1 A Resolution to Ban Chocolate WHEREAS, Millions of child slaves are being forced to produce up to % of the world s cocoa beans that are grown in West Africa. WHEREAS, There is an estimated. million children working in the fields and most are victims of trafficking and slavery, and; WHEREAS, Major chocolate producers, such as Hershey, Nestle and Mars, need to be stopped; as these children are being forced to engage in hazardous work, including working with sharp tools, agricultural chemicals, and carrying heavy loads; and WHEREAS, If we continue to allow cocoa producers to force these children, from ages to, to work in these dangerous conditions the issue will only continue to be forgotten and eventually erased; therefore, be it RESOLVED, That the Congress here assembled ban the import of any cocoa beans, powder, or other cocoa product from African countries that continue to utilize child labor in the production of cocoa; and be it FURTHER RESOLVED, That the United States will restrict the sale of all commercial chocolate candies, cocoa drinks, and all products made with cocoa produced from child labor. 2 A Bill to Engage Saudi Arabia on Human Rights SECTION. The United States should redact all military aid to the Kingdom Arabia until the kingdom implements standards to protect basic human rights. SECTION. A. Military aid shall be defined as all arms sales, security assistance (including, but not limited to, Foreign Military Financing) and security cooperation. B. Standards to protect human rights shall be defined as the allowance of free speech, freedom from religious and sexual expression, the abolition of Sharia law and the protection of women s rights to travel and control their own bodies. SECTION. A. The Department of State and Department of Defense shall be responsible for enforcing the provisions of this bill. B. The Sanctions outlined in Section, and defined in section A shall not be removed until the Secretary of State, Secretary of Defense and the President all release public statements acknowledging that Saudi Arabia has met the human rights SECTION. The enforcements of this provision will take effect immediately upon passage. SECTION. All laws in conflict with this legislation are hereby declared null and void. 3 The CHASE Act 0 SECTION. The United States Federal Government will hereby separate federal funding for STEM programs in half. Half of the funding with continue to go to STEM programs, while the remaining half will go towards CHASE programs. SECTION. The CHASE programs are defined as classes taught to prepare high school students about the reality of life through Culture, Humanities, Arts and Social Education. An example range of courses would be: Personal Finance, Logic and Reasoning, Industrial Education, Home Economics, as well as more personalized, regional classes, such as the history of your state and Native American Studies, however the exact curriculum developed is decided state by the state. SECTION. The US Department of Education will work the U.S. Treasury Department to ensure funding and ability to teach. A. The US Department of Education will ensure parallelism between the budgets and classes of STEM and CHASE. B. The US Treasury will allocate the same amount of money to both STEM and CHASE programs. 4 A Bill to Protect Human Jobs. SECTION. Retail and Restaurant chains in the united states will be required to have a certain minimum human worker quota relative to their GDP. SECTION. Per,000 USD of Gross Domestic Product, a Retail business must employ human employee. Per 00,000 USD of Gross Domestic Product, a Restaurant chain must employ human employee. If a chain does not comply they will be required to pay a compensation fee x the amount of GDP one worker is worth in taxes. SECTION. All intricacies of this bill will be handled by the United States Department of Labor, with oversight from congress. SECTION. 5 A Bill to End the Use of Fossil Fuels SECTION. SECTION. SECTION. A. The United States shall progressively end the use of fossil fuels for energy and begin transitioning to cleaner energy alternatives. B. 0 Billion dollars shall be allocated in block grants evenly to every state to transition to cleaner energy. A. Fossil fuels shall include but not be limited to fuel such as coal or gas. B. A cleaner energy alternative shall include but not be limited to solar, wind, water, and nuclear energy. C. Block grants are grants from the federal government that a local authority can allocate to a wide variety of services. A quarterly audit shall be implemented by the Department of Energy. The audit will consist of the Department of Energy determining if progress has been made in each state and observing to see if a state needs more funding. If the DOE determines that there has been inadequate progress in transitioning to cleaner energy, that state will lose % of their federal funding. SECTION. 6 A Bill to Promote Net Neutrality SECTION. Internet service providers must provide users a no ce of privacy policies, with respect to the services. Such internet providers are to obtain opt-in/out approval from users to permit access, use, or disclosure of sensi ve user informa on. SECTION. (A) Internet service providers are to provide a no ce of privacy policies, and are to be made available to all prospec ve users of the service. No ce of policies are to be disclosed to the consumer prior to or during the point of which sale, subscrip on, or establishment of an account is made. A provider shall also provide users in advance a no ce of any change of the provider's privacy policies. (B) An internet provider shall obtain opt-in approval from users to use, access, or disclose any sensi ve user informa on. 8 The Immigration Reform Act of 0 SECTION. The United States will take extensive measures towards creating a more comprehensive immigration policy by defunding sanctuary cities. All federal funding given to sanctuary cities and counties shall cease immediately. SECTION. Sanctuary cities and counties shall be defined as cities and counties whose law enforcement agencies fail to comply with this newly established federal immigration law. SECTION. The Department of State, Department of Homeland Security, and National Border Patrol will jointly be responsible for the enforcement of this bill. A. The number of H-B visas shall be increased by 0,000, with at least 0,000 of these new visas to be given to immigrants residing in newly defunded sanctuary locations. SECTION. Due to a large surge in cryptocurrency trading, the U.S government shall now regulate cryptocurrency through the following means: A. A % tax will be established on all transactions and trading of cryptocurrency B. All institutions that trade cryptocurrency will now be regarded as financial institutions Cryptocurrency shall be defined as a digital currency in which encryption techniques are used to regulate the generation of units of currency and verify the transfer of funds. Cryptocurrency may include but is not limited to Bitcoin, Ether, Monero, and Dogecoin. Financial institutions shall be defined as institutions that are FDIC insured and follow FDIC laws & regulations. The Internal Revenue Service (IRS) and the Federal Deposit Insurance Corporation (FDIC) shall oversee the implementation of this legislation A. 10 A BILL TO BAN ANTIPSYCHOTIC DRUGS TO NURSING HOME PATIENTS TO IMPROVE THEIR HEALTH 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. U.S. nursing homes must phase-out giving antipsychotic drugs to their patients and shall institute the Oasis program. Doctors prescribing these medications to said patients must also phase-out these prescriptions. SECTION. Nursing homes must dispose antipsychotic drugs based on local regulations. Nursing homes are private institutions providing residential accommodations with health care for elderly people. Antipsychotic medications are drugs that treat psychosis. Oasis program trains nursing home staff how to deal with dementia patients. Phase-out program: These drugs shall be given less with each dose until the banned date. SECTION. The U.S. Health and Human Services Department (HHS) and the Health Care Financing Administration will implement this legislation. A. The HHS Department will audit doctors/locations to ensure these drugs are administered in accordance with the phase-out program. B. The Health Care Financing Administration shall allocate % of their funding to nursing homes to fund Oasis program implementation. C. If a nursing home has these drugs after January, 00, they will be forced to close and the doctor will be stripped of their medical license. SECTION. This bill will be implemented immediately upon passage. The phase out program will end on January, 00. After this, the drugs are banned from being administered. SECTION. 11 WHEREAS, WHEREAS, WHEREAS, RESOLVED, A RESOLUTION TO ENCOURAGE THAILAND TO RATIFY THE UN PROTOCOL ON REFUGEES Rohingya refugees who have fled Myanmar only have Bangladesh and Thailand to turn to; and Thailand s treatment of Rohingyas is significantly more humane than Bangladesh s, but still leaves the refugees unprotected under law and the inherent need for a solution; and The Rohingyas stateless-unprotected status creates a cycle of exploitation and trafficking; now, therefore, be it That the Congress here assembled make the following recommendation that Thailand s government should ratify the Optional Protocol on the Status of Refugees; and, be it FURTHER RESOLVED, That following Thailand s ratification, the United States shall allocate $0 million in humanitarian assistance for Thailand s refugee camps, and following conflict resolution in Myanmar, will assist in repatriating or relocating the Rohingya out of Thailand. 12 A Bill to Utilize Lethal Autonomous Weapons (LAW) BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. Due to an increase in threats along the world, the U.S government shall invest $ billion to utilize our technological advances and establish Lethal Autonomous Weapons. This applies to air, sea, and ground vehicles. SECTION. A Lethal Autonomous Weapon is defined as a robot that that can act on it s own based on a program that one has designed for it. In addition, these robots shall contain the ability to withhold lethal weaponry. SECTION. The Department of Homeland Security and the United States military shall oversee the implementation of this legislation. A. The $ billion in funds shall be reallocated from the education budget. The United States shall invest $00 million into initiatives to build and repair water-supply infrastructures and to improve access to safe drinking water and sanitation in Yemen. SECTION. Water-supply infrastructure shall be defined as what is built to pump, divert, transport, store, treat, and deliver safe drinking water. SECTION. The United States Agency for International Development (USAID) shall be in charge of implementing this legislation. A. Companies using off-shore seismic surveying with the purpose of identifying hydrocarbon locations within the North-Atlantic, Mid-Atlantic, and South-Atlantic will be cut in half. A. Seismic surveying will be defined as the use of compressed air streams or focused sonic waves to gather data of hydrocarbon locations on the seafloor. A. Insurance companies be mandated to provide flood insurance to all policyholders with homeowners or renters insurance in areas at risk of flooding. SECTION. Areas at high risk of flooding shall be defined as the areas designated by the US geological survey. B.
