That was this year s theme at ASMC PDI Anaheim 2012 and it held true. As one of the Host Chapters, our 25 volunteer members performed and excelled in their duties as the Hospitality Committee. Our Chair, Tony Embrey, and Co-Chair, Sandy Davis- Schiermeyer, did an outstanding job organizing and leading this dedicated group of professionals. They shined, so we shined! We worked hard and were rewarded greatly with invaluable teamwork in true San Diego Chapter style. I am so proud to have been a part of this wonderful team of inspiring, hard working, humorous, caring professionals. Happily each day the feedback was always positive. Huge thank you and big Kudos volunteers, you totally rocked! In addition to volunteer work we were very fortunate to listen to some powerful dynamic speakers, attend some informative classes and learn from all. I am thankfully inspired to do more and lead by example. Volunteerism and volition were a few take-aways that are etched in my mind from two of the powerful speakers that clearly made and make a difference. Wow! So I will lean on the talents of our members, energize and jump start others to get moving in the right direction and continue to empower others to lead. Remember, this is YOUR CHAPTER so let s make it a great one! Remember why we do what we do. 2 page 2 CHARITY NEWS Special thanks to all who participated in the ALPHA Project donations at the last luncheon. Clothes, books and hygiene items were delivered by Kelly Knight of the ALPHA Project to their local site. Special thanks to Joann Gillespie and Joyce Terry who volunteered to help at the charity table! Great job everyone! This month s charity is The Warrior Foundation. The Warrior Foundation assists, honors, and supports the military men and women/service members/personnel who have so bravely served and sacrificed for our country. They have vowed to help the seriously injured who are assigned to Naval Regional Medical Center, Camp Pendleton Naval Hospital, 29 Palms and Fort Irwin, as well as those who are going through rehabilitation in the San Diego area. 3 page 3 PONDER PDI!... thoughts from some attendees: Serving as a Hospitality volunteer was a very rewarding experience. The camaraderie and teamwork exhibited from our San Diego Chapter members were outstanding. Our chosen leaders, Tony Embrey and Sandy Davis-Schiermeyer, were greatly responsible for our seamless efforts in getting the job done. We all did a great job and were recognized for our efforts and contributions to a successful 2012 PDI! --Mike Ortiz The recently concluded PDI promoted opportunities not only to meet professionals but also training in the most recent policies and changes affecting the DOD financial world. Networking is so vital in maintaining open communication to each other to capitalize on lessons learned and share knowledge with all the stakeholders. The conference value went beyond my expectations. It featured critical workshops and business case analysis that addressed operations and support. It is not so overly dramatic to say that "it was successful and better" than the previous PDI that I attended. --Helen Profeta ASMC National News: PDI 2012, the premier training event hosted by the American Society of Military Comptrollers, was held at the Anaheim Convention Center on May 30 June 1, with a theme of Professionalism in Action. Thanks to all that attended PDI 2012 in Anaheim, California. Photos from the week have now been posted on the ASMC Facebook Page. 4 page 4 MUNICA TO ASK MAC! Dear Mac, With the ongoing budget woes, there has been lots of discussion in our office about what will happen to DoD s budget and how it will impact us. Two words were used and I m not sure I understand what they mean. Can you explain the difference between a deferral and a rescission of funds? Thanks, Luna Dear Luna, There are situations in which a President may desire to not apportion the budget authority contained in an appropriations act even though he signed that act into law. The Budget and Impoundment Control Act of 1974 permits the President some latitude in the release of that appropriated funding. Under the provisions of that law, the President may identify a specific amount of funding contained in an appropriations act for a specific purpose and initiate an impoundment action. Impoundments may be used to provide for contingencies, to achieve savings or greater efficiency in operations of government, or as otherwise specified by law. There are two types of impoundment actions: deferral and rescission. Deferral is the temporary withholding or delaying the obligation or expenditure of budget authority. Deferrals must be communicated to the Congress by the President in a special message. The President (done by OMB on his behalf) sends a memorandum to Congress stating his intent to defer for a specific period of time (up to the end of the first year of availability) a specific amount of funds appropriated for a specific purpose based on a specific reason for the proposed delay in the release of those funds. If either the House or Senate passes a resolution disapproving the President s proposed deferral action, those funds must be released and made available for obligation. If there is no Congressional action within 45 days of continuous session of Congress, the deferral stands. In the case of a multi-year appropriation, if continued deferral of those same funds is desired in the following year, the President must initiate the same process to defer funds for that year. Rescission is a permanent impounding or cancellation of funds. In a rescission action, the President (done by OMB on his behalf) sends a memorandum to Congress stating his desire that Congress rescind a specific amount of funds appropriated for a specific purpose based on a specific reason. If both the House and Senate agree with the President s proposed rescission action, Congress must pass a rescission act or joint resolution to rescind those funds. If Congress does not pass a rescission bill or joint resolution within 45 days of continuous session, the funds must be released and made available for obligation. In addition to this method of requesting Congressional rescission, such a request may be made by including the same information in the President s Budget submission. In this case, Congress considers the rescission request along with the request for new budget authority and, if approved, includes appropriate language in the appropriations act. With the threat of sequestration looming, you can expect exciting times ahead in the budget world.
