1 EMERGENCY MANAGEMENT COMMITTEE Final Meeting Minutes Saturday, September 9, 2000 Through discussion, participants developed a list of items to be targeted for completion or action in the coming year. The following list highlights those items. 1. Interested persons who signed up to be a part of the Emergency Management Committee s listing is attached. The decision needs to be made by the committee and the professional staff as to where and how this program will be implemented. Once the mailing list is developed, the process needs to begin to provide the members of the listing with WWW sites dealing with emergency management and WMD. 2. The development of the White Paper regarding the importance of Emergency Management needs to be completed and presented to the Board of Directors by the winter meeting of the Board. 3. The Committee needs to write a letter to all the chapter presidents concerning the DOJ Assessment process and to address the issue of public works taking part in the evaluation process, and to make it known we need to be present. 4. With the approval of the chairman, Mark McCain will begin the process of contacting authors and establishing a work program for article submission. The committee needs to develop a method and a chain of command for the development and delivery of trip reports for the various members of the committee and non-committee members acting in the interest of the Emergency Management Committee. 6. The committee needs to develop a working relationship with The National Hurricane Conference planning committee for the purpose of developing a working relationship for increased public works awareness at the annual conference. 7. The committee needs to present to the professional staff a listing of three guaranteed 2001 presentations and additionally to seek out possible other speakers for the 2001 Congress. 8. Develop a publication for sales and distribution to APWA. A possible point of entry would be a WMD checklist, with the assistance of DOJ in the possible funding of the document. 9. Establish a meeting with DOJ and the professional staff of APWA in Washington. Door opener and possible funding relationships. 10. Follow up with FEMA and the discussions of funding for possible projects. 11. Follow up with a letter from APWA to FEMA encouraging combination of the two Debris Management working sessions into one session that FEMA and APWA personnel are together for the training. 12. Finalize the Business Plan for Review the possibility of doing a Click/Listen/Learn Internet conference dealing with Emergency Management issues. 14. Develop a calendar of events for the Committee for the 2001-year and pass out to the committee and others working in the group. Emergency Management Meeting Minutes page 2
3 15. Look at the possibility of doing an ENNET satellite conference program from FEMA/NETC with the funding backbone of a private sector company. 16. Development a Committee awareness letter to the Chapters asking how the Committee may be of assistance in meeting the needs of the various organizations. 17. Address the issue of integrating services from the Emergency Management Committee to the other organizations within APWA. Such an example is Solid Waste Management. 18. Look at the possibility of doing a Pre-Congress one day work session dealing with WMD or Emergency Management with the fees being picked up by a third party. 19. Develop a solid relationship with IZOIC in the development of the Internet program. Mark McCain to follow up with Peter with a letter in the serving on the advisory committee. 20. Schedule the conference calls, to include others with interest in the committee. 21. Re-evaluate the membership of the committee and see if non-involved persons should be replaced with people who have interest in serving and working. 22. Develop a listing of others in APWA who are willing to work with the existing committee. 23. Look at the relationship of the Committee with the Rebuild America program and how we fit into the post disaster recovery process. 24. Look at possible linking with ICMA in joint Emergency Management programs. 25. Define and respond to the needs of the Solid Waste Committee and how we can work together. 26. Follow up with the Natural Hazards Center in Colorado and look at possible joint ventures. 27. Facilitate a 2001 Congress Chat Room discussion. 28. Facilitate a 2001 Congress Round Table discussion during lunch on Tuesday. 29. Complete the process of approving the articles concepts for implementation by MHMc.
