Self introductions and confirmation of contact information Committee Members present Bleys Rose Ted Walker Jeanne Fernandes Frank Anderson Linda Maloney (arrived 7:30) Elaine Carlson Jim Walton Others (non voting) Keller McDonald, Superintendent 2. Reviewed formation of Measure I CBOC by District Board of Trustees 3. Reviewed Duties and Functions of Measure I CBOC adopted by District Board of Trustees a. Oversight duties b. Measure I CBOC website c. Meeting schedule 4. Officers were elected for terms through February 2013 a. Chair: Ted Walker (Motion Rose Second Fernandes APPROVED 6 0) b. Vice Chair: Bleys Rose (Motion Walker Second Fernendes APPROVED 6 0) c. Secretary: Keller McDonald volunteered to be secretary as non voting guest 5. Committee agreed by consensus to all serve the first two year term through February 2013, then have School Board appoint staggered terms in the next appointment cycle so that there are four two year terms and three one year terms Chair Walker facilitated the remainder of the meeting: 6. Superintendent McDonald recapped the Measure I events and timeline from the November 2010 general election to present a. District will create CBOC website and issue District addresses to Committee Members b. District will work with Sonoma West to get newspaper coverage of CBOC website c. Committee wants to be advised of what is being considered and decided by School Board regarding Measure I facility projects i. Committee will be added to School Board meeting agenda distribution list

Superintendent McDonald presented for the Committee s review the projects approved by District Board of Trustees from November 2010 through December 31, Superintendent McDonald presented for the Committee s review the expenditures approved by the District from November 2010 through December 21, Committee reviewed the annual independent audit (July 1, 2010 through June 30, 2011) commissioned by the District 10. Committee reviewed the report of expenditures and independent financial and performance audit for Measure I projects for the fiscal year from July 1, 2012 through June 30, 3011 and approved the following Measure I CBOC Annual Report (Motion Anderson Second Maloney APPROVED 7 0): The District properly expended revenues generated from Measure I bond sales for school construction projects appropriate to the language of Measure I approved by the voters in November 2012, and used no Measure I funds for any teacher or administrative salaries or other school operating expenses. 11. Committee approved the following Annual Statement of Compliance (Motion Fernandes Second Walton APPROVED 7 0): The District is in compliance with Section 1(b)(3) of Article XIIIA of the California Constitution for the fiscal year from July 1, 2012 through June 30, Committee agreed by consensus to meet quarterly, and set the next meeting for Tuesday, June 12, 2012 at the District Office conference room 13. 5 WEST SONOMA COUNTY UNION HIGH SCHOOL DISTRICT ANNUAL REPORT TO BOARD OF TRUSTEES FROM MEASURE I CITIZENS BOND OVERSIGHT COMMITTEE Presented at the School Board meeting on March 7, 2012 Summary: At the regular meeting of the WSCUHSD Board of Trustees on March 7, 2012, Ted Walker, Chair of the Measure I Citizens Bond Oversight Committee, reported to the Board on the activities of the Committee. Supporting documentation, such as the annual audit report and list of vendor/contractor expenditures upon which the Committee based its findings, is available to the public upon request. The School Board took action to receive the Measure I Citizens Bond Oversight Committee Annual Report and Annual Statement of Compliance. Background Information: Measure I was passed by the voters on the November 2, 2010 ballot under the terms of California Constitution Article XIII, which was amended by Proposition 39 to permit school districts to issue general obligation bonds with a 55% vote. Under Proposition 39, the District is obligated to meet certain accountability requirements in managing the Measure I bond program. One requirement of Proposition 39 is the formation of a Citizens Bond Oversight Committee within 60 days of certification of the election results. The Committee must have at least 7 members, representing a specific slate of constituencies. No employee or officer of the District may serve on the Committee, nor may any vendor, contractor or consultant of the District serve on the Committee (Education Code Section 15278). The general purpose of the Committee is to inform the public concerning the expenditure of bond revenues. The Committee is dissolved after all funds generated by bond sales approved by the voters in the related election have been spent. The specific Committee functions are to: 1. Actively review and report on the proper expenditure of taxpayers money for school construction. 2. Advise the public as to whether the District is in compliance with the Section 1(b)(3) of Article XIIIA of the California Constitution. 3. Provide oversight for both of the following: a. Ensuring that bond revenues are expended only for the purposes described in Article XIIIA, Section 1(b)(3), and b. Ensuring that no funds are used for any teacher or administrative salaries or other school operating expenses. 4. Issue regular reports on the results of activities, at least once a year. In January 2011, the District sent letters to numerous organizations and had a notice in the newspaper to solicit applications from residents of the District interested in serving on the Measure I Citizens Bond Oversight Committee. In February 2011, the Board selected and appointed these Committee members to two-year terms: Bleys Rose - business community Jeanne Fernandes - senior citizens organization
6 Frank Anderson - taxpayers organization Linda Maloney - parent or guardian of a child enrolled in the district Elaine Carlson - parent or guardian of a child enrolled in the district and active in a parent-teacher organization Ted Walker - member at-large Jim Walton member at-large The Measure I Citizens Bond Oversight Committee met on Tuesday, February 27 at 7:00 pm at the District Office. The Superintendent reviewed the purpose and duties of the Committee. Committee members advised the Superintendent regarding the information they wish to be provided regarding Measure I projects and related Board actions. Committee members recommended information to post on the Measure I Citizens Bond Oversight Committee website, which the District is required to create and maintain while the Committee is functioning. Information to be posted on the Measure I Citizen s Bond Oversight Committee will include Committee contact information, meeting agendas and minutes, School Board meeting agenda items that pertain to Measure I, annual audit report, lists of vendor/contractor expenditures of Measure I funds, and other supporting documents reviewed by the Committee and available to the public. The Committee elected Ted Walker, Chair and Bleys Rose, Vice-Chair. The Committee reviewed a list of expenditures from Measure I Bond funds to ensure funds were properly spent and that no funds were used for teacher or administrative salaries or other school operating expenses. The Committee reviewed the annual independent financial audit and the annual independent performance audit for the fiscal year July 1, 2010 through June 30, The Committee approved the following Annual Report: The District properly expended revenues generated from Measure I bond sales for school construction projects appropriate to the language of Measure I approved by the voters in November 2010, and used no Measure I funds for any teacher or administrative salaries or other school operating expenses. The Committee approved the following Annual Statement of Compliance: The District is in compliance with Section 1(b)(3) of Article XIIIA of the California Constitution for the fiscal year from July 1, 2012 through June 30, The Committee agreed to meet quarterly to review Measure I expenditures and information. The Committee will next meet on Tuesday, June 12, 2012 at 7:00 pm at the District Office. Additional Recommendations: It was recommended that the Board consider the benefits of paying a Project Manager or Construction Manager to facilitate Measure I projects. It was also recommended that the District look into the possibility of using bond funds to pay for solar project maintenance and upkeep.
