This year, we at the State Party are continuing to enhance the services that we provide to our county and local parties and candidates, messaging operation, high-tech data management systems and our community outreach efforts. The State Party has established coalitions to recruit candidates and fundraise in a number of communities, including the Hispanic, African-American, Asian, Indian and young professionals communities. New York being New York, our coalitions program will also affect national politics, in coordination with both national Republican organizations and other state parties. Our 2012 Victory Program facilitated the creation of an extensive database of active Republican voters that will allow future campaigns to better target messages and outreach. Although outnumbered 2.5 to 1, New York Republicans in the last four years won historic victories that brought an end to a fiscally disastrous and corrupt one-party Democrat rule in Albany, sent more new Republicans to Congress than any other State and gave Republicans control of offices in large swaths of territory outside of New York City, as well as in Staten Island. In 2013, Republicans swept all seven County Executive races across the state, including in Westchester County, where Republican Rob Astorino was reelected by ten points despite a 2-1 registration advantage for Westchester Democrats. With these victories, we are driving fiscally responsible, pro-growth reforms at all levels of government. These successes were fueled in part by the more than $12 million contributed to the State Party and deployed for the benefit of our committees and candidates since September To mold this financing success into a permanent structure for the State Party, we have formed and empowered the statewide Finance Committee with Regional Chairs, the first in two decades. For the same purpose, we have formed other committees designed to organize and empower within the State Party prominent Republican Party leaders and activists. Working together, volunteering our time and our financial support, we will build a stronger New York Republican Party. A stronger party means a stronger New York, and a stronger New York means a stronger America. Thanks to our joint efforts and with your continued support, the Republican Party will remain a voice for freedom, opportunity, limited government, fiscal responsibility, lower taxes and economic growth for years to come. Situated in the financial and media capital of the world, a prime fundraising location for candidates from across the nation and home to many ethnic and other groups, the New York GOP has a unique role to play in national politics. We have established strong relationships with the Republican National Committee, National Republican Congressional Committee, Republican Governors Association and other national and state committees and are now in a strong position to act as a vital nexus of a unified Party from the national committees to the State Party to the county parties and down to the local, grassroots level. 4 2009 LOCAL ASSISTANCE PROGRAM 2009: Laying the foundation for future success with our Local Assistance Program The 2009 local elections provided an opportunity for the State Party to institute a statewide strategy to assist local campaigns. The strategy focused on counties and candidates that demonstrated potential and need or were situated in areas where Republicans had lost ground over the last several election cycles. In the five weeks between the election of the new State Party officers and the November 3rd elections, the State Party raised more than $400,000 and provided resources for dozens of candidates in targeted areas across the state. Our efforts helped Republicans hold or capture four County Executive seats, including those in Westchester (where Republicans are outnumbered 2 to 1) and Nassau Counties. Republicans also picked up several key County Legislature seats and captured control of legislatures in Dutchess and Nassau Counties. Republicans picked up a super minority in Erie County, which County Executive Chris Collins used to uphold 154 vetoes of Democrats wasteful spending measures. Our message was heard: in 2010, Democrats throughout the state, including Andrew Cuomo, campaigned on our winning themes of tax relief and fiscal responsibility. 2010: Take Back New York program leads to historic election success STATE GOP TBNY PROGRAM TARGET AREAS BUS STOPS VOIP PHONE CENTERS The State Party played a key role in helping candidates at all levels of government win office in the historic 2010 elections. For the first time in years, the State GOP initiated a fully-integrated victory program, Take Back New York. Our efforts were statewide, with emphasis on areas of overlapping State Senate, Congressional or Assembly races on portions of Long Island, the Hudson Valley, Central New York, the North Country and New York City Get Out The Vote Success. 5 2011: Local victories, national implications Styled after the success of our 2009 Local Assistance Program, we again implemented many statewide initiatives to help local committees and candidates in the 2011 special and general elections. The State Party targeted resources toward County Executive races, County Legislative contests and other campaigns across the state. We worked with other state and national organizations on phone banks, direct mail, voter identification efforts, and volunteer organization and mobilization. Our 2011 election success proved that the Republican tide is still rising in New York. Among our many local victories, experienced Republican County Executives easily won reelection in Monroe, Onondaga and Oneida counties, won decisive victories in the open seats in Putnam and Dutchess counties, and won the Broome County Executive seat for the first time since Victory in the 9th Congressional District On September 13, 2011, despite being outspent by a factor of three, Republican Bob Turner won a special election in a Queens and Brooklyn congressional district with a three-to-one Democratic registration advantage. The district had not been held by a Republican since The State Party performed major roles in critical areas including candidate and campaign staff selection, campaign strategy, coordination of efforts with all GOP committees at both senior and staff levels, raising and supplying critical funding, doing mailers, recruiting statewide and national volunteers, media air cover and op-ed support and ballot security. 2012: Obama wins nationally Republicans win locally While President Obama s strong performance hurt many of our down-ballot candidates, New York Republicans largely held the line in Despite losing two incumbent Congresswomen, five of our Republican incumbents, Reps. Peter King, Michael Grimm, Chris Gibson, Richard Hanna and Tom Reed, won reelection. And Republican challenger Chris Collins defeated a strong Democrat incumbent. Highlights of the 2012 State Party Victory Program 13 Victory Centers that reached every corner of the state Over 1,500 volunteers 1.46 million phone calls made Over 84,000 doors knocked on Nearly 6 million pieces of mail distributed in support of our Congressional candidates 1.75 million pieces of mail distributed for state and local candidates Over $180,000 in television ad buys Our majority Republican conference, in formal coalition with five independent Democrats, kept control of the State Senate, where they continue to be a major fiscally responsible voice in the governance of New York State. Among our many local victories, Republicans Debbie Preston, Sandy Schepp, Ed Romaine and Stefan Mychajliw won highly competitive races for Broome County Executive, Onondaga County Clerk, Brookhaven Town Supervisor and Erie County Comptroller, respectively. Each of these victories occurred in counties carried by President Obama. The State Party victory program run in conjunction with Speaker John Boehner s political trust contributed to our success in down ballot races. The Speaker s office conceived, and together with the State Party, financed and implemented our victory programs, which provided the margin of victory in not only some of our congressional races, but also in many of our down ballot races. As a former State Chairman I can tell you firsthand of the incredible amount of work and energy that goes with running a large political operation. In today s ever-changing climate the party must be fast to respond, quick to rise to a challenge and always paying attention to the 3.5 million party members they represent. Over the past few years Chairman Cox and a dedicated and hard working party staff and committee have risen to the challenge. They have raised money, spent it wisely and positively impacted many dozens of critical races helping to make New York better for all of us. The State Party worked with national Republicans behind the scenes, developed a mail plan, raised and contributed funds, recruited volunteers from around the northeast, and echoed our message at every turn. 6 In 2009, when I was running against all odds, and in 2013 when I ran for reelection in a two-to-one Democratic County, State Committee was with me every step of the way to provide resources and advice. It was never a question of 'can they win?' The question was always: 'how can we help you win?' Their assistance has continued to be invaluable as I work to bring fiscal responsibility and pro-growth policies to Westchester County. Robert P. Astorino Westchester County Executive 2013: Republicans swept all seven County Executive seats in 2013, pave the way for 2014 gains 2013 proved that the taxpayers revolt that started back in 2009 is still going strong. Republicans won big last year, sweeping key races across the state, including all seven County Executive races. Republican Rob Astorino was reelected by twelve points in Westchester County, where Democrats outnumber Republicans two to one. Republican County Executives Ed Mangano of Nassau and Kathy Jimino of Rensselaer were reelected, and Republicans Vince Horrigan of Chautauqua, Ed Day of Rockland, Steve Neuhaus of Orange and Matt Ossenfort of Montgomery were elected as County Executives. Highlights of the 2013 NYGOP Mail Program Over $2.8 million spent Over 350 candidtaes supported Republican Rich David won the Binghamton Mayoralty and Republican Anthony Palumbo won a special election for a vacant Assembly Seat. In Erie County, where Democrats outnumber Republicans three to one, Republicans seized control of the County Legislature for the first time since If Republicans are winning in three-to-one Democratic Erie County and two-to-one Democratic Westchester County, Republicans can win in two-to-one Democratic New York State. COUNTY EXECUTIVE SEATS SWEPT BY REPUBLICANS IN 2013 Four years ago, I defeated a two-term democratic incumbent and headed to Albany to reform our state government and economy. Among many accomplishments, in two short years, we closed a $13 billion deficit, cut wasteful spending, and repealed the job killing MTA payroll tax on small businesses. The Republicans have led the reform movement and will continue to do so to ensure that New York's best days are still to come. 7 Financing success The New York State Party is in its strongest financial position in years due to the generosity of thousands of donors: About $17 million has been contributed to the State Party since September 2009 Since 2011, we ve increased the number of donors to the State Party by 26%, and doubled the number donating more than $5,000 In 2013 we outperformed 2012 s numbers for individual, non-event related donations Louisiana Governor Bobby Jindal addresses the 2012 State Party Dinner. Florida Governor Jeb Bush addresses the 2010 Republican Convention. Wisconsin Governor Scott Walker takes questions at an NYGOP fundraiser. Texas Senator Ted Cruz spoke to a full house at the 2013 Republican State Dinner. We have rebuilt our State Party finance team and have reestablished relationships with major donors and developed many new ones. We have implemented a multi-faceted, grassroots fundraising program by revamping and expanding our direct mail, e-solicitation and telemarketing programs. The New State Party Finance Committee In June 2011, the State Party announced the formation of its first statewide Finance Committee in two decades. These major donors, many of whom have supported the State Party over the last two years, commit to give or raise between $10,000 and $100,000+ annually. In 2013, the Finance Committee was enhanced with the addition of Regional Finance Chairs to further reach into all areas of the state and expand our donor base. Members of the Finance Committee are involved in developing state and national party policies as well as sharing information and opinions with various state and local candidates. They have opportunities to communicate with key political figures from across New York and the nation, including up-and-coming state legislators and Members of Congress, Republican governors and presidential candidates. The Finance Committee is chaired by Arcadio Casillas of New York City, President and Chief Executive Officer of the Preferred Compensation Corporation. Over the next two years, we will build on the progress we ve made in turning New York around by putting more money back into the pockets of hardworking people and creating exciting new economic opportunities across this state. Good government makes good politics, and if Republicans continue to deliver results for hardworking, middle-class families, we will grow our majority and do even more for New York. 8 Our Work: 2014 and Beyond: Maintaining the Momentum Senate Republican Conference Leader Dean Skelos. Working with Republicans in the Legislature Republicans are in control of the State Senate and the State Party is working actively with our legislators to achieve their program and coordinate our messaging. Our priorities include lowering taxes to promote economic growth, relieving unfunded mandates on New York s counties, refocusing our workforce training efforts and promoting school choice. Working with National Leaders The New York Republican State Committee has developed excellent working relationships with all the national committees, their leaders and staff, including the RNC, Boehner Trust, NRCC, NRSC, RGA and RSLC. Over the last election cycle, Speaker Boehner came to New York seven times and campaigned with Chairman Cox in nine congressional districts. Coalitions Building The State Party has established coalitions in a number of communities, including the Hispanic, African-American, Asian, Indian and young professionals communities. Under the purview of our Coalitions Director, these networks, in close consultation with the State Party, direct outreach, communication, and organization of Republicans within their respective communities on a statewide basis. Our successful minority-outreach effort will serve as a model for the national party. Training Initiative The State Party has initiated a statewide training program that brings some of the best grassroots organizers in the nation to New York to educate hundreds of candidates, committee members, campaign managers and activists. In the spring of 2011, for the first time in nearly a decade, the State Party held a training session specifically tailored for woman candidates in Albany. Initial classes for the surrounding regions have also been held in Westchester, New York, Suffolk, Onondaga, Rockland, Tompkins, Erie, Broome, Saratoga and Ontario Counties. Messaging In cooperation with our elected officials, the State GOP has expanded the size and scope of our messaging operation. In 2013, the Party produced 136 press releases, more than triple the number produced in Chairman Cox has held extensive interviews to generate earned media and the party is effectively utilizing social media to engage both reporters and our base throughout the state. Chairman s Advisory Council Over twenty experienced and politically skilled individuals have joined the Council, chaired by our great past State Party Chairman Bill Powers, which will help build and maintain the State Party as a positive and principled force in New York State politics. These are neither party nor government officeholders; they re extraordinary individuals who have served in many capacities and are dedicated to rebuilding the Republican Party. Data Management & Micro-Targeting Program The State Party helps provide the latest data to campaigns in the form of voter ID calls or polls. Our 2012 Victory Program facilitated the creation of an extensive database of active Republican voters. 9 Moving Forward We can look forward to a great cycle in 2014, as the President s party historically fairs poorly in the midterm elections of a second term. And just as 2009 s local victories predicted an historic year for Republicans in 2010, 2013 s local victories predict massive Republican gains in Andrew Cuomo s approval rating is already upside down in Upstate New York. In 2013, Republicans demonstrated that we can win in two- and three-to-one Democratic Counties. This year, we can win in two-to-one Democratic New York State. Republicans also have great opportunities to pick up Congressional seats on Long Island, in the Hudson Valley and in the North Country. Our additional goals are to regain an outright majority in the State Senate and increase our caucus in the State Assembly. Our Vision for the Future George Washington envisioned New York as the seat of empire, which in the Eighteenth Century vernacular meant an economic center of vast wealth and resources. In the Nineteenth Century and the first part of the Twentieth Century, New York fulfilled Washington's vision. But now, New York has the nation's least friendly business environment, heaviest tax burden, highest per capita debt, highest energy costs, a rapidly decaying infrastructure and the most restricted personal freedoms, all of which drive away jobs and some of our most productive citizens. New York has been, and to some extent still is, home to the nation s, and indeed the world's, most robust financial center, greatest media center and most prestigious common law courts. It has some of the world's greatest centers of learning both public and private and greatest philanthropic and cultural organizations as well as historically innovative and effective infrastructure projects such as the New York City grid and the buildings, bridges and tunnels of New York City. But after nearly sixty years of government overreach marked by its congressional delegation declining from 45 seats in 1953 to 27 in 2012, New York needs to get back to a culture of freedom and opportunity with limited and fiscally responsible government. That is New York s DNA, and those are the primary principles of New York s Republican Party. Unless New York quickly gets back to a government based on those core pro-growth principles, it will continue its relative decline among the states of the nation and the nations of the world. Our vision for New York s future was laid out in the Jobs Agenda we released in late The Jobs Agenda outlines specific reforms to promote economic growth, with a focus on taxes, regulations, workforce development, energy, manufacturing, education and mandate relief. As New York Republicans, we believe not only in American exceptionalism but also in New York exceptionalism. The New York Republican Party is, and will grow in strength as, a force for maintaining and restoring New York's greatness as a fiscally sound, industrious, creative and prosperous state and as such the brightest light in that shining city on a hill the United States of America. Strong state parties are critical to our success in the crucial 2013 and 2014 election cycles. America desperately needs a new direction, and we can only achieve that with Republican victories at all levels of government. We need more Republicans in both Washington and Albany, and that requires a New York Republican Party that can run competitively, effectively and successfully. Over the past three years, New York s Republicans have had great success, winning key races up and down the ballot. Together, the RNC and the state party can build on our momentum to propel the GOP to victory in November.
