1 GAMMA PHI BETA SORORITY INCORPORATED GAMMA CHAPTER BYLAWS ARTICLE I NAME This organization shall be known as Gamma Chapter of Gamma Phi Beta Sorority, Inc. ARTICLE II OBJECT The object of this organization shall be to fulfill as an individual chapter the mission of Gamma Phi Beta Sorority, Inc., which is to foster a nurturing environment that provides women the opportunity to achieve their potential through the life-long commitment to intellectual growth, individual worth and service to humanity. ARTICLE III GENERAL GOVERNMENT Government shall be according to the International Articles of Incorporation and Bylaws and Rules and Procedures of Gamma Phi Beta, Inc. ARTICLE IV MEMBERSHIP Section There shall be only one class of members in Gamma chapter, namely initiated collegiate members. Such membership entails the fulfillment of all obligations imposed by the Sorority and the chapter. Section New members must be a full-time University of Wisconsin-Madison students as determined by the University. Section New members shall be considered uninitiated voting members regarding the requirements and regulations of these bylaws and shall fulfill all of the obligations imposed by the Sorority and the chapter. Section There shall be no membership or participation discrimination on the basis of his or her race, color, creed other than commitment to the beliefs of the organization, religion, national origin, disability, ancestry, age, sexual orientation, pregnancy, marital status or parental status, or, unless exempt under Title IX, sex. Section All initiated members and new members of the Gamma Chapter shall be required to live in the Gamma Chapter House for a term determined by the Gamma Chapter Executive Council, Gamma Chapter House Corporation Board, and Gamma Phi Beta International Sorority guidelines. Appendix House Rules ARTICLE V AFFILIATION 1

2 Section A member of another Greek-letter chapter of the Sorority who transfers to the University of Wisconsin-Madison may be affiliated by a ¾ vote of the members in good standing of Gamma Chapter. Section The member may be affiliated, provided: a. The chapter which initiated her and any subsequent chapter to which she was affiliated have sent a recommendation for affiliation and a statement affirming her fulfillment of all chapter, international and house corporation board financial obligations. b. College Panhellenic Association and college administration regulations permit affiliation. c. All procedures outlined in the Collegiate Operations Manual have been followed, including payment of affiliation fee of $ d. The Gamma Chapter Affiliation Procedure has been met. ARTICLE VI OFFICERS Section There shall be no officer position discrimination on the basis of his or her race, color, creed other than commitment to the beliefs of the organization, religion, national origin, disability, ancestry, age, sexual orientation, pregnancy, marital status or parental status, or, unless exempt under Title IX, sex. Section The elected offices of the Executive Council of Gamma Chapter shall include: President, Administrative Vice President, Financial Vice President, Member Education Vice President, Membership Vice President, Public Relations Vice President, and Panhellenic Affairs Vice Presidents (2) (NOTE: Executive council will consist of eight (8) voting members: President, AVP, FVP, MEVP, MVP, PRVP, and PAVPs). Other elective offices may include: Activities (2), Assistant Financial Vice President, Assistant Membership Vice President,, Corresponding Secretary, House Manager, Personal and Chapter Enrichment (PACE), Philanthropy, Assistant Philanthropy, New Member Educators (2), Recording Secretary, Ritual, Safety and Wellness, Scholarship, Social (2), In-House Social, Standards, Parliamentarian,, or any other office specified by Gamma Phi Beta Bylaws. Section The term of office shall be one calendar year, January through December. Each officer will receive a transition period from their successor. Section Not later than November 1 st of each year, a nominating committee shall be formed, composed of the chapter advisor and one initiated representative elected by each class. If the new member class has not been initiated by the time the nominating committee begins functioning, its representative shall be elected and serve without a vote. She shall present a list of prospective officers, chosen by the new member class, to the nominating committee prior to the committee meeting. She shall not participate in the committee meetings. 2

3 The nominating committee shall present a list of candidates, one for each office, no later than the first regular meeting in December. Each candidate for an elected office shall be approved by the MRC before election, whether at a regular election time or to fill a vacancy. Section Election Procedure see Election Handouts Section Other offices, as listed in the Chapter Standing Rules shall be filled in a timely manner following annual elections and shall be elected/appointed by the Executive Council. The term of office shall be for one calendar year, January through December. Section In order for a member of Gamma Chapter to be qualified for any of the foregoing offices, she must be in good standing with the chapter and the University. a. In addition, she shall be a full-time University of Wisconsin-Madison student according to university standards in the term of her election and while she holds office and shall attained the scholastic average required for graduation and necessary to achieve good standing. She shall maintain a cumulative 2.5 grade point average in order to remain in office, unless she is granted special permission by the MRC. Section In order to verify the fulfillment of the preceding conditions, each nominee for office shall submit to the Chapter President, on a confidential basis, a statement regarding her academic good standing and scholastic grade point average signed by an appropriate college or university official or her grade report for the relevant academic terms. Section The officers of Gamma chapter shall be installed at the last Chapter meeting of the fall semester and shall assume responsibilities of their office at the start of spring semester. Section Vacancies in all offices shall be filled by following the procedures for regular nominations, elections, and/or appointments. Vacancies shall be filled no later than two weeks after the vacancy occurs. Members filling vacancies shall serve until the next regular annual election or appointment of officers. ARTICLE VII DUTIES OF OFFICERS Section The duties of the officers of Gamma Chapter shall be those that may be provided for in the International Bylaws, Rules and Procedures and as enumerated in the Greek-Letter section of the Collegiate Operations Manual. Section A bylaws revision committee shall be formed by the end of the first full month of the fall term after the International Convention. The parliamentarian-censor, recording secretary and bylaws revision committee shall review and revise chapter bylaws as necessary. The bylaws revision committee shall be comprised of one initiated representative elected by each class. The revised bylaws, if applicable, shall be voted on by the chapter and approved by the MRC on or before December 1 of that year. ARTICLE VIII MEETINGS 3

4 Section Meeting schedules will be determined as followed: a. Regular Chapter meetings shall be held at a time and on a day of the week convenient to the Chapter, as set forth in the Chapter Standing Rules. There shall be at least two business (formal) chapter meetings with ritual per month, with the remainder being one PACE night meeting and one Sisterhood. b. Executive Board meetings shall be held at a time and on a day of the week convenient to the Executive members. c. Department and committee meetings shall be held at a time and on a day of the week as convenient to the Committee, with frequency determined by the chairwoman. Section All meetings, including membership selection, shall be conducted according to parliamentary procedure. Section All members and new members shall be required to attend each meeting and to fulfill the duties assigned to them. Section A majority of members and new members in good standing shall constitute a quorum. Quorum is defined as fifty percent of members in good standing plus one. Only members and new members in good standing may vote or transact chapter business in chapter meetings. Only initiated members in good standing may vote in chapter elections and membership selection meetings. Good standing is defined as having fulfilled all location and international obligations. Section Any initiated member may submit a mentor s note to be the President to be read at Chapter meeting with ritual. The mentor s note shall be a written and unsigned report, which shall be constructive discussion of the attitude of the chapter toward any chapter issue/situation. Only the President, who shall read the report prior to the conclusion of a Chapter meeting, shall know the mentor s name. ARTICLE IX FINANCES Section Chapter and annual international dues shall be payable to the chapter Financial Vice President as stipulated in the Chapter Standing Rules. Chapter dues shall be determined annually by the chapter and shall be based on the chapter budget for the current year. Section Financial obligations not paid by dates stipulated in the chapter standing rules are considered delinquent and may be subject to a late fee or collection by an outside party. Delinquent members not in good standing may not vote at chapter meetings or membership selection meetings until their financial obligations are met. Section Non-resident members shall pay a house fee and guest meal fee as determined by the House Corporation Board. Section The first installment of the membership fee and the international building fund fee shall be paid prior to pledging. 4

5 Section The second installment of the membership fee shall be paid prior to initiation. The purchase of a Gamma Phi Beta badge is a requirement of all prospective members at the time of initiation, unless permission has been granted by the Executive Director, prior to initiation, to wear a relative s badge. Section The local building fund fee shall be paid by the end of the first full semester following the semester in which the member was pledged. Section An affiliation fee, not to exceed $25.00, shall be paid by a member at the time of her affiliation with Gamma Chapter. Section All members planning to study abroad must notify the Financial Vice President in order to be approved for the Gamma Chapter Study Abroad Payment Plan while abroad. Fees shall not exceed $ ARTICLE X SCHOLASTIC QUALIFCATIONS Section Members shall conform to the scholastic qualifications as required by the International Bylaws, Rules and Procedures, Panhellenic Bylaws and the University of Wisconsin-Madison. Section Any member with a semester GPA below a 2.5 (4.0 = A) must meet with the Scholarship Chair to set up a study plan. The study plan would be designed to help the individual organize herself and set some mandatory study hours. Section Scholastic qualifications for pledging in Gamma Chapter are 3.0 cumulative GPA (A = 4.0) from high school and a 2.5 cumulative GPA (A = 4.0) for women already in college. Section Scholastic qualifications for initiation in Gamma Chapter are 2.5 GPA (A = 4.0), which is above the University of Wisconsin-Madison requirement for a student in good standing. Section A new member is required to earn a grade point of 2.8 (4.0 = A) or higher in order to initiate. A new member must obtain a 2.8 (4.0 = A) grade point or higher during the membership educational semester in order to initiate. If a 2.8 (4.0 = A) is not attained at the time, she will have one semester immediately following to obtain a 2.8 (4.0 = a) or higher. If at this time she is unable to obtain a 2.8 (4.0 = A), her membership status will be reassessed. Thus, a new member shall have one year, beginning with her pledging ceremony, to obtain a grade point of 2.8 (4.0 = A) or higher to be initiated. ARTICLE XI DISCIPLINE Section Major infractions of the International Bylaws, Rules and Procedures, Loyalty Pledge, or any other cases deemed necessary shall be handled by the executive council in accordance with the discipline procedures as outlined in the Collegiate Operations Manual. 5

6 Section Minor discipline infractions and social behavior shall be handled by the Standards Chair and the Standards committee set forth in Chapter Standing Rules. Section Gamma Chapter of Gamma Phi Beta Sorority, Inc. shall not tolerate nor participate in any form of hazing. Section All members and new members of Gamma Chapter shall abide by the Chapter Standing Rules and House Rules or face disciplinary action. ARTICLE XII AMENDMENTS Section An amendment shall originate in the regular chapter meeting or executive council meeting. Section The amendment shall be proposed at one regular meeting of the chapter and be voted upon at the next regular meeting. Before it is proposed, it shall be referred to the parliamentarian-censor for the proper wording and for the necessary research to determine that is does not conflict with the International Gamma Phi Beta Bylaws, Rules and Procedures or the University of Wisconsin-Madison regulations. Section These bylaws may be amended by a vote of 2/3 of the members in good standing of Gamma Chapter. Section Bylaw amendments shall be in effect after approval by the MRC. ARTICLE XIII PARLIAMENTARY AUTHORITY The rules contained in Robert s Rules of Order, Newly Revised, shall govern the chapter in all cases to which are applicable and in which they are not inconsistent with the Bylaws and Rules and Procedures of Gamma Phi Beta Sorority, Inc.
