3 Dear Members of Sierra Pacific Region, The 2014 Spring Conference is fast approaching and the Sierra Pacific Region Board and the members of our host club Soroptimist International of Visalia are excited to invite you to join us on May 16-18, 2014 in Visalia to celebrate our awardees and our clubs. Please be sure to download and read the Call to Conference as soon as you receive it and to share it with all of your club members. The Call will provide you with information on registration and hotel accommodations and workshops. We are very excited this year to welcome, SIA President Cheri Fleming from Valencia, California as our official visitor. I am sure you will enjoy meeting her and having her share her vast knowledge of Soroptimist with us. We are also honored to have Fund Development Council Chair Samantha Sam Buchenau join us to share words of wisdom regarding fundraising. Friday evening we will showcase our clubs and club presidents, as well as presentations from our visitors, SIA President Cheri and Fund Development Council Chair Sam. Saturday we will be honoring our Women s Opportunity, Violet Richardson and Ruby Awardees at the Live Your Dream luncheon as well as hearing a few words from a special guest, past SPR WOA awardee Julie Cruz. Saturday afternoon will be filled with informative workshops. Saturday evening is all about the Sierra Pacific Region Board with the installation of officers. Sunday Brunch will give us an opportunity to recognize our Past Governors and our Sierra Pacific Region Awardees for Fellowship and Mary Ellen George Award as well as our Region s club awards. Please plan to attend. This is a great opportunity to renew old friendships, meet new friends, and to get inspired about our many Soroptimist programs. Region Conference is a great place to continue the education of your new members so please be sure to encourage them to attend. CHECK ALL FORMS FOR DETAILS, DEADLINES AND MAILING ADDRESS Remind club members to make hotel reservations. Complete and mail Conference Registration and Meal form along with one club check. Complete and mail Club Presidents VIP form. Complete and return Club Sales form. Submit official form for Celebration of Life. Encourage members to attend. Bring your club s new retractable banners (if your club has one). We will have a place for them to be displayed, but each club will be responsible for setting up their banner and taking it down at the end of conference. Please state that you are reserving a room in connection with the Soroptimist conference. STATE: Soroptimist International of the Americas Sierra Pacific Region. PLEASE ONLY RESERVE ROOMS YOU ARE SURE YOU WILL ACTUALLY USE. Single and double occupancy $ per night, plus tax. Hotel Parking: There is a self-parking lot. Conference Registration: List names of all conference delegates, members and/or guests on the Club Registration Form. Meal Package: The total meal package is $ (please see the meal reservation form.) Soroptimists and guests are welcome to attend individual meal functions. If the club President is unable to attend, the President Elect or Vice President shall be her alternate. Any alternate elected by the club or appointed by the Club Board of Directors to fill a vacancy in the club s representation shall present a statement signed by the Club Secretary stating that this person was so selected. Complete the enclosed CREDENTIAL for the three delegates and mail to Treasurer Pam before April 20, You will receive your credential card at the credentials desk when you register for conference. Your credential card entitles you to vote. Delegates must be seated in reserved section prior to the start of the business meeting. Conference Packets containing the official program and other materials will be available at the Registration Desk located in the Charter Oak Ballroom on Friday and in the Grand Board Room during the rest of the conference. Please print and bring a copy of this call with you as the bios of the candidates and copy of the budgets are in this call only. 9 RESPONSIBILITIES OF CLUB DELEGATES The elected delegates should have a working knowledge of Soroptimist laws, region bylaws, the objectives and ideals of the organization, and experience as a member of club committees or of the board. Understanding of parliamentary procedure, ability to work with others, and a spirit of good will and understanding will help the delegate, the club and conference body. The club president, who is a delegate and who serves as the leader of a club s delegation should: 1. Read the Call at the first meeting after the Call is received. 2. Allocate time at a business meeting to discuss topics in the agenda, so that a majority opinion expressed by the club will serve as a guide to the delegate 3. Arrange with other delegates for dividing topics of the reports on Conference to be given to the club. 4. Schedule time at a post-conference club meeting, as soon as possible after Conference, for delegates to present their reports. Responsibilities of Club Delegates 1. Study the Call, which indicates the tentative agenda listing business to be transacted, forms, workshops, and the social events. 2. Be sure all reservations and completed credential forms are sent in promptly (usually by the President or Treasurer) 3. Clarify financial responsibilities. (Some clubs have a specific delegate fund divided among delegates, some pay all expenses, and some pay allowances to each delegate.) 4. Take to Conference: Notes from Club discussions, the Call, and your Soroptimist pin. During Conference, each Delegate should: 1. Check in at the Credentials Desk to pick up your Credential Card 2. Wear your conference badge so others may get to know you and what club you represent. (Required at business session) 3. All presidents and other delegates must bring credential cards to all business sessions. 4. Be on time. Time schedules for Conference are most important. You are required to sit in the section reserved for delegates only. 5. Be prepared to jot down important business proceedings and background information to report to the club. 6. Be familiar with standing rules and observe them. When recognized by the chair, state your name, your club and state your position in a concise manner. 7. Participate in discussion and debate. 8. Vote with club viewpoint in mind. Instead of sending delegates instructed to vote a specific way, clubs would be prudent to provide the delegates with the club viewpoint. The delegates could then be instructed to use their best judgment in accordance with Conference discussion, taking into consideration the welfare of all clubs in the Sierra Pacific Region. 9. Volunteer or be willing to accept a specific assignment from the Governor during the Conference. Involvement promotes fellowship and enthusiasm, which you can share with your club members. 9

10 RESPONSIBILITIES OF CLUB DELEGATES cont d After Conference each Delegate should prepare a report as instructed by the club president. (The following outline for reporting may be helpful.) 1. Action by Conference approving the proposed changes in laws, the budget, and other matters presented to the voting body, and the reason for each action. 2. Ideas for increasing club interest and support in attaining Soroptimist goals. 3. Suggestions for improving club administration. 4. Summary of workshops and committee presentations and the gist of addresses and speeches; Awards, who won, why, hints for helping your club win next year. 5. Your personal evaluation of Conference. After the report is read, nominations will then be open and nominations may be made from the floor. Candidates nominated from the floor must have given their consent to serve, if elected, and the nominator (a delegate) must have on hand the candidate s resume using the same format as those in the Call to Conference for distribution to the voting delegates. Please Note: SIA Procedures A. General # 2.Within the Federation, regions, districts, clubs and members have the privilege and responsibility of voting for candidates of their choice. There shall be no circularization of information or campaign materials by anyone for a candidate or nominee including but not limited to electronic and postal mail, facsimile, telephone, printed materials, brochures or leaflets. Only information about the nominees or candidates circulated by their respective nominating committees is allowed. While it is appropriate to have a presentation of all candidates and/or a reception hosted by the region, any social event to promote an individual candidate is prohibited. The result of campaigning will be disqualification of the Candidate 10

19 Sierra Pacific Region Proposed Amendment #1 Proposed Amendment to Sierra Pacific Region Procedures B. Finance #7: propose to strike the present language and replace with proposed language which deletes the Violet Richardson Award and the Ruby Award and adds the Soroptimist New Girl s Program (name to be announced July 2014.) Proposed by: Sierra Pacific Board Present Language: The following Region Service Fund Awards may be funded either in part or totally by the Sierra Pacific Region Service Fund based on the Service Budget approved by conference action in 2009: Women s Opportunity Award, Violet Richardson Award, Ruby Award and the Sierra Pacific Region Fellowship Award. Proposed Language: The following Region Service Awards may be funded either in part or totally by the Sierra Pacific Region Service Fund based on the Service Budget approved by conference action: Women s Opportunity Award, Soroptimist New Girl s Program (name to be announced at the SIA Convention July 2014) and the Sierra Pacific Region Fellowship Award. Reason Given: With SIA s new vision, refined mission statement and the new girl s program which will be implemented in July 2014, the SPR board felt that we should follow suit by adding the new girl s program to our list of awards to be funded and deleting the Violet Richardson Award and the Ruby Award. After this club year SIA will no longer be funding a region level Violet Richardson Award. SIA found that only about 50% of clubs participate in this award and that the money going to this award funds other nonprofit organizations and is not making a difference in the lives of the recipients. The Ruby Award has not been funded by SIA for a few years, only the region has been funding an award and again, the money is going to other nonprofit organizations. The new girl s program will focus on career guidance for girls and give girls the same opportunities as the Women s Opportunity Awards gives to women and the funds will be used in direct alignment with our mission s focus. Advantages: Creating greater impact on the lives of girls and making Soroptimist our cause of choice. Using our funds for mission focused programs. Disadvantages: None 19

26 CLUB SALES INFORMATION Clubs are permitted to have promotional items and sales benefiting Club fundraising efforts at the 2014 Region Conference. All spaces are on a first reserved basis.* Must have raffle permit for raffle ticket sales. All ticket sales must be completed by Saturday at 5:00 p.m. Tickets for drawings are considered sales and must be sold only in the sales area. NO selling by going table to table during business meetings and meal functions.
