Box 1580, Marina, Lagos, Tel: , Website: 10 December COUNCIL ELECTION CALL FOR NOMINATIONS The Institute of Chartered Accountants of Nigeria has declared Eight (8) vacancies for the 2016 Council election as follows: Five (5) members in the Members in practice category (Group A): 1. SUNDAY ABAYOMI BAMMEKE (MR) 2. UCHENNA IFESINACHI EROBU (MRS) 3. COMFORT OLUJUMOKE EYITAYO (MRS) 4. NNAMDI A. OKWUADIGBO (MAZI) 5. HART WAHAB ODAFEN OZOYA (MR) Three (3) members in the Members not in practice category (Group B): 1. CHIDI ONYEUKWU AJAEGBU (MR)* IPP; 2. ONOME JOY OLAOLU-ADEWUYI (MRS) 3. OYEMOLU OLUGBENGA AKINSULIRE (CHIEF) * The retiring members are eligible for re-election with the exception of the Immediate Past President (IPP) who will retire after his tenure in that offic Nominations are hereby invited to fill these Eight (8) Vacancies at the next Annual General Meeting. Nominations start 10 December 2015 and end 11 February Members seeking election or presenting nominees should have fulfilled all financial and MCPE obligations to the Institute, and must have completed their profile update, as failure in these regards will result in outright disqualification. Members are required to forward the names of their nominees together with the nominees written consent to reach this office between Thursday 10 December 2015 and Thursday 11 February 2016.

2 In order to guide members in voting for candidates for the election, Council has requested each candidate for election to attach to his/her written consent, his/her particulars in the prescribed form, attached herewith, and a copy of his/her recent passport photograph. Your co-operation in this regard will be highly appreciate Eligible member, contesting for Council elections, must: i. pay his/her annual subscription for 2015 on or before 31 March 2016; ii. satisfy MCPE requirement of 90 credit hours for the last three years i ; iii. update his/her profile on or before 06 May GENERAL REGULATIONS FOR ELECTIONS 1. Campaigns for election are not allowe While it is recognized that subtle campaigns cannot be entirely eliminated, any unethical solicitation of votes is prohibite Such unethical campaign tactics include but are not limited to: i. Unsolicited text messages sent to members by contestants or other Members on behalf of Contestants to Council Elections; ii. Defamatory text messages against other contestants; iii. Visits to District Societies for campaign purposes; iv. Working in groups or alliances to solicit for votes or to discredit other contestants; v. Open discussions on elections or soliciting for votes at committees and District society meetings; vi. Payment of outstanding subscriptions by contestants for other members during the election perio ETHICS, RULES AND REGULATIONS GUIDING THE ELECTION The Bye-Law for ICAN Council Elections sets out the Ethics, Rules, Regulations and Sanctions to be observed by contestants in the conduct of the Institute s Council Elections, as approved by the ECC on behalf of Council on 09 December Every ELIGIBLE MEMBER who is seeking election/re-election is PROHIBITED in that year of election directly from:- (a) (b) (c) (d) (e) Making donations to District Societies or Zonal conferences organised by District Societies. Acting as facilitators or panel discussants or sponsoring any functions or activities organised by the District Societies. Production and distribution of handbills, calendars, flyers and complimentary cards to individuals or groups during the Institute s functions. Paying visits to District Societies for sitting Council members. Canvassing for votes at the Institute s functions/or office to office campaigns. 2

3 (f) (g) (h) Sending text messages and s to members even during festive periods in the year of election. Receiving undue reference/recognition at the Institute s functions. Offering any form of financial inducement including assisting in payment of annual subscription during election years. 2. Members, whether seeking election/re-election or not, shall not solicit/canvass for votes on behalf of the contestants using any of the methods in 1(a) to 1(h) abov Electoral Matters Committee shall investigate any act or activity which in its opinion could be perceived as patronizing or compromising the ethics, rules and regulations of the election on its merits. 3. SANCTIONS: A breach of any of the rules hereinbefore set out will attract either or all of the following sanctions; i. Nullification of votes and the declaration of the next candidate with the highest number of votes as the winner. ii. Suspension from future elections for five (5) years iii. Even after declaration of results, candidates found liable shall have their elections nullified and the candidate with the next highest vote in that category will be declared the winner and sworn in. DEFINITIONS (a) The year of election is the period between the end of every annual general meeting to the next annual general meeting. (b) Eligibility of a member to be voted for are defined as follows: i. A member with record of 90 MCPE credit hours for three (3) years including the year of election is eligible to be voted for; ii. A member who had paid Subscription up to 31 st March of the year of election for the year preceding the election can be voted for; iii. A member that had updated his/her profile on-line in the Institute s Data base during the year of Election can be voted for. Rule: 15 a) Election of members to fill vacancies on the Council of the Institute shall be held annually at the Annual General Meeting. b) Registered Accountants can vote but they cannot be voted for. c) Any member wishing to nominate a member or members for election to the Council shall notify the Registrar/Chief Executive in writing accompanied by the nominee s consent in writing of his intention to do so not later than Thursday 11 February d) No member shall be allowed to nominate himself as a candidate for election. 3

4 e) Each candidate for election shall be sponsored by at least two members. f) A retiring member shall be eligible for re-election in like manner except the Immediate Past President (IPP) who will retire after his tenure in that offic g) At least two weeks before the date fixed for the Annual General meeting, the Registrar shall send electronically (by and SMS) to each member, a special PIN Code and through the e-voting portal, an electronic ballot paper containing a list of Members who have been duly nominated for each election to the Council requesting him/her to vote electronically for Members whom he/she intends to cast his/her votes for. Every voting member shall endeavour to exercise his full voting rights and a member may vote for himself, but votes may not be cast by proxy. A member shall not be allowed to vote twic h) The President, the Registrar/Chief Executive and the Chairman of the Body of Scrutineers would simultaneously login their individual passwords to declare open the evoting portal on Tuesday 10 May This same group would after the 14 days allotted for voting i. on Tuesday 24 May 2016 declare the e-voting closed and shut down the e-voting portal. Five Scrutineers would generate the report from the e-voting portal, the votes obtained by each candidate shall be recorded and enclosed in a sealed envelope to be opened and presented at the Annual General meeting. At the opening and closing of the voting portal, any interested member may be allowed to witness the ceremony. Please find below the nomination form. ROTIMI A. ETHICAL CODES It was observed that some members deployed unethical campaign tactics for elections into Council such that some members ganged up against others by forming alliances to discredit other contestants. While it was recognized that subtle campaigns could not entirely be eliminated, unethical campaign tactics are not condoned by the Institut Such unethical campaign tactics include but were not limited to: Unsolicited text messages sent to members by contestants or other Members on behalf of Contestants.
