COMMITTEE SECTION (COMMERCE) 6. 1 Main Functions of the Section:- Department Related Parliamentary Standing Committee on Commerce is one of the eight Committees, being serviced by the Rajya Sabha Secretariat. The Ministry of Commerce and Industry (Department of Commerce and Department of Industrial Policy and Promotion) are under the purview of the Committee s scrutiny. The main functions of the Committee, as laid down in rule 270 of the Rule of Procedure and Conduct of Business in the Rajya Sabha are: (i) to consider Demands for Grants of the related Ministries/Departments and report thereon. The report shall not suggest anything of the nature of cut motions; (ii) to examine Bills pertaining to the related Ministries /Departments referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon; (iii) to consider the annual reports of the Ministries/Departments and report thereon; and (iv) to consider national basic long term policy documents presented to the Houses, if referred to the Committee by the Chairman or the Speaker, as the case may be, and report thereon. The Committee consists of 31 Members, 10 Members, nominated by the Chairman from among Members of the Rajya Sabha and 21 Members nominated by the Speaker from among Members of the Lok Sabha. A Member of the Committee holds office for a term not exceeding one year Constitution of the Committee:- The Committee (2006) was constituted on 5 th August, This Committee will continue to function till 4 th August, Consideration of Demands for Grants:- After completing scrutiny of the Demands for Grants ( ) pertaining to the Ministry of Commerce and Industry (Department of Commerce; Department of Industrial Policy and Promotion), the Committee presented two reports to Parliament.

2 6.4 Consideration of subjects:- During 2006, the following subjects were taken up by the Committee for consideration:- Subject taken up by the Main Committee: Sr. N. The Committee is examining the ATN. ATN is under consideration of the Committee. ATN is under consideration of the Committee. 6. 6 been spelt out in Rule 270 of Rajya Sabha Rules. The Committee on Commerce had the following specific goals to be achieved: (i) Consideration of Demands for Grants ( ) of related Ministries/Departments and report thereon: The Committee considered the Demands for Grants ( ) of the related Ministry /Departments and presented two Reports to Parliament during the Budget Session, (ii) Consideration of ATNs received from the related Ministry/Departments on the Reports on their Demands for Grants ( ) and report thereon: Action Taken Notes of the concerned Ministry /Departments on the observations/recommendations of the Committee, as contained in its reports on Demands for Grants ( ) were considered by the Committee. (iii) Examination of Bills and report thereon: No Bill was received for examination during (iv) Detailed examination of subjects chosen from Annual Reports of related Ministry /Departments and consideration of ATNs received in respect of the report on the subjects. The Committee presented one report on ATN received and one report on subjects chosen from annual report, as stated in para no. 6.6, during the year. 6.8 Computerisation:- During the period under review, all the typing work, including the Committee reports, was done on Windows based PC. 6.9 Inspection: Inspection of the Section was done on the 20 th February, 2006 by Shri P.P.K.
