6 Constitution Preamble We, the Associated Students of Clover Park Technical College, in order to organize, represent and act effectively for the student body, define and protect its general welfare and rights, provide programs and activities to promote intellectual, emotional, physical and social development, and establish a positive relationship between students, staff, faculty and administration, do hereby enact this Constitution of the Associated Students of Clover Park Technical College. Article I-Name The name of this student body shall be the Associated Students of Clover Park Technical College, also referred to as the Associated Students. The recognized governing entity of the Associated Students shall be known as the Clover Park Technical College Associated Student Government, also referred to as the ASG, and shall consist of the Student Council, Campus Activities Board, and Peer Mentors. Article II-Authority and Powers Under the Washington State law (WAC 495C ), the Board of Trustees of Clover Park Technical College is charged with the authority and responsibility for all programs and activities. The programs and responsibilities that are offered by the ASG have been delegated by the Board of Trustees to the ASG to administer under the direction of the college administration. In acceptance of this authority and responsibility, the ASG recognizes its responsibility to administer its programs and funds in compliance with rules and regulations prescribed by the College and the laws of the State of Washington. Article III-Membership Any student registered at Clover Park Technical College and who has paid the services and activities fee shall automatically be a member of the Associated Students. The governance and management of the ASG shall provide for equal opportunity to all students of Clover Park Technical College and shall not discriminate on the basis of race, color, sex, religion, creed, age, marital status, national origin, sexual orientation, veteran status, ability or vocational/technical program. 6 P a g e

7 Article IV-Student Council Section 1: Purpose It shall be the purpose of the Student Council to be advocates of the student voices by effectively representing students by showing integrity, compassion, and to lead by example as a partner with other governing units, while working toward a better campus life for all. Section 2: Authority As delegated by the Board of Trustees, the Student Council has the authority to oversee the administration of the Associated Student Government, to enforce the enactments of the ASG, and to be responsible for planning and initiating policies of the Associated Students. The Student Council also has the ability to speak on behalf of CPTC Associated Students at any/all college related functions, distribute all service and activities fees, ability to sanction or cancel student clubs and/or organizations, and assess additional student fees. Section 3: Membership The Student Council of the ASG shall consist of: President Vice President of Student Council Vice President of Student Activities Vice President of Student Success Vice President of Operations Legislative Senator Student Advocacy Senator Marketing Senator Clubs and Organizations Senator The administration of CPTC shall appoint an advisor(s) to the ASG whose duties are to assist ASG students regarding administrative policies and procedures, and provide overall program direction. The ASG Advisor(s) shall have a presence at all Student Council meetings but shall have no vote. 8 Section 4: Selection and Duties of Student Council The duties, selection process, and terms of office shall be defined and set forth in the Bylaws. (See Bylaws Articles II-VI) Article V- Campus Activities Board Section 1: Purpose It shall be the purpose of the Campus Activities Board to promote and coordinate a well balanced program of student-initiated activities that enhance health and wellness, cultural, social, and recreational needs of the Clover Park Technical College students outside of the classroom. Section 2: Authority The Campus Activities Board shall have the authority to exercise control over those funds appropriated to it through the Service and Activities budget process. The Campus Activities Board shall be an authority and direct resource for the various student activities and programs they sponsor for the student body. Section 3: Membership The membership of the Campus Activities Board shall consist of: A. Vice President of Student Activities B. Four (4) Campus Activities Programmers (See Bylaws Article IV, Section 5b) Section 4: Selection and Duties of the Campus Activities Board The duties, selection process, and terms of office shall be defined and set forth in the Bylaws. 9 Article VI-Peer Mentors Section 1: Purpose The Peer Mentor program will increase student success, retention, and completion, by providing students with opportunities to engage with their peers in meaningful ways that offer support, encouragement, and the resources they need to achieve their education and personal goals. Section 2: Authority The Peer Mentors shall have the authority to represent CPTC and the ASG in supporting students with their academic and personal goals. Section 3: Membership The membership of the Peer Mentors shall consist of: A. Vice President of Student Success B. Seven(7) Lead Peer Mentors (See Bylaws Article V, Section 5b) Section 4: Selection and Duties of Peer Mentors The duties, selections process, and terms of office shall be defined and set forth in the Bylaws. (See Bylaws Article II, V, and VI) Article VII-Clubs and Organizations Any community of students desiring to organize a club, group, or organization must seek charter approval from Student Council. Procedures for obtaining a charter shall be set forth in the Bylaws. (See Bylaws Article IX) Article VIII-Finances Section 1: Authority The ASG shall assume the authority and initial responsibility for the development and approval of Student Services and Activities Fees and budgets. Final budget approval lies with the Board of Trustees or designee. 9 P a g e

10 Section 2: Policies and Procedures The financial policies and procedures of the Student Services and Activities Fees shall be defined and set forth in the ASCPTC Financial Code and in accordance with the Killian Document and College Policy. Article IX-Referendum and Initiative The student body of Clover Park Technical College has the rights of initiative, referendum, and recall. These procedures are set forth in the Bylaws. (See Bylaws Article XII) Article X-Constitutional Provisions The Bylaws of the ASG shall be the lawful means by which the provisions of this Constitution shall be implemented. Article XI-Constitution Amendment Provisions Section 1: Initiating Amendments to this Constitution must be initiated by a two-thirds (2/3) vote of the Student Council at a Student Council meeting. Section 2: Student Council Deliberation Proposed amendments to this Constitution shall be presented to the Student Council two (2) weeks prior to when the Student Council is to act upon said amendment. Section 3: Posting Proposed amendments to this Constitution shall be posted publically and in the Student Leadership and Service Center (SLSC) for ten (10) academic days for student review at all campuses. Section 4: Appeal Any member of the Associated Students may appeal any proposed revision of the Constitution prior to Student Council approval. The amendment appeal procedures are set forth in the Bylaws. (See Article XI, Section 4) 10 P a g e

11 Section 5: Adoption This Constitution shall be implemented upon its adoption by a two-thirds (2/3) vote of the currently selected Student Council members at a Student Council meeting and sent to the Board of Trustees or designee for final approval. Section 6: Previous Policies Implementation All previous ASG rules, regulations, policies, and legislation which are in conflict shall become null and void upon adoption of the amendments to the Constitution. 12 Bylaws Article I-General Requirements for Candidates and ASG Members Section 1: General Requirements The general requirements for candidates applying for any office as well as those students holding office are as follows: A. Must be registered at CPTC and have paid a Student Services and Activities fee. B. Must have completed their previous quarter with a minimum cumulative GPA of 3.0 and maintain a minimum quarterly GPA of 2.5. C. Must be a student in good standing with the college, ASG, and the community. D. For all positions, the candidate must have at least four (4) quarters remaining at CPTC upon the date of hire, or equal to the number of quarters remaining in the academic year. Section 2: Appeal A candidate or ASG member not meeting the general requirements may appeal to the ASG Advisor, who will delegate it to the appropriate council/committee for approval, and if granted, the student will be on a probationary period for one quarter. The decision will be made by the Student Council/committee by a super majority (at least 75%) vote at a special meeting. The deadline for ASG members to file an appeal is within two (2) business days of being made aware of not meeting the requirements. Any student filing an appeal shall submit documentation in support of the appeal request to the ASG Advisor. Article II-ASG Members Section 1: Duties In addition to those duties set forth in Article III, IV, and V of these Bylaws, ASG members may be obligated to participate in college and ASG committees and perform other duties that may be required of them. ASG members must uphold, promote, and comply with the established Constitution and Bylaws and the policies and procedures of the ASG and the College. Section 2: ASG Member Selections The members of the Student Council, Campus Activities Board, and Peer Mentors will be chosen through the Selections Committee process as set forth in the Bylaws. (See Article VI, Section 2) 12 P a g e

13 Section 3: Meetings The ASG team shall meet regularly throughout the academic year. Special meetings may be called, provided that there is at least a 24 hour notification of all members by ASG Advisors or President. In his/her absence, the Vice Presidents shall call a special team meeting when deemed necessary. All meetings of the ASG shall be open to the public and held in accordance to the Open Public Meeting Act. (RCW 42.30) All will be given the opportunity to speak at all meetings. Section 4: Attendance/Work Hours ASG members are required to attend all meetings, events and/or activities in which the member holds a position, is assigned, or has committed to attend. Failure to do so may be grounds for disciplinary action as stated in Article VIII of these Bylaws. Each ASG member will account for all work accomplished on a time sheet to be submitted to the ASG Advisor(s) for approval. Section 5: Terms of Office All ASG positions will serve a term of one academic year (July 1 June 30 th ). If meeting the requirements any ASG member wishing to renew their position must reapply through the selections process prior to the end of their term in office in accordance with these Bylaws. (Article I, Section I) Section 6: Replacement Procedure A. In the event of an unexpected vacancy in the office of President, the Vice President of Student Council shall assume the responsibilities as the interim President until the end of current term subject to approval of the Student Council by two-thirds (2/3) vote at next scheduled meeting. If Student Council does not approve this appointment, a selections committee shall be formed. B. In the event of simultaneous vacancies of the President and Vice President of Student Council, the Vice President of Student Activities may appoint a current member of the Student Council to fill the position(s) until the selection process is complete. C. Appointment of a current ASG member may be made by the ASG President and the appointee shall fill the vacancy, subject to approval of the Student Council by two-thirds (2/3) vote at next scheduled meeting. If Student Council does not approve this appointment, a selections committee shall be formed. D. In the event of a vacancy of any ASG member other than the President, Vice President of Student Council, Vice President of Student Activities, Vice President of Student Success, or Vice President of Operations a selections committee will be formed. E. In the event ASG is already formed and in the case of a sudden vacancy, the Selections Committee chair and Advisor may create a new job description, which combines the vacant positions and current jobs within the student government. The chair will bring this new position to the Student Council for approval. 13 P a g e

14 F. In the event that there are simultaneous vacancies of the ASG President and Vice Presidents, the ASG Advisor(s) shall make appointments for each position. Section 7: Compensation All Associated Student Government members, in accordance with the duties, responsibilities and upon meeting the general requirements of the position will receive compensation. Article III-Student Council Section 1: Meetings The Student Council shall hold meetings regularly throughout fall, winter, and spring quarters. Provided that there is at least a 24 hour notification of all members, special meetings may be called by the ASG Advisors, the ASG President, or in his/her absence the Vice President of Student Council when deemed necessary. Student Council meetings shall be chaired by the ASG President or their designee. Section 2: Quorum A quorum for the transaction of business shall be the majority (51%) of all current members of the Student Council. Section 3: Voting All members of the Student Council shall be considered voting members. Under no circumstance may a council member be entitled to more than one (1) vote. The Student Council Chair may vote only to break a tie. Any voting member must abstain if there is an appearance of a conflict of interest whether direct or indirect. Section 4: Rules of Order The most current edition of Robert s Rules of Order shall govern meetings of the Student Council. Section 5: Duties and Responsibilities of Student Council Members 14 P a g e

15 Each Student Council member shall serve on a minimum of one (1) ASG committee, as a chair or member, and serve on as many college committees as possible per quarter. A. President Duties and responsibilities of the President shall be to: 1. Provide leadership to the ASG on meeting their goals and objectives. 2. Support all members of the ASG to ensure completion of tasks as outlined in the job description. 3. Provide reports to the Board of Trustees on the status of ASG goals, objectives, activities, and accomplishments. 4. Provide feedback to ASG Advisors to assist in the quarterly evaluations of all ASG members. 5. Serve as chair of the Student Council. 6. Serve as liaison between the ASG, the Board of Trustees, College administration, faculty and staff, the College Foundation, and State Board for Community and Technical Colleges. 7. Ensure involvement of the student body in the formation of college policies. 8. Create committees when deemed necessary by the Student Council and appoint the chair of said committees. 9. Serve as the Chair of the Services and Activities Fee Committee 10. Develop and exercise leadership skills in team building, conflict management, and delegation of duties. 11. Meet regularly with the ASG Advisor; and as needed, the Vice President of Student Services and with the college President. 12. Serve on as many ASG committees as possible. 13. Work a minimum of twelve (12) hours per week, with (5) being served in the ASG office and two (2) hours scheduled. 14. Attend quarterly, off-campus, overnight leadership retreats and training sessions as needed. B. Vice President of Student Council Duties and responsibilities of the Vice President of Student Council shall be to: 1. Assist the President in matters related to Student Council. 2. Work with the Senators to solicit student input, research complaints and suggestions, in order to present them to the Student Council. 3. Be responsible for the arrangement and distribution of the agenda for the Student Council meetings. 4. Serve as Chair of the Constitution and Bylaw committees. 5. In the event of vacancy in the office of President, the Vice President of Student Council shall assume responsibilities of interim President in accordance with (Article II, Section 6) of these bylaws. 6. Develop and exercise leadership skills in team building, conflict management, and delegation of duties. 7. Meet regularly with the Senators to help them achieve their quarterly goals and leadership skills. 15 P a g e

16 8. Meet regularly with the ASG President and Advisors. 9. Work a minimum of twelve (12) hours per week, with five (5) being served in the ASG office and two (2) hours scheduled. 10. Attend quarterly off-campus overnight leadership retreats and training sessions as needed. C. Vice President of Student Activities For duties and responsibilities of the Vice President of Student Activities, see Article IV, Section 1a. D. Vice President of Student Success For duties and responsibilities of the Vice President of Student Success, see Article V, Section 1a. E. Vice President of Operations The duties and responsibilities of the Vice President of Operations shall be to: 1. Keep an accurate record of attendance, motions, voting and activities of all Student Council meetings. 2. Be responsible for recording, filing, posting and distributing the minutes of the Student Council meetings within five (5) business days to all Student Council members, clubs and organizations, and Advisors of the ASG. 3. Preserve all records, reports, and documents of the Student Council in an organized and permanent file to be kept in the Office of Student Programs. 4. Be responsible for official Student Council correspondence as needed. 5. Initiate requests to the ASG Advisor for the purchase of office supplies and materials needed for the ASG. 6. Serve as Chair of the Selections Committee. 7. Develop and exercise leadership skills in team building, conflict management and delegation of duties. 8. Ensure all committees have student representation if appropriate. 9. Perform any other duties deemed necessary by the ASG President. 10. Work a minimum of twelve (12) hours per week, with five (5) being served in the ASG office and two (2) hours scheduled. 11. 17 F. Senators The Student Council Senators shall consist of four (4) Senators, each with an area of focus. Senators assigned to specific areas of focus and will be determined by the Student Council. All Senators shall provide balanced representation for each of the focus areas for South Hill Campus students. The duties and responsibilities for these areas are as follows: a) Clubs and Organizations Senator I. Shall assist with recruiting new clubs, club fairs, events and visibility for student clubs and organizations. II. Act as liaison between the Student Council and student clubs and organizations. III. Coordinate efforts with the Office of Student Programs to ensure all clubs and organizations perform responsibly within mandated rules and budgets. IV. Promote the sanction process for clubs and organizations. V. Represent ASG at club and organizations meetings at least once per quarter. VI. Act as chair person for the Club and Organization Committee. VII. Plan and coordinate the annual Clubs and Organization spring quarter event VIII. Facilitation of regular monthly Club Committee meetings. b) Student Advocacy Senator I. Coordinates and organizes student feedback and data through surveys. II. Promote and help students navigate the Student Concern Process and campus life. III. Addresses issues and concerns as brought forward to Student Council Members. IV. Plan and coordinates quarterly workshops and projects geared toward addressing student needs c) Legislative Senator I. Coordinates student legislative issues and events quarterly. II. Ensure representation and coordinate legislative interactions between the student body and the state/federal legislatures to include, but not limited to, education, student rallies, workshops, conferences, voter registrations drive, and updates during legislative session. III. Serve as the Washington State Community and Technical College Student Association (WACTCSA) representative for Clover Park Technical College. d) Marketing Senator I. Markets ASG to include but not limited to, social media, the college website, events calendar, and the Student Text Notification system. II. Coordinates outreach events to promote ASG. III. IV. Coordinate and manage promotional supplies. Responsible for coordinating the update of the ASG section of the college website. V. Plan and coordinate quarterly marketing campaign VI. Attend all weekly branch meetings to maintain continuity of promotion of each branch. 17 P a g e

18 VII. Act as liaison between ASG and College Relations Department. The duties and responsibilities for all ASG Senators a) Inform the student body of the activities, programs, and projects organized by ASG. b) Actively seek the participation of the student body in Student Council meetings, activities, programs, and projects. c) Assist other ASG members and perform any additional duties deemed necessary by the ASG President and/or Vice Presidents. d) Work to solicit student input, research complaints and suggestions to present to the Student Council. e) Develop and exercise leadership skills in team building, conflict management and delegation of duties. f) Serve a minimum of eight (8) hours and no more than a maximum of twelve (12) hours, with four (4) hours being served in the ASG office and two (2) hours scheduled. g) Attend quarterly off-campus overnight leadership retreats and training sessions as needed. Article IV-Campus Activities Board Section 1: Duties and Responsibilities of Campus Activities Board Members A. Vice President of Student Activities Duties and responsibilities of the Vice President of Student Activities shall be to: 1. Serve as Chair of the Campus Activities Board. 2. Be responsible for the arrangement and distribution of agendas for all Campus Activities Board meetings. 3. Collect and file all Campus Activities Board records, minutes, calendars and reports. 4. Be responsible for the overall coordination of ASG student activities and events. 5. Assist Student Council members in their efforts to plan activities and programs for the student body. 6. Develop with the ASG graphic designer, a quarterly ASG events calendar, inclusive of all ASG events. 7. Be responsible for keeping the ASG advisors and Student Council informed of all Campus Activities Board programs and activities. 8. Serve as Chair of the Veteran's Day Ceremony committee. 9. Assume additional duties and responsibilities as assigned by the ASG President. 10. Develop and exercise leadership skills in team building, conflict management, and delegation of duties. 11. Meet regularly with ASG Advisors. 12. Work a minimum of twelve (12) hour per week, five (5) being served in the ASG office and two (2) hours scheduled. 13. Attend quarterly off-campus overnight leadership retreats and training sessions as needed. 18 P a g e

19 B. Programmer Directorship The Campus Activities Board (CAB) will consist of four (4) programmers, each with an area of focus. These areas are as follows: 1. Family and Friends Programmer a. Will be responsible for throwing events suitable for CPTC students, their family, and friends. b. Events should include at least two (2) family events per quarter. c. Will also be responsible for three (3) other on-campus events per quarter. 2. Music Showcase Programmer a. Will be responsible for coordinating small scale music acts on a bi weekly basis during the lunch time hour for the CPTC community. b. Will also be responsible for networking with local music talent to find affordable and quality acts that provide entertainment and art enrichment to audience members. c. These musical acts hosted should represent many genres and musical interests. 3. Health and Fitness Programmer a. The focus of this programmer will be to offer consistent weekly programming that provides students opportunities to de-stress or improve personal fitness. b. Will be responsible for hosting workshops/classes for CPTC students. Classes can include but are not limited to yoga, Zumba, blood drives, quarterly workshops for CPR/First Aid or Self Defense. 4. South Hill Programmer a. Will be responsible for hosting assorted bi-weekly events per quarter. b. This programmer will work with the other ASG programmers to offer a selection of appropriate programming tailored to the South Hill Campus students. c. The programmer will work to bring selected Lakewood events to the South Hill campus students as well as provide off campus programming when needed. Areas of focus will be determined by the Campus Activities Programmers team. C. Campus Activities Programmers Duties and responsibilities for the Campus Activities Programmers shall be to: 1. Coordinate events within assigned area of focus 2. Follow all posting policies when posting promotional materials. 3. Engage and invite students to attend all CAB events through multiple media and promotional means. 4. Initiate, plan, and develop activities soliciting input form the campus and community. Negotiate dates, prices, place, and time of the event with respective agents and performers in coordination with the VP of Student Activities and Student Engagement Coordinator. 5. Plan and promote student activities and events that may involve administration, faculty, and staff on campus and encourage participation from these entities in Student Activities events. 19 P a g e

20 6. Ensure that all facility and support service requirements (i.e. facility, sound, staging, set-up, stagehands, etc.) have been arranged with the appropriate offices/agencies at minimum of 2 weeks before date of event. 7. Be responsible for the removal of any promotion within two (2) business days following the event. 8. Ensure that all necessary paperwork for each event has been processed through the Office of Student Programs within communicated deadlines from ASG Advisors and VP of Student Activities. 9. Complete an evaluation for each event at each weekly meeting as needed. 10. Mail thank you letters and any other items needed to finalize the event or activity. 11. Maintain detailed records and files in the ASG office, Student Programs office, and/or the ASG Shared Drive of all activities and events. 12. Greet performers, introduce the event or activity, and ensure staffing needs are met at all events hosted by CAB. 13. Provide a report for upcoming and past activities and events that shall be presented at weekly CAB meetings. 14. Ensure that Vice President of Student Activities and Student Engagement Coordinator are aware of all event and activities details as they arise. 15. Perform other duties as assigned by the ASG President, Vice President of Student Activities and the ASG Advisors. 16. Serve a minimum of eight (8) hours and no more than a maximum of twelve (12) hours, with four (4) hours being served in the ASG office and two (2) hours scheduled. 17. Attend quarterly off-campus overnight leadership retreats and training sessions as needed. Article V-Peer Mentors Section 1: Duties and responsibilities of Peer Mentors A. Vice President of Student Success Duties and responsibilities of the Vice President of Student Success shall be to: 1. Provide leadership to the Peer Mentors in setting and meeting their goals and objectives. 2. Support all Peer Mentors to ensure completion of tasks as outlined in their job descriptions, and all other assigned tasks. 3. Be responsible for the arrangement and distribution of agendas for all Peer Mentor meetings. 4. Chair weekly Peer Mentor meetings. 5. Be responsible for keeping the ASG Advisor(s) informed of all Peer Mentor programs and activities. 6. Provide feedback to ASG Advisors to assist in the quarterly evaluations of each Peer Mentor. 7. Develop and exercise leadership skills in team building, conflict management and delegation of duties. 8. Work a minimum of twelve (12) hours per week, with at least five (5) being served in the ASG office and two (2) hours scheduled. 20 P a g e

21 9. Attend quarterly off-campus overnight leadership retreats and training sessions as needed. B. Lead Peer Mentors Duties and responsibilities of Lead Peer Mentors shall be: 1. Assist other Lead Peer Mentors, Student Council Members, and CAB with their tasks and activities as needed. 2. Record and submit on time all requested data to document the impact of your mentoring activities. 3. Attend weekly Lead Peer Mentor meetings. 4. Inform Marketing Senator of all presentations/events and provide promotion for electronic distribution. 5. Identify and promote resources for CPTC students. (Scholarships, grants, social programs, etc.) 6. Organize, maintain, and update all Peer Mentors resource manuals. 7. Recruit new protégés through quarterly classroom visits, and comprehensive promotion efforts. 8. Plan, coordinate, promote, and lead at least one program event or Get Connected project per quarter. 9. Manage your protégé relationships to ensure healthy and active connections, as well as promote student retention. Personally mentor a maximum of ten (10) protégés and obtain required tracking information. 10. Develop and exercise leadership skills in team building, conflict management and delegation of duties. 11. Work a minimum of eight (8) hours and no more than a maximum of twelve (12) hours, with four (4) hours being served in the ASG office and two (2) hours scheduled. 12. Attend quarterly off-campus overnight leadership retreats and training sessions as needed. Article VI-ASG Committees Section 1: Initiating Special committees and their chair person may be created as deemed necessary by the ASG President. The appointment of the members will be the responsibility of the committee chair. Section 2: Selections Committee The ASG Vice President of Operations will serve as the chair of the Selections Committee unless that position is vacant. If the position is vacant the chair will be selected as follows: 1. The ASG President shall appoint the chairperson of the Selections Committee, and is subject to approval by the Student Council. In the event that the office of the ASG President is vacant or current President is a candidate for re-election, the ASG Advisor shall select a chairperson from the ASG members, and is subject to approval by the Student Council. 21 P a g e

22 The duties and responsibilities of the Selections Committee shall be to: 1. The Selections Committee shall be comprised of at least five (5) members, with at least one (1) member chosen from the student body at large and the ASG Advisors, as ex officio members. Once the committee is established (after first scheduled meeting is held), members of the Selection Committee may not apply for any position being selected. 2. The Selection Committee is responsible for the interview process to include, but not limited to: a) Advertising Positions b) Reviewing Applications c) Scheduling and conducting interviews d) Developing questions for the position(s) available e) Making final decisions for the Selections process 3. All Selections Committee members must be present at all interviews, the entire deliberation and voting process in order to have final vote on the candidate(s) to be chosen. 4. Each member of the committee must sign a letter of confidentiality. 5. During tenure on the Selections Committee, all members must treat each other and candidate(s) with dignity and respect. Section 2.1: Voting 1. All decisions made by the Selections Committee will require a majority (51%) vote. 2. The Chair position may only vote in order to break a tie. 3. All members of the Selections Committee shall be considered voting members unless that member has failed to comply with Section 2. Section 2.2: Timeline The Selection Committee shall be organized within the first two (2) weeks of spring quarter for the formation of the next fiscal year s Associated Student Government. Section 2.3: Application Procedure 1. Filing an application for a position with ASG is open to all members of the Associated Students, provided they meet the general requirements set forth in Article I, Section 1 of these bylaws. Candidates must obtain and file an application with the Student Leadership and Service Center or person designated by the Selections Committee prior to the deadline established by the Selections Committee. 2. All application packets meeting the general requirements must be considered by the Selections Committee. It shall be up to the Selections Committee to determine the review process. 3. Any student wishing to appeal the general requirements set forth in these bylaws must do so prior to the application deadline. 22 P a g e

23 Section 2.4: Selection Procedures 1. It shall be up to the Selections Committee to determine the interview process. 2. The selections process shall use a method of ranking to assist in the development of the interview pool. 3. An interview pool will be maintained and in the event of a vacancy, the Selections Committee will utilize this pool to nominate a candidate to be approved by the Student Council. 4. Upon selection, all ASG members will be required to sign and concede to abide by a Student Leadership Contract. 5. If a position cannot be filled, the Selections Committee may authorize the Selections Committee chair and ASG Advisor(s) to create a new job description that will meet the needs of the unfilled position(s), and is subject to approval by the Student Council. Section 3: Student Services and Activities Budget (S & A) Committee Duties and responsibilities of the Student Services and Activities Budget Committee shall be as follows: 1. The S & A Budget Committee shall consist of at least five (5) members including two (2) from the student body at large with the ASG Advisors as ex officio members. 2. The chairperson will be responsible for all notifications to the college community about submission dates and guidelines. 3. The chairperson shall hold at least one instructional class taught by an ASG Advisor or their designee to inform all interested parties of the S &A budget request process. 4. One member designated by the chairperson will record minutes during the entire S & A budget process. 5. The S & A Budget Committee is responsible for the review of all submitted paperwork, viewing presentations, and deliberating on budget items. 6. All committee members must be present at all meetings, presentations, and deliberations to have a final vote on the S & A budget. 7. During tenure on the S & A Budget Committee, all members must treat each other and candidates with dignity and respect. Section 3.1: Voting 1. All decisions made by the S & A Budget Committee will require a majority (51%) vote. 2. The chairperson may only vote to break a tie. 3. All members of the S & A Budget Committee shall be considered voting members unless that member has failed to comply with Section 3, Item 6 above. Section 3.2: Timeline 1. The S & A Budget Committee shall be organized within the first month of Winter quarter for the next fiscal year s budget. 2. The S & A budget request packets will be disbursed electronically during the month of February. 23 P a g e

24 3. Budget request presentations will be held during the month of April with at least two (2) weeks of notice given for scheduling to all those submitting requests. 4. The S & A Budget Committee shall submit a final budget ready for approval by Student Council, Vice President of Student Services, and College President on or before June 1 st. 5. Any appeals shall be submitted to the S & A Budget Committee chairperson within two (2) weeks of being notified of the final S & A budget. Appeals shall be scheduled within one (1) week of the appeal deadline, with all appeals to be heard within two (2) weeks of the appeal deadline. Section 4: Constitution and Bylaws Committee The duties and responsibilities of the Constitution and Bylaws Committee shall be as follows: 1. The Constitution and Bylaws Committee shall consist of at least one (1) member of each branch of the ASG excluding the chairperson. 2. The chairperson shall be responsible for assembling the committee no later than November 1 st. 3. The revised Constitution and Bylaws shall be posted to the student body a minimum of ten (10) academic days before being voted on by Student Council. 4. The chairperson shall hold at least one (1) meeting a week until the Constitution and Bylaws are complete. 5. The Constitution and Bylaws shall be submitted to Student Council no later than the beginning of spring quarter. 6. The completed Constitution and Bylaws shall be submitted to the college President within one (1) week of Student Councils approval. Section 5: College Committees ASG makes every effort to appoint students on the following College Committees but are not limited to as follows: 1. Policies and Procedures 2. Shared Governance 3. Diversity 4. College Assembly 5. Tenure (several) Article VIII-Code of Conduct: Terms and Conditions and Corrective Policy Section 1: Code of Conduct 1. Each year, during training, the ASG Team shall generate a formal set of expectations, based on CPTC values, for a standard of performance. If any member does not meet the group s 24 P a g e

25 expectations, they may be subject to disciplinary review. Each student leader will be provided a copy of the expectations or one can be requested from the Office of Student Programs. 2. Comply with college rules and regulations and uphold the ASG Constitution and Bylaws. 3. Act as a CPTC ASG ambassador both on and off campus. 4. Be a contributing member of the ASG team and work toward accomplishing its goals and missions. 5. Obtain written/verbal exemption from the ASG Advisor(s) prior to missing any meetings, training, retreats, activity or event in which the member has agreed to and/or is obligated to attend. 6. Conduct oneself professionally and in a manner consistent with the student code of conduct set forth by the college. A copy of this code is available in the Student Handbook. 7. If at any time an ASG member falls below the minimum general requirements, pursuant position, pursuant to Article I of these Bylaws, and/or duties and responsibilities of the member s position, or engage in any behavior unacceptable to the workplace according to the Human Resources department of CPTC, disciplinary action will follow. Section 2: Attendance Policy ASG members will be subject to disciplinary action process of Section 3, Terms and Conditions if they: 1. Miss one (1) or more meetings in any one (1) quarter without a written/verbal exemption from the ASG Advisor(s). 2. Abandon their position by being absent and out of communication for more than three (3) days. Section 3: Terms and Conditions A. ASG Corrective Policy This policy is a process of actions that hold ASG members to a standard of professional performance. The term discipline, as used in this policy, describes a process for actions that holds ASG members to the standards of performance and recognized standards of conduct at CPTC. Since the ASG is a complex organization, it is impossible to develop a specific process that will determine the proper corrective disciplinary action to be taken in every situation. The range of corrective disciplinary actions indicated below, for a specific offense, should not be viewed as unreasonable if disciplinary action falls outside the ASG Bylaws. B. Corrective Action Any allegation/student concern brought to the attention of the ASG Advisor shall start an investigation into the situation. At the point of investigation, the CPTC Student Concern/Appeal process will act as a guide for the allegation/student concern. It is expected that all corrective disciplinary actions have been preceded by ongoing communication between the member of the ASG and the ASG Advisor in an effort to correct the situation. 25 P a g e

26 1. Oral Warning/Verbal Counseling: A meeting shall be convened by the Student Council and/or the Student Programs Office to investigate allegations brought against any member(s) of the ASG. Included in the investigation and subsequent discussion list: a) What rule was in violation b) Who was involved c) When and where it occurred d) Who witnessed the incident If the member s performance or behavior does not improve within a specified period, corrective disciplinary action will proceed. Except when necessary, this counseling shall be kept confidential. 2. Written Reprimand: Written reprimands must be on the CPTC Student Concern/Appeal form. The statement is to include the following: a) The date and time of the incident b) The specific rule(s) violated, performance or behavior problem that occurred c) Reference to any pervious oral warning or verbal counseling or any other comment(s) the member received in the past d) An outline of the specific improvement in performance or behavior needing correction, as well as a time limit in which the improvement must occur e) A statement regarding progressive disciplinary procedures/guidelines if the performance/behavior does not improve 3. Probation: If a written reprimand is not effective, or if the seriousness of the offense warrants immediate probation, the ASG Advisor must review all disciplinary action regarding a recommendation of probation prior to taking this action. A probationary timeline will be set by the ASG Advisor. If the member has not improved within this timeline, further action will take place. 4. Involuntary dismissal or removal from office: a) If all other disciplinary actions are exhausted and no improvement of performance/behavior is recognized, this provides grounds for impeachment by a Super Majority 75% vote of all voting Student Council members (provided that the member has been placed on probation status by ASG Advisors) and/or removed from office by the ASG Advisor(s) and shall be considered the final action. ASG Advisor(s) shall provide a written explanation outlining the reasons for removal. b) If the action(s) of the ASG member is deemed serious or dangerous, the ASG Advisor(s) have the option to terminate the member immediately. 5. Voluntary dismissal or removal from office: Any resignation communicated to the ASG President or ASG Advisor(s) will be considered binding and shall take effect immediately. 26 P a g e

27 Article IX-Clubs and Organizations Section 1: Purpose of Groups, Clubs and Organizations The purpose shall be to give any faction of five (5) or more students the opportunity to organize as a chartered group, club, or organization and offer a wider variety for student involvement. Section 2: Recognition and Sanction Process 1. Group/Club/Organization Charter should include: a) A Group/Club/Organization Sanction Packet that includes: I. The Club or Organizations name II. Regular meeting dates, times, and locations III. Name of at least five (5) current CPTC student members for student groups and ten (10) or more current student members for clubs and organizations. IV. Name of officers and contact information V. Name and signature of a current Advisor (when applicable) b) The Purpose and goal(s) of the group, club, or organization in writing that remains with the ASG Club and Organizations Senator. c) The groups, clubs and organizations governing document. (Constitution and Bylaws) 2. A Student Group is: a. A faction of students with similar interest who have completed a quarterly group sanction packet. i. Sanctioned student groups may request funding from Student Council for only the quarters in which they are sanctioned ii. Sanctioned student groups are required to provide an end of quarter report to Student Council for each quarter in which they are sanctioned iii. Sanctioned student groups are required to attend monthly Groups, Clubs and Organizations committee sessions iv. Sanctioned student groups are required to work with the ASG Groups, Clubs and Organizations Senator regularly to assure compliance with these bylaws 3. A Club is: a. A faction of students who have completed a biannual club sanction (Fall and Spring quarters) and operates with the assistance of an advisor. i. Sanctioned clubs will attend an orientation for members and advisors, to be scheduled with the ASG Groups, Clubs and Organizations Senator at the time of sanction ii. Sanctioned clubs must facilitate one campus event in the Fall, Winter, and Spring quarters 27 P a g e

28 iii. Sanctioned clubs are to participate and be represented at College 101 Orientation sessions each quarter iv. Sanctioned clubs are required to attend monthly Groups, Clubs and Organizations committee sessions v. Sanctioned clubs will give an end of quarter report to Student Council for each quarter the council is in session vi. Sanctioned clubs will attend monthly Groups, Clubs and Organizations committee sessions vii. Sanctioned student groups are required to work with the ASG Groups, Clubs and Organizations Senator regularly to assure compliance with these bylaws 4. An Organization is: a. A faction of students who have completed an annual sanction, operates with the assistance of an advisor, and has a campus wide interest in participation. i. Sanctioned organizations will attend an orientation for members and advisors, to be scheduled with the ASG Groups, Clubs, and Organizations Senator at the time of sanction ii. Sanctioned clubs must facilitate one campus event each quarter (Spring, Summer, Fall, and Winter) in addition to quarterly membership drives iii. Sanctioned organizations are to participate and be represented at College 101 Orientation sessions each quarter iv. Sanctioned organizations are required to attend monthly Groups, Clubs, and Organizations committee sessions v. Sanctioned organizations will give an end of quarter report to Student Council for each quarter the council is in session vi. Sanctioned organizations will attend monthly Groups, Clubs, and Organizations committee sessions vii. Sanctioned student organizations are required to work with the ASG Groups, Clubs, and Organizations Senator regularly to assure compliance with these bylaws Section 3: Membership Membership in any group, club, or organization must be open to all CPTC students without regard to gender, ethnic background, economic status, orientation, age, ability, cultural, religious background, or professional/technical program.
