When a new dsablty or penson clam s approved the veteran receves a monthly check and a llmpsun retroactve check for all payments back to the date that the clam was ntally submtted. The retroactve lumpsum payments, as well as the new monthly benefts to be pad are now estmated tobe $1. l bllon more than antcpated. Absent ths adjustment, r there would be nsuffcent funds n Septe111ber to pay the.benefts of 2.5 mllon veterans. 1bs request draws attenton to a requrement for legslatve acton. Accordngly, the On-Lne Rul~makng Management E-Government ntatve (OLRM) s focused on creatng a smple webr-based tool for vewng and commentng on proposed regulatons. The potental beneft to ctzens and busnesses n ths area s dramatc. A recent E-Govemment survey by the Pew Fou*daton showed that 23 mllon Amercans used the nternet to comment on proposed government rules, regulatons, and polces n The purpose of ths memorandum s to advse agency heads of our ntenton to cons:oldate redundant T systems relatng to the Presdents on-lne rulemakng ntatve. Redl!mdant systems make t dffcult to fnd and comment on the large number of proposed regulatons-and create performance gaps n the form of reduced customer servce and lead to dupl~catve spendng. Consoldatng technology nvestments wll better serve ctzens by decreasng exstng slands of automaton and mnmzng government costs. Pursuant to Secton 5113 of the Clnger-Cohen Act of 1996, OMB s requred to evaluate nfortnaton resources management practces of the executve agences wth respect to the performance and results of nformaton technology nvestments. OMB has already dentfed several potentally redundant systems across the federal government that relate to the rulemakng process. n some cases, these systems may have purposes other than regulatory development; ths ntatve focuses on the regulatory development process. " 5 More recehtly, Davd M. Walker, Comptroller General of the Unted States, testfed:. GPOs monopoly-lke role n provdng prntng servces perpetuates neffcency because t permts GPO to be nsulated frommarket forces and does not provde ncentves to mprove operato:ns that wll ensure qualty servces at compettve prces. Taxpayers tend to beneft most from open competton, rather than government monopoles. Agences must use the lsted OMB Functon Codes n ther June 2002 submsson, unless a devaton s approved, n advance, by OMB. 3. A lst of OMB Functon Code defntons developed by the Department of Defense s provded for agency use on the OMB webste. Cvlan agences may use these defntons or may talor them to reflect ther ndvdual mssons and requrements.
