1 JUSTICE RESEARCH AND STATISTICS ASSOCIATION Annual Business Meeting Webinar October 9, 2013 Washington, DC MINUTES CALL TO ORDER AND WELCOME: President Phillip Stevenson called the meeting to order at 2:00 p.m. eastern time, and asked Secretary/Treasurer Janeena Wing to check the list of attendees to determine whether there was a quorum. Janeena Wing indicated that there was a quorum based on the SACs that had logged into the webinar. Phil Stevenson noted that this was the third year the business meeting was being held by webinar; therefore, he was very pleased that over half the SACs were represented at the NCJA Forum on Criminal Justice in Chicago so SAC staff could meet each other. He then acknowledged new SAC Directors and SAC Contacts who had been appointed since the 2012 annual business meeting: Amber Lozano, California; George Shaler, Maine; Joel Lieberman, Nevada; Kristine Denman, New Mexico; John Cruz, Northern Mariana Islands; and Linda Rosenberg, Pennsylvania. Approval of 2012 Business Meeting Minutes. Minutes of the 2012 annual business meeting were sent to SAC directors in advance of the meeting. There were no corrections, and the minutes were approved as written via an on-screen poll. Phil acknowledged the hard work of the Executive Committee over the year, especially in light of the fact that two members had stepped down (Carmen Dorsey, ME and Lisa Broidy, NM) because they had left their respective SACs. In addition to the usual work of the Executive Committee, they spent considerable time discussing the future direction of the organization. He then asked the Chairs of Committees to give reports. He indicated that there had been a

2 2013 Annual Business Meeting Minutes 2 reorganization at the beginning of the year to combine the research and the training/technical assistance committees. Rob McManus, Chair of the new Research and Training Committee, gave a report of the committee s work over the year; he noted conference call meetings, committee charges, and tasks accomplished. Janeena Wing, Chair of the SAC Website and Innovation Awards Committee, reported on its efforts; awards would be announced later. Nominations Committee Chair Jackie Vandercook then reported, indicating that the Nominations Committee recommended that the incoming Executive Committee should review and make appropriate changes to the Election Procedures, in light of the change to electronic voting. Phil then asked Joan Weiss to give the Executive Director s report. She briefed SACs on Office of Justice Programs staff changes, legislative news, and JRSA staff activities. She said that JRSA staff had been working closely with BJS staff on BJS proposed changes to the State Justice Statistics Program for SACs. The 2014 solicitation will emphasize capacity building; JRSA will keep SACs informed as the details unfold. Joan then asked Research Director Stan Orchowsky to report on research projects, and he provided an update on research activities. Sandy Dayton, Director of Finance and Administration, then gave the finance report, providing a brief overview of the Association s finances. Rob McManus, Co-Editor of the Justice Research and Policy journal, reported on the status of current and planned journal activities. He acknowledged the work of Managing Editor Nancy Michel and Research Director Stan Orchowsky in publishing JRP and the JRP Digest, which is sent to policymakers in the states after each journal issue is published. Phil then discussed the Affiliation Agreement with the National Criminal Justice Association, which was signed in August at the Chicago Forum. He noted that the Agreement was for an 18- month period, from October 1, 2013, to March 31, 2015, during which an Affiliation Working Group (AWG), composed of three representatives of each organization plus the two executive directors, would meet regularly to monitor the affiliation and make recommendations to the respective Executive Committees regarding the future direction of the affiliation. The affiliation was designed to benefit both organizations by sharing space and some administrative and financial functions, while each organization would retain its independence. A question was posted regarding the impact of the affiliation on the SACs. Joan indicated that both the AWG as well as the two executive directors would be discussing how best to facilitate more coordination between SACs and the SAAs and ways the two organizations could pursue joint ventures. Phil asked Karen Maline, Director of Member Services, to announce the winners of the 2013 Douglas Yearwood National Publication Awards. Janeena Wing, Chair of the SAC Website and Innovation Awards Committee, announced the winners of those awards. The following candidates were elected: Stephen Haas, President; Janeena Wing, Vice President; Lisa Shoaf, Secretary/Treasurer; and Danette Buskovick and Mark Myrent, Delegates. Phil mentioned that

Phil acknowledged the contributions and long service of Jackie Vandercook, who was stepping down from the Committee as Past President. Delegate), Paul Perrone (HI), Julie Singer (NC); Stan Orchowsky (JRSA) Rob McManus (SC) Charge: This year the Research Committee was renamed the Research and Training Committee and tasked with considering the research, training, and technical assistance needs of the SACs. The committee worked to provide a forum for educating SACs about topics of interest to them and helped define research priorities for the JRSA Research Director. Conference Call Dates: April 10 th, May 1 st, May 28 th, July 22 nd

12 Research and Training Committee In its first two meetings, the committee discussed the charge of providing training to SACs. JRSA s sessions at the NCJA Forum in August were identified as one means of providing SAC training in the absence of the BJS/JRSA National Conference. The committee discussed additional training delivery methods including webinars, conference calls, white papers, and go to meetings. Rob McManus (SC) Much of the committee s discussion revolved around identifying substantive areas of training that should be provided. Topical areas identified in JRSA s SAC Director Survey included: 1. evidence-based programs 2. multijurisdictional task forces 3. risk assessment 4. recidivism 5. drug programs 6. domestic violence The general consensus was that in the absence of the annual BJS/JRSA conference, the more limited venue of the NCJA Forum in Chicago would be more appropriate for training than any of the other suggested venues.

13 Research and Training Committee In the subsequent meetings, the committee discussed how it might be of assistance to the Research Director in crafting a research agenda. These discussions revolved around the following issues: identifying the qualities that JRSA and the SACs possess that uniquely qualify them, and Rob McManus (SC) identifying the sort of research efforts that SACs are willing to participate in and are capable of supporting, and identifying the topics that are important to SACs. JRSA s current State Justice Statistics grant has a new focus on providing training and technical assistance to the SACs in substantive areas. The Research and Training Committee will play a key role in the coming year in identifying training and technical assistance priorities.

16 SAC Website and Innovation Awards Committee The committee reviewed the judging criteria for the SAC Website Award and the SAC Technical Innovation Recognition award. Janeena Wing (ID) The focus of the SAC Technical Innovation Recognition award was broadened to include statistical, analytical, and methodological innovations as well as technical innovations. The award was renamed the SAC Innovation Award. All SAC Websites except winners from the last three years, which are not eligible for the award, were reviewed and one site was chosen to be honored. All entries for the Innovation Award were reviewed and discussed. Committee members decided which of the applicants should be honored. Winners of both contests will be announced at the end of the meeting.

18 Nominations Committee Members: Jackie Vandercook (TN) Chair, Sue Burton (FL), Rob McManus (SC); Joan Weiss (JRSA) Jackie Vandercook (TN) The committee met several times by phone and carried out the following tasks: Informed SAC directors about the election process, and encouraged them to nominate a candidate or run for office. Developed a slate of candidates and sent the list of candidates to SACs, along with the candidates' statements regarding the experience they bring to the Board that is relevant to current organizational issues. The elections were conducted prior to the business meeting by , and sent to an independent party so the votes were anonymous.

19 Nominations Committee Because of the change in voting from an in-person to an electronic process during the last few years, the Nominations Committee is recommending that the newly elected Executive Committee review the JRSA Election Procedures and make appropriate modifications. Jackie Vandercook (TN) The Nominations Committee thanks everyone who participated in the voting, as well as the candidates for their willingness to serve the nationwide network of SACs through service to JRSA. The election results will be announced later in the meeting.

20 III. Executive Director s Report Office of Justice Programs New Leadership during 2013: Karol V. Mason, Assistant Attorney General, Office of Justice Programs Joan Weiss Bill Sabol, Acting Director, Bureau of Justice Statistics Greg Ridgeway, Acting Director, National Institute of Justice Robert L. Listenbee, Jr., Administrator, Office of Juvenile Justice and Delinquency Prevention Legislation Passed: Violence Against Women Reauthorization Act of 2013 Signed by the President in March, this bill reauthorized the Violence Against Women Act of 1994 and extends services covered under the Act to certain categories of victims, including battered immigrants and Native American women.

Executive Director s Report Legislation Pending: Justice and Mental Health Collaboration Act of 2013 Introduced in both Houses of Congress in January and passed by the Senate Judiciary Committee in June, this bill reauthorizes and expands the Mentally Ill Offender Treatment and Crime Reduction Act (MIOTCRA). It also continues support for mental health courts Joan Weiss and crisis intervention teams; emphasizes evidence-based practices; authorizes investments in veterans treatment courts; supports the development of curricula for police academies and orientations; and increases the focus on corrections-based programs, such as transitional services and risk assessment screening practices. National Blue Alert Act of 2013 This bill would help to create a nationwide alert system to quickly identify and apprehend suspects when a law enforcement officer is injured or killed in the line of duty. The Department of Justice would be required to set up a Blue Alert network and work with state and local agencies on compatible programs. It passed in the House in May, and was approved by the Senate Judiciary Committee in September.

Executive Director s Report Child Care and Development Block Grant Act of 2013 This bill, approved by the Senate Health, Education, Labor and Pensions (HELP) Committee last month, would reauthorize a childcare block grant program and institute educational and health and safety standards for child care providers that receive federal Joan Weiss funds. One provision requires states to establish agencies to carry out criminal background checks for child care providers. SEARCH is working to educate Congress and improve the bill to meet its intent without creating a secondary background check system in the states. (NCJA bulletin, week of 9/23) Legislation - Other: Byrne/Justice Assistance Grant Reauthorization The Byrne/JAG program expired at the end of the 112th Congress (the session ending December 2012). Most of the other justice grant programs have been expired for far longer. In nearly every case, the House and Senate Appropriations Committees continue to fund expired programs in the annual appropriations bills. The House passed a Byrne/JAG reauthorization bill in the 112th Congress but it never advanced in the Senate, and as of this time no bill reauthorizing the program has been introduced in either house in the current session.

23 III. Executive Director s Report Appropriations The Appropriations Committees of both the House and Senate approved their FY 2014 bills, but neither bill was scheduled for a floor vote. Joan Weiss BJS In FY 13, BJS got $46 million (after the sequester), $36 million of which was earmarked for NCVS. For FY 14 (beginning 10/1/13), the House bill provides $42 million, and the Senate bill provides $48 million. There is no earmark. In addition, up to 2 percent of grant and reimbursement program funds made available to OJP may be transferred to NIJ or BJS for research, evaluation, or statistical programs. BJA Despite no reauthorization of the Byrne/JAG formula grant program, in FY 13 the program received $352 million after the sequester and carve-outs (such as $4 million for the State and Local Assistance Help Desk, $6 million to implement the Justice Reinvestment Initiative, $4 million for NIJ to research domestic radicalization, and $5 million for the VALOR Initiative, related to violence against law enforcement officers.) For FY 14, the House proposes $368 million and the Senate, $351 million.

24 III. Executive Director s Report Appropriations (Cont.) NIJ In FY 13, NIJ received $41 million post-sequester. For FY 14, the House proposes $37 million and the Senate, $43 million. The Senate bill also provides an additional $4 million transferred from OVW for research and evaluation on violence against women and Indian women. Joan Weiss NCHIP/NICS Both the House and Senate bills provide additional funding for states to upgrade their criminal history records and upload them into the FBI s National Instant Background Check System (NICS). The House bill combines funding for the National Criminal History Improvements Program (NCHIP) and the NICS program into one funding stream ($55 million). The Senate bill maintains level funding for NICS but greatly expands NCHIP funding from $6 million in FY 13 to $50 million in its FY 14 bill.

25 III. Executive Director s Report Appropriations (Cont.) OJJDP is possibly looking at large cuts to its programs. In FY 13, the Formula Grant program received $42 million. This year, the House proposes to cut that in half to $20 million, while the Senate Joan Weiss proposes increasing it to $53 million. [The Committee directs OJP to submit a plan that includes details about the formulas used in awarding grants and for state-based competitions promoting community-based integrated continuums of service for at-risk juveniles and their families.] Title V grants, which support delinquency prevention programs, were eliminated by the House for FY 14, but the Senate bill would provide $35 million, an increase of $16 million over last year s funding level. The House also eliminated the Juvenile Accountability Block Grant program, while the Senate funded it at $30 million, an increase over the $24 million provided in FY 2013.

Research Report National Juvenile Justice Evaluation Center ( Delivered three webinars to between 130 and 280 participants: Sustainability: A Collaborative Approach; Making What Works Work for You: Evidence-Based Components and Adaptation; and Demystifying Survey Data Collection Stan Orchowsky Developed three new toolkits for the website on sustainability for service providers and grantors, and logic models Developed two narrated slideshows for the website: Hiring and Working with An Evaluator, and Understanding Juvenile Justice Evaluation Reports. Delivered two presentations to the District of Columbia s Justice Grant Administration (JGA) Pre-Bidders Conference on evidence-based components and adapting evidence-based programs Disseminated a bi-monthly newsletter to 1,500 subscribers

32 IV. Research Report National Juvenile Justice Evaluation Center ( (Cont.) Provided support to the Federal Advisory Commission on Juvenile Justice (FACJJ) for their 2013 report to the President and Congress. Collected input from SAG chairs, juvenile justice specialists, and DMC coordinators, compiled literature reviews regarding DMC best practices and crossover youth, and submitted a report to the FACJJ. Stan Orchowsky New Projects (Beginning October 1, 2013) Building Capacity for Performance Measurement and Evaluation for Local Grantees in Washington, DC Working with Washington, DC s Office of Justice Grants Administration and Victim Services to provide training and technical assistance to local grantees on performance measurement and evidence-based practices.

35 V. Finance Report The complete finance report is posted on the JRSA website with other business meeting materials. The JRSA revenue projection for FY 2014 (7/1/2013 6/30/2014) at $1.44 M represents a 19% reduction in Sandy Dayton the level of activity as compared to the fiscal year just ended, most of which is related to the cancellation of conferences and meetings. There was also a delay in OJP decisions regarding a new scope of work on the grants. Consistent with this change in award tasks, the expense budget was reduced to reflect the reduction in project staffing and related expenses. Along with continuation funding for current grants, JRSA received new awards from the District of Columbia Justice Grants Administration Office, and National Center for Victims of Crime (through an Office for Victims of Crime grant). These awards were not included in the FY 2014 budget forecast, so JRSA will exceed revenue expectations for the remainder of this fiscal year.

36 V. Finance Report Staff are constantly looking for project opportunities with OJP and outside of OJP to expand our multistate efforts involving SACs. We continue to receive the SJS award from BJS that enables us to provide services and support to the SACs. Sandy Dayton The Membership Fund, which represents the association's discretionary monies, supports the JRP journal and activities such as pre- and postconference seminars. For FY 2013, the Membership fund balance increased 4.1% to $473,000. For the fiscal year that ended on June 30, 2013, JRSA again received an unqualified audit opinion.

37 VI. Justice Research and Policy Journal Report JRSA s research journal was begun in 1999 to bridge the gap between research and practice. Contains research findings on issues relevant to state and local policymakers and practitioners. JRSA NCJA Affiliation Update Executive Committee had devoted time to examining the impact of several factors on JRSA as an organization: the changed economic climate; BJS announcement that all OJP discretionary grants would be competed; and the end of the JRSA long-term lease. Phillip Stevenson (AZ) President Explored a variety of options and decided to work toward an affiliation with another organization. Affiliation agreement with the National Criminal Justice Association signed August 4, Affiliation Working Group with representatives of both organizations will study the effectiveness of the affiliation during an 18-month transition period and recommend future direction to the two Executive Committees.
