5 Muskegon County Board of Commissioners September 27, Full Board Meeting 4:00 p.m ADOPT THE ATTACHED FY2017 COUNTY OF MUSKEGON APPROPRIATION ORDINANCE INCLUDING THE ATTACHED BUDGET AMENDMENTS (AS REVISED), FY2017 POSITION CHANGES, FY2017 EQUIPMENT ITEMS AND FY2017 CAPITAL PROJECTS, WHICH COLLECTIVELY REPRESENT THE IMPLEMENTATION OF THE COUNTY OF MUSKEGON S FY2017 OPERATING BUDGET WM16/09-132d The Ways and Means Committee recommends, moved by Commissioner Nash, seconded by Commissioner Hughes, to adopt the attached FY2017 County of Muskegon Appropriation Ordinance including the attached Budget Amendments (as revised), FY2017 Position Changes, FY2017 Equipment Items and FY2017 Capital Projects, which collectively represent the implementation of the County of Muskegon s FY2017 Operating Budget. A THREE (3) YEAR CONTRACT IN THE AMOUNT OF $29,970, THREE (3) PAYMENTS OF $9,990 PER YEAR, TO PROVIDE IBNR ACTUARIAL ANALYSIS OF MUSKEGON COUNTY CLAIMS AND ALLOCATED CLAIMS ADJUSTMENT EXPENSES WM16/ The Ways and Means Committee recommends, moved by Commissioner Nash, seconded by Commissioner Hughes, to authorize the Human Resources Department to award Oliver Wyman Actuarial Consulting Inc. a three (3) year contract in the amount of $29,970, three (3) payments of $9,990 per year, to provide IBNR actuarial analysis of Muskegon County claims and allocated claims adjustment expenses. Sabo No: None Motion Carried AUTHORIZE THE PUBLIC DEFENDER S OFFICE TO OFFER SIX CONTRACTS TO PRIVATE PRACTICE ATTORNEYS TO REPRESENT PARENTS AND CHILDREN ON NEGLECT/ABUSE AND DELINQUENCY CASES IN FAMILY COURT FOR THE FISCAL YEAR BEGINNING ON OCTOBER 1, 2016, AND ENDING ON SEPTEMBER 30, THERE WILL BE THREE CONTRACTS FOR $27,000 EACH AND THREE CONTRACTS FOR $20,000 EACH FOR A TOTAL CONTRACT EXPENDITURE OF $141,000 WM16/ The Ways and Means Committee recommends, moved by Commissioner Nash, seconded by Commissioner Hughes, to authorize the Public Defender s Office to offer six contracts to private practice attorneys to represent parents and children on neglect/abuse and delinquency cases in Family Court for the fiscal year beginning on October 1, 2016, and ending on September 30, There will be three contracts for $27,000 each and three contracts for $20,000 each for a total contract expenditure of $141,000. 8 Muskegon County Board of Commissioners September 27, Full Board Meeting 4:00 p.m. CHAIRMAN S REPORT/COMMITTEE LIAISON REPORTS Chairman Sabo noted that applications are being accepted through October 20, 2016for the Department of Health and Human Services (DHHS) Board vacancy. (Application attached) Chairman Sabo reminded everyone that October 8th will be the 21st Annual Pumpkin Fest in Downtown City of Montague. (For more information, go to: Chairman Sabo announced the return of the Depot-to-Depot Fall Color Tour taking place October 8 th, 15 th, 22 nd, & 29 th. (For more information, go to: ADMINISTRATOR S REPORT AUTHORIZE MUSKEGON COUNTY UNION MEMBERS, IN ACCORDANCE WITH THE LETTERS OF ADDENDUM, AND NON-BARGAINING EMPLOYEE CLASS DESIGNATION OF BD, DH, MH, NC, ND, NF, NH, NT, NU, NV, NW, NX, SH, WH, XF, XH, XT, XU, XV, AND XW A ONE PERCENT (1%) ACROSS THE BOARD WAGE INCREASE EFFECTIVE THE FIRST FULL PAY PERIOD FOLLOWING OCTOBER 1, 2016 The Administrator recommends, moved by Commissioner Nash, seconded by Commissioner Hughes, to authorize Muskegon County union members, in accordance with the Letters of Addendum, and non-bargaining employee class designation of BD, DH, MH, NC, ND, NF, NH, NT, NU, NV, NW, NX, SH, WH, XF, XH, XT, XU, XV, and XW a one percent (1%) across the board wage increase effective the first full pay period following October 1, Administrator Eisenbarth noted that Kristen Wade and Beth Dick worked with the Union under our current financial difficulties. 9 Muskegon County Board of Commissioners September 27, Full Board Meeting 4:00 p.m AUTHORIZE THE TRANSFER OF THE ADMINISTRATIVE AUTHORITY OF THE MUSKEGON COUNTY JUVENILE TRANSITION CENTER FROM THE MUSKEGON COUNTY BOARD OF COMMISSIONERS TO THE FAMILY COURT EFFECTIVE SEPTEMBER 27, 2016 The Administrator recommends, moved by Commissioner Hughes, seconded by Commissioner Lohman, to authorize the transfer of the administrative authority of the Muskegon County Juvenile Transition Center from the Muskegon County Board of Commissioners to the Family Court effective September 27, Roll Call: Yes: Benjamin E. Sabo No: None Motion Carried APPOINT THE CURRENT PROGRAM COORDINATOR, LINDSAY NELSON, AS THE INTERIM SUPERINTENDENT/CLINICAL DIRECTOR AND SERVE AS THE CHIEF ADMINISTRATOR OF THE MUSKEGON COUNTY JUVENILE TRANSITION CENTER EFFECTIVE OCTOBER 1, 2016 UNTIL THE NEW SUPERINTENDNET/CLINICAL DIRECTOR CAN BE APPOINTED; AND REIMBURSE MS. NELSON AT THE APPROPRIATE SUPERINTENDENT/ CLINICAL DIRECTOR RATE (NX330) WHILE PERFORMING THIS FUNCTION The Administrator recommends, moved by Vice Chair Cross, seconded by Commissioner Mahoney, to appoint the current Program Coordinator, Lindsay Nelson, as the Interim Superintendent/Clinical Director and serve as the Chief Administrator of the Muskegon County Juvenile Transition Center effective October 1, 2016 until the new Superintendent/Clinical Director can be appointed; and reimburse Ms. Nelson at the appropriate Superintendent/Clinical Director rate (NX330) while performing this function. Chairman Sabo asked about the timeframe to permanently fill the position. Administrator Eisenbarth stated he expects the position to be filled in October and that the following Work Session should answer questions. Roll Call: Yes: Benjamin E. 10 Muskegon County Board of Commissioners September 27, Full Board Meeting 4:00 p.m. NEW BUSINESS Commissioner Nash announced that there will be a 4-H Club Awards Ceremony on Monday, October 3, 2016 at the Career Tech Center. (See attached) Commissioner Nash also reminded everyone to register to vote since the last day to register to be able to vote in the November 8, 2016 General Election is Tuesday, October 11, (See attached flyer or go to to see how to get registered or if you are registered and where you go to vote on Election Day.) PUBLIC COMMENT Judge Pittman thanked the Board for their quick action in support of the Juvenile Transition Center changes.
