2 Law No: 2232 Formation of the Economic and Social Council of Greece and other provisions Article 1 Establishment - Authority 1. The Economic and Social Council (O.K.E.) is formed, which is a legal entity of private Law, with the name «Economic and Social Council» (E.S.C.) and registered offices in Athens. 2. The E.S.C. s work is the expression of the reasoned Opinion in topics of great importance, related to labour relations, social security, taxation measures, as well as socioeconomic policy in general, especially in topics of regional development, investment, export, consumer protection and competition. The State s budget is not included in these topics. The E.S.C. shall mandatorily express its Opinion on the above topics before the enactment of relevant official laws. 3. By a decree of the Council of Ministers, upon the E.S.C s Opinion, other topics may be included, whereby the E.S.C. s Opinion will be mandatory. 4. The E.S.C. may also, on its own initiative, express an Opinion on other general topics of socioeconomic policy. It may express an Opinion on any other topic, when the relevant minister requests so, due to the importance of such a topic. Article 2 Procedure for the exercise of authority 1. The E.S.C. s Opinion is requested by the relevant in each case governmental authority. After its issuance, the Opinion is forwarded to the same authority. 2. The E.S.C. issues its Opinion within a period, which may not be shorter than thirty (30) days and longer than forty five (45) days, from the day that it receives the request. After this forty five (45) day period expires, an Opinion may still be issued. In extremely urgent cases, the above term of forty five (45) days may be reduced. The Opinion contains an analysis of the subject in question and the Council s evaluations and proposals. 4. For the documentation of its Opinion, the E.S.C. may form research groups, consisted of specialists, or use experts as well as co-operate directly with the relevant Ministries, or their Services, the legal entities of public Law, local government organisations, public corporations and public welfare organisations. The above services and agents are obliged to offer every information available and any particular data requested for the documentation, except in such cases where business secrets are involved. 5. Representatives of the above mentioned agencies, in the case of being invited to develop their Opinions in the meetings of the General Assembly or of the Executive Committee orally, are obliged to participate in such meetings. 6. In order to complete its research and document its proposals, the E.S.C. may conclude contracts with any third party. Article 3 Composition 1. The E.S.C. consists of the President and forty eight (48) other members, who form three groups with equal number of members. 2. The first of these groups represents employers, the second one employees and the third one social classes. 3. The members of the first group are appointed in fours (4) by the Federation of Greek Industries (S.E.V.), the General Confederation of Small and Medium Sized Businesses, Craftsmen and Traders of

3 Greece (G.S.E.V.E.E.) and the National Confederation of Hellenic Commerce (E.S.E.E.): by the Hellenic Bank Association, the Panhellenic Federation of Hoteliers (P.O.X.), the Union of the Greek Shipowners and the Association of Limited by Shares and Limited Liability Technical Companies (S.A.T.E.) respectively. 4. In the second group, eleven (11) members are appointed by the Greek General Confederation of Labour (G.S.E.E.) and five (5) members by the Greek Trade Union Confederation of Public Service (A.D.E.D.Y.), are elected by, in as much as is possible, different branches. 5. In the third group the members are appointed in the following way: a. five (5) by the Panhellenic Confederation of Unions of Agricultural Cooperatives (PA.S.E.GE.S.), and two (2) by the General Confederation of Greek Agrarian Associations (GE.S.A.S.E.), b. one (1) member who practises an independent profession by the Coordinating Layers Council, the Panhellenic Medical Association, the Technical Chamber of Greece, the Economic Chamber of Greece, the Geotechnical Chamber of Greece, c. one (1) representative of consumers and d. three (3) members of the Central Union of Communities and Municipalities of Greece. 6. The substitute members are appointed likewise, if the relevant agent also suggests substitute members. The latter substitute the regular members in case that they are hindered of ceased for any reason. In the latter case, the substitution lasts until a new regular member is appointed. The latter s term of office ends together with the term of office of the rest of the members. 7. In the case where after the first session of E.S.C., a dispute arises regarding the representational character of a represented organisation of one of them ceases, the General Assembly decides the matter. The internal regulation establishes the terms of recognition of the representative character of a represented organisation. 8. The members are proposed by the competent associations within thirty (30) days from the relevant invitation for that reason. If no proposal is made within the above term, the Council is formed by members who have actually been proposed. In the first session of the E.S.C., the invitation is made by the Minister of National Economy. Afterwards, the invitation is sent by the E.S.C. three (3) months before the expiry of its term of office to the competent associations. 9. The E.S.C. is formed to a body by a decree of the Minister of National Economy, published in the Government Gazette. 10. The exercise of the duties of all the E.S.C. s members is not subject to restrictions regarding the possession of a second position nor to the general restrictions regarding the public sector. 11. The term of office of the E.S.C. members is for three years, it starts from the day following the publication of the ministerial decree in the Government Gazette and is renewable. However, the members continue practising their duties until the formation of a new Committee. Article 4 Organisation and Operation 1. The E.S.C. bodies are: the General Assembly, the Executive Committee, the President and the three (3) Vice-Presidents. 2. Non-mandatory bodies are the General Assembly s divisions. The General Assembly may form Work Committees. The authority, the composition and the operation of the General Assembly s divisions, and of the Work Committees, are established by internal regulation. 3. The General Assembly has the authority to form the Opinion, to issue regulations regarding the organisation or the operation of the E.S.C., as well as to eal with any other subject not entrusted to another body. 4. The General Assembly may, by a majority of 2/3 of the total number of members thereof, authorise the Executive Committee to express an Opinion on a specific subject. It may also, by the same majority, divide the E.S.C. into parts, temporarily of definitely, always with proportionate representation of the three groups. 5. The members, during the exercise of their duties, act on independent Opinion.

4 6. The General Assembly shall meet twice a year, once per semester, and any other time, upon invitation of the President. The invitation is served five (5) days before the day of the meeting. The meetings are not public, unless the General Assembly decides otherwise. 7. The E.S.C. s Opinion is forwarded to the Minister of National Economy and to the relevant, each time, Minister, together with all the necessary documents, including the minutes of the meetings. The Minister, to whom E.S.C s Opinion was forwarded, may send back the Opinion, asking for additional elements to be considered. 8. In order to form an Opinion, unless differently provided, a quorum of half of the total number of members and also the majority vote of the members present, which however may not be less than one 1/3 of the total number of members, are required. The minority views are reported in the decision, in the case that they represent one 1/3 of the present members and, in any case, at least ten (10) members. 9. Voting takes place by the lifting up of hands, unless the President requests nominal voting. 10. The Executive Committee consists of the President, the three (3) Vice-Presidents and three (3) representatives from each group, appointed by the respective groups. The term of office of the Executive Committee representatives is annual, unless the General Assembly decides differently. By internal regulation the composition of the Executive Committee may be otherwise constituted. 11. The Executive Committee may hold its first meeting one (1) month after the E.S.C. s first session, with as many members as appointed. 12. The Executive Committee, unless the General Assembly decides otherwise, manages the daily affairs of the E.S.C., proceeds with the gathering of information and the preparation of the proposals on the Opinions expressed by the E.S.C., which it submits for final approval to the General Assembly and prepares the draft regulations. For this purpose, it establishes a Committee and appoints a main rapporteur and possibly a second one, who belongs to a different group. It may also establish, with the President s concurrent Opinion, the research groups provided by Article 2 or suggest the appointment of an expert. 13. In order to form an Opinion, a quorum of half of the total number of members and a majority of the present members, are required. The proposals are forwarded to the President and communicated to the members of the General Assembly, which is called in order to form the final Opinion. If they are voted by at least nine (9) members and at least ten (10) members of the General Assembly are not opposed to them, they become the E.S.C. s final Opinion. By internal regulation these subjects may be arranged differently. 14. The Executive Committee meets upon invitation of the President, served three (3) days before the day of the meeting. 15. During the meetings and the discussions of the General Assembly and of the Executive Committee, the following are entitled to participate, without right to vote: the Minister of National Economy, the Minister who submitted the request of persons authorised by them, as well as any other Government member, whose presence is considered necessary by the Minister of National Economy. 16. Third parties also, whose presence is considered necessary due to their expertise, may participate without right to vote, by decision of the President. 17. The participation without right to vote of members of Parliament, the European Parliament, of representatives of the public administration of public organisation is provided for by internal regulation. Article 5 1 President and Vice-Presidents 1. The E.S.C. s President is appointed by a decree of the Minister of Economy and Finance upon a proposal of the General Assembly for a three year term. The selected President is a personality of recognised stature coming and proposed on a three year rotation basis by each of the three groups, which, according to art. 3, constitute E.S.C. and in the sequence that they are mentioned therein. 5 acquired a majority of 2/3 of the overall number of E.S.C. s members. After three unsuccessful ballots, the nomination of the Presidential candidate is made by a 3/5 majority of the total number of members. His place in the General Assembly (if he is a member) is taken by the substitute member, according to par. 6 of art For the nomination of the new President, the General Assembly meets at the initiative of the Minister of National Economy within one (1) month from the first session of the E.S.C. In order to conduct the voting, the E.S.C. elects an ad hoc presiding board electoral committee, consisted of three (3) members, representing the three groups. 3. The President represents the E.S.C., has the responsibility for the action thereof, presides over the General Assembly and the Executive Committee meetings, determines the agenda, taking into consideration the requests formed by the members, and proceeds with the revision of the minutes. The inclusion in the agenda of the General Assembly of subjects requested by at least sixteen (16) members, is mandatory. 4. The E.S.C. has three (3) Vice-Presidents, elected by the General Assembly for a period of three years, from among the members of the three groups respectively. 5. The Vice-Presidents substitute and assist the President, as provided by the internal regulation. 6. The election of the Vice-Presidents and of the members of the Executive Committee is made by the General Assembly by a secret ballot. Article 6 2 Secretary General 1. The E.S.C. s services are headed by the Secretary General. His qualifications are determined by the Internal Regulation of E.S.C. 2. The Secretary General is hired by E.S.C. s Executive Committee after public announcement in which the necessary qualifications are specified. 3. The Secretary General is the highest ranking employee of the E.S.C., assists the President and the other organs, has, under the President s supervision, the management of the E.S.C. s services and is responsible for the implementation of the decisions taken. 4. The Secretary General participates in the meetings of the General Assembly and of the Executive Committee, without right to vote. Article 7 Resources The E.S.C. is financed by the Ministry of National Economy, where a special account number is written. Financing from other resources is possible, if this is accepted by the General Assembly. The E.S.C. management is not subject to the provisions of the state accounting neither that of the public sector. Every year, the General Assembly draws up the budget and approves the review. Article 8 Authorising provisions 1. The number of positions of the E.S.C. s scientific and administrative personnel, their required qualifications and the number of the positions to be covered, are determined by presidential decrees, issued at the recommendation of the Ministers of National Economy and Finance, after Opinion of the General Assembly. 2. The positions of the scientific and the administrative personnel may be filled through detachment of employees from the public sector, following the decision of the Minister of National Economy, after recommendation of the E.S.C. 3. The E.S.C. draws up the following regulations, published by decision of the Ministers of National Economy and Finance: 2 Paragraphs 1 and 2 of article 6 appear as they have been amended by law 3220/2004.

6 a. Internal regulation. b. Regulation for appointments and status of personnel. c. Regulation for the supplies, the remunerations, the fees of the members and the President, other expenses and the management of the resources in general. Regarding this last regulation, the approval of Ministers of National Economy and Finance is required. 4. The internal regulation arranges all the subjects referring to it by an express provision, as well as any other subject related to the E.S.C. s operation, not arranged by the provisions of the present. This regulation may foresee a presiding board as an administrative body having few members. Until the approval of the internal regulation, the issues regarding the E.S.C. s operation are settled by the Executive Committee, unless the General Assembly decides differently. 5. The drawing up of the first regulations is made by a seven member Committee, consisted by one representative of S.E.V., of G.S.E.V.E.E., of the Union of the Trade Associations of Greece, of A.D.E.D.Y., of PA.S.E.GE.S., and two representatives of G.S.E.E. The Committee, upon completion of its work, submits the regulation to the General Assembly for approval. Article 12 Effect of the Law The present law is in force from the day of its publication thereof in the Government Gazette. We order the publication of the present in the Government Gazette and its execution as law of the State. Athens, 29 August 1994

7 MINISTERIAL DECREE No 48719/DEKO 1142 Regulation for the Operation of the Economic and Social Council of Greece (E.S.C.). THE MINISTERS OF NATIONAL ECONOMY AND FINANCE Taking into consideration: 1. Article 8 of Law 2232/1994 «Formation of Economic and Social Council and other provisions». 2. Decree No 898 B/ of the Minister of National Economy «Formation of Economic and Social Council». 3. Decree No 953/B/ of the Minister of National Economy «Supplement and Amendment of Decree No 898 B/ of the Minister of National Economy». 4. Decree No 930 B/ of the Minister of National Economy «Appointment of President of the Economic and Social Council» 5. Document No 86/ of the E.S.C. 6. The fact that there is no expense incurred by the provisions of this decision at the expense of E.S.C s Budget, we decide: The publication, in the Government Gazette, of the Regulation for the Operation of the Economic and Social Council (E.S.C.), which has been approved by the General Assembly of the E.S.C., the content of which is as follows: REGULATION FOR THE OPERATION OF THE ECONOMIC AND SOCIAL COUNCIL OF GREECE Article 1 These Regulations, which have been constituted according to the provisions of Article 8 paragraph 3 ed. a' of Law 2232/94, determine the way in which the E.S.C. is organised and operates. CHAPTER I Article 2 Opening of the E.S.C. s works - Election of President E.S.C. s activity is practised in three periods. The E.S.C. is assembled after each three-year renewal, by the Minister of National Economy within one (1) month after publication of the E.S.C. s composition in the Government Gazette. The sole subject of the agenda is the selection of two candidates between whom the President will be selected. In order for the poll to be carried out for the selection of the two nominees for President, the General Assembly, with the responsibility of the older of the present members, appoints a temporary presiding board consisting of three (3) members, the older one from each group. The proposal is made with the majority of 2/3 of the total of the members. Wherever these regulations refer to the members of the E.S.C., they mean those who are appointed by their organisations and whose names have been published in the Government Gazette. In case of three unsuccessful polls, the motion for a nominated President is made under the majority of 3/5 of the members of the E.S.C. Article 3 Election of Vice-Presidents and Executive Committee The President appointed by the Minister of National Economy, within at most fifteen (15) days after publication of his appointment in the Government Gazette, assembles the General Assembly of the E.S.C. at meeting so that the 3 Vice-Presidents and the 9 members of the Executive Committee can be elected. The President may also enlist other topics in the agenda, in respect of the operation of the E.S.C. The President summons the three groups to prepare the nominations in time.

8 During that meeting an Electoral Committee is appointed consisting of 3 members, the younger one of each group. Any member may be nominated for every position, either by the Group he/she belongs to or of his/her own initiative. The E.S.C. carries out elections for the Vice-Presidents and the members of the Executive Committee during separate respective polls. In order for the candidates to be elected, they have to receive at least half plus one of valid ballots including those without a cross. In the case that a candidate has not received the required number of votes therefore not fulfilling the required number of Vice-Presidents or members of the Executive Committee, the ballots for the unfilled positions are repeated after a one (1) hour pause for the necessary consultations to be made. In case that again the election is not possible, according to the above required number of votes, then the meeting is repeated two weeks later at the same place and time. If again during polls, the election is not possible, then the ballots are repeated and the election in made according to the order of the number of votes each of the candidates has received. In the case of equality in votes on all of the above occasions, the polls are repeated among those who have got equal votes. In the case where there is equality of votes again, a draw is made. The polls that are conducted under enforcement of this article are secret. The right to vote cannot be assigned. The number of crosses on the ballots must not exceed the number of seats that are to be filled. Such ballots are not valid. CHAPTER II Article 4 Function and responsibilities of President and Vice-Presidents The President represents the E.S.C., he is responsible for the actions of the E.S.C., he directs the meetings of the General Assembly and of the Executive Committee, determines the agenda in collaboration with the 3 Vice-Presidents, taking into consideration matters that have been requested by a competent Minister and matters that are set forth by the members, he also proceeds with the certification of the minutes. The enlisting of subjects in the agenda of the General Assembly, which has been requested by at least twelve (12) members, is compulsory. The General Assembly must be convened within 15 days when the total of the members of a Group asks so. The same Group may ask for a new session after three months. The General Assembly must be convened within 15 days whenever this is requested by at least twenty one (21) members of the E.S.C. In any case, the subjects of the agendas have to be referred to. The President of the E.S.C. directs their works under the conditions of these regulations and according to the circumstances. The President is responsible for the external relations of the E.S.C. The President informs the General Assembly about the steps and actions that are made on their behalf in the period of time from one meeting to another. The 3 Vice-Presidents support the President and replace him in priority order which is determined by the Executive Committee. This order is in affect for one year alternately. Since the Vice-Presidents replace him in case of absence or impediment, the President keeps them updated on the current problems. In case of the President and Vice-Presidents' absence, the President is replaced by the eldest member of the Executive Committee. The President may, depending on the occasion, assign certain responsibilities to one of the Vice- Presidents or may assign the accomplishment of a certain mission. Article 5 Duties and convocation of the Executive Committee The Executive Committee (E.C.) is assembled at its first meeting within fifteen (15) days the latest after its election.

9 The Executive Committee manages the current issues of the E.S.C., collects information and prepares the proposals for the Opinions of the E.S.C., which it files for final voting in the General Assembly. The E.C. determines the details of enforcement of the provisions of these regulations with instructions. It also determines the organisation and internal operation of the E.S.C. in the same way. The E.C. may create, from members of the E.S.C., special Committees in order to examine current issues of their competence. The E.C. regularly examines the continuation given to the Opinions issued by the E.S.C. and they inform the General Assembly about it through their report which is filed by the President, at least once a year. The E.C. is assembled by the President of the E.S.C. either ex officio or through petition made by five (5) of its members. The call is notified three (3) days before the date of meeting at which the issues are determined. The same persons cannot ask for the assembly of the E.C. before the lapse of one month after the previous session of the board on their own initiative. CHAPTER III Article 6 Operation of the E.S.C. s General Assembly The General Assembly is conveyed at least twice each year, once every six months and, at any rate, after the President s call and according to the provisions of article 4 of these regulations. The call is notified five (5) working days before the date of the meeting. The meetings are not public unless the General Assembly deems so. The E.S.C. is assembled by its President to express reasoned Opinion which is required by the competent Minister, pursuant to provisions of article 1 of Law 2232/1994. Furthermore, the E.S.C. is assembled by its President in order to prepare the study of issues and to express its Opinion on general social and economic issues, on which, on their own initiative, it wish to express its Opinion. It may be assembled by the President in order to examine the further development of the issues on which it has already expressed its Opinion. To organise the works of the General Assembly, the E.C. is assembled before each meeting and contingently during this meeting. Wherever in these Regulations there is mentioned the term "members of the E.S.C.", it means the total number of members as they are determined in the decision of the Ministry of National Economy for its establishment. Article 7 Alternate Members In the case of impediment of a member of the E.S.C. regarding his/her participation in the General Assembly, this member, in his/her own responsibility notifies his/her alternate. Those who have proposed alternate members have to notify the members who are going to be replaced by the alternate ones, with their relative decision. Article 8 Petitions for Opinion The petitions for Opinion which come from the relevant Ministers are addressed to the President of the E.S.C. The President and the E.C. organise the works of the E.S.C. taking into account the deadlines prescribed by the provisions of article 2 of Law 2232/1994. Article 9 Elaboration of Opinion 1. The E.C. is responsible for the collection of information and the preparing of proposal for the Opinion that is to be expressed by the E.S.C. and which will be filed for voting in the General Assembly.

For this purpose the E.C. constitutes Work Committees from its members or even members of the General Assembly of the E.S.C., in equal number from each Group and appoints a main rapporteur and contingently a co-rapporteur for his assistance, who belong to different groups, until the date of the Opinion s submission. 3. If it is deemed necessary, the E.C. may allow the rapporteur and the corapporteur to ask for the assistance of a persons or person, who as experts and because of their experience or their knowledge are particularly fit to give information about the issues to be examined. The duties of the expert and the rapporteur are fulfilled when the examining of the text is completed by the General Assembly. 4. The Work Committee elaborates the Opinion and carries out the Introductory Report on the basis of the workfile that has been prepared by the rapporteur. For every meeting of the Work Committee, there are kept brief minutes which are made known to the rapporteur. In the minutes a list of members and the experts who participated in the meeting is also included. Article 10 The Proposal of the Executive Committee The Opinion of the Work Committee as well as the Introductory Report of the rapporteur are forwarded to the E.C. three (3) days before the date of meeting. For the formation of the proposal of the E.C., there is required a quorum of the members of the E.C. and a majority of the present ones. The proposal of the E.C. contains only the texts that have been accepted by them. The text of amendments that have been rejected is attached to the proposal of the E.C. along with the results of the relevant polls, provided that the number of votes "for" is at least four (4). The proposal of the E.C. towards the General Assembly of the E.S.C. is accompanied by the Introductory Report. The Introductory Report is made by the rapporteur according to the decisions of the E.C. and includes the views that have been expressed during the discussions. The proposal along with the Introductory Report are forwarded to the President and are notified pursuant to article 6 paragraph 1 to the members of the General Assembly which is assembled for the expression of the Opinion. This notification to the members is made five (5) days before the date of meeting. For every meeting for the expression of the proposal of the E.C. there are kept brief minutes which are submitted to the E.C. for ratification. Article 11 Quorum The E.S.C. s meetings are valid if more than half of its members are present. If there is no quorum, the President adjourns the meeting. The General Assembly is assembled on the same day and time at the same place the following week. Article 12 Carrying out of works The President, with the assistance of the Vice-Presidents, opens the meeting, directs the discussions and ensures the enforcement of regulations. The General Assembly confers on the basis of the Proposition of the E.C. The rapporteur reports the procedure in brief followed by the E.C. The rapporteur develops the proposition that has been accepted by the E.C. Afterwards, there is conducted a general discussion about the issues that constitute its subject. After the general discussion, the General Assembly forms its Opinion, on the basis of the text of the proposal and the amendments that may have been filed for this text. If the proposal of the E.C. is rejected, the President of the E.S.C., with agreement of the General Assembly, brings the subject for revaluation in the E.C. If a proposal of the E.C. towards the General Assembly has been voted for by at least nine (9) members of the E.C. and there are not at least ten (10) members of the General Assembly that disagree with the General Assembly, among whom there are not included the members of E.C. that voted for the

11 proposal, then the text of the proposal is subjected, without any discussion, to a poll through raising hands. The General Assembly may, with the majority of 2/3 of its members, assign the expression of Opinion on a certain matter to the E.C. Article 13 Amendments Amendments have to be set forth only in writing, to be signed by their drafters and to be submitted to the President 24 hours before the beginning of the meeting. These amendments are distributed to the members of the General Assembly. However, the submission of amendments before the beginning of the meeting is allowed if they have been signed by at least 2/3 of the members of a group. These are the only procedures through which amendments may be submitted. In the amendments, the part of the text they concern must be specified and be given a brief reasoning. The President of the E.S.C., in collaboration with the rapporteur, may propose to the General Assembly, during the discussion of the amendments, the necessary adjustments for the formation of the views of the text, which he subjects to voting. Article 14 Method of discussions The President, either on his own initiative or at the request of a member, may ask from the General Assembly to decide if the time of speech must be reduced, in case the meeting has to be adjourned for a short period of time or if the discussion must be completed. After discussion has been completed, the participants may speak, only after the voting, in order to explain their votes and within the limits given by the President. Article 15 Minutes For every meeting of the General Assembly of the Economic and Social Council, there are kept minutes which are submitted to it for ratification. The minutes, in their final form, are signed by the President and the Secretary General of the E.S.C. The discussions of the General Assembly of the Economic and Social Council which have been subjected to voting as well as the result of this voting are included in these minutes. When the polls are nominal, the names of the members who took part in them, are written. The documents that are considered necessary to understand the discussions are annexed in the minutes. Publication of extracts of minutes is possible upon the request of a member of the E.S.C. for a matter that concerns him/her and after consultation with the President. Those who are represented at the E.S.C. may ask for copies of minutes upon their request to the E.S.C. and after decision of the E.C. of the E.S.C. Article 16 Opinion The Opinions of the Economic and Social Council consist of two parts: - the introduction, at which the procedure followed for its establishment and the cause are set forth - the second part, which includes an Opinion about the total of issues as well as the view of the minority that has aggregated one 1/3 of the present members and in any case at least 10 members. The results of the votings for the whole text of the Opinion are also attached. When the polls are nominal the names of the members who took part in them are written. The Opinion is publishable. Article 17 Forwarding of Opinions and minutes

12 The Opinions of the Economic and Social Council and the minutes of meetings are forwarded to the Minister of National Economy and to the competent Minister on each occasion. The Opinions of the Economic and Social Council are also sent to its members as soon as possible after each meeting. Article 18 Method of voting Valid forms of voting are the positive vote, the negative vote and abstention. The decisions of the E.S.C. and its bodies, unless it is differently prescribed by law or above articles, require a quorum of more than half of the members and a majority of the present ones, which cannot be less than one 1/3 of the members. Voting is carried out through the raising of hands unless the President asks for personal voting or secret voting is required. Article 19 Urgent procedures Paragraph 2 of article 2 of the founding law prescribes the procedures of "extremely urgent cases" where the deadline of forty-five (45) days is reduced to fifteen (15) days. In that case there is followed the procedure prescribed by articles 8, 9, 10, 11, 12 is followed hereof. The Opinion of the Committee and the Introductory Report of the Rapporteur are forwarded to the E.C. one (1) day before the date of the meeting of the E.C. The proposal of the E.C. along with the Introductory Report are notified to the members of the E.S.C. two (2) days before the date of meetings. The amendments may be submitted in writing to the President before the beginning of the meeting (the brief reasoning in not necessary) until a certain time of the meeting which is defined by the President. The President of the E.S.C. in collaboration with the rapporteur, may propose to the General Assembly, during the examination of amendments and development of discussion, the necessary adjustments for the formation of the views of the text which he subjects to voting. Article 20 Presence of Members of Parliament, Members of the European Parliament, Representatives of Public Administration and of Public Organisations In the General Assembly of the E.S.C., Members of Parliament or Members of the European Parliament who participate in a Parliamentary Committee of the Greek or European Parliament respectively may be present, with the right to speak but not to vote, on issues relevant to the subject of the matter to be examined. Their participation is possible through the President s call. The same stands for the representatives of public administration (Secretaries General or Specific, General Directors) and the Presidents of public Organisations for issues relevant to the matter to be examined by the E.S.C. CHAPTER IV Article 21 Review of the Regulation The General Assembly decides under absolute majority of its members whether it is necessary for some parts of the whole of these Regulations to be reviewed. For this purpose, it assigns a Committee called the Regulation Council, which consists of the President and two representatives of each Group, to draft a report and a text plan. On the basis of these, the E.S.C. accepts the new provisions under the absolute majority of its members. The new provisions come into effect as soon as they are approved by the General Assembly.
