1 Frenzel, Bill, creator. William E. Frenzel Papers, cubic feet. (269 boxes). BIOGRAPHICAL SKETCH William Eldridge (Bill) Frenzel was born July 31, 1928 in St. Paul, Minnesota. He received his primary and secondary education in St. Paul, graduated from Dartmouth College in 1950, and received his M.B.A. from Dartmouth in He served in the Navy during the Korean Conflict ( ). After his discharge he returned to Minneapolis and became president of the Minneapolis Terminal Warehouse Company ( ), during which time he also served as a Minnesota state representative ( ). In 1970 Frenzel was elected to the U.S. House of Representatives from the third district of Minnesota, comprising part of Minneapolis and its suburbs. In Congress he served on the House Administration Committee and the Subcommittee on Trade of the Ways and Means Committee. He was a Congressional Representative to the General Agreement on Tariffs and Trade (GATT) for fifteen years. His legislative specialties were taxes, trade, budget, and election law. He retired from Congress in January After leaving Congress Frenzel became a guest scholar at the Brookings Institution in Washington, D.C., a public policy think tank devoted to nonpartisan research, education, and publication in the fields of economics, government, and foreign policy. In September 1993 he was appointed Special Advisor to the President for NAFTA (North American Free Trade Agreement), and in 1994 was appointed Special Advisor to the National Association of Manufacturers for the GATT-Uruguay Round. He was also a Distinguished Fellow of the Tax Foundation, vice chairman of the Eurasia Foundation, a board member of the U.S.-Japan Foundation, the Close-Up Foundation, Sit Mutual Funds, and chairman of the Japan-America Society of Washington. Frenzel retired from his position at the Brookings Institution on September 30, He married Ruth Purdy, a native of Nutley, New Jersey. The Frenzels had three daughters, Debby, Pam, and Mitty. Frenzel died at his home in McLean, Virginia on November 17, 2014, after a months-long battle with cancer. Ruth Frenzel died on February 6, inv/

2 William E. Frenzel Papers, p. 2 DESCRIPTION OF THE PAPERS The collection is divided into two series: Congressional Papers ( ) and Brookings Institution Years ( ). Congressional Papers include a few folders of material relating to Frenzel s years in the Minnesota legislature. Congressional Papers constitute the vast majority of the collection. Most of this material consists of correspondence between Frenzel and his constituents, legislators, and interest groups. Foreign Trade Files (13 boxes) are mainly office files of Pat Eveland, Frenzel s Administrative Assistant. These files contain correspondence, reports, and background material. Miscellaneous Subject Files (5 boxes) concern subjects relating to national and Minnesota affairs and internships in his office. Frenzel s Personal Files (4 boxes) include personal correspondence and his personal memberships in national groups. Campaign and Political Affairs Files (3 boxes) contain correspondence with national and Minnesota Republican Party members, campaign reports, financial information, and files on Frenzel s exploratory bid for a U.S. Senate seat in Bill Introductions, Voting Records, and Sponsored Bills (10 boxes) relate to Frenzel s participation in Congress. Trip Files (3 boxes) mainly relate to his foreign trade trips and contain itineraries, correspondence, and often Frenzel s typed diary of the trip. The printed material consists of Congressional Record Statements, Newsletters, and Press Releases and Statements (8 boxes). There are also Miscellaneous Subject Files and Newspaper Clippings (1 box), Photographs and Sound and Visual Recordings (2 boxes), and Polling Data (1 box). Frenzel did not keep separate folders of individual correspondents, thus letters to and from them are contained in the files representing their interests. Not all of his frequent correspondents have been cited. Congressional Papers also include seven folders of information ( ) from Frenzel s years in the Minnesota House of Representatives (accession 11,894) These are contained in box 9 of accession 12,893, and include correspondence and memoranda, news clippings, biographical data, and citations and awards. Brookings Institution Years files include correspondence and memoranda; articles, testimony, and speech outlines; doodles; newspaper clippings; and other material documenting Frenzel s activities at the Institution and his involvement with such organizations as the Eurasia Foundation, the Transatlantic Policy Network, Citizens for Colin Powell for President (1995), the International Tax and Investment Center, the Japan-America Society of Washington, D.C., the John Quincy Adams Society, and Sit Investment Associates, Inc. Frenzel was a board member and/or chair/co-chair of most of the organizations represented in the Brookings-era files.
