While this office will attempt to assist with informational items, this booklet is provided with the understanding that the City Clerk's Office personnel cannot render legal, financial, or other professional advice. Please note that all original signed documents must be filed, within the deadlines noted in the statutes, at the City Clerk's Office located at Bullhead City Hall, 2355 Trane Road, Bullhead City, Arizona. Candidates are encouraged to refer to the Arizona State Constitution, Arizona Revised Statutes, and the Bullhead City Municipal Code for legal requirements petiaining to candidates for elective office. 3 CANDIDATE INFORMATION Qualifications A candidate for city office must meet the following qualifications as set forth in ARS 9-232: be eighteen (18) years of age or older at the time of filing nomination papers. be a qualified elector+ of the City of Bullhead City at the time of filing nomination papers. have resided in the City of Bullhead City for at least one year as of August 30, be cunent and paid in full on any campaign finance violation fines, penalties or judgments. A "qualified elector" is a person who lives in Bullhead City and is currently a registered voter. Clark Councilmember Jeny Duvall Tami Ring Sheila Shutts *Honorarium set through the Bullhead City Council by ordinance Signature Requirements The nonpartisan nomination petition must contain the signatures of not less than five percent (5%) nor more than ten percent (10%) of the total number of valid ballots cast for Mayor at the last preceding General Municipal Election (November 2014). The required number of signatures to qualify for the 2016 Primary Election ballot is no less than 357 valid signatures and no more than 714 valid signatures. Majority to Elect in Primary Election Any candidate who receives, in the Primary Election (August 30, 20 16), a majority of votes of all the ballots cast (50% + 1 ), will be declared elected to the office for which he/she is a candidate, as of the date of the General Election (November 8, 20 16). If more candidates receive a majority of votes of all the ballots cast than there are offices to be filled, those candidates, equal to the number of offices to be filled and receiving the highest number of votes, shall be declared elected.

4 CANDIDATE FILING INFORMATION Nonpartisan Nomination Paper This is a combined form including an Affidavit of Qualification and a Campaign Finance Statement. The Nomination Paper must be notarized and contain basic information about the candidate. The Affidavit of Qualification includes sufficient information to indicate that the person will be qualified to hold the office. The Campaign Finance Statement portion includes a statement indicating that the candidate has read all applicable laws relating to campaign finance and reporting. Nonpartisan Nomination Petitions A Nonpmtisan Nomination Petition is signed by qualified electors who support the nomination of the individual whose name appears in the certificate portion. Only those persons who are qualified electors of the State of Arizona and the City of Bullhead City may sign a nomination petition. A person may sign a nomination petition for only one candidate for each office. For this election, an individual may sign up to four ( 4) nomination petitions for City Councilmember. The petition circulator must be qualified to register to vote in the State of Arizona. Each petition must be signed by the circulator who circulated that petition. The circulator's name shall be typed or printed under his/her signature. The circulator shall verify that, in his/her belief, each signer was a qualified elector who resides at the address given as the signer's residence on the date indicated. Financial Disclosure Statement A Financial Disclosure Statement must be filed by any candidate for public office. The statement shall cover the preceding twelve-month period and shall be filed at the time of filing the Nomination Paper and Nonpartisan Nomination Petitions. 6 CAMPAIGN FINANCE INFORMATION State law requires candidates to account for all monies or things of value received and expended by them, their campaign committee or individuals on behalf of a person' s candidacy for public office. State statutes do not limit the dollar amount a candidate can spend during the campaign. Campaign contributions are limited pursuant to state law. NOTICE: REGISTRATION OF POLITICAL COMMITTEES Candidates who anticipate spending or receiving contributions of more than $500 must file a Political Committee Statement of Organization. Candidates who anticipate spending or receiving contributions less than $500 must file a $500 Threshold Exemption Statement BEFORE: Circulating Nomination Petitions Distributing Campaign Literature Receiving or Expending Money Each candidate who intends to receive contributions or make expenditures of more than $500 in connection with a campaign for office shall designate in writing a political committee to serve as the candidate's campaign committee. The candidate shall make the designation by filing a Statement of Organization before making any expenditure, accepting any contributions, distributing any campaign literature, or circulating nomination petitions. Each candidate who intends to receive contributions or make expenditures less than $500 must sign a $500 Threshold Exemption Statement. As long as a statement has been signed and the candidate does not receive contributions or make expenditures of more than $500 during an election cycle, the candidate does not need to file a Statement of Organization or any other campaign finance forms. However, if the candidate later receives or expends more than $500, a Statement of Organization must be filed with the City Clerk within five (5) business days. Campaign Contribution Limits Pursuant to ARS (H) campaign contribution limits are adjusted by a percentage change in the consumer price index and published by the Secretary of State's Office. Please refer to Arizona Revised Statutes (ARS ) regarding contribution limitations and the Arizona Secretary of State's website ( under "Campaign Contribution Limits" for the current limits.

8 CITY OF BULLHEAD CITY MUNICIPAL CODE Political and Campaign Signs A. Political and campaign signs on behalf of candidates for public office or measures on primary, general or special election ballots shall be permitted in any zoning district. 1. Said signs shall be subject to the regulations set forth below: a. Each sign shall not exceed thirty-two square feet in area. b. The signs shall be removed within fifteen days following the close of the polls. The person, political party or parties responsible for the erection or distribution of any such signs shall be jointly and individually liable for their removal. c. The sign shall not constitute a traffic hazard and shall not be allowed within the public right-of-way, on a street light pole, traffic signal pole, or utility pole. d. The sign may be placed on private propetiy only with the owner's written permission. (Ord. No I, ; Ord. 9 Political signs; printed materials; tampering; classification A. It is a class 2 misdemeanor for any person to knowingly remove, alter, deface or cover any political sign of any candidate for public office or knowingly remove, alter or deface any political mailers, handouts, flyers or other printed materials of a candidate that are delivered by hand to a residence for the period commencing forty-five days before a primary election and ending seven days after the general election. B. This section does not apply to the removal, alteration, defacing or covering of a political sign or other printed materials by the candidate or the authorized agent of the candidate in support of whose election the sign or materials were placed, by the owner or authorized agent of the owner of private property on which such signs or printed materials are placed with or without permission of the owner or placed in violation of state law or county, city or town ordinance or regulation. C. Notwithstanding any other statute, ordinance or regulation, a city, town or county of this state shall not remove, alter, deface or cover any political sign if the following conditions are met: 1. The sign is placed in a public right-of-way that is owned or controlled by that jurisdiction. 2. The sign supports or opposes a candidate for public office or it supports or opposes a ballot measure. 3. The sign is not placed in a location that is hazardous to public safety, obstructs clear vision in the area or interferes with the requirements of the Americans with disabilities act (42 United States Code sections through and 47 United States Code sections 225 and 611). 4. The sign has a maximum area of sixteen square feet, if the sign is located in an area zoned for residential use, or a maximum area of thirty-two square feet if the sign is located in any other area. 5. The sign contains the name and telephone number or website address of the candidate or campaign committee contact person. D. If the city, town or county deems that the placement of a political sign constitutes an emergency, the jurisdiction may immediately relocate the sign. The jurisdiction shall notify the candidate or campaign committee that placed the sign within twentyfour hours after the relocation. If a sign is placed in violation of subsection C and the placement is not deemed to constitute an emergency, the city, town or county may notify the candidate or campaign committee that placed the sign of the violation. If the sign remains in violation at least twenty-four hours after the jurisdiction notified the candidate or campaign committee, the jurisdiction may remove the sign. The jurisdiction shall contact the candidate or campaign committee contact and shall retain the sign for at least ten business days to allow the candidate or campaign committee to retrieve the sign without penalty. E. A city, town or county employee acting within the scope of the employee's employment is not liable for an injury caused by the failure to remove a sign pursuant to subsection D unless the employee intended to cause injury or was grossly negligent. F. Subsection C does not apply to commercial tourism, commercial resort and hotel sign free zones as those zones are designated by municipalities. The total area of those zones shall not be larger than three square miles, and each zone shall be identified as a specific contiguous area where, by resolution of the municipal governing body, the municipality has determined that based on a predominance of commercial tourism, resort and hotel uses within the zone the placement of political signs within the rights-of-way in the zone will detract from the scenic and aesthetic appeal of the area within the zone and deter its appeal to tourists. Not more than two zones may be identified within a municipality. G. A city, town or county may prohibit the installation of a sign on any structure owned by the jurisdiction. H. Subsection C applies only during the period commencing sixty days before a primary election and ending fifteen days after the general election, except that for a sign for a candidate in a pnmary election who does not advance to the general election, the period ends fifteen days after the primary election. 11 WRITE IN CANDIDATES State election law allows an individual to file as a write-in candidate for an elective office by filing a Nomination Paper with the City Clerk's office, no later than 5:00p.m., 40 days prior to the election. Last day to file as a write-in candidate for the Primary Election is Thursday, July 21, Last day to file as a write-in candidate for the General Election is Thursday, September 29, Write-in candidates are not required to file nomination petitions; however, all other candidate nomination papers must be filed by write-in candidates.
