1 DRAFT COPY- NOT APPROVED CITY OF RADCLIFF 411 West Lincoln Trail Blvd Radcliff, Kentucky June 19, 2012 The regular meeting of the Radcliff City Council was convened at 6:30 p.m., Tuesday, June 19, Mayor J.J. Duvall presided. Radcliff City Council members and staff present were as follows: Barbara Baker...Present Jack Holland...Present Stan Holmes Present Edward Palmer Sr.....Absent Don Shaw.... Present Don Yates Present Staff Present: Michael Pike, City Attorney; Ashley Russo, City Clerk. The Pledge of Allegiance was given by the Radcliff Revolution, U-13 Soccer League, and the invocation was given by Bruce McGee. A motion was made by Councilman Yates and seconded by Councilman Holland to adopt the minutes of the meeting of May 15, May 31, and June 11, Voice Vote All in Favor- Motion Carried INFORMATIONAL/DISCUSSION/UPDATE ITEMS Mayor Duvall presented Johannasburg Boulware, Boulware Construction, with a Certificate of Appreciation for his support and donation to Radcliff s Summer Blast event. Nannette Johnson came before the City Council and spoke on the YMCA and asked the Radcliff City Council to enter into a partnership with the surrounding communities in order to try and bring a YMCA to the area. Mayor Duvall presented Diane Lear and Julie Ford with Certificates of Appreciation for volunteering their time to the Jr. Miss Radcliff and Miss Radcliff pageants. Bruce McGee came before the City Council and spoke about the Radcliff Revolution soccer team. He spoke about how they worked hard and tried to bring home the National Title for their division. The soccer team and coaches then presented their State trophy to Mayor Duvall, as well as, a jersey with his name on the back. PUBLIC COMMENTS Aundra Lett-Jackson came before the City Council and spoke about how she spent much of her time serving others and helping them by delivering meals for over 22 years. She said it is a hardship and asked for any donations or help but said the service was essential to the community and she would continue to do it as long as she was able. Bruce McGee came before the City Council and said he was an avid supporter of the YMCA but he

2 was concerned with how the main focus of the location being on Elizabethtown. OLD BUSINESS Mike Pike gave the second reading of An Ordinance Amending the City of Radcliff, Kentucky Annual Budget for the Fiscal Year July 1, 2011 through June 30, 2012, by Estimating Revenues and Resources and Appropriating Funds for the Operation of the City Government. Mayor Duvall asked a letter be read from City Councilman Edward Palmer, who was out of town which read, Let me start by apologizing to the Mayor, my colleagues, and the citizens of Radcliff for not being able to be with you, as you have the second and final reading of the City Budget. I want to go on record commenting on the unity, commitment, and dedication to which this council, the Mayor and Department Managers worked to bring before the citizens of Radcliff, not only a balanced budget but one that aggressively moves our City forward, without raising taxes. Because of the savings made throughout the previous budget year, we are able to make capital purchases in the form of police vehicles and a new fire truck with current expected revenue streams. 3 Mike Pike gave the second reading of An An Ordinance Amending the City of Radcliff, Kentucky Classification and Compensation (Pay) Plan, Section Employee Strength Table A motion was made by Councilman Yates and seconded by Councilman Shaw to adopt such NEW BUSINESS Councilman Holmes introduced An Ordinance of the City Council of the City of Radcliff, Kentucky Approving a Lease with Fifth Third Bank for the Financing of Public Projects in the Aggregate Principal Amount of $755,000; Providing for the Payment and Security of the Lease and Deposits to a Sinking Fund as Security for the Lease; Authorizing the Execution of Various Documents Related to Such Lease; and Making Certain Designations Regarding Such Lease. Mike Pike gave the first Reading. A motion was made by Councilman Holland and seconded by Councilwoman Baker to approve the bid from D & J Tree Service for Limb Pick-Up in the City of Radcliff for the term of one year in the amount of $67, A motion was made by Councilman Shaw and seconded by Councilman Yates to declare a 1997 Ford Taurus Vin# , Panasonic DPC Model Copier, and a 2001 Model 580 M Backhoe Serial #JJG as surplus property and to dispose of accordingly. A motion was made by Councilman Holland and seconded by Councilwoman Baker to reappoint Marvin Logsdon and Martin High to the Forestry Board with a term beginning 7/1/2012 and ending 6/30/2015

4 A motion was made by Councilman Holmes and seconded by Councilman Yates to appoint Dan Shaw to the Forestry Board to fill the unexpired term of Robert Enyart with a term beginning 7/1/2012 and ending 6/30/2013. A motion was made by Councilman Yates and seconded by Councilman Holland to re-appoint Alonzo Jones to the Board of Adjustments with a term beginning 7/1/2012 and ending 6/30/2016. A motion was made by Councilwoman Baker and seconded by Councilman Holmes to re-appoint Kim Thompson to the Planning Commission with a term beginning 7/1/2012 and ending 6/30/2016. A motion was made by Councilman Holmes and seconded by Councilman Holland to approve the Policy and Procedure Changes for the Radcliff Police Department. MAYOR/COUNCIL COMMENTS: Mayor Duvall discussed the upcoming Summer Blast events planned for June 22 and June 23, Councilman Holland said his church was still doing the Feed the Hungry program. He also mentioned he had been honored to attend the police academy graduation in Richmond. Councilman Holmes reminded people if they see something going on (ie: theft, vandalism) they need

5 to contact the Police Department. Councilman Shaw spoke about how we do need a YMCA within our community. A motion was made by Councilwoman Baker and seconded by Councilman Yates to adjourn. Voice Vote All in Favor- Motion Carried James S. Duvall, Jr., Mayor Ashley Russo, City Clerk
