2 the CS40 Executive Elections 2017 What is CS40? What do the Execs do? The Congress of the South Forty (CS40) is the residential hall association of Washington University in St. Louis. It is a student programming body that represents every resident living in the residence halls on the South 40. The Executive Board of CS40 is comprised of five elected individuals Speaker, the Director of Services, the Director of Finance, the Director of Public Relations, and the Director of Development. As a member of the Executive Board, you will be a critical part of one of the largest student leadership and programming organizations on campus. CS40 executives represent the student voice to Residential Life and other University offices, in addition to overseeing the 100+ events coordinated within the organization each year. Aside from the duties specific to their positions, all execs must hold office hours each week (5 hours), oversee CS40 committees/boards (1 hour), advise two college councils (2 hours), attend weekly executive meetings (1 hour), and lead Assembly each Tuesday night (2 hours). Positions on the Executive Board are challenging. Each position requires a major time commitment, but in return will provide a unique experience, from which you will learn a great deal. Before taking on such a responsibility, we require that potential candidates speak with the exec who currently holds the position they are running for, and interview with an exec and the advisors in order to learn more about the position. 4 I Want to Run! What Should I Do? 1. Read the CS40 Elections Rules and Regulations below. Familiarize yourself with the contents and contact either the Elections Commissioner or a CS40 Executive if you have any questions. 2. Complete the Petition for Candidacy online at CS40.wustl.edu by February 21 st at 11:59pm. This allows us to reach out to you to schedule an interview. 3. Complete the Candidate Supplement Packet, gathering the necessary signatures to do so. Be sure to sign the document. Your signature indicates your understanding of the CS40 Rules and Regulations and your agreement to adhere to them. 4. Return the Candidate Supplement Packet to the Res Life Office by 5:00pm on February 21st. 5. Attend the Candidates Meeting on Tuesday, March 21 st. 6. Campaign! You will be notified of Elections results on March 31st. 7. Return a completed expense report, regardless of Elections outcome. Remember, you cannot spend more than $50 on your campaign. Rules and Regulations I. Qualifications for Candidacy a. Each candidate must (a) be a full time student of Washington University in St. Louis, (b) be in good academic standing with the Dean s Office of which he or she is enrolled, and (c) have a minimum GPA of 2.5. b. The candidate must live on the South 40 during his or her term in office. c. Each candidate must have served as a member of the Assembly, a CS40 committee, Residential Hall Council, or a special body for at least one semester. d. In order to appear on the ballot, a candidate must complete a Petition for Candidacy and Candidate Supplement Packet with the appropriate amount of signatures of residents on the South 40 by the specified due date. All materials requested by the Elections Commission should be provided. e. If running for Director of Public Relations, include a digital copy of a flier. II. Campaign Regulations a. Candidates may not form slates. b. In order to appear on the ballot, a candidate must submit his or her Petition for Candidacy online by February 21 th by 11:59pm, and hand in the Candidate Supplement Packet to the Res Life Office by 5pm on February 21 st. c. The campaign period runs from March 21 st to 11:59pm on March 28 th.

5 III. IV. No campaigning, in any form, is allowed before the campaign period begins. d. No candidate may spend more than $50 on his or her campaign. Receipts should be saved, and an Expense Report should be returned to the Elections Commission. e. Any attempt to undermine another candidate through misinformation, defacement of campaign materials, harassment, or intimidation is strictly prohibited and will be penalized. Publicity a. Posters must be in good taste, as will be determined by the Elections Commission. b. All University and Residential Life posting policies will be strictly enforced. All candidates should familiarize themselves with the posting policy; it can be found in Bearings or online at c. Consistent with the no-slate rule, advertising in conjunction with other candidates is prohibited. d. Candidates may not chalk on vertical surfaces, covered surfaces, or on places commonly used for seating. Additionally, candidates may not chalk on limestone surfaces. e. No logo, slogan, or brand that is currently being used, or has ever been used, by the Congress of the South Forty or Washington University may be used in campaign materials. f. A candidate must use his or her name on all advertising material used during the campaign. g. Candidates may not use any material, which could permanently deface University property. h. Candidates may submit a candidate statement in text format to the Elections Commission along with their petition for candidacy. This statement may not exceed 150 words in length. i. Candidates are responsible for all persons assisting them in the Elections process and/or solicitation of votes. Elections Day Procedures a. Voting will occur Online on March 29 th and 30 th b. Results should be known soon after on March 31 st. Results will be posted as soon as possible. V. Write-In Candidates a. Write-in candidates shall be allowed. b. Any person wishing to be considered a write-in candidate must complete a Petition for Write-In Candidacy and return it to either the Elections Commissioner or the CS40 Office before 11:59pm on March 10 th. c. A write-in candidate may not solicit votes until his or her Petition for Write-In Candidacy has been returned to the appropriate person(s). d. Write-in candidates are still required to follow all Elections rules and regulations established by the Elections Commission. e. Write-in candidates are still required to submit a letter certifying good academic standing, an executive conference verification, an interview, an orientation and spring planning contract, and an expense report.

6 VI. Powers and Duties of the Elections Commission a. The Elections Commission shall have the authority to establish and enforce all Elections rules and regulations. b. In order to guarantee a fair and equal Elections, the Elections Commission reserves the right to create additional rules and regulations as necessary. c. The Elections Commission will enforce all Elections rules and regulations. Any candidate that is caught violating Elections rules shall be subject to a verbal or written warning, a monetary fine between $5 and $15, loss of votes, or immediate disqualification from the Elections. d. The Elections Commission has final authority over the interpretation, establishment, and enforcement of Elections rules. Candidate Checklist Complete the online Petition for Candidacy (cs40.wustl.edu > Elections) Hand in the Candidate Supplement Packet, with the following information: 50 signatures supporting candidacy Certification of good academic standing Orientation and Spring Planning participation contract Interview verification Executive Conference verification Candidate statement If running for Director of Public Relations, attach a poster sample Submit Expense Report at Super Assembly on March 28 th Give a Speech at Super Assembly on March 28 th Questions? 7 Structure - Executive Board The Executive Board is composed of ve elected individuals: The Speaker, Director of Services, Director of Finance, Director of Public Relations, and Director of Development. The Executive Board, through the Speaker, leads the Assembly. The CS40 executives serve as liaisons to several campus groups and administrators, and manage the substantial congressional budget. For these and many other services rendered, they are compensated by CS40 with a housing credit, equivalent to 1/4 the price of the cheapest double available on the Forty. Speaker's Responsibilities Guide overall vision for CS40. Facilitate communication and activities between all of CS40's structural components. Prepare and distribute Assembly agendas. Serve as the chief advisor to College Council Presidents. Chair the Resident Student Advisory Board, advise the Internal Operations Committee and Operations Board. Act as Liaison to CS40 Advisors, Rob Wild, Jill Stratton, and RCD's. Serve as the voice for the Forty by communicating with other campus organizations. Director of Finance s Responsibilities Advise Finance Board Oversee, create, and present budget upon election. Organize all nances for CS40 by maintaining and updating budget daily. Keep copies of all receipts and documents. Train Executives and Committee Chairs in all aspects of CS40 Finance. Approve and sign o on all payments. Receive and review monthly reports from accounting. Serve as the chief advisor to College Council Treasurers. Director of Public Relations Responsibilities Advise Promotions Board. Organize publicity for all large-scale CS40 events and programs. Approve all publicity for College Councils/Committees. Manage bulletin board in the Bear s Den in conjunction with online calendar. Take minutes at Assembly, Exec and O cer Board meetings. Create the master event calendar. Compile a scrapbook to be published in the Spring. Director of Services Responsibilities Advise Services Board. Organize the purchasing of food for CS40 meeting including all assembly meetings. Coordinate all South 40 Week preparations. Spearhead bringing a Speaker to Campus for South 40 Week. Oversee and maintain all CS40 supplies.

8 Director of Development s Responsibilities Advise Development Board. Prepare all CS40 delegations to outside conferences. Plan leadership retreats for all elected members. Plan information sessions to educate the constituency about CS40 and what it does. Spearhead e orts for leadership development within CS40 and the constituency. Plan the end-of-the-year CS40 Banquet.
