1 Pelanconi Estates Homeowners Association Mission and By-laws Founded : August 2005 in Glendale California Mission: The mission of Pelanconi Estates Homeowners Association is to preserve and improve the quality of life for all the homeowners in the Pelanconi Estates neighborhood. Pelanconi Estates History: The Pelanconi family founded Pelanconi Estates in The area was designated for the cultivation of vineyards. The Pelanconi family in an agreement with the city of Glendale transferred their land to the municipality in return for the name of Pelanconi Park and Pelanconi Avenue. Pelanconi Estates Boundaries: Pelanconi Estates is Located in Glendale, California. The boundaries include San Fernando road to the Southwest, the 134 freeway to the South, Concorde to the East, Glenoaks to the North, and Newby avenue to the Northwest. By-Laws: A) Requirement for Membership: The above-mentioned association is open to membership to any homeowner or trustee above the age of eighteen, without any prior felony conviction(s), that resides in the above-designated area. It is the discretion of the Pelanconi Estates HOA board to include property owners or trustees that reside outside of Pelanconi Estates boundaries. Article II: The above-mentioned association shall not discriminate against ethnicity, religion, gender, cultural heritage, creed, nationality, or race. In order to join the association board and become an active member one has to

2 receive the vote of the majority of current board members, with the exception of the alpha group, which formed in Article III: The above-mentioned association board members shall meet at a designated area as many times as deemed necessary during a year. As an active member of the association the board members are required to attend the meetings. B) Elected Officers of the HOA Board: The above-mentioned association board shall designate a President once a year. The Presidents shall serve a 12-month period, and could be reelected. The association board via a ballot shall select the President during the month of September. The president shall be elected by a 2/3 vote. The duties include and are not limited to the overall operations of the board. The President shall nominate and designate new board members if deemed necessary during the course of the year due to resignations, death, moving out of the neighborhood, emergency basis or violation of rules and guidelines mentioned in these bylaws. Article II: The above-mentioned association board shall designate a Vice President once a year. The Vice Presidents shall serve a 12-month period, and could be re-elected. The association board via a ballot shall select the Vice President during the month of September. The Vice President shall be elected by a majority vote. The duties include and are not limited to aiding the president in running the meetings and forming sub-committees as instructed by the President. The Vice President shall schedule, hold, and lead the board meetings during the Board Presidents absence. Article III: The above-mentioned association board shall designate a Treasurer. The treasurer shall serve a 12-month period, and could be re-elected. The association board via a ballot shall select the treasurer during the month of September. The treasurers shall be elected by a majority vote. The duties include and are not limited to the financial status of the HOA, including monthly account balances and reports.

3 Article IV: The above-mentioned association board shall designate a Media Relations officer. The media relations officer shall serve a 12-month period, and could be re-elected. The association board via a ballot shall select the Media Relations during the month of September. The Media Relations expert shall be elected by a majority vote. The duties include and are not limited to forming a positive relationship with the cornucopia of media outlets in Glendale and surrounding areas in order to promote the issues faced by this association. Article V: The above-mentioned association board shall designate a Public Relations officer. The Public Relations officer shall serve a 12-month period, and could be re-elected. The association board via a ballot shall select the Public Relations officer during the month of September. The Public Relations officer shall be elected by a majority vote. The duties include and are not limited to the creation of a positive public opinion of this association. Article VI: The above-mentioned association board shall designate numerous Neighborhood Watch members. The Neighborhood Watch members shall serve a 12-month period, and could be re-elected. The association board via a ballot shall select the Neighborhood Watch members during the month of September. The Neighborhood Watch members shall be elected by a majority vote. The duties include and are not limited to the collection and documentation of the overall security and safety of the neighborhood, as well as reporting such incidences to the board and proper authorities such as the Police Department. Article VII: The above-mentioned association board shall designate a Historian. The Historian shall serve a 12-month period, and could be re-elected. The association board via a ballot shall select the Historian during the month of September. The Historian shall be elected by a majority vote. The duties include and are not limited to the collection and dissemination of historical information concerning the Pelanconi Estates neighborhood.

4 Article VIII: The above-mentioned association board shall designate a Secretary. The Secretary shall serve a 12-month period, and could be re-elected. The association board via a ballot shall select the Secretary during the month of September. The Secretary shall be elected by a majority vote. The duties include and are not limited to the gathering of the minutes and the distribution of the minutes to the members. Also, the secretary shall notify all the members concerning future meetings. Article IX: The above-mentioned association board shall designate a number of Canvassers. The Canvassers will be designated on a voluntary basis. All the association members are required to help with canvassing. The duties include and are not limited to the collection of signatures for different petitions and causes that impact the neighborhood. Article X: The above-mentioned association board shall designate a parking and transportation officer. The parking and transportation officer shall serve a 12-month period, and could be re-elected. The association board via a ballot shall select the parking and transportation officer during the month of September. The parking and transportation officer shall be elected by a majority vote. The duties include and are not limited to the observation of parking and transportation related problems and the documentation and reporting of such violations to proper authorities. Article XI: The above-mentioned association board shall designate a Neighborhood Code and Permits officer (DRB liaison). The Neighborhood Code and Permits officer shall serve a 12-month period, and could be reelected. The association board via a ballot shall select the Neighborhood Code and Permits officer during the month of September. The Neighborhood Code and Permits officer shall be elected by a majority vote. The duties include and are not limited to the observation of code violations and the reporting of such violations to the proper authorities such as neighborhood services. Also, the individual would act as a liaison to the Glendale Design Review Board.

5 C) Elections of Board Members and their Tenure: All the Pelanconi Estates HOA board members/positions noted in B Article I to XI shall continue to serve on the board indefinitely if there are no challengers for the respective position on an annual basis. Article II: The elections shall take place during the month of September every year, if there are individual challengers to any occupied position. Article III: Open HOA board positions shall be occupied by interested HOA member(s) that meet the guidelines of Pelanconi Estates HOA membership, without an election, if they are the only interested party. If more than one individual desires to fill an open position then a ballot election shall take place during the month of September. Article IV: All elected positions are for one year. D) Membership Dues and confidentiality Guidelines: The Pelanconi Estates HOA shall not collect any dues. Membership shall remain FREE until deemed necessary to collect dues. The amount of dues collected shall be decided by the HOA membership with a majority vote.

6 Article II: Member of the Pelanconi Estates Homeowners Association board shall promise to keep any confidential information about the activities and plans of this association confidential. They should not share such information deemed confidential with any other member(s) of the public or political officers, in order not to jeopardize our strategic position and plans on issues pertaining to our neighborhood. Any member violating this article shall be subject to removal from this association and possibly face legal challenges.
