3 PUBLIC NOTICE South Dunes Power Plant Complete Application for Site Certificate Introduction The Oregon Department of Energy (the department), staff to the Energy Facility Siting Council (EFSC), received an application for site certificate from Jordan Cove Energy Project, L.P. (JCEP), for the construction and operation of South Dunes Power Plant, a natural gas-fueled energy facility with a nominal generating capacity of 420 megawatts. Under Oregon law, the applicant must obtain a site certificate from EFSC before constructing and operating the proposed facility. The department determined the application complete on December 23, 2014 and the applicant submitted and filed a final application on December 29, Public Information Meeting The department will hold a public information meeting on February 12, 2015 to provide the public with more information about the South Dunes application and the site certificate review process. Date: February 12, 2015 Time: 6:00 p.m. Location: Hales Performing Arts Center Southwestern Oregon Comm. College 1988 Newmark Ave. Coos Bay, OR The information meeting is not a public hearing. Department staff and the applicant will be available to answer questions after the presentation, but public testimony will not be taken at this point in the process. As described below, EFSC will hold a public hearing after the department issues a draft proposed order on the application. Location of Proposed Facility The South Dunes Power Plant is proposed to be located in Coos County on the North Spit of Coos Bay. Description of the Proposed Facility The South Dunes Power Plant would consist of two, 210-megawatt blocks of combined-cycle combustion turbine generation, with duct firing capability. Each block would include three combustion turbine generators, three heat recovery steam generators and one steam turbine generator. 4 Temporary construction facilities Accessory buildings Barge berth Carbon Dioxide Emissions Standard As a fossil-fueled power plant, South Dunes Power Plant must meet the carbon dioxide emissions standard cited under Oregon Administrative Rule (OAR) for-base load gas plants. The applicant has elected to comply with this standard by providing offset funds to the Climate Trust under the monetary path, as allowed by OAR (3) and in compliance with the monetary path payment requirements of OAR Please note, the applicant proposes to provide thermal energy for process use at the JCEP LNG facility s gas conditioning facility and intends to use this thermal energy for cogeneration to lower its net carbon dioxide emissions rate. EFSC Review Process The site certificate process is a consolidated, comprehensive siting process. The applicant must demonstrate that the proposed facility meets EFSC standards established under Oregon Revised Statute and set forth in OAR Chapter 345, divisions 22 and 24, as well as all other applicable Oregon statutes, rules and standards. The department serves as staff to EFSC and conducts the application review process. Upcoming Review Phases The department is reviewing the application and comments received from state agencies, tribes, local governments and others identified as reviewing agencies under EFSC rules and statutes. Upon completing its review, the department will issue a draft proposed order describing the department s analysis and recommendations on the application to EFSC. If the department recommends issuance of the site certificate, the draft proposed order will include recommended site certificate conditions. After issuance of the draft proposed order, the department will open a public comment period and EFSC will conduct a public hearing on the order. You must provide oral or written comment on the record of that public hearing to preserve your right to participate in the contested case proceeding and subsequent appeals of EFSC s decision. 5 Oregon Department of Environmental Quality News Release Jan. 16, 2015 Contacts: Tom Peterson, Air Quality Permit Writer/Inspector, Patricia Hamman, Permit Coordinator, DEQ announces Feb. 18 Coos Bay air quality permit hearing for Jordan Cove Energy Project The Oregon Department of Environmental Quality today announced a Feb. 18 public hearing on an Air Contaminant Discharge Permit for the proposed Jordan Cove Energy Project. The hearing is scheduled for 6 p.m. at Marshfield High School s Heritage Hall in Coos Bay. The school is located at the corner of 10 th and Ingersoll streets. Heritage Hall is located inside the high school s physical education building. The Jordan Cove liquefied natural gas project proposal includes construction of a 420-megawatt power plant, natural gas cleaning systems, LNG storage tanks, and LNG ship load-out facilities. As proposed, the facility would emit significant amounts of Fine Particulate Matter, Carbon Monoxide, Sulfur Dioxide, Nitrogen Oxides, Volatile Organic Compounds, and Greenhouse Gases, all of which are regulated by DEQ under an air quality permit. Under Oregon law, if a facility meets all legal requirements DEQ will issue the facility s air quality permit following EPA review. If issued, the permit would require the facility to monitor pollutants using state and federally approved monitoring practices and standards including continuous emission monitors. Relative Accuracy Test Audits will be conducted to make sure the monitors remain accurate. Source testing will be conducted periodically to demonstrate compliance and to verify emission factors. DEQ representatives will conduct in-person inspections and the permittee will be required to submit semiannual and annual reports certifying compliance with all permit conditions. The public hearing will include two identical sessions, the first beginning at 1:00 p.m. and second session beginning at 6:00 p.m. (Participants only need to attend one of the sessions.)
