1 Regular City Council Meeting 7:30 PM The regular meeting of the Council of the City of Inkster, Wayne County, Michigan convened in the Council Chambers, Trowbridge, on Monday, August 15, Prior to the Regular Council Meeting: City Council members discussed: A. The agenda. B. Sink Holes within the City of Inkster Deputy Director of DPS, Jerome Bivins C. Introduction of HR Director, Kim Watkins Moved by Councilmember Oden, Seconded by Mayor Pro-Tem Williams Council convenes into a Closed Executive Session a 7:05 p.m. to discuss pending litigation in accordance with MCL (pending litigation) Roll Call Vote: YEAS: 7 NAYS: 0 ABSENT: Moved by Councilmember Watley, Seconded by Councilmember Richardson to adjourn the closed Executive Session at 7:18p.m. Motion carried unanimously. Call Meeting to Order Mayor Nolen called the meeting to order at 7:35 p.m. Pledge of Allegiance City Council and the public in attendance pledged allegiance to the flag of the United States of America. Prayer Prayer was led by Father Clifton Ellis. August 27, 2016 from 7:00 p.m. and until 10:00 p.m. Moved by Councilmember Oden, Seconded by Councilmember Richardson to approve a Special Event; Garden of Eden Ministries Back to School Event to be held in Lemoyne Park on August 27, 2016 from 7:00 p.m. until 7:00 p.m. Resolution R Motion carried D. Discussion/Action: (City Council) To approve the vote that was taken in closed session (Inkster Lodge). Mary McClendon Stated Wayne County would be hosting a Back to School Wellness Check. She invited everyone to attend. Further she stated that Wayne County is going through the budget process and hope to have a budget approved. Toni Bailey Thanked the Fire Chief for his clean-up effort on Cherry Street. She announced the Summer Clean-Up for August 27, 2016 beginning at 9:00 a.m. at the Booker Dozier. Marla Edwards Announced the Stuff the Bus event going on the week of thru August 19, She additionally announced the Expungement Fair on August 27, She stated that if residents needed further information to visit. Dorothy Gardner Thanked Chief Hubbard for doing the clean up on street. She said that all the Firemen helped and other groups participated. 3

4 Ernest Hendricks Thanked Mayor and Council for rescinding the vote to purchase seventeen properties. He stated that sofas and mattresses are in front of a home on Carlyle and Beech Daly. Owen Roper Stated that a Precinct Delegate dinner would be had. Larry Motley Stated he did not see postings for Charter Commission meetings. He further stated that the Charter Commission members had relatives on the commission and persons that lived out of town. Gabe Henderson Stated Middlebelt Baptist is doing a Back to School Event on August 27, Gina Steward Stated on September 17, 2016 that River Rouge Community Days would be going on September 17, 2016 beginning at 10:00 a.m. She invited everyone to attend and stated they would begin with a bike ride that would then end up at the Community Days. Stephanie Taylor Asked Administration about allowing tenants to place water in their name. She asked if Administration could do some research. Akindele Akinyemi Announced the DDA meeting for August 16, He further stated the Library Board would be having a meeting on Thursday, August 18, He lastly stated that Crystal Gun would be hosting a Financial Literacy Seminar. Carolyn Smith On behalf of Octavia Smith gave a thank you to Mayor Nolen, Chief Hubbard and Chief Riley for attending the ten year Anniversary of the Western Wayne Family Health Center. She stated that the Inkster Chamber of Commerce is accepting applications for ads for their 2017 calendar. Lastly she announced Starfish Community Fun Days on August 19, 2016 from 4-7 p.m. Rev. Sherod Thanked residents for supporting Tracy Green for Judge. Rev. George Williams Stated that the Mayor and Council needed a retreat. He asked Mayor and Council to think about what they have done for the city since they have been in office. William Miller Stated he had concerns about the council rescinding the first right of refusal for the seventeen properties. He stated that the properties will now go to the county for auction and that the city will not make any money on them, Wayne County will. He further stated that he was prepared to pay the money to secure the properties with the city. Lastly he said that he has been in this city for a long time and was trying to assist the city by getting properties back on the tax roll. City Clerk Stated that the city has a new website. She stated that the website is very interactive and user friendly. She said that residents can go online and sign up to receive notification via or thru text message of notifications of meetings, meeting cancellations and events within the city. She encouraged all residents to sign up for this feature. City Manager Stated that a survey could be taken by residents to help assist with the cities master plan. He encouraged residents to visit and provide their thoughts on the master plan. Mayor and Council Mayor Pro-Tem Williams Thanked everyone who came out to help clean with the Fire Department. He stated that the curb is buckling on Middlebelt across from Lemoyne Gardens. Councilman Oden Asked Administration how close they were to hiring a new Code Enforcement Officer. He stated that he has observed new roofs being put on homes and driveways being repaired without the proper permits being pulled. He thanked Jerome Bivins for helping with cleaning up dumping that takes place in the city. 4

5 Councilwoman Richardson Stated that sometimes she votes on an issue and then receives additional information. She said she is getting complaints about satellite dishes being in the front yard of homes. She said that takes away from homeowner s property value. She additionally said that she sees homes with a lot of cars. She thanked Jerome Bivins and Chief Riley for the phone calls they handled. Councilwoman Watley Thanked Chief Hubbard for the clean-up effort. She additionally thanked Jerome Bivins for his efforts. She said that the city residents, volunteers and city staff did a wonderful job working together. She stated she is looking for Veteran s. She said ICAN will be hosting a Veteran s Resource Fair and she needs to locate Veteran s. She asked anyone that knows a Veteran have them reach out to ICAN. Mayor Nolen Stated that the Lunch with Mayor Nolen is Thursday August 18, 2016 at 12:00 noon at the Recreation Complex. He thanked Western Wayne Family Health Center for allowing him the opportunity to be dunked. He said it was a great event. He additionally stated he attended the National Christian in Action Network s Event. He said the children received great big trophies and backpacks. He stated that everyone should take time out to touch a child s life. He lastly stated that the city needs to be rebuilt and to those that are always complaining at the City Council meeting should do some work. Lastly he stated he did have a copy of the tax levy judgments and the names.
