7 Delegate Role National Council is composed of: Voting members elected by chartered Girl Scout councils. Voting members from USA Girl Scouts Overseas. Members of the National Board of Directors. Members of the National Board Development Committee. Past Presidents of Girl Scouts of the USA.

8 Delegate Role Delegate Representation to National Council: Constitutional requirements for council delegate representation to the National Council: 1. A charter issued by Girl Scouts of the USA s National Board of Directors that remains in force. 2. Individuals selected as voting members (delegates) must be: a. United States citizen; b. a member of the Girl Scout Movement in the United States; c. age 14 years or over; d. a member of the council for whom s/he will be serving as a delegate.

9 Delegate Role AUTHORITY OF THE NATIONAL COUNCIL* The National Council has authority to: 1. Elect the National Board of Directors and National Board Development Committee; amend the Constitution; establish requirements for credentials. 2. Act on proposals: Influence the strategic direction of the Movement by providing guidance to the National Board. *Constitution, Article V.2

10 Delegate Role ELECTION/SELECTION OF DELEGATES* The delegate formula is based on girl membership as of September 30 of the year before the session. Councils, therefore, elect delegates within a year of the Session Three-year term of service* - The delegates serve from the date of their election for a three-year period (or until their successors are elected) provided they remain as delegates of the council which elected them.

11 Delegate Role Duties of A Voting Member of the National Council In advance of Session, each individual elected by the council as a voting member to the National Council Session takes personal responsibility to: Study all business items on the agenda, background information, and recommendations of the National Board of Directors. Resources: The Early Alert; Workbook; Convention Website; Voting member online bulletin board. Attend briefing meetings conducted by the council; participate in council, board, and association meetings; and participating in council forums and focus groups as requested.

12 Delegate Role Duties of A Voting Member of the National Council (con t) Obtain a broad view of the opinions of adult and older Girl Scout members from all parts of the council. Becoming thoroughly informed on: facts about their council, facts about the national organization, contents of the current Blue Book of Basic Documents, basic parliamentary procedure, based on Robert s Rules of Order Newly Revised. (as found in the parliamentary section of the Workbook and the convention website i.e., online training Parliamentary Procedure 101 )

13 Delegate Role Duties of A Voting Member of the National Council (con t) Participate in teleconferences for voting members, sponsored by the national organization. A series of webinar have already been held by GSUSA and the recording are located on the National Delegate Website.

15 Delegate Role While attending the National Council Session, each voting member holds responsibility to: Attend all business meetings and participating in the proceedings. Be fully prepared on all business items. Plan (with the council board chair) the information to be gathered at the National Council Session and the kinds of reports that will be made to the council when the National Council Session is over.

16 Delegate Role While attending the National Council Session, each voting member holds responsibility to: (con t) In addition to fulfilling their official responsibilities while attending the National Council Session, National Council voting members should be sure to participate in nonbusiness meeting events, if possible. In this way, the voting members experience the full benefit of coming together with such a large group of individuals from all over the country and the world who share a common purpose and the same values and beliefs.

17 Delegate Role In follow-up, upon returning from the National Council Session, each National Council voting member is prepared to: Report on the National Council decisions and the reasons for such decisions at the council s annual meeting, to the council board of directors, and the council s constituency as requested by council board chair & CEO.

19 Proposal 1 Reduce the Size of the National Board (to 20/21 from 30/31) by reducing the number of members-at-large from 25 to 15. The National Board recommends the proposal be adopted.

21 Proposal 2 Establish The National Board Development Committee as a standing committee of the National Board, thereby removing the restriction that NBD members cannot serve as officers. The National Board recommends the proposal be adopted.

29 Next Steps Travel Arrangements Transportation will be carpooling Arrival should be by 3 pm on Wednesday October 4 th (please advise if you cannot arrive by 3 pm) The Council will reimburse for mileage, tolls and hotel parking for National Delegates The reimbursable mileage rate if 0.45/mile Please let me know if you are available to drive

30 Hotel GSNEO s delegation will be staying at the Hampton Inn & Suites Columbus-Downtown Located at 501 North High Street, Columbus, Ohio, (across from the Greater Columbus Convention Center)

32 Travel Arrangements The Council is responsible for your Registration You will receive a debit card in the amount of $25/day per diem for meals not covered in the registration. (You ll be asked to turn in your receipts) Please complete your forms by tomorrow disclosing any dietary restrictions or food allergies, emergency contact information, roommate preference and shirt size.

33 General Information Please remember to pack your uniforms to be worn while on NCS floor. Letters will be sent to your school administrator when school is back in session explaining that your are a National Delegate and will be attending the convention.
