welfare recipients on the US welfare budget. This bill shall be enforced by the US Social Security Administration and the Department of Health and Human Services. Implementation will be immediately upon passage. A Bill to Include Mental Health Care for Veterans Through the Veterans Health Care BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 SECTION : Veterans health care insurance through the Veterans Health Care Administration (VA) be extended to include: SECTION : Psychotherapy for veterans returning from active duty with no copay a) For up to one year of continuous treatment, as recommended bya mental health care provider, not to exceed times per week. b) And three months of continuous treatment subsequent to that year of treatment. SECTION : Psychotherapy for veterans returning from active duty who exceed the time for treatment with no copay will be covered 0% by the VA and a 0% copay will be required for treatment. SECTION : Drug and Alcohol Rehabilitation with no copay for the first in patient admittance. SECTION : Drug and Alcohol Rehabilitation with a % coverage by the VA & a % copay for any subsequent admissions. SECTION : This law will take effect January, 0. The United States Military shall receive an annual defense budget of no more than $00,000 billion. This budget shall be invested upon the requests of the U.S. Military. SECTION : The Defense Budget is defined as the amount of financial resources dedicated by an entity (such as a nation or a state) to raise or maintain an armed forces. SECTION. The Department of Defense shall be responsible for the implementation and enforcement of this legislation. SECTION. This legislation shall be implemented on January, 0. SECTION. A system for acquiring a license to drive an automobile within the borders of the United States that is valid in all states of the United States and territories thereof shall be established. SECTION. Currently, all driver's licenses are on a state by state basis, and are only valid in another state if the holder is only passing through. SECTION. The United States Department of Transportation shall be charged with the 0 enforcement of this legislation. A. The United States Department of Transportation is to assume full control of all forms of the Department of Motor Vehicles found in all states and use the already present mechanisms to issue driver's licenses valid nationwide. All new licenses shall bear the seal of the United States and specify the state wherein it was issued. B. Licenses issued before the time of this legislation taking effect shall become valid in all states and territories of the United States. SECTION. This legislation doesn't require funding, being it only a change in office name and leadership of the various state Departments of Motor Vehicles. SECTION. The NSA, The Patriot act, and all other legislation associated with either are completely abolished. SECTION. The government organization, the NSA will be removed from the Federal government and the Patriot act will be removed. This will be done by cutting funding to the NSA and the congress will send this bill to the president so he may sign it himself and put into action. SECTION. The Congress will cut funding to the NSA and the Executive Branch will remove the Patriot Act. A. The NSA will receive no more funding from congress. B. The Executive Branch will remove the Patriot Act. SECTION. This goal must be accomplished by January of 0. SECTION. All laws in conflict with this legislation are hereby declared null and void. A Bill to End Company Emigration 0 Section : The United States Government will regulate companies emigration from the United States to other countries for tax break purposes. Section : The United States is going to regulate companies emigration in order to keep jobs in the country and bring a higher yield of production back to the United States. Section : The United States will investigate a company before charging it with any infractions. Infractions will include additional taxes being added to a company, ending said companies from trading in the United States, before finally charging it with illegal practices and trying said company in a federal court leading to dissolution of company if convicted. As a bylaw, the United States will withdraw from all Free-Trade agreements (FTA) it currently is in, as well as prevent it from engaging in any future FTAs. In honoring ex post facto, a grace period will be granted to any company currently producing abroad, but is based in the United States. Section : The Internal Revenue Service will review then pursue nations with production means abroad but centered in the United States. Section : This legislation will be enacted upon passage. Since the 0 s, the use of lethal injections has made injections more clinical and less barbaric, but recent refusals of pharmaceutical companies to provide the necessary drugs have forced some executioners to revert to methods such as firing squads, gas chambers, and electric chairs. SECTION. Subsequently, the United States has lost the opportunity to study and reform these individuals, and thus the opportunity to avert similar problems in the future. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: the U.S. revoke the death penalty, and shall reassign punishments to those currently on death row. SECTION. This law will take effect within six months of passage. SECTION. All laws in conflict with this legislation are hereby declared null and void. A Bill to Make Comprehensive Sexual Education a Requirement in Middle and High Schools BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: Section : Sexual Education (i.e STI/STD s, Healthy Relationships, Contraceptive Options), be required and taught in all public middle and high schools. Section : STD (Sexually Transmitted Disease): are diseases that can be transmitted through sexual contact with an infected individual, are not curable, but treatable. STI (Sexually Transmitted Infection): are infections that passed primarily passed through person-to-person sexual contact with an infected individual, are curable. The United States federal government shall hereby include all capital gains in their assessment of individual income. Section. Capital gains shall be defined as the difference between what is paid for an investment and what is received when that investment is sold. Section. Section. A Bill to Government-Build in the Sahel Region of Africa Section : Section : The United States Government will Government-Build the Sahel Region of Africa. The Sahel Region of Africa will be defined as the member nations of the CILSS, or The Gambia, Mali, Burkina Faso, Mauritania, Niger, Nigeria, Chad, Sudan, and South Sudan. These nations, ranking atop those in underdevelopment, desperately need developmental assistance in order to take control of their nation and create a quality governmental regime. Section : The United States will Government-Build vis-à-vis sending aides to the executive 0 committees in said nations and in developmentally teaching economics, political structure and order, and help train leaders of countries to effectively run their nations. Funds will be given to aides going abroad as well as to create programs these nations can undergo in order to reach order and achieve prosperity ultimately. Section : The Department of State will head this program; funds will be sent with the designation of this project, and aides from the Department of State (otherwise known as the State Department) will be those leading the Government-Building effort. 16 0 KHSSL State Congressional Debate Preliminary Sessions (rev), Bill N o. A Bill to Abolish the Filibuster BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT : 0 SECTION. The Filibuster shall no longer be an acceptable action in the United States Senate. SECTION. The Filibuster stands currently as a method of destroying legislation during debate by continuing debate until such time that the chamber 'gives up' on the legislation'. It is only ever found within the Senate, because of the House of Representatives' parliamentary law regarding speech and debate time. SECTION. The United States Senate shall be expected to act in accordance to this legislation, by passing standing rules regarding speech and debate time, thereby putting a limit upon the amount of time a speaker may speak. A. To address this, the first item of business on the docket of the United States Senate, at the next time it convenes, shall be to amend the Standing Rules of the United States Senate by striking out all instances of Filibuster from it. SECTION. This legislation doesn't require funding, being it only a change in Parliamentary Law governing the assembly of the United States Senate. SECTION. A Bill to Promote CPR and AED Training in Public Schools Be it enacted by the student Congress here assembled that: Section. A program be established to procure grants for cardiopulmonary resuscitation and automated external defibrillator training in public high schools. Section. The Secretary of Education shall implement a program to delegate grants to local 0 educational agencies to teach CPR and AED training courses. Section. Local educational agency shall be defined as a public board of education or other public authority legally constituted within a State for either administrative control or direction of, or to perform a service function for, public elementary schools or secondary schools in a city, county, township, school district, or other political subdivision of a state. Section. A local educational agency may use the grant for (a)training students/faculty in CPR and AED skills and instruction, (b) obtaining instructional materials (i.e. printed materials, CPR mannequins), (c) obtaining AED training devices, and (d) obtaining other equipment as deemed appropriate by the Secretary. Section. Grant eligibility shall be determined by an application submitted by the local educational agency, demonstrating that (a) the agency or school has implemented or intends to implement a CPR/AED education program, and (b) the agency or school has provided all necessary information and certifications to carry out such a program. Section. The Secretary shall present grants based on the following criteria: (a) indicated need for 0 instituting a CPR/AED education program, (b) indicated need for additional support for a CPR/AED education program, and (c) ability to optimize the use of funds delegated by the program Section. Appropriations for this bill shall be determined by the Department of Education. Section. This law will take effect in January of 0. Section. SECTION. SECTION. All states will allow the use of lie detector tests in criminal court. These lie detector tests may not in and of themselves dictate the guilt or innocence of victim. The judge and the jury shall have the final say in the result of the trial. The lie detector tests will enhance the truth when evidence is minimal or nonexistent. Such tests shall not be used on persons who are deemed mentally ill or mentally unstable by the court. The U.S. Intelligence Community and Law Enforcement will regulate all lie detector tests. A Bill to Extend Daylight Savings Time to Year Round BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 0 Section : The United States continues to face challenges in meeting its energy needs. Daylight Savings Time allows for longer productive hours and reduces energy use. Section : Daylight Savings Time shall be defined as: a. Time as adjusted to achieve longer productive hours by setting the clocks an hour ahead of the standard time per U.S. time zone. Section : The Department of Transportation will oversee all issues regarding this bill and enforce adherence to this legislation. Section : All U.S. States and territories must observe Daylight Savings Time. Section : This legislation will go into effect on March, 0. 20 0 KHSSL State Congressional Debate Preliminary Sessions (rev), Bill N o. 0 A Bill to Encourage Foreign Direct Investment 0 Section : The United States Government will levy taxes on international corporations looking to build manufacturing plants and factories in the United States. Section : Foreign Direct Investment (FDI) is a means of building manufacturing plants in a country (in this case the United States) in order to build up one s economy (typically on a local scale rather than national). The United States will federally levy taxes in order to bring companies in, and then states can levy their state taxes accordingly to bring the company to their state. Section : Corporate (federal) tax rates will be lowered from the current rates of -% to -0%, with the rate varying on size of the corporation coming into the United States alongside how much economic yield their plant would provide to the United States economy. Section : A coalition of government organizations will be used for this bill, including the Internal Revenue Service (IRS), Federal Trade Commission (FTC), the Industry Trade Advisory Committee (ITAC), and the Advisory Committee for Trade Policy and Negotiations (ACTPN). Section : This legislation will be enacted before October, 0, otherwise known as Q of the 0 Fiscal Year. A Resolution to Promote Lifting Sanctions on Zimbabwe to Repair U.S.-Zimbabwean Relations WHEREAS, U.S Sanctions on Zimbabwe have been in place since 00; and WHEREAS, These sanctions have not had desirous effects; and WHEREAS, These sanctions have hurt Zimbabwe s lower classes and U.S.-Zimbabwean relations; and WHEREAS, The U.S. is losing influence in Zimbabwe; now, therefore, be it RESOLVED, That the Congress here assembled promotes the lifting of all sanctions on Zimbabwe. BE IT ENACTED BY THIS CONGRESS THAT: SECTION. In order to retain driving privileges individuals over the age of 0 must demonstrate their ability to drive SECTION. SECTION. SECTION. SECTION. The failure to demonstrate satisfactory driving skills in accordance to the current requirements (by state), will result in the termination of driving privileges pending a retest. A Bill to Establish Victim Family Rights 0 Section : Be it enacted by the Student Congress here assembled that after a court case is already decided in the punishment of the death penalty, the final consent resides in the family of the victim. Section : If the death penalty is denied by the victim s family, the resulting punishment to the victim is life in prison without parole. Section : The victim s family may choose to agree with the court s decision of the death penalty being administered to the criminal. Section : The victims family may choose to not become involved with the situation and simply let any decision made by the court be carried out without comment or consent from the victim s family. Section : If there are multiple victims, then they will form a general consensus to report to the court, and follow the same procedure as if there is only one victim. Section : This bill shall be carried out in accordance with current court system procedures for deciding the administration of the death penalty or life in prison without parole. A Resolution to Change Columbus Day to Native Americans Day in the United States 0 WHEREAS, American Indians have contributed much to American History and limited contributions have come at the expense of the Indians WHEREAS, Native Americans have been put through many hardships in the past and a day of Remembrance should be had in their honor WHEREAS, Having a day of remembrance for the American Indians on Columbus Day would fit better with school curriculum, would be relevant to people today and would honor those lost throughout time due to things such as the Trail of Tears or the white takeover of their land WHEREAS, This would still be a National Holiday WHEREAS, Some states already celebrate this as opposed to Columbus Day, and making the switch would be easy and practical WHEREAS, All previous laws conflicting this piece of legislation are hereby declared null and void RESOLVED, That the Congress here assembled shall Nationally Change Columbus Day to Native Americans Day in the United States. As a result, the United States has begun to push away other nations that we need to influence through our control in the International Monetary Fund, in order to ensure our economic hegemony. A BILL TO LIMIT THE DRONE POLICY TO SURVEILLANCE AND RECONNAISSANCE BE IT HERE ENACTED BY THE UNITED STATES CONGRESS: Section : The drone program will be limited to surveillance and reconnaissance. Drones will be sent out for military objectives only. Section : Drones designed for lethal strikes will be used in the combat theatre only. Section : Drones strikes used to support troops in an active warzone will still be permitted. Drones will not be allowed to target non-combatants and/or civilians. Amendment to the Constitution shall establish a one-term, six-year service limit for the Presidency. SECTION. 30 0 KHSSL Congressional Debate Supersession Packet (Rev) Bill No. S A Bill to Legalize Physician Assisted Suicide BE IT ENACTED BY THIS CONGRESS THAT: Section : Physician assisted suicide shall be legalized. Section : Physician assisted suicide is the aided termination of life by a licensed physician of any consenting citizen of the United States over the age of with a terminal illness or injury. Section : Such qualifications must be met in order for a patient to be eligible: The patient must be years of age or older, capable of making and communicating health care decisions for him/herself, and diagnosed with a terminal illness or injury that will lead to death within six months Section : Such qualifications must be met in order for the physician to act: The attending physician must be licensed in the same state as the patient. The diagnosis must be certified by a consulting physician, who must also certify that the patient is mentally competent to make and communicate health care decisions. If either physician determines that the patient's judgment is impaired, the patient must be referred for a psychological examination. The attending physician must inform the patient of alternatives, including palliative care, hospice and pain management options. The attending physician must request that the patient notify their next-of-kin of the prescription request. The following patient request timeline must be met: a) First oral request to physician b) day waiting period c) Second oral request to physician accompanied by a written request d) 0 day waiting period e) Final written request to physician f) hour waiting period before picking up prescribed medications g) Pick up prescribed medications from the pharmacy h) With consent of physicians, self-administer prescribed medication Section : All licensed physicians in the United States must follow the procedural requirements as outlined in this bill. Section : The Department of Public Health of each state will be responsible for the enforcement of this bill. Proper physician procedure shall be enforced, as well as the eligibility of the patient and attending and consulting physicians. Section : Consequences for not adhering to the procedures of this bill will vary and be decided by each state s Department of Public Health. Major breeches in the procedure, such as acting without the full agreement of the consulting physician, shall result in the revoking of the offending physician s license. Furthermore, in this case, the attending physician may be convicted if charged with murder. Section : This bill will go into effect on January, 0. The use of hydraulic fracturing is hereby outlawed in the United States. SECTION. Hydraulic fracturing uses highly controversial methods to extract natural gasses from the ground. SECTION. Hydraulic fracturing increases the risk of asthma, cancer, reproductive problems, high blood pressure, nerve disorders, lung damage and loss of vision. SECTION. Hydraulic fracturing can be a contributing factor in earthquake occurrences and pollutes both the air and water of surrounding regions. SECTION. Failure to cease the use of hydraulic fracturing to extract gasses by the provided deadline will result in immediate imprisonment for a minimum of ten years for all those who manage the project. Section : The United States Department of Education will be granted funds to instill national programs and reforms in the current education system that will make education better (in the most general sense) by altering the current practices of school systems (and therefore alter students personal pedagogies). Section : Funds will be used to change schools from test-based teaching to that of a more liberal education roundedness teaching. These funds will be used to curb current education tactics in place as well as aid schools and teachers who promote the initiative towards that of curriculum fitting the new national standards (aforementioned). Section : The Department of Education will head this project with coalition from other departments and committees as needed. Section : This legislation will be enacted any time before August, 0.
