3 1 Executive Summary The purpose of this report is to detail the accreditation levels of Club, State and National Judges, such that it can be administered by all MYA s across the country consistently. The basis of this report is The National Officiating Program Review 2006, which was compiled with considerable input from current officials. 1.1 Accreditation levels The accreditation levels of Club, State and national have been chosen to reflect the level of volunteer officiating in the sport of sailing. a) a Club qualification is used to recognise somebody that has attended a YA sanctioned course or has been nominated by their MYA affiliated club. Their continued participation in the sport is very important. They should be encouraged to continue their involvement with the sport and shown how they can progress b) a State qualification is used to recognise somebody that has achieved more than just attendance to a course or nomination from their club. A State qualified official may have considerable sailing or officiating experience not just at their own club. This is recognised with this formal qualification. Competitors accept that these people are skilled amateur volunteers. c) a National qualified official is somebody that has chosen the route of officiating as their way of progressing through the sport. A National official will have met the stringent criteria for officiating in their stream. Competitors will expect a high level of expertise from these officials. 1.2 Accreditation fundamentals The fundamentals of becoming an accredited official are as follows: a) the process is administered by the MYA b) it is clearly documented what a candidate needs to achieve to become an accredited official c) candidates are kept informed as to what to do next, or areas that require development to progress POLICY NO. 4 2 Club Judge (CJ) (Protest Committee Member) 2.1 Term of Appointment The terms of appointment shall be as follows: a) the appointment begins on the date the MYA s approval is granted; b) the duration of appointment shall be not more than four years from the date approval is granted. c) the renewal date of any appointment is 1 st January a maximum of four years after appointment. 2.2 Requirements for Initial Appointment as a Club Judge A candidate for Initial Appointment shall: a) send the application to the MYA on the official form i. including signed agreement to code of conduct for officials ii. including certificate of attendance to YA Judges seminar (or it s equivalent) or iii. include a letter of recommendation form their MYA affiliated club b) meet the qualifications listed below in Regulation Requirements for Re-appointment A candidate for re-appointment shall: a) apply directly to the MYA. b) send the application to the MYA on the official form i. including signed agreement to code of conduct for officials ii. including certificate of attendance to YA Judges seminar (or it s equivalent) or iii. include a letter of recommendation form their MYA affiliated club c) meet the qualifications listed below in Regulation Candidates whose appointment has expired will be considered as candidates for initial appointment and they shall meet the requirements of Regulation Qualifications for a Club Judge A candidate for initial appointment or re-appointment as a CJ shall: a) be a current silver card member of their MYA b) have the following qualifications: i. be proficient in English; ii. understand the requirement for following ISAF procedures when involved in a protest hearing c) have attended a YA Judge Seminar or YA Protest Committee Course (or it s equivalent) in the last four years or d) have been nominated by their MYA affiliated club e) have served as a member of a protest committee at least four times in the past four years up to the application date. 5 2.5 Considerations for Appointment or Re-Appointment The MYA shall only consider the following when processing an application: a) whether the candidate has the qualifications required in regulation 2.4; b) in the event of uncertainty when processing the application the MYA shall refer to Yachting Australia 2.6 Recognition and Designation The list of Club Judges shall be made available on the YA website. When appointed or re-appointed, a Club Judge shall receive a Certificate of Appointment. 2.7 Termination of Appointment The MYA may, at any time, vary or terminate an appointment based on an investigation of a report from any source An official can appeal against the decision that effects: a) initial appointment as a Club Judge b) reappointment as a Club Judge c) termination or variation of the Club Judge status; This appeal shall be decided by Yachting Australia Where there is a conflict or dispute in respect of these Guidelines Yachting Australia reserves the right to interpret this document and to use its sole discretion in resolving of the matter in conflict or dispute. 6 3 State Judge (SJ) 3.1 Term of Appointment The terms of appointment shall be as follows: a) the appointment begins on the date the MYA s approval is granted; b) the duration of appointment shall be not more than four years from the date approval is granted. c) the renewal date of any appointment is 1 st January a maximum of four years after appointment. 3.2 Requirements for Initial Appointment as a State Judge A candidate for Initial Appointment shall: a) send the application to the MYA on the official form i. including signed agreement to code of conduct for officials ii. including certificate of attendance to YA Judges seminar (or it s equivalent) iii. including a completed Performance Assessment Form from at least 5 assessed hearings in total.. b) meet the qualifications listed below in Regulation Requirements for Re-appointment A candidate for re-appointment shall: a) apply directly to the MYA. b) send the application to the MYA on the official form i. including signed agreement to code of conduct for officials ii. including a completed Performance Assessment Form from at least 5 assessed hearings in total. c) meet the qualifications listed below in Regulation Candidates whose appointment has expired will be considered as candidates for initial appointment and they shall meet the requirements of Regulation Qualifications for a State Judge A candidate for initial appointment or re-appointment as a SJ shall: a) be a current silver card member of their MYA b) have the following qualifications: i. have the necessary observation skills ii. be proficient in English; iii. have good knowledge of the rules iv. be able to drive and position small powerboats v. display the temperament and behaviour expected from a SJ vi. be fit and able to withstand a day on the water in small powerboats c) have attended a YA Judge seminar (or it s equivalent) in the last four years d) have passed the Judges examination with a state level score or more in the last four years e) candidates who fail the examination may take a new examination, but not within one month of the first. f) candidates who fail the examination more than once will be encouraged to seek POLICY NO. 7 mentoring and must attend a further seminar before resitting a further examination. g) have passed the SJ Performance Assessments in the past four years i. the SJ Performance Assessment is designed to establish that the candidate has the qualifications listed in regulation b) ii. candidates that fail the Performance Assessment may take a new assessment, but not within one month of the first iii. candidates that fail the Performance Assessment more than once will be encouraged to seek mentoring from an experienced Judge prior to reassessment h) have served as a member of a protest committee or jury in at least four fleet racing events and obtained a completed Judge Performance Assessment form from an authorised assessor at a State or higher level regatta in the past four years up to the application date i) candidates shall be assessed in five or more hearings by an authorised assessor to meet the Performance Assessment criteria. The candidate may be assessed more than once to get the required five assessments done. 10 5 International Judge (IJ) 5.1 Requirements for Initial Appointment as an International Judge The International Judge Accreditation is administered by ISAF, details of which can be found on the ISAF website International Judges shall also be ex-officio National Judges Retiring International Judges become ex-officio National Judges. 11 6 Judge Assessor 6.1 Who can be an assessor? The following table details what qualifications or accreditation an official shall have in order to carry out an assessment. It is recommended though not mandatory that assessors for National Level Accreditation be from a different state than the person being assessed. 12 7 Judge Seminar Presenter 7.1 Who can present a Judge Seminar? The following table details what qualifications or accreditation an official shall have in order to be a seminar presenter. It is recommended though not mandatory that presenters for National Level Seminars be from a different state. Level of Seminar Level of Presenter being presented National i.
