Piazza Assistant Director Administrative Services Division PRELIMINARY ACTION A Preliminary Plenary Session was heid at 9:30 A.M. on April 17th, in the Conference Room of the Council of the Organization of Ameritan States. The following temporary officers, elected at the Ninth Meeting of the Executive Committee, acted at the session: Chairman: Dr. Alberto Zwanck, Argentina Vice Chairman: Dr. Juan Allwood Paredes, El Salvador Secretary: Dr. Miguel E. Bustamante, Secretary General of the Pan Ameritan Sanitary Bureau (Article 4 of the Rules of Procedure and of Debate) HOMAGE TO THE LIBERATOR, GENERAL Jo& SAN MARTÍN The Chairman opened the Tenth Meeting of the Executive Committee, and then gave the íloor to the Representative from Venezuela, Dr. Carlos Luis González, mho, on behalf of the Pan Ameritan Sanitary Organization and through the Executive Committee, rendered a warm tribute to the memory of the Liberator, General José San Martin, in commemoration of the Year of the Liberator. It was agreed to send a special message to the Minister of Public Health of the Argentine Republic, informing him of this tribute. REPORT OF THIZ CHAIRIVTAN OF THIZ EXECTJTIVE COMMITTEE The Chairman submitted to the Executive Committee the Annual Report which, pursuant to Chapter III, Article 8, Paragraph (c) of the Constitution of the Pan Ameritan Sanitary Organization, is to be reviewed by the Directing Council at its Fourth Meeting. On a motion of the Representative from Uruguay, the report mas approved unanimously. RULES OF PROCEDURE AND OF DEBATE The Rules of Procedure and of Debate of the Executive Committee (Doc. OSP/10 CE.W-5) were submitted for discussion. OP a motion 0%

4 736 BULLETIN OF THE PAN AIKERICAN SANITARY BUREAU the Representative of the United States, seconded by the Representative of Venezuela, said Rules were modified, particularly with referente to the appointment of Working Subcommittees, and the procedure which appears in Annex 1 of the present Final Report was finally adopted by unanimous vote. ELECTION OF QFFICERS The election of officers was the next order of business. Dr. Alberto Zwanck, of Argentina, Acting Chairman, was unanimously elected Chairman, on a motion of the Representative from El Salvador; and Dr. Juan Allwood Paredes of El Salvador was unanimously elected Vice Chairman of the Committee, on a motion of the Representative from Venezuela. REPORT OF THE DIRECTOR The Director of the Pan Ameritan Sanitary Bureau, Dr. Fred L Soper, presented his Report (Doc. OSP/10 CE.W-7) covering the period from October 1st 1949 to March 31st, In his oral statement he merely selected a few points for special comment. Instead of attempting to give a summarized report of developments since the last meeting of the Executive Committee he presented the monthly reports of the combined activities of the Pan Ameritan Sanitary Bureau and the Regional Office of the World Health Organization for the Americas, for the period under consideration. He also presented for consideration of the Executive Committee the Final Report of Price, Waterhouse and Co., on its audit of the 1948 accounts, and the Annual Financia1 Report for 1949 of the Pan Ameritan Sanitary Bureau. The Director reported that he attended a Meeting of the Expert Panel on Yellow Fever in Geneva in December, where certain recommendations were made to and accepted by the Expert Committee on Quarantine regarding certain communicable diseases which are of special interest to the Americas. During December 1949, the Director also visited Paris, the Hague and London to discuss with representatives of the Health Services and of the Foreign Offices the amounts to be contributed by the metropolitan countries to the Pan Ameritan Sanitary Bureau on behalf of non-self governing territories in the Western Hemisphere. The Director reported that the negotiations with the Organization of Ameritan States had progressed satisfactorily and that a final Draft Agreement would be submitted for ratification to the Executive Committee. With regard to budgetary matters, the Director observed that because of differences in procedures and in fiscal years, it is impossible for al1 countries to clear their payments with international organizations at the same time. He, therefore, suggested that in the future better results be gotten in the international health field if some method were devised

5 July mo] EXECUTIVE COMMITTEE 737 of establishing with greater anticipation the amounts of money which mill be available for expenditures for any given year. The Director reported at length on the progress of the program for eradication of Aëdes aegyptz and other programs which are being undertaken by the Bureau. The Director reported on the Session of the Inter-Ameritan Economic and Social Council which was held recently in Washington and during which the development and coordination of projects of technical assistante was discussed. The Director expressed his view that progress could most effectively be obtained through long term permanent programs rather than through t,emporary programs based on funds made available under pressure of immediate political situations. AGENDA The Provisional Agenda for the Tenth Meeting, prepared by the Pan Ameritan Sanitary Bureau, was approved by the Executive Committee, after inclusion of the topics suggested by the Governments of the Republics of Argentina and Peru, regarding, respectively, (1) Certificates of Vaccination against Yellow Fever, and (2) the Standardization of the Structure and of the Organizational Methods in the National Health Administrations of the Americas; the final Agenda appears as in Document OSP/10 CE.W-2 (Rev. 1). WORKING SUB-COMMXTEES Due to the modification introduced in the Rules of Procedure and of Debate regarding the formation of Working Sub-Committees, all of the topics on the Agenda were submitted to the entire Executive Committee for consideration. Three Drafting Sub-Committees were appointed to prepare the corresponding resolutions: one to deal mith the Topic Program and Budget for 1951 ; another to prepare a resolution with respect to the creation of a Budget Financing Fund for the Bureau; and, the third, to handle the remaining topics on the Agenda. These Sub-Committees were made up as follows: Drafting Sub-Committee (Program and Budget for 1951) Dr. Juan Allwood Paredes, El Salvador Dr. Jorge Estrella Ruiz, Peru Drafting Sub-Committee (Budget Financing Fund) Dr. Alberto Zwanclr, Argentina Dr. H. The Final Plenary Session was held on April28, RESOLUTIONS APPROVED BY THE EXECUTIVE COMMITTEE The following resolutions formulated by the Drafting Sub-Committee on the basis of conclusions reached during the plenary sessions of the Executive Committee, were approved at the Final Plenary Session: 1. PROGRAM AND BUDGET FOR 1951 PAN AMERICAN SANITARY BUREAU The Proposed Program and Budget for 1951, presented by the Director of the Bureau for the consideration of the Executive Committee amounted to a net sum of $2,273,617.00, and contained a clear and complete exposition of the needs and definition of the corresponding parts; and As a result of the detailed study which was made during the plenary sessions of the Executive Committee and of the discussions and deliberations upon the program presented, it mas considered expedient to reduce the total sum of the budget and make certain modifications in the sections included in it; and In order to maintain an equilibrium within the budget proposal, there should be adjustments through reduction in the three parts which comprise the proposal; and Such reductions would not impede the normal and progressive development of the specific functions of the bureau; 1. To propose to the Directing Council of the Pan Ameritan Sanitary Organization in its Fourth Meeting the approval of a net budget in the amount of $1,943, (currency of the United States of America) for the calendar year 1951, the budget consisting of the following headings: Budgeted repuest: $1,968, Part I-Pan Ameritan Sanitary Organization.. _....., $75, Part II-Pan Ameritan Sanitary Bureau Operations _... 1,550, Part III-Pan Ameritan Sauitary Bureau Administration ,725.OO Less: Miscellaneous Receipts 25,OOO.OO Net sum to be obtained by regular quotas aasessed against Member Governments $1,943,681.00

7 Jdy EXECUTIVE COMM ITTEE To instruct the Director of the Pan Ameritan Sanitary Bureau to send to the Member Countries of the Pan Ameritan Sanitary Organization the detailed Proposed Program and Budget as has been approved by the Executive Committee. II. BTJDGET FINANCING F~ND The Executive Committee holds that budgets approved by the Conference or the Directing Council represent the decision of these directing bodies as to the type and extent of programs for specifrc years, and the Director of the Bureau is accountable for carrying out these decisions; and The Executive Committee recognizes the fact that some payments may be delayed in respect to programs and budgets of the Pan American Sanitary Organization but urges Member Governments to maintain constant vigilance to avoid delays in payments; and The Pan Ameritan Sanitary Organization requires adequate financia1 assistance in the form of a fund to enable it to carry out programs during periods of delay in payment of quotas in accordance with directives received; and It is a proper funct*ion of the Conference or Directing Council to determine the principies upon which such a fund would be formed and administered; 1. To recommend to the Conference the creation of an adequate fund to finance the Bureau during periods of delay in quota payments; 2. To instruct the Director of the Pan Ameritan Sanitary Bureau to present to the Conference a ful1 analysis of the needs of the Organization in regard to the fund, with recommendations; 3. To invite Member Governments to make alternate proposals for the consideration of the Conference; 4. To authorize the Director of the Pan Ameritan Sanitary Bureau to circulate the result of his studies among the twenty-one Member Nations, and further authorizes the Director to circulate any studies received from Member Nations if so requested. III. AUDITING OF ACCODNTS WHEREAS: During 1948, the accounts of the Pan Ameritan Sanitary Bureau were administered in part by the Pan Ameritan Union, which appointed the firm Price, Waterhouse and Company to audit the accounts for 1948 and 1949; and

8 740 BULLETIN OF THE PAX AMERICAN RANITARY BUREAU Said Company, for reasons given above, is in a position to observe the procedures of the Bureau and to continue t*he auditing of the accounts more economically; 1. To authorize the Director of the Pan Ameritan Sanitary Bureau to engage the services of (Price, Waterhouse and Company, to audit the accounts of the Pan Ameritan Sanitary Bureau for the fiscal years 1949 and To authorize payment of this auditing service from the general funds of the Pan Ameritan Sanitary Bureau. IV. PROGRAM AND BUDCIET FOR 1951 AND 1952 REGIONAL OFFICE OF THE WORLD HEALTH ORGANIZATION The Proposed Program and Budget of the Regional Office of the World Health Organization for 1951, has been submitted by the Director of the Bureau, accompanied by supporting documents; and In view of the fact that the Third World Health Assembly is to be held in the immediate future and will consider and resolve the matters pertaining to its budgets for 1951 and 1952, 1. To approve the Proposed Program and Budget of the Regional Office of the World Health Organization for 1951, which was submitted by the Director of the Pan Ameritan Sanitary Bureau, Document OSP/10 CE.W To instruct the Director to support the above mentioned proposal at the Third World Health Assembly. 3. To instruct the Director to prepare the draft of the Regional Budget for 1952 to be submitted to the Regional Committee in October 1950, using as a basis the suggestions offered by the Member Countries. V. FINANCIAL PARTICIPATION OF FRANCE, GREAT BRITAIN AND THE NETHERLANDS, FOR THEIR DEPENDENT TERRITORIES IN THE REGION OF THE AMERICAS, IN THE REGIONAL BUDGET The Director of the Bureau has submitted a report on the progress made in his negotiations regarding the financia1 participation in the Budget of the Pan Ameritan Sanitary Bureau of the Metropolitan Governments on behalf of their dependent territories in the Western Hemisphere; and

9 July EXECUTIVE COIWMITTEE 741 In accordance with said Report, the Governments of Great Britain, France and the Netherlands, have shown special interest in this matter; and inasmuch as the pertinent negotiations are considerably advanced, 1. To take note of the above-mentioned Report, submitted by the Director in compliance with Resolution IV adopted by the Directing Council at its Third Meeting. 2. To approve the steps taken, and to ask the Director of the Bureau to continue the negotiations, and to report to the Executive Committee at its next Meeting. VI. EXEC~TIVE COMMITTEE-REPRESENTATIVES WHO WILL SUBMIT THE PROPOSED PROGRAM AND BUDGZT OF THE PAN AMER- ICAN SANITARY BTJXEAU FOR 1951 TO THE DIRECTING COUNCIL The members of the Executive Committee, in accordance with Article 12 of the Constitution, act as a Committee responsible for submitting the Proposed Budget to the Directing Council; and The Committee eiould be in a position to properly inform the Council on the studies and deliberations it has made during its sessions; THE EXECUTIVE COMMITTEE, 1. To appoint a Special Committee to report to the Directing Council at its Fourth Meeting on the Proposed Program and Budget of the Pan Ameritan Sanitary Bureau for 1951, which has been studied and approved by the Executive Committee at its Tenth Meeting. 2. That said Special Committee be composed of the following members: Dr. Juan Allwood Paredes, El Salvador; Dr. Jorge Estrella Ruiz, Peru; Dr. Ricardo Cappeletti, Uruguay. VII. STAFF RULES AND REGULATIONS OF THE PAN AMERICAN SANITARY BUREAU Resolution VI, approved by the Directing Council at its Third Meeting in Lima, Peru, authorizes the Executive Committee t.o make deci sions with regard to the articles and rules of the Staff Rules and Regulations, with the exception of Articles 20, 27 and 28; Rules 550, 610, 852, 853, 1111 and 1120, and all of Section 1000, which is not applicable in the case of the Pan Ameritan Sanit,ary Bureau; and In view of the summary and recommendations presented by the Director of the Pan Ameritan Sanitary Bureau in Document OSP/19 CE.W-13 of Aprill4,1950;

To authorize the Director to continue negotiations with the United Nations and to make appropriate request for the inclusion of the Pan Ameritan Sanitary Bureau staff in the Joint Staff Pension Fund of the United Nations; he shall submit a report to the Executive Committee at its next meeting. 2. That the Director of the Bureau also continue the studies and negotiations regarding Rules 550, 610, 620.1, and 632.2, submitting his recommendations to the Directing Council. 3. To approve the recommendations of the Director as contained in the document submitted to the Executive Committee, except insofar as they refer to the above-mentioned Rules. VIII. REIMBURSEMENT OF STATE INCOME TAX The World Health Organization has resolved that its employees be reimbursed for State Income Taxes ; and The Directing Council of the Pan Ameritan Sanitary Organization, at its First Meeting, authorized the Bureau to refund income taxes paid by its employees; To authorize the Director of the Pan Ameritan Sanitary Bureau to reimburse the members of the staff, upon proper application, for State Income Taxes paid on salaries earned during the years 1948 and 1949; and that such reimbursements be continued while the Staff Rules of the World Health Organization on this subject are still in forte. IX. PRIVILEGES AND IMMTJNITIES PAN AMERICAN SANITARY ORGANIZATION It is indispensable to an official international institution such as the Pan Ameritan Sanitary Organization, that its status be recognized; and that the various Member Countries grant it the privileges and immunities which are customarily granted to similar institutions; and Such privileges and immunities have been recently recognized by the United Nations; and The II World Health Assembly adopted a resolution on the Convention on Privileges and Immunities of the Specialized Agencies of the United Nations ; and The Council of the Organization of Ameritan States on May 4, 1949, approved an Agreement on Privileges and Immunities of the Organization of Ameritan States, in accordance with Article 5 of The Charter of the Organization of American States;

11 July í960] EXECUTIVE COMMITTEE 743 To request the XIII Pan Ameritan Sanitary Conference to express to the Member Governments, by means of a recommendation, the advisability of granting to the Pan Ameritan Sanitary Organization, to its component organs, and to its staff, the privileges and immunities to which it is entitled as an International Sanitary Organization. X. DATES FOR THE 11~~ MEETING OF THE EXECUTIVE COMMITTEE; THE IV MEETING OF THE DIRECTING COUNCIL; THE XIII PAN AMERICAN SANITARY CONFERENCE, AND THE 12~~ MEETING OF THE EXECUTIVE COMMITTEE For practica1 reasons, the various governing bodies of the Pan American Sanitary Organization must hold their meetings in consecutive order; To authorize the Director of the Pan Ameritan Sanitary Bureau to set the following dates for the meetings to be held during 1950 in Ciudad Trujillo, Dominican RepLblic, pursuant to the resolutions adopted by the Directing Council at its III Meeting in Lia, Peru, in October 1949: 11th Meeting of the Executive Committee: September 20 to 23; IV Meeting of the Directing Council: September 25 to 30; XIII Pan Ameritan Sanitary Conference: October 2 to 10; 12th Meeting of the Executive Committee: October ll The Director is also authorized to convoke the Member Governments to attend said meetings. XI. REVISION OF PROGRAMS OF THE PAN AMERICAN SANITARY BUREAU WFIEREAS : The Pan Ameritan Sanitary Bureau, throughout the years of its existence, has been instructed to carry out many activities covering a variety of fields; The Bureau has been unable to carry out many of these instructions because of financia1 or technical limitations; Without altering the fundamental principles of the Pan Ameritan Sanitary Organization, the operating program should be revised in the light of past experience and in accordance with available facilities, and Having heard the views expressed by the Director of the Bureau; 1. To recommend to the Directing Council that the programs and commitments of the Pan Ameritan Sanitary Bureau be revised.

To recommend also to the Directing Council that the study made in this regard, be submitted to the XIII Pan Ameritan Sanitary Conference for decision. XII. STUDY OF THE WORKING DIRECTIVES OF THE PAN AMERICAN SANI-~ARY BUREAU IN COORDINATION WITH THOSE OF THE WORLD HEALTH ORGANIZATION WHEREAS: Consideration is given to the background of the problem and to the reports submitted by the Director of the Pan Ameritan Sanitary Bureau; That the study referred to under this topic be submitted for consideration to the XIII Pan Ameritan Sanitary Conference, together with the documents necessary for the study of the matter and the adoption of a resolution. XIII. COORDINATION OF THE REGIONAL PROJECTS AND ACTIVITIES OF INTERNATIONAL ORGANIZATIONS WITHIN GOVERNMENTAL PLANS OF THE MEMBER NATIONS Consideration is given to the background of coordination within the system of the United Nations, or coordination by the regional offices of the World Health Organization, and of coordination within the system of the Organization of Ameritan States; 1. To submit this topic to the consideration of the Directing Council at its next meeting. 2. To submit also the necessary documents relating to coordination of the activities of international public health agencies, such documents expressing the wish of the Pan Ameritan Sanitary Organization that coordinating activities be instituted in the msnner determined by the Member Countries, through their health authorities. XIV. AQREEMENT WITH THE COUNCIL OF THE ORCJANIZATION OF AMERICAN STATES WHEREAS: The report submitted by the Special Sub-Committee appointed by the Directing Council in its Third Meeting, to perfect the Agreement with the Organization of Ameritan States, seems to have duly reconciled the suggestions made, both by the Council of the Organization of American States and by the Directing Council of the Pan Ameritan Sanitary Organization; and

13 July 1960] EXECUTl?E ComI M EE 745 Exercising the powers vested in it by Resolution XI adopted by the Directing Council in its Third Meeting; THE EXEZUTIVE COMMITTEE, 1. To approve the report of the Special Sub-Committee on Relations in regard to the Draft Agreement with the Council of the Organization of Ameritan States. 2. To approve the text of the Agreement as it appears in Annex II of the present Final Report, and 3. That the Director of the Pan Ameritan Sanitary Bureau shall sign the said instrument, on behalf of the Executive Committee and representing the Directing Council of the Pan Ameritan Sanitary Organization. XV. UTILIZING EXISTING INTER-AMERICAN ORQANIZATIONS AND COORDINATING THEIR ACTIYITIES, AVOIDING THE CREATION OF NEW AGENCIES WHEREAS: The Council of the Organization of Ameritan States, by a decision made on November 2, 1949, and the General Assembly of the United Nations, by Resolution of November 24, 1949, have recommended that the creation of new and unnecessary Inter-Ameritan and International organizations be avoided, and that instead the facilities and services of the already existing organizations, organs, and technical offices be utilized as the occasion demands; 1. To recommend to the XIII Pan Ameritan Sanitary Conference to declare itself as being in favor of the utilization, to the fullest extent possible, of already existing organizations in the execution and coordination of programs of international scope, and instead, to recommend that the creation of new agenceis be avoided so as to prevent duplication of effort and to increase the effectiveness of joint enterprises. XVI. CERTIFICATES OF VACCINATION AGAINST YELLOW FEVER WHEREAS: The health authorities of Portugal have required certificates of vaccination against yellow fever; and The Director has submitted information on the subject and reported that the above-mentioned health authorities have been approached with regard to this matter; and There is already an understanding between the health services of Brazil and Portugal with referente to the eradication of the Aëdes aegypti in Brazil;

14 746 BlJLLETIN OF THE PAN AMERICAN SANITARY BUREAU To instruct the Director to seek an adequate solution of the aforementioned matter at the III World Health Assembly. XVII. STANDARDIZATION OF THE STRUCTURE AND ORGANIZATIONAL METHODS OF THE NATIONAL HEALTH ADMINISTRATIONS IN THE AMERICAS That the topic Standardization of the structure and organizational methods in the National health administrations in the Americas, which was submitted to the 10th Meeting of the Executive Committee, be incorporated in the agenda of the XIII Pan Ameritan Sanitary Conference, so that the appropriate resolution be adopted by that body. VOTE The Executive Committee during its Tenth Meeting was greatly assisted in its work by the excellent preparations made by the entire ataff of the Pan Ameritan Sanitary Bureau; To give a vote of approval to the staff of the Pan Ameritan Sanitary Bureau for its efficient performance.
