6 What Do Other Districts Do? Polk County Policy Language: 4. Policy Committee A. In order for the to carry out its duties and responsibilities in this significant area, the Board Chair shall appoint a Policy Committee. 1). Membership: The membership of the Policy Committee shall be representative of the entire school community so that each segment thereof can be afforded an opportunity for input into proposed policy prior to its presentation to the for adoption. This provision shall not be construed as a limitation of the statutory authority granted to the Superintendent and members to recommend policy directly to the. 2) Proposed Policies: In considering proposed policies, the Policy Committee shall be charged with the duty of determining the following: a) The statutory authority for adoption of a proposed policy; b) State Board of Education Rules that authorize or mandate adoption of a proposed policy; and c) Whether or not the implementation of a proposed policy would result in discrimination against any segment of the school community, recognizing that discrimination may be patent, latent, intentional unintentional, or disguised.

Standing There shall be standing committees in the areas of education, facilities, finance, legislative, personnel and Policy. Standing committees may be established in other areas if approved by a majority of the Board. Appointment The President of the Board shall appoint or remove committee members. In making all appointments, the President shall take into consideration the training and special talents of individual Board members. A review of committee appointments may be initiated by a majority of the Board.

Policy development a) There shall be a Policy Committee of the Board of Education, consisting of not less than three members with staggered three year terms with one member and the chair chosen annually at the Board s December meeting. The Board may appoint the student Board member to serve as a fourth full member of the committee. The committee reviews and presents policy drafts to the full Board for adoption. b) The superintendent, Board of Education, and/or Board Policy Committee recognizes the need for a policy, or significant revisions to an existing policy, and how the need relates to Board governance including its mission, goals, and objectives. c) The committee, the superintendent or the superintendent's designee, appropriate staff, and, where deemed appropriate, a workgroup of relevant stakeholders meet to develop a draft policy. The draft policy shall take into account as appropriate:

In carrying out these responsibilities, the President: 3. appoints Board committees, is an ex officio member of all Board committees with the power to vote and is knowledgeable as to the business of the various committees and generally oversees their work; BOARD COMMITTEES The Board may authorize the establishment of committees from among its membership as it finds such action necessary to study operations in specific areas and to make recommendations for Board action. The following guidelines may govern the appointment and function of Board committees. 1. The committee is established through action of the Board. 2. The chairperson and members are named by the Board President. 3. The committee may make recommendations for Board action but may not act for the Board unless specifically authorized. 4. The Board President and Superintendent are ex officio members of all committees. 5. No committee appointments extend beyond the ensuing annual organizational meeting, at which time the newly elected President has the privilege of making new appointments or re appointments. A committee may be dissolved at any time by a majority vote. 6. The Open Meetings Act and its exceptions apply to Board meetings and Board appointed committee and subcommittee meetings

All meetings of Board committees shall be advertised in accordance with Government in the Sunshine and open to the public.

The Chairman of the Board shall recommend the appointment or removal of committee members. Each Board Member shall be notified of all committee meetings, and invited to all such meetings. The board shall, when desirable, act as a committee of the whole. No Committee, including the Committee of the whole, shall have legislative or administrative power. Committee Makeup: Each standing board committee shall consist of a minimum of three board members, one of which shall serve as chairman, two members of the community recommended to the Chairman of the Board by the Superintendent, the school Board General Counsel, and one member of the collective bargaining group, recommended by the Association president. The Chairman of the Board, Superintendent of Schools, and the one associated Assistant Superintendent (Operations, Curriculum, Finance) per committee shall be shall be, ex officio, individual members of each such committee. The District Auditor shall be a member of the Oversight committee in perpetuity. Standing committees shall meet bi monthly or more frequently if required. The standing committees of the board shall rotate annually and be re constituted at the organizational meeting in November of each year.
