1 CITY OF SOUTH GATE REGULAR MEETING MINUTES TUESDAY, APRIL 8, 2014 CALL TO ORDER Mayor Gil Hurtado called a Regular City Council meeting to order at 6:34 p.m. INVOCATION Pastor Nick Garife, Teen Challenge Ministries Institute led the Invocation. PLEDGE OF ALLEGIANCE Paula Grimes, 2014 Azalea Queen led the Pledge of Allegiance. ROLL CALL Carmen Avalos, City Clerk PRESENT Mayor Gil Hurtado, Vice Mayor Henry C. 4 I PROCLAMATION The City Council issued a Proclamation declaring the month of April 2014, as National Fair Housing Month. 2 PROCLAMATION The City Council issued a Proclamation declaring the week of April 13-19, 2014 as "National Public Safety Telecommunicator's Week"; and a. Presented Certificates of Appreciation to South Gate Police Dispatchers in recognition of "National Public Safety Telecommunicator's Week. 3 PROCLAMATION The City Council issued Proclamations declaring the week of April 13-19, 2014 as "National Library Week" to both Hollydale and Leland R. Weaver Libraries AZALEA QUEEN AND GRAND MARSHAL/ CERTIFICATES OF APPRECIATION The City Council Introduced 2014 Azalea Queen Paula Grimes and Grand Marshal Genaro Mojarro and will present them with a Key to the City; and a. Introduced 2014 Volunteers of the Year Eva Ledesma and Anthony Zepeda and will present them with a Certificate of Appreciation for their dedicated service to the community in CERTIFICATES OF APPRECIATION The City Council presented Certificates of Appreciation to the outgoing Miss Azaleita Court 2013 in recognition of their dedicated service to the community; and a. Introduced the incoming Miss Azaleita Court RE-ORGANIZATION The City Council re-organized and the Oath of Office was administered to the newly selected Mayor and Vice Mayor. Henry C. Gonzalez was appointed Mayor by motion of Mayor Hurtado and seconded by Council Member De Witt. 5 7 RE-ORGANIZATION CONTINUED Jorge Morales was appointed Vice Mayor by motion of Mayor Gonzalez and seconded by Council Member Davila. ROLL CALL: Mayor Gonzalez, yes; Council Member Davila, yes; Council Member Hurtado, yes; Council Member De Witt, yes; Council Member Morales, abstained. 8 APPOINTMENTS The City Council reaffirmed their appointments to City Commissions and Committees. Mayor Gonzalez reaffirmed his appointments to the various commissions and committees of the people who are currently serving. Vice Mayor Morales reaffirmed his appointments to the various commissions and committees of the people who are currently serving. Council Member Hurtado reaffirmed his appointments to the various commissions and committees of the people who are currently serving. He mentioned having a vacancy on the Citizens' Advisory Committee and will be appointing at the next City Council meeting. Council Member Davila reaffirmed her appointments to the various commissions and committees of the people who are currently serving. Council Member De Witt reaffirmed his appointments to the various commissions and committees of the people who are currently serving. 9 CI TY COUNCIL APPOINTMENTS The City Council made the following appointments to the outside boards and agencies; the appointments were ratified by a majority vote of the City Council. Council Member De Witt was appointed as City Council Auditor by motion of Council Member Davila and seconded by Mayor Gonzalez. Council Member De Witt abstained. Mayor Gonzalez was appointed to the County Sanitation Districts as representative. Council Member Hurtado was reappointed to the Gateway Cities Council of Governments as representative. Vice Mayor Morales was appointed as representative and Council Member De Witt as alternate to the League of California Cities by motion of Mayor Gonzalez and seconded by Council Member Hurtado. Council Member Davila was appointed as representative to the Southeast Water Coalition Joint Powers Authority by motion of Mayor Gonzalez and seconded by Council Member Hurtado. Council Member Davila was reappointed as representative to the School Safety Collaborative by motion of Council Member Hurtado and seconded by Mayor Gonzalez. Council Member Davila abstained. Mayor Gonzalez was reappointed as alternate to the School Safety Collaborative by motion of Council Member Hurtado and seconded by Council Member Davila. Mayor Gonzalez abstained. Council Member Davila was reappointed as representative and Council Member De Witt was reappointed as alternate to the Southeast Cities School Coalition. Council Members Davila and De Witt abstained. Council Member Davila was reappointed as representative and Council Member De Witt was reappointed as alternate to the Los Angeles Unified School District Committee motion of Mayor Gonzalez and seconded by Council Member Hurtado. Council Members Davila and De Witt abstained. Council Member Davila mentioned the Orangeline Development Authority is now ECO Rapid Transit. Page 8 of 10

9 COMMENTS FROM THE AUDIENCE Virginia Johnson, 5751 McKinley Avenue went to the dog park grand opening and thanked Paul Adams, Director of Parks & Recreation, Gloria Molina, Los Angeles County Supervisor, City Council and City Staff for all their efforts. She and her family ate at two of the restaurants that were introduced at the Taste of South Gate (El Compa & Hops and Barley). She congratulated Mayor Gonzalez and Vice Mayor Morales. Alma Santana, 9607 Bryson Avenue was wondering what the City of South Gate has to offer to children during the summer. Ms. Bernal and Mr. Hurtado informed her about Woodcraft Rangers. She congratulated Mayor Gonzalez and Vice Mayor Morales. Juan Leyva, St. James Avenue once again informed Council and the public that he is running for Congress (District 44). His main concern is water and power. REPORTS AND COMMENTS FROM CITY OFFICIALS Randy Davis, Chief of Police congratulated Mayor Gonzalez and Vice Mayor Morales. Raul Salinas, City Attorney congratulated post Mayor for a great term and the new Mayor and Vice Mayor. Dave Torres, Acting Public Works Director and on behalf of Public Works congratulated the new Mayor Gonzalez and Vice Mayor Morales. Vivian Garcia, Housing Administrator on behalf of Steve Lefever congratulated Mayor Gonzalez and Vice Mayor Morales and looks forward to working with both. Carmen Avalos, City Clerk congratulated Mayor Gonzalez and Vice Mayor Morales. She is looking forward to learn from them both. Maria Belen Bernal congratulated Mayor Gonzalez and Vice Mayor Morales. She didn't attend the event at the Park that Police Department held this Saturday, however she did hear great things from the local youth. She has been reading a lot on community development and how the police can become an instrumental community partner. She would like to establish more neighborhood watch programs on Washington Avenue. She had a friend (Sugely Chaidez) who ran and completed many marathons while alive. Inspired by Council Member Hurtado's comments that obstacles will come, however they need to push forward. Her friend had completed her PhD and two weeks later her life was taken from her at the age of 31. She mentioned Anthony Zepeda was accepted to Humboldt State University. Page 9 of 10

10 REPORTS AND COMMENTS FROM CITY OFFICIALS CONTINUED Council Member Davila congratulated South Gate Police Department for the Youth Summit held this weekend. The Women's Conference was well attended. She congratulated Mayor Gonzalez and Vice Mayor Morales. Council Member Hurtado congratulated Mayor Gonzalez and Vice Mayor Morales. He mentioned a lot of grand openings in the next couple of weeks. The State of the City was well attended. He mentioned how this city went through turmoil about ten years ago and to see the exciting changes taking place; feels very fortunate and blessed to be sitting with this council and group of people making this all happening. Council Member De Witt mentioned the LA County Sanitation District is going through a process of a three year rate adjustment. Hearings will be held in May. He mentioned two tunnels that carry the treated sewage out to the ocean from Carson joint outfall plant along the eastside of the 110 freeway. One tunnel was built in 1938 and the other in 1957 which have never been serviced. The Sanitation District has decided to put another tunnel in because there's so much flow it can't get inside to service these tunnels. This will be a multi-billion dollar project. Mayor Gonzalez mentioned buying a bottle of men's cologne at ULTA, so he has done his portion in getting good sales tax. 10 WARRANTS The City Council unanimously approved the Warrants for April 8, 2014, by motion of Mayor Gonzalez and seconded by Council Member Hurtado. Total of Checks: $2,936, Voids (0.00) Total of Payroll Deductions: $ (222,807.57) Grand Total: $2,713, ADJOURNMENT Mayor Gonzalez unanimously adjourned the meeting at 8:57 p.m. and seconded by Council Member Hurtado.
